YOU are Responsible

  • Troubled by the lack of audio in the Laquan McDonald and Ronald Johnson shooting videos, Acting Chicago Police Supt. John Escalante on Friday put the rank-and-file on notice.

    It’s every officer’s responsibility to check the audio and video equipment to make certain it’s working before every tour-of-duty. If they don’t and breakdowns are not promptly reported, disciplinary action will follow.

    “We have a good policy in place. We’ve got to reinforce it. That’s why I sent out a reminder. When you get into that car, test the in-car camera and the audio. Make sure it’s working. That’s your responsibility,” Escalante said.
All well and good. The policy is "cameras and mics," the policy should be followed. Attempts to circumvent the policy should be addressed. But....

Who's responsible for the quality of the cameras? Because, thanks to a government low-bid contract, these cameras are about the cheapest pieces of crap we've seen. Not only that, remember when they first installed them? There was an offer on the table for the manufacturer to install the appropriate electrical systems, but Fleet Management had an outside vendor do it all on the cheap and voided many of the vehicle warranties.

Then there was the maintenance - has anyone ever seen a camera maintenance guy out there, aside from when they came out to repair a camera? Yeah, we never have either.

And the antennae that were supposed to be installed so cameras could download between shifts? How many months did those take to install, adjust, adjust again, reinstall, calibrate, etc? And some still don't work.

And while the cameras weren't uploading their data, how many wouldn't boot up because the drive was full? We had those cars many times, too.

Responsibility is all well and good, but we get cheap, shitty equipment with non-existent maintenance/upkeep, we shouldn't be blamed for it breaking down on a regular basis.

(post updated - Fleet hasn't wired cars in nearly a decade...they contract it out to another low bidder)

No PO has ever or will ever be blamed for cameras being broken. That is unless you intentionally damaged it. Get in the car and turn it on. If it doesn't turn on, verify there is a ticket number or obtain/have the sgt obtain one. If the camera does not work an you do not obtain a ticket number it is on you, plan and simple. Who gives a shit if the buys crap cameras, that is nothing new. Verify the equipment at the start of every tour and you are covered. If you don't have the mic on when it's working and you are court, it's your fault.

The camera's are not going away so at the end of the day if you take time because you didn't log on, ticket make sure there is a ticket number when it is not working, if you don't wear the mic, it's on you! You can not take time for the city not maintaing the equipment as long as you document it's not working.

They have known for over a year there was no mike being worn......they have sent out multiple "thou shalt use camera/wear mike or else ..." fax messages....they have mandated Incar camera e-learning training (or else).....they are promising new and improved captain fool UltraInspectors - who will mow down supervisors and leave them under a pile of discipline...all of patrol has known for years the cameras/mikes are not consistently used---but guess substitute supe just got the memo

If any of this is true there is no excuse. There is money and bodies to properly maintain equipment such as that. This is fucking bullshit. I know many qualified techs who could fix and maintain that entire inventory.

Yeah Sarge, the audio and video worked when I got in the car... You mean to tell me that the fucking thing isn't really working again? Oh well, better call Maintenance!

There's so many things that can go wrong with electronic devices, no one guarantees they'll do anything they're supposed to - there's some very rare and expensive exceptions - but these cameras aren't going to be it. Environmental hazards up the wazoo, unreliable electrical power, etc. Nope.

Check all you want - the fucking thing can die 1 second later and you wouldn't know it until after you tried to review the recording you thought it was making, but didn't. Unless the cop purposely fucked up the equipment, there's no way to blame the cop and PROVE it was them.

Forget this nonsense... Tell them what they want to hear and move on with life.

Just keep getting and documenting repair tickets for the in-car camera systems.

Protect yourselves and yourselves only.
Police like you have no friends.

This city is ungovernable
and wholly beyond anything
the Police can provide.

Yet The Police are seen as the problem.

So many people (and folks) are all in their
own asses about making The Police
go away.

That mindset begs the question...
When they finally accomplish that,
then what?

We looked high and low and we still don't see anything
like the days of old when 20K to over 40K candidates
sitting for the Police Entrance Exam.

it is really simple. back about 2011, the crew of sworn police officers who worked at repairing the plate readers, PDTs and cameras were reassigned to the district in an attempt at McCarthys to boost manpower, this was at the same time that he disbanded SOS and TRU. these 6 or 8 people really made a difference in lowering the crime rate, the job was handed down to OWEMC where civilians began to fix these items, yeah right, you had to go to area 1 radio shop to try and get this done. This department has always done things on the CHEAP!!! like when they started to put the rifle racks in the squad cars. instead of buying the proper racks they rigged up a system that they attached to the inside of the trunk lid that due to the vibration and bouncing didn't hold up. they then attached them to the lock side of the trunk and to unlock the rack the officer had to have the ignition on, pop the trunk and grab the rifle. Fleet and Marv Shearer should be indicted over this mess along with many other supposed money saving ideas that just plan SUCKED !!!!!

A big problem with these technical showpieces is that a lot of them are purchased with grant money. There is plenty of grant money available to buy all kinds of new police toys.

But most of them, like cameras, have need for a support structure. Docking ports, charging stations, replacement batteries, storage computers, archiving equipment,etc. And people that know how to keep them running. All that takes a continuing stream of money. Which nobody thinks of when they start out on these toys.


So now with the cameras: If your pre-tour vehicle inspection reveals that the camera is not fully functional, what is the procedure? Do you call for camera R-Service?? Down the car?

I remember one winter in a beat car, getting wiper blades and washer solvent was a major problem.

I bought a camera system for my car after an incident that turned out ok but, I wish that I had a camera to record what a J/O the offender was. I did some research and read numerous reviews and settled on the one with the best reviews and brand name. I purchased a Garmin 20 for under $200. records in 1080hd, audio(can be turned off) speed, gps coordinates and date and time. This thing works better than the coban crap the city purchased and it ahs never once failed me.

Tazers have been around for a good number of years. I know its politics, I know we have the highest taxes in the country, I know the politicians and their friends steal much of that tax money. Isn't it about time that every Chicago Police Officer is issued a tazer? It's long past due that politics is takin out of the police department. a department of chicagos size should have weapons qualifications more then once a year instead it takes Chicago almost a year to qualify everyone with a 30 round course. The training division and range are a joke ,filled with political hacks. Mandatory realistic training is needed with modern equipment . To many incompetent bosses, end merit. Also to many useless management spots. Hire more cops.

I have no trouble with this. Do everything by the book. I repeat, do every single thing by the book. Yet what do you see? Dummies are still skipping steps and then they are the ones who are going to take it on the chin. Then they come crying to their fellow officers and say "oh the department screwed me". Nope. You did it to yourself.
When I get in my car, we test the cameras (usually it's not working) and the mics. I send a message to my Sgt. and let them know: "hi sgt. the camera is freezing and the mics are not working". Send that hot potato back to them. Yet most of you idiots can't even do that.

How about the fact, that every time you leave your vehicle for a job or even a personal or lunch, when you get back to said vehicle the cameras turns off by itself.

So what. I've been at two burb departments and it was the same both ways. The benefit is in you guys favor. We had some that were working so you could change cars. You guys have less cameras working so you're more likely to get forced to drive one w/o working audio/video. Everytime you violate the supt's direction by order document it. Too easy. You're still going to be in the same cars. All you did is tell them what they know already. The stuff is broken. I've switched cars mid shift over audio problems..involuntarily. With all this stuff going on I'll switch cars 5 times a shift. I'm on the clock anyway.The games won't ever stop. You're going to always have to beat them at their own game which thankfully is made much easier by the minds that come up with these loose, shaky policies.

As SCC says, doesn't even mean that it was any good in the first place, or that it was installed properly. If Fleet played do-it-yourself, voiding vehicle warranties with their wiring job, that is an additional protection for you in the event of camera malfunctions.

You'll spend extra time in the station, but if you don't, it's on you. No one will care that you just wanted to get out and do your job so you didn't stop to write it down.

Now maybe you "on the job lawyers" can answer this: If the officer that got punched by a protester, the one Anita let go, if he didn't agree to the release, does he have a case to sue the Cook County States Attorney? We all know it was for Anita's political reasons. We all know it makes us (police) less safe. How about it? It's about time we get our case out in front of the public. Is it time for the police to begin suing?

All you can do it test the equipment when you get in the car and if it does not work report it and move on. But, in these perilous times I am thinking that keeping daily notes on some of these issues might be a good idea. But, don't tell anyone you are doing this unless you have to produce these notes to back up your version.

I'm surprised that nobody has brought up the fact that since a car running all day on 3 watches and that the officers need to have the mics on them all the time, when do the mics get a chance to charge up to full power ? I guess by state law we are also supposed to have a fire extinguisher in all the cars- don't see that happening either anytime soon !

Yes you are an interested civilian. I know of one department where despite asbestos being found in the walls at least 10-15 years ago they continue to "abate" it and throw a nice new coat of paint up. No new building. Another department I know of found asbestos in the "new" building they were repurposing as a police department. The brass told the other departments but not the police officers that asbestos removal was being conducted in their new work facility. I've seen expired vests that were not being replaced and the administration would remind officers that expiration dates are suggestions but that the vests were still good. Other departments won't let you wear warmer or more efficient clothing because of how it looks. The list goes on for what is prioritized in public safety over personnel safety and comfortable working conditions. And these are the decent, have money towns I'm referring to.

SCC, you have no clue,fleet hasn't wired cop cars since 2006.most of those dinosaurs are gone.city now has non union lowest bid vendors that install police equipment.the warranty is voided when there "install" messes up factory components.and also there are people to fix pdts,cameras and mics.YOU JUST HAVE TO DOWN THE CAR AND GET A SHOP TICKET.

They were installed professionally and those low bids went to qualified installers. Before you repeat that bullshit again try thinking it through: how do you void a police vehicle warranty by installing mobile police equipment connected to the wires Ford and Chevy installed in the police vehicle for mobile police equipment? These are not fucking Priuses. You can prove your point without spreading lies.

Anyone else notice that reporters interviewing Ecalattte never asked what the protocol for, and turn around time is, for repairs of a video cameras that don't work and need repair. The reporters also never asked what percentage of camers are operational at any given time.

With the department now trying to shift the blame of the poor maintenance of the in car cameras,
you should also send your boss' a department email reporting the inoperable camera.
Also copy the FOP. Hey FOP, you should start having officers send emails to keep track of various
equipment outages, tasers, cameras, PDT. This information can be used to dispute department lies
they give the media.
Leave a long paper trail.

What's crazy about this is ,I see police dashcam videos from the 80's with audio that back then look pretty damn good. They have to use a Power of the purse style system in Chicago and Illinois. But lets stick to Chicago. Who picked these current dash cams and with what company and who profited from it? 'FOLLOW THE MONEY' Do the same with the Red light cameras,parking meters and all of the other shit and see how many conflicts of interest you find. It would be such a scam if they do an investigation and not one alderman or politician ,past and present doesn't go down for something .

Provides that on or before January 1, 2017, the Law Enforcement Training Standards Board shall adopt rules requiring liability insurance for law enforcement officers and rules providing minimum standards for psychological evaluations for officers including, but not limited to, satisfactory psychological evaluations before serving as an officer and satisfactory psychological evaluations every 5 years. SSC, I retired (thank God) this year and I had the experience of working on the cameras for a bit (yeah yeah yeah...I know...the cameras are worthless, and to a degree I agree, but they are what they are). The gorilla in the room that keeps jumping at me is this; why won't they play the REST of the tape? Every clip I see stops when poor old Laquan hits the street, and nothing else is seen. Either the rest of the tape is incriminating to Officer Van Dyke or they refuse to consider the very possible scenario that Laquan was HIGHLY screwed up on the PCP and GOT UP within that 21 foot distance a knife CAN overcome a gun, running towards the Police. Don't get me wrong...if Officer Van Dyke did screw up(and no, I am not Monday morning quarterbacking him), in which case he is screwed. However, if the latter is true,and VERY plausible, God FORBID all of these assholes and assholettes screaming for vengeance, NOT justice would be shit outta luck. Who is kidding who? These "crusaders" for "justice" want to see Officer Van Dyke beat to death and then hung up by piano wire on the Picasso like Mussolini and his girlfriend were. This question won't leave my mind, and I really believe it is very pertinent.

I agree. DON'T take out a vehicle if it doesn't conform to any safety standard. Tires, fumes or equipment. Have it towed or take it to the MMD. Don't accept an unsafe pool vehicle either.

I remember when we took the camera training in the academy. All we saw was an old film and the academy couldn't even find one car from any district to come and allow officers to get hands on experience. This city lacks in training po's. Why spend money on training when all the alderman, mayor, and his puppets have their hands in the cookie jar.

For now, Escalante said he plans on continuing McCarthy's policies, including holding weekly meetings on CompStat, the department's data-driven strategy that uses crime statistics and street intelligence to hold police brass accountable for their neighborhoods.

With Chicago's homicides up about 13 percent and shootings even more so over last year, Escalante also pledged to continue McCarthy's overtime initiative that calls for as many as 200 veteran officers to work every day on their days off in 20 of the most dangerous areas of the city's South and West sides.

Even though the overtime program has cost city taxpayers around $100 million or more a year since 2013, Escalante believes the investment is necessary.

"And I know there are some critics that question the amount of overtime that's spent," he said. "But again, in the long term, versus hiring someone, having them go through a career, paying them the pension, there's still a cost savings down the line that people sometimes forget."

Even when the new station houses were built, they had pretty good surveillance in the sally ports and the lockups. How many of us are still using windows XP...? I'll take that responsibility and raise you two $2 because every time I don't have a working camera I'll be downing the vehicle. The department requires me to wear a vest because we might get shot. I agree, good policy. The department requires me to carry a gun because we are more likely than not to be shot if we didn't carry a weapon. Yup with you, so far. Cuffs? More likely than not I might need those too.

This event doesn't require you to wear a mic anyways. This is criminal in nature not an IVC code stop. It's illegal to record audio and the audio would not be admissible in court. Lapel mics are only required on IVC code stops. Know your general orders and use them to your advantage.

Last week I did nothing...nothing but answers my calls.
The sgt questioned me about no activity...nothing occurrd in my presence sarge.
Why no contact cards...no reasonable suspicion sarge.
If this continues you may be counseled...I'll answer it at the appropriate time sarge.
I must say, I have 28 years on so there's not much they can do to me. Watch and furlough wise.

My point is they have to prove you didn't take action.

Up in 016 the fop is really praising all the good that will come with the wearing of body cameras by the fop reps. He is always saying after certain jobs how a body camera would have been great if it were worn by a officer during the incident. So I wouldn't hold your breath on fop saying anything against wearing body camera in fact is sounds via the fop reps that fop is all for them.

The equipment we have that never works properly, always makes me think of The Wire. The only somewhat authentic police show in history. McNulty always had to trade favors with the feds just to get anything electronic that worked. The Baltimore equipment was decades outdated and useless...I Guess Coban technologies must have the city of Baltimore contract for Cams too. Surprised these shit boxes in our squads aren't reel to reel or 8-track. When it inevitably doesn't work: Document it, CYA, Stay Fetal and go home safe.

Here in 016 there's a car with a broken camera that was called into 4-Data last May.......still waiting for it to be fixed but no it's our( the officers responsibility) for it not working? We're driving cars with over 140,000 miles on them, they make more noise than a baby rattle, they leak water, wires are all over the floor hanging from the door jams, and the PDTs work very inconsistently. And AIRA is always down on the PDTs but I guess it's the fault of the officers.

In fact I never had a job outside of Chicago, even as a kid. Now that I have something to compare my former life to, I have said numerous times that I feel like I came from another planet.
