Still Killing Crime

The people over at CrimeInWrigleyvilleAndBoystown continue to hammer police crime reporting:
  • Making it difficult to report crimes is a great way to keep Chicago's impossibly low crime rates heading in a downward direction. Just when we thought we'd heard every hoop and hurdle that can be thrown in a citizen's way as they try to file a report, we caught wind of a doozy.

    According to not one, but two area residents who contacted us independently, the Chicago Police Department has refused to accept reports of package thefts from local doorsteps because—here it comes—the packages were never in the victims' physical possession.

    In one case, a neighbor saw the theft take place. But that wasn't good enough for the Chicago Police Department, which refused to accept the man's report.

    The other tale comes from our pal W.H. Thompson at HeyJackass:
    I had video of the event and a good description of the thief. I filled out the online form with no issues, but a week later it came back as not being a valid online submission because the theft took place outside of the residence. Porches don’t count. I had to resubmit through whatever number they gave, which of course I did not.
    Who would call at that point? Why bother waiting on hold and telling the story again?
So who's the victim? UPS who delivered the package? The retailer who entrusted UPS to deliver it? The homeowner, who paid for the item, trusted UPS to deliver it, had it delivered, but never actually got the delivery, so he's out the package AND the money?

Evidently, no one according to Garry's CompStat. It's like a miracle, except to the poor sap out the money and stuck trying to get a replacement without a police report.

Here's why.....Berens (who was "sober as a button") got away, but not before a second man tackled her to the ground and took her money. Within seconds, a dozen squad cars arrived, and police canvassed the area until they arrested two men.

Berens herself waited three hours to file her police report, and that was after an immediate response from police. In 2013, Chicago police stopped responding immediately to crimes without a suspect on scene and a victim in immediate danger.

Can we post the details and the video of the theft?

Seriously, try EBay and Craigslist for any stolen items. A victim might be surprised to find a new listing there of the merchandise just stole for sale there.

Go for it, I love street justice.

Maybe wire a smoke grenade wrapped in a package. Thief grabs it takes into his car and in about a block... of course I'd never really do that.

Much fertile ground here for keeping McStreetlight's precious "stats" down.

I guess garage, driveway, yards are also "outside of the residence" and therefore don't count.

Buddy cut his mower, went inside to take one, and when he came back it was gone, still smokin' hot.

Just in time for the holiday theiving season. So if I see this happening during my tour I can ignor what I see because no crime is occuring? No probable cause to stop and question the person taking items from porches or other private property? Ok, got it. Back to my reading.

....Because a theft inside a building wouldn't be a theft, it would be a burglary.

If they take my porch furniture, that's not a theft? How about my mail? It's just sitting there on the porch. Garry better call the Post Office and let them know they had better secure it for me or they are on the hook for it. Compstat magic. Crime is down!

Citizens, gary and his cronies are giving you nothing but shit. So maybe you should fit the story to the rules they set for accepting reports.
Also, start emailing the details to, mayor, alderman, even your congressman. Let them know you're not happy.

No crime until Gary says so! Years ago zekman when she was a real investigator she hasn't a story called "killing crime" how Cpd downgraded reports, now not downgraded just not doing them, citizens taxpayers your taxes are set to skyrocket but don't call police they cannot respond unless your in the thug areas when you can sit on your porch and see a squad every 5 minutes!

Has anyone stopped to consider that the poor person who took the package off someones doorstep had a greater need. Need for food, clothing, shelter, medicine for a loved one. Write the loss off of taxes as a gift to charity.

Just like the ASAs who refuse to place felony charges over made up bullshit. I told an ASA once that I had read the statute in question and did not recall her excuse as an element of the offense. She looked down, stood up and left the room without another word. I think she felt bad about the position her office put her in.

My neighbor's brother in in Russia for an extended length of time. My neighbor is using his brother's van while his brother is in Russia. The catalytic converter is stolen from the vehicle while parked in front of my neighbor's house. Alternate Response refused to take the report stating that my neighbor is not the owner of the vehicle so he cannot file the report. My neighbor states that he is the authorized agent of said vehicle since he his paying the insurance premiums and has been authorized by the vehicle's owner to operate and possess the vehicle . Alternate response still refused to complete the report.

So let me get this straight. There is no crime if the property is not yet in your possession, right?

Using that logic, I can head off to the railyards, find a boxcar loaded with flat screen TV's headed for Best Buy, take all of them, and there is no crime because Best Buy never received them?

NOT!

Garry, CPD has enough problems without boneheaded policies like this. You really gave the hard working rank and file and black eye with this policy.

Step up to the place. Do what's right. Change the policy. Or GTF out of Chicago.

Call the next case. Not a cop.

Theft whether from an intended person or place is still theft. Not receiving a UPS box (in your hands) because the Driver left it unattended at the front door is still a Theft. But we know that, the beat car know that, and is likely to do the report.
We also know OEC will divert this type of call to 3-1-1,
so it's a Call-Back 3-1-1 lazy oaf that's not taking the 2 liner report.
This is nothing new. Weasel Rahm failed to shut down the ARP bldg and leave it up to a Mumbai call center to take case reports.
Apparently Call Back aint got no time to take no reports, and that's the Managements fault for the fail.
If you don't get your toaster or cashmere turtleneck, report it. If you don't get a report, report that.

True work their no one ever steals luggage its always "lost property" wonder why? at O'Hare they have a tact team midway has none, the airports like many units are extremely strapped for help, but major openings soon get your speed dial ready! 1-800-go-clout!

So, did the caretaker of the van do what we all said, and call 311 and identify himself as the owner, give his brother's info, and make the report yet???

No one needs to steal for food. These are the non-violent drug offenders Rahm, Obama and Preckwinkle want to see are kept free from jail to continue their trade for dope. But with no crimes reported, they are not even job security for us.

That is part of McHatchetman's plan, less crime reported, especially in tax paying areas mean that there is less need to hire and assign police there.
