How Does This Work Again?

  • Mayor Rahm Emanuel said Monday that cash-strapped Chicago Public Schools is likely to borrow against a $45 million property tax increase he’s proposed in his budget for school construction.

    The CPS tax hike is part of the record $588 million property tax increase aldermen are expected to approve Wednesday. The mayor pitched the CPS tax in his budget address more than a month ago, but his comments Monday mark the first time he’s indicated CPS would borrow against the new revenue stream to embark on a building program that would be more expansive than just $45 million per year.

    “The financial officers will work through how to deal with that. My guess is, like other things that they have done, they’ll bond so we can actually meet the obligations today, so kids and teachers are not being held in the penalty box, when you have the resources and capability to actually make a modern school system,” said Emanuel, who appoints the Chicago Board of Education.
So Rahm closes 50 schools to save boatloads of money. Then the schools raise their portion of the property taxes $45 million so Rahm doesn't take the all the heat. Then the schools are going to issue bonds in excess of the $45 million they haven't even gotten yet.

And we can't do this to improve our situation why again? Oh yeah, because we'd go to fucking jail if we tried to pull this shit with the banks.

I have several reactions to this.. First, shut up and do your good deed especially if u are gonna get three hours for it.. Second, since you let the cat out of the bag and guys like u are the reason nobody gets any perks or breaks anymore to blast this type of stuff out to everyone it is highly illegal and is theft. Putting in a slip for money for bringing in candy is theft. You can get fired and arrested for it and so can the boss who signed your slip. Remember, just because you did what the boss said to do is not a valid defense.. Next time keep your mouth shut before u get guys u like jammed up...

Rahm Emanuel closed fifty school buildings due to low enrollment, but now claims to need more money to build new schools to relieve overcrowding. That's a paradox.

Wouldn't it be more economical to use school buses to transport students to the empty schools rather than building new schools? This assumes that some of the closed schools were vacated because the student population had moved away.

Some of these buildings have to be intact.

CPS is truly insane. How this district is any different than Bernie Madoff I can't understand. CPS is flat out forcing any decent educators into the suburbs.

In addition to offering CPS teachers a contract where we'll have paychecks that are 10% smaller in three years, they also won't agree to reform how teachers' professional ratings are generated. My ratings went down a full level last year because my students "failed to demonstrate adequate progress" on the standardized district-generated REACH exams. In other words, I failed to adequately game the exam results last year. This years' REACH exams are hilarious. For example, in English classes, the juniors had to read Red Jacket's Speech of 1805 and identify main idea, supporting idea, etc. The "correct answers" as identified in the answer key include: 1. White men are hypocrites 2. The whites unfairly stole the natives' land and poisoned them with alcohol 3. White men force their religion upon the natives while failing to practice it themselves. 4. Whites promote war while natives promote peace. Who picks this shit out? For the past five years it has been the same thing: identify the ways that whites are bad and Western culture is destructive. Is there not one speech or essay on a somewhat neutral topic that students can read? Are any CPS leaders not insane or thieves?

45 million will only cover 3 Yes Three school additions. I know that Hale put on an addition for $15 million same as Edwards addition. For 15 million they should be able to build a Brand New school and furnish it, but than none of the "INSIDERS" would be able to make a living in the Honest World.

How is this not "scoop and toss"? You're borrowing against FUTURE revenue to pay CURRENT expenses. That's the very definition of s&t.

FYI for all you guys living in Oriole and Edison park. Revenue agents on bikes everywhere targeting coppers and firemen and city workers in the 41st Ward. They are writing for every little infraction you can imagine. Luckily I have a drive way, but these guys show no mercy nor courtesy. Also just a reminder, remember when you ride a bike you have to follow all the IVC laws as well. So if you or your neighbor has been tagged with a ticket from revenue there's nothing wrong from writing them when they ride through stop signs or go down the streets the wrong way. Gotta love Rahm sticking it to little working guys.........

If the greatest mayor in the history of Chicago said if he doesn't raise property taxes he will have to cut police by 20% and fire by 40%. Saw the video of the South Carolina School Officer Incident.
As a CPD School Officer, I was left to ask So...what did he do that was so bad?
And I'm not just taking the P.O.'s side because we share the profession and assignment.
Seriously, what the fuck do people expect us to do, once staff summons us to a class to remove a student that school security couldn't handle?
We're not going to stand in front of an entire class and negotiate shit. If we do that, the other students see it. Then, we'll have to negotiate with every dam student who doesn't want to follow the rules. I can guarantee you that after witnessing that incident, no other student in that school will defy that school officer. By the way, I noticed the media didn't say shit about how the little darling started swinging at & hitting the officer on her way to the floor.
Fuck the lil p.o.s.! And FUCK the typically one-sided media!

It's in the CPS code. Some disruptive student, in no harm to themselves or others, yapping or texting, hootin & hollin doesn't constitute a police effort here in Chicago. I never involved myself in these parental matters. CPS got their report (event number) and a reminder that their own code of discipline allows for "direction" of a student by a teacher, aid or other school authority.
That SC student appeared to be sitting in class (others obviously still using cellphones) so I can't understand what the issue was, but clearly a school security problem not a police matter. Hands off. Unless of course there was a fight in the classroom and a resistor or assailant needs to be placed in custody. Keep hands off of this type of BS that a teacher should be addressing.
We are not bouncers, EMTs for the ADD afflicted, or punching bag either. We have to respond
Give the CPS the Event number or Non Criminal-Persons RD for their Bd of Ed Disciplinary notification (RD if there's an arrest). The schools want to go home on time, they call police because they don't want to babysit waiting for momma to come pick up the disruptive student...Don't fall into this trap either.

Been waiting for this....

1. Said it before and I'll say it again; Department of Finance. City is too cheap to repaint the old Dept of Revenue vehicles.
2. Back of my best, while I ride my bike; says Dept of Finance in big yellow letters.
3. I gave a courtesy heads up warning in the Snow Money! Thread. I even posted what the Street Sweaping schedule was for this week in the 42st Ward, along with a plea to Not Make My Job Easy.

If you have no front plate or expired plates or and expired city sticker Or No City Sticker at all, oh well; and you left your vehicle on the street for me to Find it; that's making my job easy. I also pointed out that I would be writing everything if I didn't have Volume for Street Cleaning tickets.

A couple points here. In 2 days in Ward 41, I've issued around 140 tickets in 14 hours. That is Lower than what I issue in Ward 39 or Ward 43 or Ward 44 or Ward 1, for example. First day of June in the 46th & 48th Ward, I had 100 tickets by 9am, I start work at 6am.

Park your car the wrong direction on a 2 way or 1 way street that Isn't a cup debsac, and then complain about at ticket is childish.

I have however only issued 3 or 4 of those this week so far.


And haven't writen a single Parkway violation.

One last point, I waited to start street cleaning enforcement until 10 after 9 on Monday and 5 after on Tuesday. I waited for a couple of people to go up to a few houses and knock or ring door bells. I probably "gave" away 50 tickets easy, by Not Writing anyone for Not having their pickup truck permit Yet (and its friggin' October already FFS!).

You don't want to see Hard core anal retentive enforcement. This is me being easy. But I'm not going to be derelict in my duties.

The Chicago way, more good money after bad. Why, I bet CPS pays $17 a gallon for bleach from minority vendors just like CFD does. Hey teachers! Bow the whistle on this kind of spending. Chuck Gaudie, BGA or the IG couldn't find that because Rahm didn't tell them to find it.

It can get awfully hot with those big classroom windows in April, May or September and it does affect kids.
The time may come when you want to be able to open schools during the summer months. It's for the children.

CPS will get $45mil each year due to this tax increase, so instead of using the $45mil to improve the budget scenario, they decide they will use that $45mil to pay interest on NEW borrowing. So, at 6% interest rate, they can borrow $750mil and use the $45mil to pay interest only payments on those bonds. What they don't state is that the principle payment of $750mil will be due at the end of the bond call. But Rahm will be gone by then, so he doesn't care, because he gets to do a whole bunch of ribbon cuttings with the $750mil now. Millennials, move out now!

I have several reactions to this.. First, shut up and do your good deed especially if u are gonna get three hours for it.. As a CPD School Officer, I was left to ask So...what did he do that was so bad?
And I'm not just taking the P.O.'s side because we share the profession and assignment.

You're spot on. One thing which causes a problem on the northwest side are these bullshit 7th and 8th grade academic centers in high schools. Why does Lane and Taft need these academic centers, especially since these centers take students from all over the city and there's no residency restriction? CPS and the Taft community bitch and moan about overcrowding and without their academic center, they wouldn't be overcrowded. Plus, you can throw in Taft allows students from all over the city to attend Taft if they make a 2-3 yr. commitment to being in Jr. ROTC and you have even more of an overcrowded problem there.

Think about this: Would many of those 50 schools, mostly elementary, have been closed if Lane and Taft hadn't open 7th and 8th grade academic centers? We're talking about 1300-1500 kids going to these two academic centers. Are there more academic centers in other high schools in Chicago?

I'll take in no particular order:

DUI's: Zero
Movers: 1 in 20 years; and I beat the ticket cause the 018 district cop didn't show for court.
As for unemployable: Do you really, in your heart of hearts think this is what someone with college Wants to do? Fuck No! But one doesn't walk away from any city job once you vest until you land something much better. TMA was a gig to get my foot in the damn door for someone that isn't from Chicago and doesn't have a damn Whale to make a call. Going from TMA to Revenue was a no brainier due to the whole "part time vs full time" issue. A 10 or 15 or better pension is much better on a career service pay scale than on a seasonal position; and I doubt anyone here will dispute that point.
As for patting myself on the back in the basement with my cats. I give you credit for being amusing. But the only pride I take in my work is in that I am good at what I do. Not that I screw people over. I'm a firm believer in Karma, and this ain't Parking Wars on TV. I know what I am, and I sure as hell know what I am Not.

What I am is a person forced to do a job that ISNT a career. Doing what I can to pay off my student loans for a degree that I currently have Zero benefit from career wise. I give heads up and breaks when I can, both here and when I'm on the street.
. I don't see myself as a hammer and every vehicle is a nail to get pounded. Yes, sometimes a message has to be sent. Most cops here even agree with that I think.

I don't care if people like what it is that I do to pay my bills. I'd rather be in a different line of work.

But there you go, and here I am.

If you ever want to have a discussion, I'm not hard to find. One of the few Caucasians in my department, on a bike; working nice and not so nice areas of the city.

Academic centers are hardly the problem there are only 300 total seats at Taft's AC and 300 total seats at Lane's AC. 150 7th grade seats and 150 8th grade seats. 300 less kids is not going to solve Taft's overcrowding issue. Whitney Young, Kenwood, Lindbloom, and Morgan Park also have Academic Centers.

I know for us we wanted gifted education for our children. Chicago public has gifted education in done in their selective enrollment schools which includes academic centers rather than at the local schools like the suburbs do. Thus the selective enrollment schools skim the highest performing students off the top. The remainder of which is still a group of extremely high performing students especially in the tier 4 neighborhoods where a child must be 99% across the board to get into Northside/Payton/Jones/WY, goes to the local high school or in a lot of cases in the tier 4 neighborhoods to one of the Catholics/ other private options. If the tier 4 neighborhoods abandoned the Catholics and other privates the neighborhood schools would improve tremendously as they would suddenly get a slew of students performing in the 90%-95% range.

That could be, but, many parents (including CPS teachers) will not send their kids to CPS schools.

Maybe, if CPS stopped paying for three separate principals in three schools inside one building, money would be saved for other schools, huh? Why even keep all of the schools mentioned open on the article on the below link. This is CPS waste at it's finest and a MUST READ article:

Every CPS school my kids have been in has had a slew of police/fire/teacher offspring. All my kids spent k-6 in a neighborhood elementary moving to the AC's for 7-8 and SEHS for 9-12.

The neighborhood K-8 schools in Edison Park/Norwood Park/Oriole Park/Wildwood/Sauganash and a good portion of Jefferson Park provide for an education money would have a hard time buying. Why? because the police/fire/teacher parents abandoned the Catholics/privates in favor of the publics. For the far NW side, Taft has become a viable option and is improving yearly. It can be replicated in any neighborhood where parents decide to en mass take back their elementary school and are interested in their kids receiving a quality education think Audubon/Nettlehorst/Burley just to name a few. If the same parents continue the trend with high school then all of sudden the high school becomes a more and more attractive option. I personally wouldn't have considered Taft 6 years ago but today I wouldn't hesitate to send a child there.


When my oldest first started at the neighborhood elementary the neighborhood had thoroughly taken over grades k-5 but we still had quite a few kids being bused in for 6-8. By the time my oldest was in third grade we were overcrowded with neighborhood kids alone.
