The Bigger the Lie...
Gang loitering, intimidation, flash mobs and violence had nothing to do with the Chicago Police Department’s unprecedented decision to close North Avenue beach on a sultry Memorial Day, Acting Police Supt. Garry McCarthy said Wednesday.
One day after Mayor Rahm Emanuel blamed a surge of calls about patrons suffering from heat exhaustion for the beach closing, McCarthy stood at the mayor’s side and agreed.
Asked point-blank what role, if any, gang activity or violence played in Monday’s 6 p.m. closing, McCarthy said without hesitation, “None.”
What we can't decide is if he's lying on his own or getting bad information:
“There was no gang activity involved in the commander’s decision to close the beach. ... It was based upon the public safety concerns where we had to get ambulances to victims on the beach and the overcrowded conditions made it difficult for that to occur,” McCarthy said.
“The folks who showed up at North Avenue, what I was informed of, were suburbanites who were coming to the beach to enjoy a nice day. It was simply an overcrowding situation. It had nothing to do with anything else that was going on.”

- Based on a couple of conversations that I've now had, yesterday's beach closure had more to do with crowd control concerns than the heat.
- And if the police can't get a handle on beach safety, there are going to be a lot of problems this summer...
- Even more interesting is that the papers so quickly bought into the heat story without reporting any of the real problems that went down.
- There is a growing problem at the beaches, one that I believe that are trying to keep under wraps.

There probably were a handful of suburbanites at the beach, all of which will probably never return after getting a bird's eye view of the animalism.

McCarthy's denial of gang violence is extremely disconcerting. Who was it that recently said, "Crime is down! Statistics don't lie! POD cameras make you safe! Nothing more to see here, gotta run!"
Like a fool, I was once again trying to keep an open mind about a new superintendent. I believe I will again be disappointed. It looks like McCarthy is nothing more than the mayor's puppet, just like his predecessors.

I don't even know where to begin tonight.....there is so much crap being fed to the public and it's being eaten up as though they are a bunch of flies.
First, there's the Taste of Chicago fireworks. On the news (and I know they are not always correct) they said the fireworks were being cancelled due to cost and that eliminating them would save the city $110,000. ARE YOU KIDDING!! $110,000!! How about charging just one dollar for admission. Over the entire length of the taste the city would make a few million.
Second, can ANYONE name a time a public beach was closed because of heat.....anywhere in the country....when the temp never hit 90 deg.? If the city would have said the crowd was too big and it was a hazard that would have been A LITTLE more believable. So here is where the police need the help of the public. If you are crazy enough to head down to the beach this weekend please video record what goes on and send it to a blog or post it on you tube. If enough video is posted the city cannot deny it.
Lastly, don't expect the police to do much. Not that we don't want to but we are WAY understaffed. Rham's little play on words this past week where more officers were put on the street was BS. He took officers that were already working on the street and moved them from a unit to specific districts. If that seems confusing imagine being at a store where the checkout lines were really long. Cashiers closed on lanes 6, 7, and 8 and the same three opened registers 9, 10, and 11. As dumb as that sounds that is exactly what the police department did. And districts like 18 (where N. Ave Beach is), where there isn't much violent crime compared to other districts, received no new bodies at all.
The tax paying citizens of Chicago are in for a rude awakening this summer.....just wait and see how it all pans out.
We all have a need for tourists and suburbanites to flock to our beaches. We need the revenue that they bring. I don't care how they handle the gang problem on the beaches as long as it's handled. Until we have enough manpower to secure the beaches, keep em closed with skewed water testing results, my idea but boss you can have it.

I know you are new here. Welcome. Have you gotten a chance to meet some of the people in town, yet? Maybe see some of the sights on your off-duty time? How about the beaches? Did you make it to those lovely spots, yet? Some of the best places in the city, if you ask me. They may not be Coney Island, but you sure got some great views. Not a lick of trouble in any of those spots. Don't believe me? Sir, I just ask you to check with any of the news outlets, they will tell you that we don't have any problems at the beaches! Trust them.
You know, if you can't make it to one of our beaches, why not get familiar with another great spot in town, Michigan Avenue. Take a leisurely stroll up and down the Magnificent Mile on a weekend evening. On that Mile you won't encounter the slightest problem with anyone on that street. Visiting Michigan Avenue is a fun, safe time for the whole family. A bit incredulous about my boasting of how terrific that venue is? Just check the news outlets, again. They can tell you nothing out of the ordinary happens there, ever.
By the way, I am sure you met many people in town, hopefully a number of them work for the police department in the command staff. Take their advice whenever you can! Their 2 or maybe 3 years in a beat car is just short enough so that their keen command minds are not tainted or sullied by any alleged police work and believe me, they will tell you whatever you want to hear with a grateful heart. The closer you put them to your office, the more they will tell you the most pleasing things.
Finally, one last word of advice, don't be too quick with being honest to anyone about anything. Most police officers are bad at spotting liars and bullshitters - the nature of the beast I guess - you can pull the wool over their eyes very easily. Most of us are not good at sarcasm and cynicism, so just keep telling us everything is okay, because we will believe you at your word and I am sure it will only strengthen morale.

It might have been one of the most joyful experiences Ive encountered
For the first time I saw the fortunate really caring for the needy
I saw numerous people gladly allowing the needy use of their iphones for as long as they need
alowing use of their coolers to refresh themselves as the neeedy deemed fit
Use of their bodies for the relief of their pent up sexual satisfaction
sure maybe they jokingly knocked a few people off their bikes,but those people seemed to understand and almost appreciate the humor
A good time was being had by all
And then around 5-6pm an unfortunate event occurred rarely seen anywhere
Usually the temps climb highest around 2pm but this massive heat influx occurred much later on this day at these later hours
What a shame cause I really wanted to see how we all revelled in the darkness

I heard McCarthy on WLS-AM890 yesterday afternoon. A lot of chit-chat with Roe Cahn.
All I took away from that interview is that this guy is NOT a policeman - he's a politician.
I do NOT expect much in the way of improvements with the CPD in the near or long-term future.
As far as I am concerned, if I go downtown, my risk factor goes up as to any criminal encounter. (besides paying outrageous parking fees which are already criminal)
There should be concealed carry in Illinois. Reading the comments on this BLOG I cannot count on the police to be there and even if they are, will I get the response from someone who's still the REAL police or will I get the response from some dog? (which would be no response)
There has been an erosion of confidence and a growing perception of lurking violence in Chicago by those living both inside and outside of the city as well as a real erosion of public safety.
McCarthy has not given me any sense of reversing that downward spiral.
On another observation: all those desk job holders who are now going back out on the street - you better go to the range - on your OWN time and money and sharpen up your shooting skills. That's what I would be doing because streets are not safe.

Nice start Boss!!! Not only are you insulting the citizens, but you are REALLY insulting the men and women you are supposed to be leading by making ridiculous statements like these. I bet if it was one of your daughters being knocked off of her bike while riding on the lakefront path or being groped by some thugs, the anger/outrage you showed those Palisades Park cops would come into play.
If you are truly concerned about quality-of-life complaints, please recognize that those complaints apply not only to bombed-out ghetto areas but areas where working, law-abiding, tax-paying Chicagoans enjoy frequenting like the lakefront and downtown. They led to one homicide at 57th street.
Neither beach had any police presence.

You are a moron if you think more than 10% of the Department goes to the range on their own time. There might be a few enthusiasts but regardless of job duty, the overwhelming majority fire their 30 rounds a year to qualify and that's it.
To those asking "where are the videos?" I would say you are making yourself a target if you are pointing a camera in the direction of these CPS honor students. What do think they are going to do if you are noticed filming them? Maybe if any of those stolen phones show up you may get some video, provided they didn't end up in the bottom of the lake.

Rahm is a control freak, he has shown it since day one, and if you'll notice he still won't let Brizard speak to the media at all. Rahm always steps in to control the question and the statement going out, even to the point at a press conference to put his hand on the guy’s arm and pulling him back away from the microphone so he can step in and give the answer he wants put out. You know the phone call McCarthy got from Rahm that evening- "DON'T you say a word about any gang violence or any thuggery, you just tell them it was too hot and you needed to clear the crowd to get to the sick, THAT'S IT- I command you!" You know it and I know it. Being a copper, and one who worked the street, if even for a brief period McCarthy knows "Dude"…... C'mon- in a heartbeat he'd love to say the animal was acting out and needed to be controlled, but the press savvy Rahm won't be having any of that. "Two Chicago police cars crashed into each other in a high-speed chase that began when a suspect's vehicle ran into another police car. Several officers were injured but none seriously.
The destruction started about 1:12 a.m. when a suspect's vehicle crashed into a marked squad car near 16th Street and Central Park Avenue, police said.

Used to have the old Harley 45-cu. in. three-wheelers up and down the lakefront, the PAPV's are probably the closest thing today.

I'm still trying to get a read on the new Supt, but truthfully, closing the beach was a good idea. If you knew the gangbangers were either on the way down there or were already there, who cares what the reason was that they said?
Look at the big picture. The gangbangers were legally denied a venue to hang out. You couldn't say that because you are gangbangers, we are closing the beach. It would violate the Gang Loitering ordinance MCC 8-4-015, and invite another nonsense lawsuit from the ACLU, or Loevy & Loevy. The "overcrowding" excuse was just that---an excuse to accomplish a needed goal.
Whoever made the decision made the right call, and McCarthy showed backbone for that person by backing their decision. A good call all around.
P.S. I'm not a cheerleader for McCarthy, but I do have an open mind on both him and this issue. Things were handled correctly with what was present.

I just left Heart Surgeon's office. How does Garry McCarthy know it was suburbanites that were at the beach? When you go to the beach, you don't have to register or fill out a form with your name and address on it.
There probably were a handful of suburbanites at the beach, all of which will probably never return after getting a bird's eye view of the animalism.

I think you're being a little harsh there, former Superintendent Weis.
Its a shame the new boss get things screwed up when he first gets here.
I would suggest to him that he listen to the guys on the street, and not the white shirts.
Unlike NYPD, most white shirts are political hacks and do not know anything about the street.
Also, have you noticed how thay have him closeted so he can't find out how things are?
He will never find out anything
if he listens to most of his Exempts. Randomly pick some troops and find the real story. Why would a commander tell you he has ran his unit in the ground?

Always been a problem. I just don't go in the water and stay covered from the sun anyways. AT first my spouse thought I was nuts, paranoid, then when she had a scare taking out the garbage, she understood why I am always armed outside of my house, cutting the grass, getting something from the car, etc...no matter what !!!
McCarthy is finding out that the culture of political fuckery in Chicago has no peer or equal in the supposedly civilized world.

Shit went sour in 001 & 018... OK, fine.
It is entirely feasable that the freshly brewed version of what happened was first filtered through the mayor's office and subsequently diluted/adulterated and then passed on to McCarthy who was then given the ol' shortshanks "position of honor" at the news conference.
Deniability for the mayor's office...
Somebody (McCarthy) left at the podium looking like they just shit on themselves when the cover is pulled off something unexpected, (heh-heh, voila! gotchoazzz!) while the mayor & his staff snicker in the background.
Either McCarthy willingly drank the kool-aid on this one or he got played really really bad by the people at news affairs and 9.5's staff.
Especially in light of the almost universal sentiment that the official reason given for closing a beach because "it's hot" is akin to using pure damnit dog shit as fertilzer.
