Sgt Rumor

Remember that supposed class of sergeants before the end of the year?
  • Straight outta headquarters. McCarthy is attempting to promote a class of 13 merit sergeants. With no one off the list. McCarthy has been advised not too, but refuses to listen to legal affairs, human resources, inspector general. Why on earth would you promote a class of 13. Waste of a classroom at the academy. Are they going to be in the broom closet. Somebody give him a snickers bar, he gets pissy when hungry.
  • Talk about fuzzy math, Best rumor of the week. There will be a class of 13 merit sergeants all by themselves starting next Monday. Don "Elmer Fudd" ONeill and his loyal sidekick Sgt YT the OCD legend in her own mind think they can twist the Shakman language to let them sneak in 13 OCD cronies of the right demographic and no one will complain because they'll just say they were merit from the last class. In there mind 100% and 30% are the same thing if it's their people getting promoted. Just a rumor folks. nothing to see here. I bet the class won't happen next Monday. Bring back Tracey Ladner!
And yet again, another reason for the FOP to negotiate for a change to the "merit" system...something along the lines of "sure, you can have 30% "merit" from the entire total of promoted sergeants, but they're the last class promoted. That way people who actually earned a promotion by studying the material and scoring well get promoted ahead of the hacks."

Anyone have info on this rumor? At least we'd have no problem picking out the clouted and could follow their subsequent career trajectories with ease.

True except now there will be 9 merit and 4 off the list. Almost 18 months after the results of the Sgt test and there will be 35 people promoted off the list. There will be at most 250 Sergeants promoted at this rate.

Another rumor is the head honcho's former driver, who was made merit sgt., but unqualified to do so, is now suing to get that rank back that he should have never been given to in the first place. His old boss is named in the suit? ??? Who allowed this mess to go through???? No vetting or ignored?

This rumor doesn't make sense. Where do they get 13? Last class was 31 off the list, if they're using the merit spots from that class it's only 9. Besides they're short like 60 or 70 sergeants why bother making only 13?

In order to renogotiate merit we would have to give up something. Considering how few people are affected by this this is the least of our worries as far as contracts go. In case you haven't noticed every class has been well under the 30% alloted for merit. This is a waste of the unions ime.

that's jacked up ( if true) . Is it 30 percent per class or per the whole list ? And if it's the whole list why not Promote all the rank order people first , THEN the last say 2/3 classes can be all merit . That way the people who studied and did well will have seniority Etc on the merits . If I was anywhere near close on the Sgt list I would be very upset . hopefully it's just a rumor.

They can't promote a class of only merit. The contract is pretty clear on this issue, max of 30% merit. If they make a class of 13 ten must be off the list. If they do this the next 10 people on the list that should have been in that class will undoubtedly file a lawsuit and win back pay, retroactive seniority date, lawyer fees etc.. This decision will end up costing the city money.

Funny thing is that since only 31 were promoted Than the 30 percent would allow for is 9. (Actually it's 9.3) .

FOP should goto court and state their case. Have a court issue an injunction and STOP the class. Sorry merit people but if you don't study and put in the time.....well too bad for you! Most of you (merit people) don't deserve it anyway. Please don't tell me you received the bump because you "worked" your whole career and are deserving of the sgt. Promotion. What about those that worked, went to court AND put in the time studying? The time away from their family etc while they sat and studied for 3-4 hrs. A night.

Sorry for the rant but people always say the merit people were hard workers, good people etc. I'm sick of the bullshit. Everyone has an excuse why someone should be GIVEN the stripes. My god, put in the time and EARN IT!

I know they don't want to stir up anything and NO it would not be the FLOP it would be the Infamous Sergeant unions. You know the union with the president who threw everyone under the bus in contract talks.

And you would be naming very wealthy Garry as the primary person in the suit because he disregarded the rules. Just think all those tasty emails with the inside info!!!

I believe in merit, unfortunately I'm one of those people that do not test well. I have not been promoted but have worked with some very competent , hard working police men that have been made merit. With the right people promoted it can be a good process.

On the bright side we will all forever know how these 13 hacks were promoted. They won't be able to hide amoungest the Sgts who were actually promoted on their qualifications.

I say this should be standard practice. One class for those who made it the correct way and one class for all the political ass kissers who can't make it other then by being connected and kissing ass.

We can then follow the merit hacks careers and see how they progress.

That's fine if they want 13 merit spots....they only made 31 off the list so that 30 percent equates to 9 merit.spots......to make an additional 4 than they need to make 13 more from the LIST.

When this rumor first emerged I posted this:

I'd be pissed off if he did this and I'm retired. This might be from the dictates of that ass chewing he got from the Black Caucus. I know of some good people qualified waiting on the Sergeants list and I'd hate to see them screwed again.

But, it just occurred to me that McIdiot has to make Merit Sergeants who are beholding to him. People who passed tests are likely to be to think too independently and not follow the Compost line. These 13 may be on the fast track for exempt rank.

P.S. is that any dictatorship has to purge the old leadership of the military when it takes over. This goes back to ancient times, to Stalin, Mao right up to Obama who purged our own military of officers who disagreed with his socialist plans. To replace them he wants people who are only beholding to him and don't even remember what it was like to have a Pre-Rahm era CPD.

This is the way that Rahm and McGoofy operate. They simply do whatever they want to do regardless of what contracts, laws etc. say.
They figure the "wronged" can file grievances and lawsuits and if they win they win but Rahm and McGoofy still were able to do whatever the hell they wanted in the first place.
This department has operated with a do whatever they want attitude for quite awhile now.... under Rahm and McGoofy they've taken it to a whole new level.

If I was put up for merit I sure as hell would not want to be in this class. Your going to be shit on your whole career. Long after Mccarthy leaves town you will still be getting shit on. None of your subordinates will respect you and neither will your peers. Its a bad idea. I know 4 people that were put in for merit. They are all great working coppers. very smart, dedicated, humble individuals. I would hate to see them singled out for being in an all merit class. These guys don't deserve that. Also the people next up on the list don't deserve to be passed up either. Its amazing how the city doesn't have to pay for a federal monitor anymore and all of a sudden they start pulling stunts. Hey administration at headquarters, you are bound by department directives and the contract. Any deviation will lead to litigation. Just because your lying to yourself by thinking a "round" of promotions is the entire promotional process you have a another thing coming. you want 13 merit sergeants make a class of 44 sergeants.

How were these 13 merits suppose to be in the last class in april. Last sergeants class started april 13, 2015. The cpd didn't ask for merit applications for the rank of sergeant until may 2015. So how can these guys supposedly be the merit for the april class when there wasn't any merit pool. Doesn't make sense. The Chicago police department should have asked for merit applications after the results from the latest sergeants exams came in july 2014. The department should have never promoted a class if they didn't have any merit selections to choose from. Although you don't have to use 30% merit Mccarthy never has, during his tenure as supe he has only done 20% merit for sergeants classes. You missed out on the first class, easy fix. Run two classes with a full 30% and go back to your normal 20%. You get an extra 10% for two classes which make up for the 20% merit that wasn't in the first class. I know if it was up to McCarthy there would be no merit at all. Heard he is no fan of it. But he has all these exempts crying to him about their guys. Gmac don't listen to them, get them a box of tissues and tell them to go cry it out in the corner.

The Merit Sysytem has been a major contributing factor in the moral of this Dept.
I wonder if the tail end of the Sgt list is near and this is the last chance for the outgoing brass to get their bootlickers in.
The non challenging Part 1 examinee winds up in the class over someone who actually studied, went on to trudge through Part 2 and is bumped down is unacceptable.
There's no way to explain how somebody with a lower rank score should be placed above a higher scoring candidate.
Nowhere can I find that there's a remedial clause. Unless they're calling it something else.
Where does it say that a COMPLETE LIST of Candidate scores and Rankings shall NOT be posted?
Why doesn't the FOP insist that this is necessary? The Membership should asking for this.
Btw, 2 or so Contracts ago FOP did bargain for 16% Det and it was rejected, the City won the 30% Sgt merits, but I don't recall what we gained with that deal.
Let's stop giving out theses Participation Promotion trophies.
As for (only) 13 Merits, the class should be 45, which was a rumor I heard for October and that would be towards the 26th.

This is the exact reason why I refuse to take any more promotional exams. The department is going to promote who they want regardless of your score. Keep in mind boys and girls because of a aldercreature has stated on TV that there are not enough black detectives guarantee that white officers will get passed over for a black officer on this upcoming detectives exam. Seems ethics doesn't apply to certain people.

The rumor has some truth to it. Supposedly they were going to make a class of 100 Sgts and have at least 40 merits. The 40 was to make up for the last class of zero merit. The FOP supposedly balked at the idea. McCarthy is trying to please the Mayor and minority politicians. I see everyone blaming McCarthy, that is bull. The alder jerks have been frothing at the mouth after the last class had no merit. You have suckholes who have been promised promotion long ago and still don't have it. Tons of favors are trying to be cashed in. The corruption of the CPD must continue no matter how much money of the taxpayers must be paid in lawsuits

Relax, Relax, Relax.
I say let them do it if they want to. Then file a "lawsuit" once it is done.
Not a grievance with the union. Lawsuits get media attention.
Also ask for damages for the boys and girls that were passed over.
Not just back pay, but damages for the emotional stress that they
went through being passed over.


But I do believe that the FOP needs to change the merit system.
I have friends on the CFD and they have some nice language in
their contract to deal with the merit.

* A list of those nominated is to be given to the union before the test is given.
That prevents someone from finding a chinaman later in life

* They most score a 70 or above in order to be given a merit promotion.
They post a list showing the order of the list plus each persons total grade
to see if someone is taking an out of rank promotion.

Minimum months of time in grade in order to get any promotion and even
more months in grade for a merit promotion.

Plus 16% of the total number of people promoted get promoted in ranked
order if merit is used even if only 1 person is promoted using merit. Before
the old list is taken down.

The seven-campus school system is combing records for dropouts, including deceased ones, who may qualify for two-year diplomas, part of an all-out hunt to boost lagging graduation rates and polish a centerpiece of Mayor Rahm Emanuel's education agenda.

Being that this is Chicago, maybe the City Colleges can conduct a voter registration campaign to add the dead to the polling lists!

Rahm's unqualified appointee, Cheryl Hyman, who is the Chancellor of the City Colleges without benefit of any higher education related experience just received a $35,000.00 merit bonus without a public hearing or vote on top of her $250,000.00 annual salary.

You see the title? It says "rumor right in the title.

You see the tags at the bottom of the post? "rumor" right there in print. Next to "from the comments" which is where it started to spread.

You read the post? The word rumor is in there at least two or three times, maybe more.

See the last paragraph? We're asking for information in order to substantiate the rumor, thereby leading to swift and sure action on the part of the FOP (hahahahaha) or to debunk it and kill it. If people want to have some fun with it, and make up all sorts of unbelievable, easily identifiable bullshit, well, shame on you for believing everything you read and not being aware of things the city/department are and aren't allowed to do.

However, something like this where they decide to push the boundaries, well, better to drag it out into the open as soon as possible.

31 in the April class plus the 13 now would be 44. 30% of 44 is the 13 now. It is indeed "fuzzy math" but that's where the number comes from. Hope this is a ridiculous rumor. What a way to kill morale even further.

As a now-deceased lieutenant told me a long time ago, "I'm still a lieutenant. I get lieutenant pay and I'll get a lieutenant's pension and my rank is the same as every other lieutenant."

theyll promote way more than that.hundreds of sgts are already maxed out and hundreds will be forced out due to age within 4 years or so. add vacancies as sgts are promoted to lt.so unless the dept decides cuts the number of budgeted sgts expect this list to go well into the 400s.stop drinking the kool aid.

Don O’Neil is a very socially awkward guy, cold. He has no feelings when he harms people’s careers, yet cared enough to set himself up to pull in roughly 225 K pension and salary. He is building himself a 3 story mansion in the Edgebrook Sauganash neighborhood, a house that would stand out- even on the north shore. Still,with all that, I don’t think I could fuck people over like he does and look myself in the mirror every day.

I heard it is a class of 60. 47 list + 13 merit. Also heard that FOP has an old agreement letter stating that if the City doesn't use its merit picks for a class, they lose those picks. There is no making up lost merit the next class.

We had some from my class merit promoted despite the fact that they never would have even graduated from a "real" Police academy.

No shit. The instructors walked out, the recruits with IQs of 70 or above gave them the test answers, and even then a few of them almost failed. Do you know how you almost fail despite being given the answers? By being a total moron and still thinking your smarter then everyone else. Thats how.

I'm not sure if I don't care, or if I'm so frustrated that I'm not able to care, but at this point I'm out of here in 4 years at 20. I'd leave now if they let us collect anything at 15 years. The number is around 57, with merit including the original 31. That will be around 20 merit and 37 off the list. This is approx but should be within 1 or 2

So what's your point? It's been 15 months since the rankings were released and the way things look don't expect another test for another 6 or 7 years so expect the city to go deep in the list. The city doesn't care and especially doesn't want to spend money on police promotional exams. Good example is the current detective's list - over 10 years old and already well into the 500's and likely to make more as the city hasn't even selected a vendor to develop the new test. We're lucky the city gave us this recent Sgt exam, because they could care less and would have still been promoting off the old list.

That was done in 1991 exam when Mayor Daley announced that he would be accepting Highly Qualified, over Qualified exam takers.

B.S. If you promote a class, you have to have merit. That's what the "Blue Ribbon Panel" came up with in 1994? WHen the first merit pukes tagged onto the Sgt. promotions. If they did not have merit in the last class of Sgt. promotees, then they were wrong, and this class of merit hacks will sue, successfully, for back pay.

It's not complicated. It's unfair and it's silly, but it's not complicated.

The last class was 31, all from the test. If you make 13 merit, that equals 44 promoted for the year. 44 - 30% = 13.2. So the 30% for the year would be realized. Just a thought.

retired last month, took some promotional tests, did not make rank no clout, scored well, not crying getting pension checks, worked special whenever I wanted, made enough to support family put in deferred compensation have health thus far! If you expected to be promoted fairly sorry you joined wrong department, still a decent job,steady, great coppers to work with, bosses mediocre at best best advice put as much as you can in comp it adds up, quite a tidy sum!!

On Friday the arbitrator settled the "Age 55 free insurance deal".

Sergeant's and above will now get FREE insurance at 55 instead of paying 2% of their annuity towards insurance like FOP has until 1 June 2017.

White guys on Fire Dept. won't take the merit promotion cause they put an ** Next to each merit promotee. Guys would rather wait or not take it - then to be labeled a merit. True. Ask the Firemen. Different mind set there.

When Cline wanted to promote his son, along with cronies' sons, he just threw out the old test @ like 362, when they normally take it to 500. & whola, Cline's son makes it from score. Do you think some people are privy to "command channel review" or the infamous "you'll see this again"? There is a certain way and particular things to study & those in the know, know this. They prep and prime their kids, friends and prepare them, 'cause God forbid the kid should have to push a beat car his entire career. Let's face it, there is not a lot of mobility in this dept; so I give McG credit for trying to make it so, but the truth is politics, croynism, nepotism, and down right corruption all play its part in Chicago Govt. Yet even at that McG has sold us short because now the pension system suffers. Stop the Gold Braided Pension & Double Dippers. Although nice guys, guys like disabled Joe McCarthy running forensics, a unit in charge of guns, when he can't even shoot, should be given the same chance the lowy po is given...disability. Such a sad state of affairs...& the rich get richer at the pos' expense. SAD SAD SAD!

Looks like you're a merit supervisor or just a total dipshit. The reminders are put out on behalf of the Director of R and D by the PO. The PO's are told to put out those reminders by a supervisor, not the PO themselves and are reviewed first by guess who? A supervisor the rank of sergeant or above.

The Sgt and Lt unions demonstrated their lack of negotiating experience and the self-serving willingness to sell out of the Pres/vice pres by giving up the free at 55 ....these unions are tiny compared to FOP- and the 2% was expected to be the foot in the door to get FOP to agree and then the shoulder to the door to raise the percentage going forward

Anyone who scored over 200 on Sgts test is now on the bubble. The city is simply reducing the size of the department through attrition. So promotional opportunities will decrease going forward.

Calm it down goofy.....nothing is going to change...they will continue to promote off the list as it will be up for around 7-8 yrs. Alot of supervisors are going to be leaving in the next 3-5 yrs because of age, lack of promotion (lt. Test done as well) and the recently announced addition to the free health care for those 55 yrs and older. Relax, everyone hovering around 400 and under should be relatively safe.

From a reliable source:
There are currently 201 active Lieutenants (budgeted for 221)

(Obviously the city has eliminated Lieutenant's positions and shifted leadership responsibilities to lower ranks without compensation. This has diminished the need for promotion, pay and pension increases.)

--As of 08/15 there were 12,000 sworn of all ranks & 344 sworn had retired already in 2015

They will promote as usual with merit being around 30 percent per CLASS with the rest off the list. The list will be around for around 7-8 yrs so expect around 350 - 400 promotions off the current list. Everyone will go on with their lives. Be safe everyone!!!!

Someone was GIVEN some promotion because of who he KNEW.....not what he accomplished....unless of course driving a person around in a 2015 TAHOE without crashing is an accomplishment. The dept Errored in GIVING this goof a promotion he DIDN'T DESERVE or EARN. He didn't have the requirements needed to Receive a promotion....boo fucking hoo.....if he wants to be a sgt then maybe study and prepare like others and try EARNING IT

So, it's alright to be an Indian giver and take something back someone even though they attended the academy and started their position. If this department made an error in promoting him they must live up to it and see that it won't happen in the future. It's cops like you who laugh at others misfortunes.

The Worst Superintendent in the history of the Department thumbed his nose at the laws and promoted a guy that couldn't and shouldn't be promoted. He stole a promotion form someone else plain and simple. The fact that he is suing now proves what a lowlife he/you are.

I am all for minding my own business, but this is all of our business and the Union should be fighting this and the Superintendent should be whacked with the bill. It is disgraceful.

Who's there, youngster. There are copies of newspaper articles in our 3rd generation police family scrapbook which over the years announced both my father and my uncles sergeants and lieutenants promotions lists. The Civil Service Commission actually posted the list downtown on the wall outside it's office and years ago, when we still lived in a society, all the major Chicago newspapers published the promotion lists for all the world to see, Well, my uncle is to be promoted to sergeant in the mid-1950's and his name appears on the list both at the Commission and in the newspapers. He celebrates and goes to Lake Chetac near Hayward, WI with a few other coppers when he gets the news that a revised list was was posted at the Civil Service Commission at the direction of Old Man Daley, the white gang banger from Bridgeport. he is now moved back about twenty names and will not be promoted in this group. He hauls it back to Chicago and consorts with others so wronged and retain a retired judge to file suit against the City. The officers prevail in court, the original list is restored and he is promoted. It was also the last time anyone in our family ever voted for a Daley. And for many years after that my uncle was the only lieutenant with a Polish surname on the Department while my father would become one of only two sergeants in the city with a Polish surname. And to this day we will never vote for a Daley.

In 2000, there were 13500 officers, 400 Lieutenants, 1200 Sergeants and 1200 Detectives. Today there are a lot less in all of these positions. Detective is the worst hit and has less than 900 positions. 25% reduction. Lieutenant rank down almost 50% since 2000. Wake up people. The city is downsizing the department and wants to get below 10000. This has been going on for the past 6-7 years. Good luck getting promoted.

Yes, you don't have any stake in this but you did stick your big nose in it. Nothing was ever stolen. He simply accepted a promotion that was offered to him by the superintendent. There is no evidence which shows that he would have been a bad boss. I don't fault him for taking this promotion. There are a lot of people who would do the same thing. If you think that something was stolen, I want to know the name of the person that he took it from.

He is incompetent if he did not know he was not qualified for the position.
He knew he need a certain amount of college credit hours documented with the city to be promoted.

The city intentionally left candidates who scored well enough to get promoted, out of classes until they could prove they had the education.

Clearly.....yes clearly, the Superitendant and the driver were ttying to squeak this by hoping nobody would discover it.

He doesn't deserve to be a sergeant. He does t deserve to prevail on a lawsuit.

He has been taken care of for over 20 years. He has already abused the system.

The next person on the list. The person that did not get their promotion because the Superintendent "gave" it to the thief. If you can't get that, you are hopeless.

ACCOUNTABILITY ..... The number 1 thing lacking on this job from top to bottom. We bitch and moan about the people on the street that nobody ever wants to be accountable when we ourselves just play the blame game. Honesty and integrity are two words you won't find practiced in the CPD!!!
