Sun Times Falls for the Line

Instead of holding Rahm responsible last election for his broken promises, they fall for it again:
  • Mayor Rahm Emanuel’s reported plan to hire “hundreds” of additional police officers is better late than never.

But it truly is late, no doubt about it. About as late as the number of days Emanuel has been mayor. Our recollection is that Emanuel pledged to do exactly this — beef up the police force dramatically — way back when he first ran for mayor in 2011.

In the meantime, shootings and homicides in Chicago have increased, soaring especially this year. August was the deadliest month in Chicago in 20 years. The number of gunfire victims this year has nearly reached the total for all of last year. Just on Wednesday, four people were killed and 12 were wounded in shootings. Chicago has had more murders than New York and Los Angeles combined. So, yeah, Chicago needs more cops.

When Emanuel ran for mayor, he promised to add another 1,000 police officers. But once in office, he finessed that promise by simply reassigning officers, mostly by disbanding special units, saying he was putting 1,000 more cops on beats. That was at best a limited solution. And the mayor has been leaning heavily on handing out overtime ever since.
And he cut 1,200 positions from the budget, but the media neglects to mention that.

Rahm is out playing with words again - no mention of a specific number - and the Editorial Board seems to miss this, too.

Here's the thing: every message, letter and comment coming out of Personnel is that the number of retirees next year is going to be astounding. We're talking 1,000 bodies out the door. And if Sun Times was thinking straight, they'd be wondering why there aren't hundreds of recruits in the Academy already. It's a six month training period PLUS another year before the Probationary Police Officers are actually full-fledged officers.

That would be Spring of 2018 at the minimum. So Rahm has pretty much written off responding to 2017 manpower issues because unless 1,000 recruits are going through the Academy this winter, the Department is going to be hundreds more short once the killing season rolls around again.

How bout the media starts the notion that maybe city hall isn't qualified to run a police department ! Now its civilians investigating police use of force incidents kinda like a team of carpenters overseeing a medical malpractice lawsuit !

Lets not forget. The city is not putting a thousand new officers on the street, but they are replacing the thousand that are retiring !!!!! So the city is still going to be short around twenty five hundred officers. Best guess is that about twelve hundred will retire between the end of this year and May of 2017. So this BULLSHIT about having to raise taxes to do this is wrong, the city is still budgeted for a much hire number of officers... so where is that money going??

It takes years to train a person to be COP, I would say at least 4 and 6 years.... If you don't believe me... Take a look at the dumb shit a hair gel on the job for 3 years came up with --- shooting the car and getting jammed up in bullshit to his neck. Takes several years to train a person, but we all know, say by 5 years, they are already retired on duty

Who wants to be a police officer in this political environment?

Maybe things will change if Trump is elected, but I would never let my children consider law enforcement right now.

It's not just the city but the state in general, the ISP hasn't had a class in 2 years. They are stretched so thin it's a joke. All one needs to do is go to central headquarters in Springfield and you can see all the wonder boys who wouldn't know a felony if it punched them in the face. Much like your command they are over promoted and in over their heads.

Rahm lives in the 90's, when he was the brains behind that Clinton. Rahm, the Wanna Be Tough Guy from Wilmette is full of shit. When he was with Bubba they promised 100,000 cops, and they funded them for the first year, then everyone was on their own. Does anyone remember, doing More with Less? The cornerstone of Community Policing was to change the style, so that we were able to focus on 'PROACTIVE" POLICING RATHER THAN REACTIVE POLICING! BLM, the ACLU and the Media consider Proactive policing to be aggressive, Racist and Racial Profiling. The result is that any cop who dares to be Proactive in such an environment risks his/her job and possibly freedom. With a Black public indoctrinated to believe that they have a right and I dare say political obligation to "Resist" any form of police initiated contact, you can be sure, that every stop or encounter risks a struggle or violent end. Stay Fetal, Stay Fetal; Chicago Values, Chicago Values, Fu@k you 9.5! Baby"G"

Rahm Emanuel, like all politicians are full of hot air. All talk no action. They say anything or nothing to get the heat off their backs.
He will hire a 1000, when 4000 are retired - maybe over 2 years. That's still hiring a thousand, he doesn't have to say when.
Getting hopes up to be hired or promoted up is going to be a lottery at best.
There's a grand scheme to level the playing field before any incoming personnel needs at met.
BTW, anyone notice HQ's manpower?
No wonder nobody works the streets.

Every day there are stories bashing the police. Recently Pfleger and Rush, these guys don't want you to be the police. We can NOT police without fear of repercussion. They want a "civilian" oversight group to tell you that you did wrong and to have say over your punishment. The Superintendent has these meetings with p.o.'s and tells them he's the police and he has their backs then screws coppers every political chance he gets "for their own good". The mayor is not a friend to the police, but to be fair he is not a friend to anyone except the connected.

So you know what? All we can do is let the bodies pile up. Let the bodies pile up and you stay safe and do the minimum. They can hire 3000 more cops but even that won't make a difference if cops aren't gonna do anything because they don't wanna lose their job or go to jail.

First of all, the city won't be hiring enough to replace the retirees. They probably won't even hire half that number. As for raising taxes to pay for more police, hiring a new police officer is much cheaper than paying someone with 20+ years on. Paying 500 recruits is much cheaper than paying 1200 20+ year veterans. Any budget concerns that are cited to justify the lack of hiring sufficient numbers of police are just bullshit. The city always finds money to pay for unnecessary parks, artwork, festivals, etc., as long as it benefits some friend of the mayor. It's all smoke and mirrors and outright lies that the media just eats right up.

I know a lot of guys, they're addicted to the OT. If they received a paycheck without any time and a half, they'd faint dead away. Retiring on their regular salary....that would be a huge pay cut for them. Live within your means, for Chrissakes.

so heres my take on the hiring announcement:
So this is an excerpt from the Supt "I drank the Kool Aid":

Over the next two years we will be hiring over 500 new police officers to help boost police presence where it is needed most. Every community deserves appropriate staffing levels, which in turn allows more officers to take time off to spend with their family.

We will also be hiring 92 field training officers. Field training officers are an integral part of CPD, in that they train and mold eager recruits into productive police officers for decades to come.

We will also promote 200 detectives to help raise our clearance rates for murders, shootings and to address violent crime head on.

Another need of manpower is supervisory personnel, so we will be promoting sergeants, who provide vital street level supervision. Our goal is to hire at least 112 new sergeants. With that in mind, we will also promote 50 new lieutenants who will provide critical supervision and tactical insight at the district level.

That means over the next two years, we will add over 950 sworn members to the Department.

Now lets do the math:

500 New Hires
92 FTOs
200 Detectives
112 Sgt
50 Lt

+500 is a Positive

=92 FTO is a wash they aren't leaving the patrol division and they aren't an added manpower they are already there. (shades of Emperor Rham and his "I'll put 1,000 more police on the street", NOT HIRE, but take desk people who don't want to be on the street and throw them to the wolves)

-200 Detecives is a negative being drawn out of Patrolmen

500-200=300
300 new Patrolmen

112 Sgt but 50 Lts will be pulled from Sgt pool
so now its actually
62 New Sgts

Now subtract that 62 from the 300 New Patrolmen
300-62=138

138 New Patrolmen

We are averaging 150 retirees a year for the 55 Free health care option
so over 2 years 300 retirees

138 new patrolmen subtract 300 retirees
138-300= -162

so in REALITY we are still 162 patrolmen short over that 2 year span and that's a guesstimate.

What public school did he go to that gives him a +950?

and the city in it's infinite wisdom of cooking the books:
Reality check
Detectives Title is (Patrolmen WORKING as a Detective)

so the 836 Detectives they also count as PATROLMEN in their count of sworn police working and as Detectives. The city is double dipping in the census.

Where did they get the number of 12,000 Patrolmen?
