Um....No. Simply No

Let's hope this horseshit idea doesn't migrate here from New York like an entire host of other horseshit ideas have:
  • The NYPD will soon allow cops to handcuff criminal suspects with their hands in front instead of behind their backs as part of the use-of-force overhaul — a change one police source called “total lunacy.”

“They want to say they’re a kinder, gentler police force by coming up with a new policy on front-cuffing. But it invites danger,” the source said.

NYPD spokesman Stephen Davis told The Post that the change — which will go into effect Jan. 1 — was part of the revision of the Patrol Guide regarding use of force.

He said suspects with “medical or physical hardships” would be candidates for front cuffing, but it would be the arresting officer’s decision.
If you have a "medical hardship," here's a bright idea - don't break the law. It'll prevent a lot of problems later, especially as prisons aren't usually known for being "medical hardship friendly."

Medical/physical hardship, then use extra cuffs or zip ties. OMG!!! Not only are the pols and bosses giving in to the police department the do-gooders and ghetto rats want but also helping to harm coppers. It won't the pols or the bosses filling out an IOD or worse laying in a casket.

Big deal it's still at the officer's discretion. In my career I've had to lock up a few guys over the age of 70 who walked with canes and one lady with an oxygen tank and I cuffed them in front. This just allows officers to do it if they want.

In the juvenile facilities, the state ones anyway, they don't want you using handcuffs period. Even if a fight is being broken up you are still expected to try and gain control without cuffs. You have to fill out a bunch of paperwork if you do end up using cuffs to justify their use.

Lets not forget that the NYPD is the nation's premier PD. It sets the gold standard for others to follow. ALL prisoners do not need to be hack handcuffed. For some, maybe even for most the kindness and compassion of front cuffing will be appreciated and rewarded.

Will the NYPD issue BELLY CHAINS to go with handcuffs. They are too heavy for the street patrolman to carry around. I always carries a set of S&W Big Boy cuffs and they came in mighty handy a lot of times.

Maybe they will invent some sort of light weight restraint belt possible made out of Kevlar because cuffing in front is just giving them a weapon. .

I have news for you. Even though their department will go ahead with this idiotic idea and compromise officer safety, you will still have officers getting arrests for the department. My old Army buddy is in the NYPD. He is a sgt. now and he told me that just like here in CPD, they have a lot of gung ho coppers who are still aggressively proactive.

Remember retired CPD officer killed at the ramp of the federal building by an inmate who was cuffed in front and grabbed an officers gun and the shoot-out began. Both the officer and the offender were killed in that incident. Also in the 10th district one officer was killed and the other officer was seriously injured by cuffing a subject in front. This should not happen here in Chicago .

The only time I would even think of cuffing someone in front would be if he only had one arm. And that would be right arm to left ankle or left arm to right ankle.

My father was a retired Chicago Police Detective who worked for the US Marshals when he retired and was shot & killed at the Federal Bldg in July 1992 by escaped bank robber Jeffery Erickson, who had access to a handcuff key and was handcuffed in the front by the US Marshals. My father died because of the negligence of the US Marshals policy. PLEASE do not handcuff your prisoners in the front~ it is dangerous and unsafe and who really cares if the prisoner is uncomfortable!

I can't imagine a medical or physical hardship that would require this.

Once the bad guys get a whiff of hesitancy and second-guessing by law enforcement, then the party really gets started.

This is f--king insane. The Police are not supposed to be 'kinder' or goddamn 'gentler'. Law Enforcement is not like leading f--king Summer Camp!

Jeezus, H., what asshole dreamed up this brain-fart of an idea -- I bet it was one of de Blasio's neo-communist civilian advisors. It had to be as no real cop would even proffer this in goddamn jest.

But ya know what, this is what you get when you don't pay f--king attention to who is running for office, what their background is, and what their beliefs are -- hell we're suffering through Obama due to ignorant voters and a compliant left-wing media.

So new York brought this on themselves with this neo-communist mayor. Everyone was caught up with the media circus that the pervert Anthony Weiner caused when he announced he was running for mayor of NYC. Plus that other sex pervert, Eliot Spitzer, was running for another NYC office at the time too. While those two deviates where in the spotlight, de Blasio snuck along unnoticed -- unnoticed by normal folk but not all the left-wing subversives who call NYC home. Add in the low voter turnout that occurred and BINGO, a cop hating far left asshole is elected mayor.

But I digress, sorry. Anywho....I give this asinine front-cuffing policy one week before a cop is injured by a suspect.

So, it will be at the officer's discretion, leaving him/her totally open to being sued personally for not 'choosing' to cuff someone in front. The city will absolve itself by claiming we 'chose' not to accommodate the criminal's unknown medical issues.

Front-cuffing gives offenders the chance to strangle you, for one. It gives them the use of BOTH hands, to grab something and injure you. It gives them the ability to manipulate door handles and to maintain their balance while running from you.

There's a time-tested REASON for handcuffing people behind, not in front. Let's not let this mollification of the criminal class cause us to lose officer lives.

I don't see any difference. We have always had the ability to use our head and cuff in the front if we had to for some medical reason.

Looks to me like the lawyers stated it so they could lay it at the coppers feet if there is a problem with someone that was cuffed in back.

Most law abiding citizens like police, smile when offenders are caught and carted off to jail, the thuglife black lies matter crew along with liberal idiotic supporters like it when their kind felons are free to roam and keep up their criminal behavior with no morals!

Since they want criminals to be handcuffed in the front
to show how "progressive" and "caring" Policemen can be?

Cuff the shithead thumbs down with hinged cuffs and zip-tie-I got
his thumbs together is one possibility, although we would NEVER
give up our inherent safety advantage just to "stand in the box" and
cuff anyone in front...

We said long ago that there is a danger in letting civilians
(especially those with an agenda/anti-Police axe to grind)
being allowed to dictate how the Police go about the business
of keeping themselves safe.

We remember being "counseled" along with a few others by a gym instructor
of old about prior hand-to-hand combatives training before becoming
The Police...

"CUT THAT SHIT OUT!
It ain't in the curriculum!"

"You, you, you and you too;
gather 'round..."

"It's great that you guys already have training and it shows but be mindful
that the curriculum as it's presented has been approved by the Corporation
Counsel..."

Translation: Do what you need to do but couch it
within the training we give you. Or else some sharp
lawyer is going to give you problems.

The way we see it, civilians have a real problem when they see Policemen
joint-crushing, limb-manipulating, full power kicks, punches
and floorboard breaking/pavement cratering throws and slams...

>3/4 dead shithead reclining in a smoking crater
in the sidewalk like someone sitting in their bath tub<

"UHWAAHH! Are Cops even ALLOWED to do that?"

Policemen are SUPPOSED to hurt "jury-of-one" m/fers
who resist and fight if that is what it takes to overcome
said resistance and fighting... It's the LAW!

Hank Earl Carr (January 31, 1968 – May 19, 1998) was a convicted criminal who, on May 19, 1998, shot his girlfriend's four-year-old son with a rifle, was arrested, and then escaped from his handcuffs and killed two Tampa detectives and a Florida state trooper. Carr then barricaded himself in a convenience store with a hostage before receiving a (possibly self-inflicted) gunshot wound to the head.

The murders of the law-enforcement personnel prompted national controversy on the proper way to handcuff a suspected criminal, and local media were widely criticized for inhibiting police work while Carr was trapped in the convenience store.

Man Slips Out of Handcuffs, Kills Officers in Rampage
Shootings: In deadly day for law enforcement, suspect slays 2 detectives and a state trooper. He then seizes hostage before taking his own life.
May 20, 1998|MIKE CLARY | TIMES STAFF WRITER

Tampa television crews recorded police chasing Carr across the lawn of his home and wrestling him to the ground. With long dark hair, and dressed in cut-off blue jeans and a white T-shirt, Carr is shown being placed in the back seat of the detectives' dark Ford Taurus, his hands cuffed in front.

We had to cuff a guy with one arm. His left arm was stronger than most people's right arms! We cuffed him around his wrist, than to his belt behind his back. Luckily he was wearing a belt!

What this does is puts the onus on the officer if there is a beef or a lawsuit regarding "injury" while being cuffed behind the back. When the beef or lawsuit comes down the department will say that you had the discretion and therefore are at fault. Cuff them in back, grieve the suspension and you probably will win in front of an arbitrator. Go home safe.

Chased a one armed man into an abandoned amusement park back in the 60's. Chased some poor innocent doctor for years for a murder he didn't commit and it all ended in the dismal stretch of land. Luckily he fought to the death and I didn't have to figure out how to cuff him.

Every time I hear about some maniac copper gunning down a poor innocent kid that was just about to turn his life around I think about how I ruined that innocent doctor's life..........

Just so everyone knows: this didn't really happen. It was a TV show. There are no Richard Kimballs in prison. They are all guilty, every last one of them, and for more than they got convicted of. They are criminals.
