13 "Merit" Sergeants Made

Looks like the rumors were true once again:


There's the list of 13 "merit" picks. The Department is short nearly 80 sergeants as we write and due to the recent win by the Sergeant Union over the "55 and Free Medical Care" issue, will be short another 80 or so by May of 2016 when the benefit runs out and isn't renewed. But McCan'tFollowTheRules is going to make these 13 out-of-order picks and give them major seniority over anyone who earned it.

Supposedly, the FOP has filed for an injunction and McMoron has said he doesn't have to follow the rules. Just to help everyone follow along, these are from the Human Resources website:



Section A states quite clearly, "...of each round of promotions," and Section 12 says "If Merit Selection is used, CPD shall fill no more than 30% of the recognized career service vacancies....in each round of promotions." Those are the city's criteria and have been for years - past practice.

Last we checked, 100% is a bit more than 30%, even to someone from New York.

Garry needs to be gone if he can't understand the plain language of the process.

Congrats Bobby Garza. Hardest worker up in Area One. Always working a case and talking to witnesses or offenders. He and his team handled that triple homicide and two offerders were charged.

By my math if he made 13 merit picks he should be required to make at least 30 off of the list. If those 30 are not promoted at the same time as the 13 they should be able to file a grievance or lawsuit. The 30 would be eligible for back pay and a seniority date to match the 13 merit picks.

Totally BS I don't disagree agree with merit because there are those that are well deserving But this PLEASE .... a actual candidate that earned it loses Seniority, Money and let's just say they gave a Lt. Test sooner then we think.
not having thoses few months or possible year at the rate the city moves could possibly disqualify you from taking the exam. It may seem small now but could hurt other candidates in a long run... This is ridiculous!!!

Isn't it about time that young coppers start getting pissed off and attend union meetings . Their needs to be a change in what goes on down in our union hall . Let's quit electing detectives and start electing members who will represent the common copper who pushes around a beat car . Aren't u tired of watching specialized units and people getting promoted ? It happens because we don't get involved and make accountable our representatives . Think about it when's the last time Dean , Greg , Tommy , Ray or Caps got into a squad car and did a tour of duty ? Scc I understand that the department is once again playing games with careers. It's infortunate that several of the names on this list are some of the bravest policemen I have had the honor of knowing. Guys that have earned their stripes unlike so many of the hacks that get promoted. For their sake I hope they get promoted off of this list. I've never seen as list as heavy as this one. At least one is a double merit in the last 7 years. Another was chosen over an officer who had been shot in the line of duty from Bureau of Patrol. Lastly, another comes off of medical just as invitations are given to the chosen few. Although I knew this was the process years ago, it makes me sick to see our Superintendent thumb his nose at the contract rules set in place. Violate his rules, he launches your ass. Go back to where you came from asshole. I actually thought he'd be good for us. Boy was I wrong. 1st and 16th boys and girls. This department could give two shits about you and the work you do. Too many chiefs, not enough Indians. Tonto out

Am not saying promotional class should have zero merit---But we needed Sgts and they made em rank order- they did not have merit selections complete--so NO MERIT...too bad for all concerned. Next class- viola here is your already chosen merits (plus or minus any to be no more than 20% of class).

Wow take a look at how many were made from units compared to districts. Then look at how not one was made from Gangs when they make the majority of GVRS related arrests. Tells you how important and how much the department values your efforts. I mean really all those detectives are worthy of merit when the clearance rate is atrocious ranking well below national averages. The previous class was comprised of 31 rank order selections and 0 merit picks. This class is 0 rank order and 13 merit picks. If you put the 2 classes together, it's 70% rank and 30% merit, with the rank order getting seniority on the merit picks.

Mcarthy has been merit his entire career and has no problem promoting the connected simply because they are connected because that's how he moved up the ranks. This self righteous entitlement bullshit is out of control and is a blatantly taking us for a bunch of fools!! Not to mention how fucked you're going to be if you happen to get stuck with one of these incompetent hacks as your Sgt. Hey bosses when you promote somebody that doesn't know what they are doing you are doing more harm then good. It's counter productive because you have that sgt's POs afraid to do shit because they know they have a moron for a Sgt. These POs are forced to stay in the squad car because why take the chance of getting jammed up sued or even killed with a no nothing Sgt at the helm making fucked up and sometime dangerous leadership decisions on a daily basis!

1. If you see posts going after FOP on this you have to ask what the poster's motivation is.

2. Why would the city do this and front off these 13? They basically subjected these officers to ridicule for the rest of their careers.

If FOP does nothing, what prevents the city for making the next 60 spots in a class all merit, then have a classes to equal 140 down the road? City is attempting to change the manner of promotions, FOP must act.

It doesnt matter what the prior class with NO MERIT was....the city has the option of up to 30% merit for every class....this is a seperate class with a different seniority date....so the city is in violation...or just make the very last class of every test the Merit class so they do not have seniority over those that made it off the score..and the department never defines the criteria for Merit...its not numbers...thats for sure....AND you should only get one bite from that merit apple period....just my 2 cents.

here is the problem with jamming this 13 with the last class and calling them one round of promotions. 1. they do not have the same seniority as the last class so it cannot be the same round. 2. this logic means that unused merits may be stockpiled indefinitely, e.g., what is the difference between what is being done here and simply saying that all the possible merits were not used from a class 5 or 10 years ago and use those too? Garry would never have to promote a non-merit again.

The problem is the city can't just add merit later on when promotions are made. They are the ones who promote and basically the idea behind a promotion ROUND is use it or lose it (merit). What they should have done was NOT promote the 31 off the list if they were NOT ready with the merit process. Too bad. Wanna make 13 merits than promote another 31 off the LIST!

They get UP to 30 percent each round.....a round would be understood as a class.....31 off list and zero merit means city failed to utilize the merit picks in that round....you can't "make up" a later class of merit because you failed to complete the process. Simple solution is don't promote until your ready. SORRY MERIT PEOPLE, but you may make it soon BUT only when they promote another 31 people OFF THE LIST!

Around 21 years ago, a bunch of hires were Rejected. There was a lawsuit, and all with Juice were retested and hired. Remember the spitball class at the Academy? (94-6) I believe these were the Harbingers of death for the Department. Some were fired right out of the Academy. Some are in Jail today. Keep those seniority dates in mind folks. You'll probably see them on another list in the near future. If you keep the 30 percent list small these people can make it to the top in very little time.

What's a real joke is that we are short how many Sargeants and they start a class of 13. Think about the resources that will be utilized to train a class of 13. But hey it's tax payer money so who cares.

There is no reason they couldn't have done a new class and made these 13 merits along with the additional merits to make their 30%. It really is more of the city putting the square peg in the round hole. 20 years and I have to say I am embarrassed what this department has turned into.

This is how merit should be done. If the city plans to make 400 off the list ten 20-30 percent merit also on top of that the first 400 from the list should go first. Then when the 400 from the list are made then the 120 merit(30%) should be then made on the back of the list as the last classes. That way test scores are rewarded and the merit picks still make Sgt and get the merit spot except they have to go to the back of the line and back of seniority. It's the only fair way, test scores first, merit second everyone's happy

I happen to be a former partner of one of the guys on the list and I know how much this guy deserves to be promoted rather than chastised by bitter , jealous jagoffs always blaming the department for their downfalls . Maybe he and others on this list busted their asses taking actual bad people off the street for years and have given everything and more to this job while most of you crying dogs started whining and laying down years ago always giving excuses why you can't lock people up or why u refuse to do anything. I can't speak for everyone on the list and I'm sure there are plenty of coppers on this job that have gotten promoted for who they know or what ass they've kissed , but this guy ain't the one. How about you actually have to demonstrate some knowledge of your job after being given 8 weeks to study a small portion (stack of orders) of said job.

If you can't show that you know even that small amount, you don't deserve it!!!

And don't give me any bullshit about not being good test takers. Life is a fucking test every day. And especially so when you have a squad of police that you're responsible for and have to make sure that they all get home safely (physically, legally, and emotionally).

That may be hard to accomplish if you can't retain small pieces of information or understand the way the law is written.

I never understood why all the defenders of merit, will say "they are workers, or good guys, or deserve it." Then rip on those who "study and did well on the test" as somehow less virtuous or deserving of a promotion. Example: "Everyone who studied and passed is a dog ass who never did any police work, blah, blah, blah!" See how "idiotic" making "blanket statements" about the merit issue sounds?

I think we can all agree, that we all know someone who made merit that are good cops and leaders..Just as we all know some goofs who make it on merit because of clout, nepotism, marriage, etc., and have no police skills what-so-ever..only blow job skills!

I managed my time, studied hard, scored adequately, worked hard in multiple capacities and units (mostly patrol) and on various watches..I had some fun, made some friends, worked for some real good bosses, and some tremendous ass holes with big egos who think it's all legit!

In the end, I waited patiently for my turn to come around (9165) made it rank order..No regrets or apologies!

As far as "Merit" goes, it used to be you'd have to do something really extraordinary to get a free bump up.
I would love to see the qualifiers that made these 13 extraordinary candidates truly exceptional to validate the promotion.
Coming from a unit (that was a gift too) just isn't enough to qualify sometimes.
Sure makes one really ticked to see Beat guys getting snubbed.
When I made 'The List', I took some ball busting for being "too old" and heard the "let some young guy" have a shot.
Well I'm still here and I'm still too old, but I got my spot the way it should have been...waited my turn and by rank order.
Stop letting the City have a 30% stake in promotions, 2% is more enough.

Get your facts straight before you run your pie hole. The "G" grabbed almost everyone that ever worked with or around the bad guys in the SOS scandal,a typical FBI move. Only after they tarnished their names did they fully investigate and release those that were not even remotely related to the charges. Zogg was later determined to be free and clear of ANY involvement, perceived or direct. While I personally am not a fan of the merit process per se, IF one could be considered most deserving of this opportunity, HE fits the bill.

My point about test taking was that doesn't make you anymore capable of being a leader and it doesn't mean you've "earned" anything. The whole promotional system is flawed,there's just a many if not more useless supervisors that made it off the list as there are merit.
Also the difference between being ranked 1 or 1000 could be as little as 10 percentage points. That doesn't make the guy that's ranked 1000 any less capable of being a quality supervisor.

Maybe because you're actually smart enough to pass a test? I never understood why thinking because you made a thousand worthless dope pinches that you're somehow qualified to supervise and lead people. Although I think we all know that most merit picks haven't even done that.

It is not just about "passing a test". It is about knowing the General Orders, Rules, Laws and all the rest and being able to craft reports that could save copper's asses and careers. It's about knowing how to write "good paper." Thank God I learned from people who could speak, read and write English.

If somehow being wounded overseas qualifies you to get promoted in the CPD,then I encourage every Officer with a Purple Heart or the paperwork that shows you were injured serving in the Military to demand being on the list for promotion
