Um...What's the Point of This?

The Watchdogs are watching ....what exactly?
  • To encourage cops to keep fit, the city of Chicago has spent nearly $10.8 million over the past 12 years rewarding police officers who passed a yearly fitness test.

    Most cops, though, don’t bother to take the voluntary test, according to city records.

    Rather than provide an incentive for Chicago’s finest to get and stay in fighting shape, the program appears to be rewarding officers who already are physically fit, while doing little to encourage overweight officers to get in shape.
Really? And this is based on what exactly? The entire article (if you can call it that) is opinion based on....nothing. No survey, no study, just a total number of officers taking the test, the number that failed and the total money paid out.

All we can figure is that the Watchdogs see the coppers who care enough to take the test getting money and somehow that must be wrong.

City sucks when it comes to supporting the employees. Employees are treated like misfits yet are the exact ones who typically pay their taxes on time and every other damn thing that is required of them....so go suck a tree city of Chicago.

How come the media doesn't say anything about the tax dollars the mayor throws at the firms, hotels and other companies that have donated to his campaign? This is where the money is going. Cops aren't robbing the house. The mayor is. But the media pulls the wool over people's eyes while saying, "No, don't look over there. Look over here."

Obviously the money is wasted on them. It should be spent on bike lanes, summer festivals, and redecorating aldermen offices.

Hate to say it SCC, but it is kind of wrong. It's equivalent to giving a math teacher some cash every year that teacher is still able to add 2 plus 2, or a construction worker a bonus each year that the worker is able to demonstrate the ability to carry a 2x4 up a flight of stairs or a fireman a bonus because he/she is still able to pull the hose off the truck. Those are all minimal standards expected at the time of hire and standards that should be maintained while on the job. When those standards can no longer be achieved; standards that were established just to get on the job in the first place, that person is no longer viable at that job and is unfairly collecting a paycheck on someone else s dime. In a city that is already running very deep in the red, paying an employee a bonus on top of raises to be able to do what is expected is wrong. Apply that to a soldier who passes basic training but 2 years into his/her tour of duty is unable to run across the field with their field pack and rifle. Scary stuff. Coppers are stuck in a no win situation on many levels one of which is that they are under the label of "city employee". When teachers strike because they are the highest paid in the land, turn out one on the worst products nationally but refuse to go back to work because they aren't getting enough money, or former aldermen are given 6 figure jobs for doing nothing after they lose their election, or 6 streets and san workers are seen standing around a single manhole laughing and joking on the clock before getting in their 35 thousand dollar Silverado's while the construction horses sit on corners, slow traffic for weeks on end, and add more dents and dings to the 13 year old rust bucket the average Joe just trying to make ends meat on what is left after taxes are taken to pay the "city workers" for nothing more than the look of progress being made, there is some hatred developed and an "us and them" mentality sets in which takes us to the point of the article. When you can no longer hit the curveball, why are you on the roster? So to give a cop extra money on top of what that cop is already being paid just for being able to physically be a cop and do what is already expected, there will be a backlash in the form of an article or two and an expose'on more government waste.

I don't agree with the article. I'm one of those guys that is consistently about 20 lbs overweight. if it weren't for the physical fitness test I guarantee that 20 lbs would turn to 30 lbs and 30 to 40. There are a lot of officers in good shape that take the test for the money and good for them. They deserve it for staying in good shape. Guys like me will never be marathon runners (although is DO run the Run To Remember 5k) so for me the power test keeps me from getting too far out of shape.

Well, if they're concerned that it's not incentivizing out of shape officers, I would the only rational thing to do would be to make the reward large enough that it does incentivize officers. How does $2000 sound to everyone else? If I wasn't in shape, I'd get in shape for $2000.

I'm still in pretty good shape considering 13 years of football, and multiple surgeries. I work out 3 to 4 times a week. I cycle and row for my cardio and still lift weights. I don't take the power test because running a mile and a half is not good for me, I can do it but why. The sit up portion of the test is ridiculous,you will not not find a personal trainer or fitness instructor who will tell you to do full range of motion sit ups for an exercise. And the sit and reach what the hell is that about, to measure your flexibility, who cares. I am not a flexible person that's just the way I was made. I stretch and stretch but I can only get so far. They need to update the power test like a majority of things on this department. They should keep the bench press, do a 100 yard dash, have a firearms portion under stressful situations that gets your heart rate up and maybe an obstacle course of some kind, something more practical.

Hey, I have an idea for the people who complain about overweight police officers.

They can come and work shitty hours, especially the ten hour shifts [fuck you Garry], shitty police hating districts, no decent restaurants to eat at in the ghetto, especially at night and most everything is closed, stress from the public that hates the police, no matter what we do and second guess everything, family issues even though the dept. can give to shits about family despite what the brassholes say [it's all about them], and what do you have, a work force that can't stay fit because of all the stresses in life and that can't wait to leave the job!

Have you noticed the F.O.P. retirement lists lately, very few people with 30 and 40 years on this job. Most in the mid 20's and leaving as soon as the door opens for them!

Doesn't anyone remember those massive round body cops that lumbered their way out of the 1980's? 300 pounders were all over, even a few approaching 400 pounds, they could not get in a squad car. It was embarrassing just to look at them in their enormous uniforms. They couldn't even walk the St Jude march, the couple of blocks that took along Michigan Ave saw the huge bodies dropping out after a block or less. There was a huge sgt. in 019 who couldn't make the then short march after they moved to the CPD Memorial location. He dropped out mid-way huffing and puffing. From walking! I watched that guy balloon to enormous proportions during his career. He was famous for his terrible odor from unwashed folds of blubber! No amount of fitness money would ever induce them to push away from the buffet. Simply, there are no fitness standards. The Dept. made some noises years ago and then... nothing.

I would think those taking the test are getting into shape by doing something. Maybe some of those people were out of shape until the incentive making it a success. You can not help everyone to get in shape.

Scc you don't know everything we do it wrong. Say for example a car plunged into the chicago river with 4 passengers. Say some coppers on view it jump in the river and save three passengers while one dies. It would be the coppers fault for not saving him. Heaomes would read cops not good enough to save man.

It was such a glowing piece. Detailing how he is so dedicated and fully serves the community. The funny part is that you don't even have to be in shape or work out to pass it. Just do some sit ups a few weeks before and tuff out the run. The run may feel miserable if you haven't ran all year but you can do it if you're not 80lbs over weight.

Hate say but the entire discussion starts from a false premise. Some of the best POs I've known have been overweight. You don't need to be Superman to be a police officer.

Personally, some years I take the test, some I don't. Frankly, I hate driving to the Academy, making it a lost day, and disrupting my sleep and homelife because I work midnights by choice after 25 years on the job.

I don't know why the power test is not given during the promotional process. I hate to say it but I agree that we cops should have to pass the power test annually and upon promotional exams. You have to pass the power test for SEAT and the Summer Bike detail but not to get promoted?

I would love to take the test. However, since being injured on duty several time, the city never really paid for what I needed, so I can not do what they want.
Get us proper medical treatment and better doctors who are allowed to do what they need to do and I'll sign up.

Personally, I agree with the article. Cops who care enough about their health and appearance will pass that test every year, year after year. And the measly $250 (before taxes) won't encourage the masses of lardasses to get off their butts and trim down. What the city should do is incorporate physical fitness standards which must be met of all new hires, after a certain date, or extract penalties for those who cannot or will not maintain fitness. It would certainly ease up on medical costs, and would make officers far more productive than they currently are now. There's nothing the city could do or (realistically) offer the lardasses to get into shape, and the city cannot mandate them to do so, as it would have to be negotiated with the unions, and you know what that means, the city would have to give up something to get this (I don't think most officers would support it with their union heads anyway, most are too far gone down the road of fat to rebuild themselves).

I passed the power test yearly, for free, before they had the cash incentive. Fitness was never an issue with me. On the job, I developed a herniated disk and a heart condition. Not unusual. I guess if they wanted to hold me to a running or flexibility standard at some point in my career I might pass with duress, who knows. The point is a lot of cops would be challenged by this and might fail due to injuries, etc. Due to the performance of their duties. Would the taxpayer be willing to pay for a tax free disability, or the litigation? That is why this isn't mandatory. Disability obligation and litigation costs. You will never see it, fat cops or not.

Which people ? Not the people in the ghetto who get most of the police service - the people who pay the most are the same people you're talking about - cops (who are also taxpayers). Also - they have a health program " Chicago Lives Healthy" - which forces cops to participate in - or pay $100 a month extra if you don't participate. I don't think they should pay cops extra for being in shape - but if I'm out of shape I shouldn't have to pay extra either. The medical is a whe different issue - has nothing to do with being in shape - just an abused system for a small group of dogs - they promised to clean that up a long time ago - how many people have been fired for medical abuse ?

I really, really...really, really, really get turned off by the military comparisons. In the Army 1. you work out during your duty day and often in groups WITH EVEN YOUR BOSSES PARTICIPATING 2. are tested on physical fitness twice a year 3. you receive promotion points based on how well you do on your fitness exam. That is completely different than our job. Fitness and appearance is much more valued in the military. As great as the gym body appears, most of the best officers I have worked with were not that guy. I can think of two that were serious about both health and fitness. Two. And even then it's not just so I can fight. There are a ton of muscle bound guys that can't throw no hands. Let's be serious. The real deal is the guys/girls who are doing it for their livelihood...their health, their physiology etc.

True, we have some really overwieght coppers out there, but there is nothing to indicate that the picture portrays a Chicago police officer, no shoulder patches, nothing that is visible on the gun belt that would indicate he is a police officer, just an old fashion baton that a security guard could pick up at a uniform store. True there are dozens of pictures out there that show fat ass cops, but this picture is just as misleading as the story itself. But we are presented as overweight slobs. Private corporations give out bonuses and nothing is said, that bonus money is passed on the consumer.

Yes; it is a fluff piece that will be forgotten by tomorrow if not sooner. I just enjoy seeing how these so called "journalists" spin the story. They say, "only 3,000 of the 12,000 sworn personnel took the fitness exam." That's one quarter of the Department. If they were talking about coppers with 2 or more CR #'s, they'd be saying "As many as a quarter of all sworn personnel have 2 complaints against them." This is why they're a dying breed and good riddance as far as I'm concerned. In another few years you'll get all your news electronically and none of these goofs who write for the Sun Times or Tribune will be able to compete with the 20 somethings who dominate the electronic media.

Ah, but when the economy ends up in the toilet, when salaries start to get cut and bonuses start to dry up then suddenly the once looked down upon city worker is now cast as the evil villain, stealing from "the average joe".

It's equivalent to giving a math teacher some cash every year that teacher is still able to add 2 plus 2, or a construction worker a bonus each year that the worker is able to demonstrate the ability to carry a 2x4 up a flight of stairs or a fireman a bonus because he/she is still able to pull the hose off the truck. Those are all minimal standards expected at the time of hire and standards that should be maintained while on the job.... So to give a cop extra money on top of what that cop is already being paid just for being able to physically be a cop and do what is already expected, there will be a backlash in the form of an article or two and an expose'on more government waste.

Math teachers study and do math all day. Firefighters get paid to eat, sleep, and work-out ON the job. Construction workers do physical labor all day.

Cops do not get paid to work out, spent a majority of their time sitting, doing paperwork, etc. The comparison isn't valid and if people expect cops to stay in shape, then the job needs to provide for avenues to fulfill that job aspect. Give us a gym to work out in, ON THE CLOCK, pay for a gym membership, increase the POWER test bonus, etc...

I don't agree with the article. I'm one of those guys that is consistently about 20 lbs overweight. if it weren't for the physical fitness test I guarantee that 20 lbs would turn to 30 lbs and 30 to 40. There are a lot of officers in good shape that take the test for the money and good for them. They deserve it for staying in good shape. Guys like me will never be marathon runners (although is DO run the Run To Remember 5k) so for me the power test keeps me from getting too far out of shape.

there are different standards for men and women and also for age...
there should be different standards for different districts as well.

a copper in 3 or 6 should have to run a couple blocks really fast and beat a heavy bag with his baton and a copper from 20 should have to grab a radio and come up with 5 or 6 excuses for not taking a job and then complain as he eats.

And it's still probably cheaper for the city to do it this way than to make it mandatory.

Some actuary probably figured that the city saves X amount of money on annual health care costs. The bonuses paid out are probably less than it would be if they had mandatory fitness tests and had to pay for us to work out, and pay us to work out with a trainer like the ISP do when a fitness test is failed. Then there's the pension costs saved when divorced/single retirees in poor health die shortly after retirement.

In the silly article they mention the fire department and how a higher % of firemen participate in their fitness award program. They missed a perfect opportunity to bring up one of the huge inequities that really sucks. The fire department is paid significantly more for their fitness achievement than the city offers us. Personally, I agree with the article. Cops who care enough about their health and appearance will pass that test every year, year after year. And the measly $250 (before taxes) won't encourage the masses of lardasses to get off their butts and trim down. What the city should do is incorporate physical fitness standards which must be met of all new hires, after a certain date, or extract penalties for those who cannot or will not maintain fitness. It would certainly ease up on medical costs, and would make officers far more productive than they currently are now. There's nothing the city could do or (realistically) offer the lardasses to get into shape, and the city cannot mandate them to do so, as it would have to be negotiated with the unions, and you know what that means, the city would have to give up something to get this (I don't think most officers would support it with their union heads anyway, most are too far gone down the road of fat to rebuild themselves).

You must be a new guy! What do you do about the officers who have injuries? What do you do when an officer is hurt during the test? The power test is taken on your own time! The departent also has to provide time for you to get in shape, not doing anything for the job for free!!! Me being in shape makes me a better officer how? I don't hit the medical much at all and the GO does not state that I must chase, fight or flex on the street. I provide the services that are required of me. Keep trying to go above & beyond, I'm sure you will be on tv at the next black lives matter protest!

Look at it this way; a small incentive for taking the fitness test is a far better investment than the alternative of having to pay extra for healthcare or medical time. MUCH cheaper.

I agree. But it will never happen because if the city had it's way, they would expect the officers to do all this while off duty. The city does not want to pay for decent cars so why would they put out money to be used to help their own get into shape and stay that way?

i may be wrong, but when i use to work out on my lunch, a sgt. would say make sure u don t get caught by an inspector..your not suppose to work out while on duty, even if its on ur lunch. so i want to stay in shape but i can t. I think in L.A. P.D. they get 3 hrs a week to work out. What they should be asking is why the city doesn t follow other cities fitness program, if they want to get the police in better shape.

There's a Gym and a Track indoors at that lovely Black Site.

And I believe you are all authorized access to the facilities at 1460 N Larrabee and at 1400 W Jackson.

Fuck it, I am going to apply for a job at Netflix or Google. Great benefits and even if I don't make as much, the work atmosphere is great. Fantastic job satisfaction. Not like here, I could be a commander and still the job would suck. Netflix provides one year of paid maternity leave! I just have to find out if I actually am required to give birth, or if I can just stay home with my wife.

Today's cops should WANT to maintain some measure of physical fitness, considering all the punks out there who are seeking a physical confrontation with them...Give you a gym to work out? All of the newer stations have excellent gyms, I've worked out in several of them. We're not the CFD, so I don't see 'on the clock' workout time approved. But you should want to do it to further ensure that you return home to your families, if nothing else...have some personal pride, for crissakes!
