The Videos - Day 2

The previous comment section is getting overly crowded, so we're opening this second thread.

Opinions are running hot and heavy. Opinions are also like assholes - everyone has one, and we here are no exception to that. We don't like a lot of what we saw, but we're processing it, discussing it, and we'll post some stuff in time for Monday.

What we will say for now, and what a lot of people are saying, falls under the heading of "safety."


That is a freeze-frame of one of the body cams. You can see the shell case exiting the ejection port. You can also see the tail end of the vehicle driving (scraping?) the squad. It's nothing that hasn't been in the media, so spare us any faux outrage.

That's also a cop within the arc of muzzle travel....fractions of a degree. Tenths of seconds, split second decisions, tunnel vision, etc. We've heard it. And if you have any experience on the job, you've heard it, too.

And you ought to admit, seeing it in this form is a sobering and valuable lesson to everyone.

This Shooting doesn't look good. If you read the general orders about pursuits it should have been self terminated before it even got to this point. Officers have got to realize that general orders do not allow this kind of shooting at a vehicle. This was an absolute shit show and it's a miracle that no other officers were shot in the cross fire. And P.O.'s need to learn to SHUT THE F#@K UP after a shooting. The amount of shit said after the shooting that will be used against the police later in unreal. Also, Something needs to be done about the massive amount of P.O.'s with under 5 years on working in these ghetto districts; maybe a pay incentive for experienced officers to stick around. There is absolutely nobody showing these newer officers how to do things the right way. Ever watch the movie Colors??...."No let's walk down, and f#$k em all." Get what I'm saying?? It's a shame 3 police officers (possibly more) will now have their lives ruined as a result of a property crime/stolen car which started as PRO-ACTIVE POLICE WORK!! People, WAKE UP...stop getting yourself in these situations. The department will not back you, even when you're right. Look at the kicking incident from 010 Tact....totally justified, yet the officer is STILL stripped. And sadly his team does MORE proactive work now than they did before he was stripped.....way to stand together hard chargers! Answer your calls, think about what you're doing, and go home to your families. The ghetto is not worth your freedom people!

The officer that was in the passenger seat why the fuck do you have your gun in your hand. It was a fleeing stolen car. Second why are you shooting at the car you almost killed your partner let alone your bullets will not stop the vehicle. The officer/driver why in the hell would you jump out of your squad into the path of the fleeing vehicle. You almost killed yourself. You both are unsafe and have no common sense.

Everyone needs to learn to shut the fuck up when the camera is on. This was extremely eye opening to say the least. Do not walk up to copper after a shooting and ask him what happened.. Do not ask him anything! Everything they say is evidence and they may not be thinking clearly due to the extreme stress of the shooting...or almost being killed by an asshole.

Ladies and gentlemen, remember one thing: YOU ARE BEING VIDEOTAPED WITH AUDIO. With that being said, after any type of incident, ESPECIALLY, after a police involved shooting incident, do not start high fiving and acting as if you bagged a trophy buck. Keep your damn mouths shut. Even without a camera, don't say anything to anyone. Not even about the weather or ask the time. This is on TV and on the internet. And soon to be the front row feature in court. Another word of advice, don't comment anything related to this job or any heater incident on Facebook. The DOJ, IPRA, IAD will mine the Internet for any and all social media accounts. And believe me, the lawyers looking for the huge city lottery will be doing the same. This is not a video game. This is real life. The coppers directly and indirectly involved are having a severe case of butt puckering. Check yourselves at all times. You are the star of your own reality show. How many times do we have to say it? Do nothing. Be a zero, no one ever has indicted, suspended, sent on highway therapy, a zero. We learned our lesson in ny-Bratton still holds the record for suspending the most cops/ terminating the most cops. Here in Libland we have iAd,a civilian review board, five district attnys, an inspector general, and federal oversight. The mayor hates cops, the district attnys hate cops, the city council hates cops, the newspapers hate cops,the citizens hates cops--the tv stations hates cops.See a trend?
The political hacks that run this state/city are stealing everything that is not nailed down- our assembly leader & state senate leader are in the slammer,the mayor could be headed off to the clink - but since he's a commie, he will get a pass- but the big thing here are strapping Body cameras to cops that can't be turned off. park the car and do nothing.

Another reason to go into Fetal Mode. We can avoid any of this, but we need a script to tell the public in the field to where the Department will not punish us. Something to the effect, "Sir, or Ma'am, unfortunately, if we take any aggressive or otherwise, further proactive steps into your "emergency" matter, we can be subjected to catastrophic results; which I'm sure you, (Sir or Ma'am) don't want. So, here is your report number, and we will wait for the offender(s) to turn themselves in.

If you look closely in the same video just a second or so later, one of the rounds (his own round) goes into the hood of his own squad car causing a tear on it.

Commanders, Lt's and Sgt's should ONLY be concerned with the safety of their Officers and ZERO concerns of activity!

By the way.... who in the fuck trained these officers to shoot? What's with the one handed, sideways, who cares who is downrange spray and pray style of shooting? Was the offenders car even hit? Thank God innocent people and other officers weren't hit. Proof that firearms training is woefully inadequate. Looks to me that these officers were done a disservice by the whole training program. Want to start fixing this department? Start with the academy. And no, deescalation training is not the answer. This is what happens when you treat recruits like spoiled children. WTF!

After digesting all the rancid video clips, the answer seems pretty simple to me: Fire all three of the coppers, but absolutely no jail time.

The mother of the deceased mutant wins a free trip to the next Democratic Convention to stand on stage like an attraction in a carnival freak show.

One thing these bosses better start hammering on, to these millenial snowflake cops, is that car chases are toxic. They are too unpredictable and can quickly compound into complex clusterfucks like this one and the numerous others through out the years. Unless it is a fleeing cop killer, or a Chester molester snatching a 5 year old girl into his seedy, brown van, don't get into car chases!

The old cliche': "We are Prisoners of what we say and Masters of what we do not say", was seldom more appropriate. I as many of you, realize that after being part of something as traumatic as what these young officers experienced, we start to think out loud, and say things we might later regret. Unfortunately, in this Brave New World, the camera and audio keep on rolling. The female officer realized it and signaled the officer to stop, but he kept talking and that may prove to have been a mistake. At least suspects are warned that anything you say or do may be used against you in a court of law; with these cameras, coppers are not afforded that benefit. Baby"G"

The one thing we cannot see here is the officer's sight picture and peripheral vision, and how he saw his background. He may have been seeing a safe line of fire, and have been very aware of the other officer over there "in the corner of his eye."

These cameras seem to have a wider-angle lens, which introduces a bit of distortion and makes closer objects seem even closer and farther objects seem farther away. Consider that as well.

Of course, "safety first and always."

Just to address some comments in the other thread. "Operation Impact" is over. I got the impression from a handful of comments that they thought foot patrol was still going on. It's over.

The department plain and simple needs better training. Enough of these training videos and e-learning bullshit that no one watches. The department should send people to the district for things like how to work a body camera, how to work the in-car camera etc. You will not believe how many people do not know how to do this. And it's not their fault, older people aren't that great with technology. A little hands-on training is not asking for too much and should have been implemented a long time ago.

Hard to fault the officers for their actions. Their lack of training in shoot don't shoot situations is painfully obvious. Blame goes to the training academy on that. Having said that, the lack of supervision is even more glaring.

Why was this chased allowed to continue? A stolen vehicle speeding thru urban streets in broad daylight with traffic and people on the street? No field Sergeant listening?

No senior police officer to just say stop chasing this fucker its not worth it. Desk Sergeant listening? Watch commander? Anyone with balls to call it off. Its not worth it!

Supervisors and veteran officers you must step up and protect your men and women in blue. That responsibility falls on you. Stop letting the blind lead the blind.

Setting aside policy and safety issues for a moment, real as they are and as relevant as they will be in the final analysis.

To any thinking person, these videos should illustrate the complexity of street level law enforcement, and the difficult and demanding decisions you men and women in uniform have to make -- sometimes in split seconds. Thank you for being on the job. Stay safe.

It's one thing to see and react to a threat.

But it another thing to control your weapon during the event. MUZZLE control and discipline.
Most prior military will understand what this means.

This is due to the inexperienced of the officers involved.

SCC, Later on in this same officers video, he reloaded his weapon on the move with a officer standing ahead
of him. ALL UNDER STRESS AND MUZZLE POINTING TOWARD FELLOW OFFICERS.

This shows department has to do tactical training of officers. Under stressful situations.
But we all know this will not happen...... we cannot buy ammo let alone paper for copy machines.

The officers involved in this affair had 2-3 years on the job. Here is what that really means- they only had six months to twelve months of street experience. Let me explain further; they spent six months in the academy and then they spent twelve months on their training cycles and foot patrol.

I have noticed that these young officers love to get into foot chases, vehicle chases, fights with offenders, etc. I am telling you, this is not a game. This is serious fucking business. The standard the city holds against you whenever you take aggressive police action is that they want you to be right 100% throughout the whole force continuum process. If you win, you get a nice pat on the back. If you lose, you won't be getting a pat on the back, you will be getting your own IR Number. If after all of this you still think the psmv, dope or person with a gun call is that important then by all means engage in police action.

The above comment is right on. Do not post anything in any social media forum, do not text anyone, do not send anything over any computer regarding any of your actions as a member of the CPD. Anything you post or write can be recovered and will be used against you. You might think that it is harmless, but when taken out of context or placed in a public forum it can be made to look bad. Shaking someones hand or even high fiving someone is harmless, but will be misunderstood by the public and used against you by the agitators. Times have changed.

The Officers involved are heroes who were performing during very dangerous and high stress. The driver of the stolen car is responsible for them having to act at all. He drove the speeding, stolen metal weapon directly at them . The driver was in danger of great bodily harm or death. After the car passed, having committed a forcible felony, he continued to shoot in accordance of the law.

Maybe better training would help you. You cannot use deadly force for PSMV for one. For agg assault with deadly weapon, well that is one that will be debated for sometime to come.

I was thinking the same thing. Why did the fucking driver get out of his car while the Jaguar was barrelling down towards him. My college room mate was a police officer in Birmingham, AL. Notice I said was. He did the same thing, he used his squad car to obstruct the driver of a stolen vehicle from going forward and he got out of the car with his gun drawn. The driver ran him over and he is paralyzed from the waist down. A life altering injury both physically and mentally. Officers, especially you young kids, think about it and ponder what I just wrote.

So many experts on here but when in your career did you receive any type of firearms training that put you under realistic stressful situations? One week of TTU which is great training but a one off session is woefully inadequate. We need more realistic stressful training throughout our careers. The training at the Academy is the nuts and bolts to start your career but we need continuing realistic real world training for our service officers. The biggest problem is our facilities are outdated and inadequate. They have been touring facilities through the country and for one of the few big city departments we have the worst infrastructure to facilitate proper training. Even at the Academy I believe after completing training, there should be at least a 4 week advance training session that brings everything together into a finer focus. As far as FTO's go I think it should be an exempt type position (helps with getting rid of poor performing FTO's easier) with a minimum of 10 years and and bigger bump in pay.

Too much Grand Theft Auto! I remember a time when watch commanders/ supervisors took care of officers with less than five years on the job. They made sure they worked with experienced sane officers, and if none were available their put the new officer on the desk or made him/her ride awith a sane supervisor. NowADays once the good old boys reach their 18 month probation they go straight to tact, a specialized units or an 06 car. Two officers with under five years has no business partnering up. These new cops drive around with too much energy. A seasoned officer would've never allowed them to speed down residential streets, hop fences, fire at a moving vehicle, fire while running down an alley, point a gun over the fence and last but not least fire a weapon in the direction of another officer.. It was like mortal combat and now the jaguar is wrecked, the patrol vehicle is damaged, a responding officer's vehicle is wrecked, officers were injured, officers are stripped, supervisors will take time, another unarmed criminal is dead, a large settlement issued, more protest and department orders. What was the point?

Too many of these young coppers think that "run and gun" is STILL the way to police in Chicago. Those days are over. IMO, this is merely the "chickens coming home to roost." For the last 15 years, field training on this job has become a joke. You have a few dedicated FTO's on this dept, but not enough to make a real difference. Over the years, many recuits were placed with untrained PO's that had less than 5 years on the job in many Districts. Talk about the "blind leading the blind." The ART of patrol has been lost on this job. FTO's are treated like shit. Many resigned in disgust. In-service training is all but non existent. Everything can not be put in a training video. Practical training is also valuable. Add all this with shrinking manpower through attrition, and you have this present version of CPD. A lot of of people want to put this all on Emmanuel. He deserves a lot of the blame, but the decline of this dept started with Daley and has continued on through the present. I don't see anything changing for the better during what's left of my career. Think about your life, your family, your assets, and your pension and career. It's not worth one of these mopes out there on the street.

And, to other young officers, keep resisting, as best as you are able, the demands for activity from clueless white shirts. Just because they passed a promotional test or were meritoriously nominated for promotion does not make them geniuses.

The clueless white shirts are not worried about you. They are only worried about themselves and how good you make them look. They will disappear when you are being raked over the coals.

Any white shirt with a lick of brains would not be insisting, demanding or even asking for activity from his/her troops. The days of aggressive, preventative patrol are over. Society should get the police department it demands.

Remember the three goals: the 1st, the 16th and 29 and a day. May you all safely reach all three!

The kid used the car as a weapon and you have to freeze frame to see the office across from this shot jumping out of the way and on his video you can see it better. That said the amount of shooting without concern for real knowledge of what seemed to be beyond the target appalled me. I am backseat driving here so I realize a mountain of salt is necessary, but at all times not just this moment there were cops or possible civilians who were easily within the backstop of the suspects car area. The officer in this video and his partner kept shooting till the car crashed, crashed into another squad car that probably thought it was under fire, because those shots were coming into them.

Seems like everyone is beating up the coppers and totally negating the fact that this guy was responsible for what happened to him. He stole a car, he used that car as a deadly weapon. He could have killed the Officer (Driver) in car one if he opened the door and then the Officer in the second car when he smashed head onto it. People that are blaming the Officers are joining the elements that are blaming the Police for everything and not the person who is actually responsible for this situation. This guy is not the victim. Too bad we cant send a bill to the family for damage to the car he stole, for the squad cars he hit and for the expended rounds used.

My view: I feel sorry for everyone on CPD - not just the officers involved. Poor leadership, poor training, is demonstrated by poor execution of duties. (Who the hell taught them to shoot???)

Poor support by the Mayor just adds fuel to the fire.

I do NOT feel sorry for this teen-age "Felon". Comments like, "He was shot like a dog", "He was executed"...blah..blah...blah. He committed multiple crimes (Felonies) including attempted murder on a police officer.

He did NOT listen to the cop to stop, he used his car as a weapon, he tried running away instead of surrendering -- when you do all that, you're throwing the dice as far as your life is concerned and he came up with craps. He lost.

Should be no lawsuit. That seems to be the new reaction to the reaction of applied deadly force- we gotta lawyer up and sue.

It would have been OK if the kid drove the car and ran down a cop or rammed into the other police car and killed that cop in a head-on.

And what would his family be liable for? "Oh you can't sue us. We got no money."

Tired of ALL these stories.

ex military here and fan of the blog. was this a rookie cop in his first dangerous situation? I'm not ashamed to admit my first firefight I froze and luckily someone threw me behind cover. you don't know how you'll react until this stuff happens to you.


I don't blame the cop really, I blame the idiot in the stolen car who almost ran over a police officer. When innocent people are shot let's have a discussion about abuse of police power but what I see is a bunch of reckless, law breaking thugs getting what's coming to them. Don't break the law doing felonious shit and you don't have to worry about getting shot. Pretty simple.

A frame just a moment later shows both the bullet hole in the hood and the cop on the far side. Cop across the street is nearly facing the cop with the gun. The bullet hole looks circular, but in a later frame appears as a long gouge. Meaning that the view where it's circular is directly in line with the bullet's path. That path appears to line up with a spot on the grass across the street about foot level and two feet to the cop's left.

In a later frame the downward angle is more apparent and it doesn't appear to have exited the sheet metal. But the alignment is still so close to his partner that it's chilling. What if it hadn't been a low-slung sports car?

And then all the rest of the rounds discharged by him and one by his partner towards the unit downrange. Where did those end up?

Probably since the beginning of time, the academy has been filled with clout heavy cops that never worked a day on the street, yet teach recruits how to be the Police. In the 80's, we had a few instructors that knew what was what,and learned from them. Back then it was get the fuck out of the way of the car.Add in all the merit white shirts, and you have the department, and all it's problems, that you have today.

No chasing in cars or on foot, no putting hands on the shitbirds during an arrest, no drawing your weapons from its holster, and don't even think of firing your gun at someone -- you'll be f--king prosecuted! -- and the lowlife gangbanger will get a big fat check from Tiny Dancer for the mental anguish he was put through.

This is a lesson only a few officers were there and only they know their fear. I don't think alot of officers would of made those decisions but hey we don't have luxuries of professional privacy like Dr.s and the other serious professions.
I do wonder why the city needs to release footage beyond incidents. Now every po is all over the media just by showing up to the scene. Wtf I get it the incident but anything else is not the publics business

Not to Monday morning quarterback, what the officers did was not right, I know the officers minds were racing about trying to catch the offender but the officer driving the police vehicle probably shouldn't have got out of the car in front of a vehicle who is trying to evade the police. I don't believe the offender tried to hit the officer but instead missed hitting him as he tried to avoid getting caught.

I'm not saying the offender was correct because he is not, but you have young officers who got into an excitable incident and their emotions got the best of them, the one who fired first did not panic because he believed he was doing the right thing trying to stop the car who almost hit his partner except he had "tunnel vision" and blocked everything else out. In this case they should go over what they did, acknowledge the errors and make corrections. According the the brass, if what the first two officers did was a mistake then take corrective action but don't punish them because of their inexperience (most of us stepped on our dicks a time or two but it was later corrected and it never happened again)

Now with the officer who claimed he shot the offender, he have to explain why he fired, it is very possible for the offender to have been facing the officer who had his finger on the trigger and turned as the officer fired the weapon whether by accident or on purpose. But what he did should not result in criminal charges against him because there was no intent to kill him, now whether he stays on the job is going to depends if the superintendent buckles under public pressure but the officer should go through training so he could be better prepared in the future if he stays on the job.

Thank you for saying this! There was a time when we as a department did stick together and looked out for the well being of each other. Now we quickly turn on each other. I would be willing to bet that most people (officers) who are commenting on this incident have never and I mean NEVER been involved in this type of situation. And don't say, "I would never put my self in that situation" Because you don't plan on this crap happening!!! It steps off so quickly and easily spins way out of control.

To those of you who feel that training should be better. You are 100% correct. This department has proven inadequate in training for dozens of years now. We worry about forms of training that we will never use, however training in handling stress situations such as the active shooter training only last for a few months and then it goes away.

The bottom line here is no matter how you personally feel about your fellow officers, they are still our fellow officers. It is easy to have someones back when they are 100% right. It is much more difficult to support someone when they have made a bad decision. But that is when they really need your support. These guys didn't leave the comfort of their homes that morning thinking I am going to shoot someone today and Im going to do something I will regret!! But it happened, and now they will need emotional support from their peers.

Don't be so quick to criticize your fellow officer because by the grace of G-D it could be you tomorrow that is in a scenario that quickly spirals out of control due to something that is not your fault or something that you have any control over. And if you don't think that way, then all I can say is you are a pretender and not in touch with reality. You only believe you are the real police and truly have not experienced the bad things that happen to great cops!!!

They were thrown together out of the academy on foot posts and expected to learn that way. Now that's done and they are thrown together in beat cars in some of the worst neighborhoods in the country. Recipe for disaster. I'm surprised it took this long for something like this to happen. I hope it all works out for them.

I have trained many people to shoot for many years. Safety first then we go to form (grip,stance,sight picture etc.) On the line I'm on top of the student,"slow down,concentrate,remember what we talked about,don't do that"
They are hitting the target and the group is getting tighter with every few rounds.After many rounds of ammo they look good and are grouping well, now I get behind them,activate a strobe light,crank up some noise and scream in their ear "shoot,shoot,go,go" Take a guess what happens? Training is great,practice so you revert to the training under stress,HOWEVER,when it is real and the chemicals dump, the major muscles swell with blood,tunnel vision,auditory exclusion etc. all come into play it's a different story. Yes I can stress you with sounds and optics but I can't make it real,no one can.
Check the stats,well trained people miss at 07 feet in real gunfights all the time.
Now add a young mind,that only birthdays will help to mature and from what I read here no old timer with experience to slow that young mind down for a year or two and this is what happens.
Remember when you finished drivers ed, and were all trained and had the basics to be a good safe driver ? Remember how you drove for the next few years ? How do you drive 20 years later ? The video showed the old expression "young,dumb and full of....". Young Officers need the best training possible and then need to work with an experienced partner for several years or you will repeat this incident again and again.
Think back,you were a cowboy when you started, experience,age, listening to the old guys and luck changed the way you Policed. I'm not excusing anything here,just wishing we could return to that loving boot in the a** that seems to be missing these days in this insane world!
I thank God for getting me to grey hair with the dumb sh*t I did when I was young and knew everything

There is a cop PR service called Cop PRotect. They work for cops in these messes. One thing they say is always provide medical care. Even if the suspect is obviously dead, hold a hand or something. They wrote a harsh critique of the Laquan McDonald shooting. They don't care if it was justified, just how it looks. One point they made was that all the cops on the McDonald video stood around and let him bleed. As they say "it just looks bad" to voters and juries.

So, if you can't avoid the next one, help your brothers out and immediately call for medical and do something to look helpful.

First of All , Back each other up , No Car chases or Foot pursuits unless you are the victim , use radio , get footage from security cameras.
Now , write case reports on every crime , especially domestic battery , do not kill crime , write attempt burglary , burglary of garage , not heft from building .
If victim doesn't cooperate get name from dispatcher and make the battery report .
No more driving offenders to another location , we are not uber or taxi drivers , no crime , no signed complaint no service . Call a supervisor . Do not transport kids without a car seat . Write some parkers , let the citizens know we are on patrol . Any protestor punk pushes you , spits at you are assaults you , lock them up , make the paper . Be careful out there , with reports of possible sniper attacks , park 4 doors away from all calls , know your surroundings , be ready . Do Not , I repeat Do Not go out as a one man unit . Make Chicago Hire another 3,000 Police Officers .

Ask who is in charges of body camera training for the department? The academy assigned their finest sergeant to lead the training. All muscles but short on ability. In fact he is short. Training has the lowest priority with CPD. They rely on a 7 minute video and a officer talking for 10 minutes at roll call. Very brief, short and no hands on experience. The officers involved in the shooting are new and just received the cameras one week prior to the incident. Rookies training rookies. Now we will pay for the lack of sufficient training for new officers. Assigning them to a box for one year destroys the training they received from the academy. Maybe a real reporter could investigate the training that district officers receive on the body camera? Hell DOJ?

It all boils down to training. I actually kick myself for not talking with the doj when the opportunity was there. The academy is an absolute joke. In sercice training is worse. In service firearm training worse yet. Even our swat team comes in near last in competition after competition. Not to mention a joke of a fto program and a command staff led by the most incompetent hacks to ever put a badge on. Merit Sgts and Lts as well. They might be the most toxic to young impressionable POs because lets face it, merit hacks need to he heard and obeyed, and 90 percent of the time they have no idea what they are talking about. Think about all that I just said. It is a miracle shit like this doesn't happen more often.

Second there needs to be training on what other officers and supervisors should be saying or asking after an incident like this. It should start with informing the involved officer to go to his vehicle and not talk to anyone until his union rep walks him thru a traumatic incident like this. 1. I'm thankful all officers weren't seriously hurt.

2. All as the kid/offender had to do was follow simple law and order rules and he chose to violently escape

3. To all officers involved in deadly force incidents: Call a lawyer asap or the FOP's lawyer ASAP. Your attorney client privilege now comes into play, not even department cameras and body cameras have the right to record you! Period!!!! "Department Policy" doesn't override this or take precedence. Contrary to what these nickel dime lawyers that work for the Supt, Rham and the department seem to think.

These department lawyers who carefully craft these politically motivated general and special orders have never even tried a case in court let alone the shitter at 35th st. Don't say a word and gather your thoughts as the feds get to do..

Not one of the criminals parents , brothers , sisters or friends were shocked by their criminal behavior . That their relative would attempt to murder police officers by running them over , disarming them or committing crimes like auto theft , aggravated battery , using stolen credit cards . I guess for some people this is normal behavior for their children .

I'm not a PO but wanted to thank Chicago's finest for the thankless and difficult job they do day in and day out. The Chicago Police officers are the victims here NOT the assailant. I support the police 100%.. There are civilians, like myself, that really appreciate your service. We would not have a great country and society if it were not for the amazing men and women of local and state police forces. Were some mistakes made in this incident? yes. But it seems to me the intention of the officers were to stop and apprehend a criminal, not murder an innocent kid. Make no mistake, this was not an innocent scared kid. It was a criminal thug, but you will not hear THAT side of the story in the media. I commend the Police officers for rushing head first into harms way to protect society. I'm so tired of the media portraying these criminal thugs as victims. We know the difference. The police officers are the heros of society. Thank you again for your service. We appreciate and a recognize the sacrifice you make.

Isn't use of force authorized when pursuing fleeing violent felons? They call this a "property crime". Is fleeing from police at high speed a "property crime"? Is ramming a car into a police car at high speed a "property crime"? This dirtbag wasn't "judged, juried, and executed" by the cop. The cop didn't cuff him, sit him down on the stoop, think about it for a few minutes, and then put the gun to his head and pull the trigger. This was a spur of the moment incident, a fraction of a second to attempt to end this dirtbag's flight, and he was shot by a cop trying to end his violent crime spree.

I was previously in favor of bodycams. Yes, I was one of those. I now see why this is a huge problem, especially with this community. There is no danger in sitting and watching a video play out. It's too easy to watch a video and not feel the potential for your own looming death at the hands of a violent felon. EVERY incident can be second-guessed to death. The family sees their poor little pookie, being "bullied" by the police. Well in this case, and most like it, little pookie DESERVES what he gets [NOT death, but use of force and its consequences, which as it turns out WAS death] and the family doesn't deserve the opportunity to trash a cop's reputation and career over a split-second, life-or-death battle from the comfort of their armchair.

Fair warning to scumbags: If you initiate a violent crime spree, your own death may be a result. Yes, every single person leaves their home every day with the potential for DYING, and this outcome becomes more likely if you choose to go on a violent crime spree. You might slip and fall on a banana peel running away, you might crash a stolen Jaguar and not be saved by the airbag, or you might receive some taxpayer-funded, police-dispensed (or CCW dispensed) lead. You are a LOT less likely to die if you don't go on a violent crime spree. You have been warned.

One thing that was lacking on scene was absolutely no leadership. The tranining or lack thereof is a whole other issue. It was not until the female officer took the shooting officer away and said I'll call FOP for you. That female officer is a leader and should be commended, her and a few other females onscene had the presence of mind to ask about all officers well being and remind the dummies they are on camera. No I am not a female, just calling it when I see it. The supervisors need to start doing their jobs, be a leader, take control of a situation, assure your workers that you are competent and then can trust you and follow you and mentor your employees. Stop just collecting a check and start working on keeping your workers out of trouble. Fix the issues before they become problems!!!!!! For Christ sakes be a leader!!!!

i love all the Old vets here critiquing. Most of them have time on, they have experience but I suppose they forget that they once had 2 years on the job. Let me ask a question to all the experts. If this car had hit and ran over the driver, which almost happened would all the experts be screaming "why didnt his partner light up that car!" would you be screaming, "strip his partner for not shooting the offender, hes a coward"? Imagine all the comments about how these young guys are too inexperienced and how "back in your day" you would have killed him because the car is a deadly weapon. To all the old timer tactical vets who have gotten into shootings in the past and are second guessing the kids here, how would you have fared in your shooting if you and everyone else had a body camera and in car camera running??? Do we want to start talking about that? would all of your tactics have been "perfect" in the heat of the moment? Im sure that in every shooting the copper is in a perfect shooting stance with perfect sight alignment aiming for the perfect torso shot as taught in the academy. How long did this take?? Less than 3 seconds? Yep, this is the CPD folks. Nothing but experts and monday morning quarterbacks. It has been this way for ever and always will be. Somehow this department hires nothing but know it alls who know better than everyone else because they have "been there and done that." give me a break. most shootings happen with the copper running, laying, crouching, off balance and not using the sights at all because its a fast moving life or death situation. Lets give these kids the benefit of the doubt that they were terrified and inexperienced. At one time we have all been terrified and inexperienced. Being police officers we have to be professional at all times and are expected to keep cool heads, even the best veterans out there will get scared and stressed in a bad situation, we are cops which means we are nothing else, just human. they give us 6 months of training and a star and send you out to the worst neighborhoods this country has to offer and you are expected to be a robot who knows everything and is infallible. we are not, we are human. remember that. we are not what they public thinks we are. We are human beings with a badge and a paper certificate from the state of illinois. we are not immune to making mistakes and being overcome by stressful situations. im guessing that 95 percent of the people making comments here have never been in a shooting in their career. which is typical.

The disregard many of these officers show for their fellow officers is truly shocking. Driving like madmen after a stolen car. Spinning corners without the slightest concern that another cop might be driving around the same corner. Playing a game of chicken with a partner in the front seat next to you. No care at who your muzzle crosses as you sit in a car with your gun out or run down the street behind other officers. Shooting toward your partner and other officers who are in the same pursuit.

I don't know if training can fix this.

As an older than dirt person myself, there aren't more than a handful of technologically inept people around any more. The internet has been around since dial up for most of us and just who do you know on the job that doesn't have an e mail account? Online banking, online brokerage accounts, your def comp account, we all use this technology to some extent, the dinosaurs even use some sort of navigation on their smart phones.

As for your suggestion about having people come by and do training, good idea, they should, it works better.

You're only as good as you train. CPD needs to initiate ongoing tactical training immediately. Elearning bullshit is not the answer. Bottom line is they are pumping out ill prepared recruits that never have the chance to learn from veterans. That entire watch looked like everyone had under 5 years. You don't know what you don't know, and until you step in shit a few times, that's when the learning truly begins. Unfortunately, the climate doesn't allow for mistakes. SO, SLOW THE FUCK DOWN.

I had the pleasure of attending one of the HQ meetings where "not to throw anyone under the bus but we're going to Monday morning quarterback" was the phrase of the day. John "I finished the last of the Kool-Aid" De-Escalante was the host! Special Ed was afraid to show up I guess as three of his community activist friends ended his presser earlier and we are scarier to him then they are. Or he still hadn't tucked in a shirt and dressed like a professional.

Several observations... John, if you personally know 2 coppers that shot themselves by having their guns out prior to stopping a vehicle why is it now a training issue? I guess it didn't matter until it was on video? I mean if you knew them on the street it happened a LONG time ago! Way to be transparent in your hypocrisy!

I agree much of the video is at the level to raise some questions but a simple statement to the press that the situation would have ended if the 17 year old career criminal had stopped his rampage when confronted it would have ended. He CHOSE to drive, ram, and run from officers giving repeated lawful orders. He was shot after attempting to cause great bodily harm to officers and then became a fleeing felon. A strong statement would show what the problem actually is - the current leadership is unable to do that because they are not leaders or at this point even police. They are simply politicians beholden to whomever made them.

Last but not least...(sorry long winded) to stand in front of a room full of demoralized police and state that you were going to attempt to shorten this meeting compared to previous ones because you needed to get your kids to a swim meet is absolutely infuriating. If a street copper, such as I said that, I would be back on midnights in 004 by the time my ass hit the sidewalk!!! What it said was your schedule is more important than anyone else's or this debacle you are apparently in charge of.

Suggestions - Leave. take whatever gig you are trying to get after getting screwed over twice for the top spot. You aren't getting it but you are the whipping boy now. Just walk away. If possible get Special Ed and all of his cheating, never did any police work, over promoted idiots to go to. The current administration has lost ALL respect. You might as well attempt to leave with any dignity that may still be left for you as most say you WERE a good person "back in the day".

And the answer to "why are you having these meetings?" is "we all read the blog and see how amazingly we have failed as an administration".

There have always been restrictions of one sort or another about firing into a vehicle. Placing oneself in front of a speeding vehicle in order to use deadly force ain't going to cut it. If dude gets away today get him tomorrow.

Always know your background when using your pistol. The round down range is your responsibility no matter the justification.
How would the shooting officer feel if he killed his partner. He'd probably be indicted for involuntary manslaughter seeing as the shots fired at the vehicle appear to be out of policy.

As for mistakes, sure we all have made them, but I and 99% of the coppers I have worked with and around for the past 30+ years have always been conscientious of firearm safety. We often discussed possible fields of fire and who would do what on various situations.
It's called planing. As for the goofs that did silly shit and were unsafe, most of us learned quickly to keep our distance with them. We also had no problem telling them to cut the crap.

None of us paraded around like know it alls, we were all concerned with rule one, going home at the end of tour.

You're wrong. It's not hippa, it's hipaa. What you are referring to is personal medical information privacy issues. That law does not apply in this incident which happened on a public way with a department owned equipment during duty hours. They may lose millions but will not be millionaires. Know your facts before you get bunch of cops thinking they won the jack pot. I'll Monday morning quarter back for you. Don't shoot in the direction of other officers. Don't block cars in. Don't make statements until you are physically and mentally whole or able. This is what happens when you put 2 year hair gel gems with a supervisor who lacks training experience. Call it for what it is. They screwed up. I just hope the damage is minimal.

What new officers need to do is file a Failure to Train lawsuit. CPD is responsible for properly training new officers, If an officer was not trained properly its on CPD...Pull the FTO file...is all the paperwork signed off and properly documented?...The FTO program is a joke. Imagine United Airlines putting an untrained pilot in the cockpit, then when he makes a mistake ...fire him and subject him to criminal charges. Police are the only ones expected not to make mistakes, often in life and death situations where the mind does not function as it does when not under stress, when they make a "mistake"...their world changes and is ruined...How many doctors make mistakes in surgeries where a patient dies all with time to plan for the procedure and no stress...are they charged or fired,...no the have malpractice insurance...or a pilot who crashes a plane and kills passengers and survives after making a mistake...is he charged?...WTF? what other job does this all with minimal training...who is speaking up for the police?...national FOP? nobody?...

My Dad is also in his 70's and has been messing around with computers since Navy duty in '63.
I'm 42 and have 2 laptops, an iPhone 6 and a Desktop that would have you drooling over. I had my first computer in '86. And was learning to program in C and DOS back when you were probably still shitting in your diapers.


Age isn't the issue in regards to Tech.

Intelligence is.

We could go on and on all day. Better training should / could help but when the shit is real and it's yours it's a different story I speak from experience, and that's most of it. It comes from experience. Some lessons are harder than others. I feel bad for these officers. Sure they are young. We have all been there unless you are a lazy ass you were a worker. I mostly see lack of Leadership. Sergeants on the scene not sure what to do themselves. One big piece of advice that u know now if u are ever involved in a shooting do not talk to anyone. Believe me , You will have plenty of time to tell your story ,, Stay safe everyone

Worked in IT for over 20 years. You sir just come off as an ass. If everyone knew tech, I wouldn't have a job. Some know Apples, some know Androids. Some know Windows, some know nothing at all. Lawyers are the worse in my experience, no matter what age, and I would categorize them as intelligent. Orientation to equipment (bodycams), and the law surrounding it, is an absolute must, especially for where this footage ends up.

Ok I just watched the vid the Professor put together. Much easier than looking through the separate videos. The deceased was playing bumper cars with squads and it shows that very clearly. Also slows down the pertinent parts to show what happened.

First cop who fired screwed up in many ways. His partner fired once or twice and likely thought he was under fire from the deceased. No video on the shooting by the third cop who fired, but he clearly though he was dealing with an armed and shooting suspect.

This is a fuckup from the get go. Take away those first shots and no one would be in the trick bag. Of course if the deceased hadn't STOLEN a car, rammed police cars and THEN ran away none of this would have happened.

I hope his family gets nothing in any lawsuit from the city, but likely Rahm will settle. He shouldn't. This isn't like the recent MN shooting where an innocent guy got killed by a nervous cop during a traffic stop. This is a violent offender ramming police cars and running. Paul O'Neal acted like an idiot, stole a car, rammed police cars and ran. He contributed to his own death through his gross lack of judgment.

Use one though and it becomes another story. #3). I got news for you.

Everything is on video. A mistake is a mistake, but everyone owns their own part. The first shots fired could have been taken care of, the rest is a colossal fuck up. If you think backing somebody up is contradicting video evidence released to the public, you are mistaken. If you ever believed that you're a truly a fool. Don't ever expect anyone to get you out a fuck up of this magnitude. Start think about shit this way and things like this don't happen. Don't chase cars, don't shoot unless YOU see a gun, and don't shoot at other coppers, causing them to think they are taking fire.

I came on the job way back. I spent 31 weeks I n training. After the initial blast we went on the streets for 2 weeks, then back for 2,did this for 31 weeks. Our academy is useless. I have a relative who went thru the Cook County Sheriff's school after being hired by a suburban dept. I can honestly say that it was t h e hardest 12 weeks that somebody had v to endure. The professionalism there is the best. I would put any copper trained by them up against a CPD RECRUIT. CHICAGO NEEDS TO GET THESE RECRUITS BETTER TRAINING.

Sorry to burst the bubble but I have been involved a couple of times that's why I think its important to comment. But I did appreciate the first line on how we need to look out for these officers and make sure they're ok. Remember a couple of months back when three officers in 011 were ambushed, and thank God all worked out, but the point that I'm trying to make is what happened after the shooting. Did we take care of the neighborhood, did we hit the dope boys hard, did we stop their operation. He'll no. We did absolutely nothing. Which brings me to tjis, the city or the department didn't give a Fuck. They let the whiteheads continue with business as usual because why, we are expendable and they could care less about our well being.

PLUS - this kid was a Felon - plain and simple. NO "honor student in a cap and gown" - A car thief, resisting arrest AND using a vehicle as a weapon threatening the life of more than one police officer.

Whoever he stole the car from, should get $100,000 from the family's Ghetto Lottery payment that I am sure will be forthcoming.

I am sure they won't be anxious to part with a nickel, yet their kid didn't think twice on stealing a car. Once they get THEIR money, they better pay up to the other "victim" who is now without a car due to their kid's action.

After the Ghetto Lottery kicks in (cash), so does Ghetto Logic.

I can just hear them. "They ain't gettin' no money from us. They shoulda had insurance on that car."

Some are even supervisors now listening to the bitching and moaning. These are not hair gels. These are skinny jeans, black framed glasses, craft beer drinking police. Who, when their faces aren't buried in their phones on their Facebook page or playing candy crush are running around the ghetto screaming on the radio not having a fucking clue where they are. They were thrown together out of the academy on foot posts and expected to learn that way. Now that's done and they are thrown together in beat cars in some of the worst neighborhoods in the country. Recipe for disaster. I'm surprised it took this long for something like this to happen. I hope it all works out for them.

Think about and talk about what you would do. Run it by your partner. No one talks to anyone anymore. I believe we can each learn from each other , and others experiences.

Is this post a joke? First of all, the cameras could not be easier to operate. Tap twice to record, hold down a few seconds to stop recording. That's it! A preschooler could use it. I had no issues with the training and I have no trouble using the camera.

But mostly I fail to see how camera training caused this incident. If you were talking about tactical training it would make sense but you sound like a nut trying to blame the camera training. It's not the camera's fault that what it recorded was a hot mess.

I agree with this totally, this is the 95% critiquing from either behind the desk, lockup, academy instructors, range personnel, 35/Michigan desk pencil pushing police. To the officers involved not everything is always black or white in policing. Glad that no copper was shot by crossfire. I will keep you in my prayers and if the worst thing that happens to you is you get fired from CPD.. Don't feel bad you took the action you needed to take to save your partners life, your life & fellow officers. Keep your heads up and never look down. God Bless!!
