DOJ Plowing Ahead

A big push to have the "report" done before Sparklefarts leaves office:
  • NBC5 Chicago has learned a massive team of attorneys and investigators from the Civil Rights Division of the U.S. Justice Department is, on the eve of Christmas and Hanukkah, working feverishly to complete its probe of the Chicago Police Department.

    And they're planning to finish their work before the Obama administration ends and the Trump administration begins.

    Sources with a working knowledge of the investigation tell NBC5 that the goal, requiring unprecedented speed by DOJ standards, is to issue a detailed “Findings Letter” into the pattern and practice of CPD. And to do so whether or not Mayor Rahm Emanuel or his law and police departments have agreed to the terms of a consent decree for corrective action.
This ties in with a couple of e-mails regaling us with tales of how the DOJ Liaison was systematically shut out of working groups, e-mails, and meetings. This is turning out to be exactly what everyone suspected - a railroad job driven by numerous exaggerations, outright distortions and Rahm caving to a loud group of political terrorists.

We'll see shortly if Rahm is running out the clock before Trump takes over. Rumor is the DOJ is going to cut this sort of funding, so a lot of democrat lawyers who hitched their futures to Hillary are going to be looking for work soon.

Each officer should be issued a "work" cell phone. The legal system can confiscate it at any time. Just a flip phone..bulk rate plan....no internet. It stays at the station when not on duty. Allow personal calls or texts on duty but to only limited family etc. We keep "our" cell phone in the locker or in our car or just not used for work.

In this day in age, I cant make notifications or contact other units in a cluster-caper as fast as I used to do by volunteering the service of my personal phone. Personal phones have now been violated by government and are by general order not allowed to be used for work.

Do not volunteer your personal cell phone use. This is a job/business and a phone is a requirement and an expense.

The only other way without issuing all officers cell phones is to hire civilians to answer on a certain radio zone and transfer info to say detectives and back.....this, however, would be a telephone game. pun or not...it would be a slow process and have a wait line.

My advise to officers, no use of personal phones for work, period. The CPD needs to catch up with the times and issue the proper equipment......otherwise it might take some time to find a call box. The body cameras could then film and audio record me making my notifications hours later at a call box.

If all those departments were so bad and evil, how come not one officer was prosecuted criminally? It called a department issued cell phone and it's held by one Sgt. on every watch. I ask for it all the time. I don'the care how far away in the district he has to come. Use for notifications and end you case with all notifications made by department issued telephone.

With the consent decree you will create jobs for "monitors" another term for connected lawyers presently residing in Washington DC who will be out of work shortly. Remember when New Orleans entered in to consent decree one of the newspapers posted the salaries of the "monitors" several over $150,000.00 a year. Remember the Kerner Commission report on "Civil Disorders" (Black riots in places like Detroit, Newark, Watts) etc.

It has already been shown through several judiciary committee hearings involving Loretta Lynch that DOJ is corrupt so Dean should have a statement prepared ahead of time to rip apart some if not all of their findings. Time to publicly discredit the DOJ.

Last time I checked, the DOJ was part of the Executive Branch, who is tasked with enforcing the law.

A "Finding" is something that sounds like came out of a court, and the court system is charged with adjudicating disputes.

If the DOJ thinks they can play cop and executioner, that is a separation of powers problem.

Typical liberal maneuver. They hijack a term to cloak themselves with the appearance of greater credibility. As Saul Alinsky taught them, when you control the narrative, you control the people.

Call the next case. Not a cop.

OT - but still trying to see if anyone has any knowledge on this from past promotional classes... For the 135 person detective class assuming the full 20% merit, that would make 108 off the list. If multiple people decide to pass on the job for whatever reason, would they try to backfill the spots with 109, 110 etc before training starts 02jan - or just settle with a class less than 135?

I basically concur. But I don't know about any cuts being a rumor so much as an Educated Guess. The fact is that Jeff Sessions as USAG is going to run the DOJ diametrically opposite to anything seen in the last eight years, maybe twelve, going back to Bush 43's 1st term and John Ashcroft as his Attorney General.

Plus, everyone knows President (Elect) Trump's view by now on Policing and fighting this out of control violent crime by gang-bangers, career criminals, etc., and any tilt will be in favor Of Police over the like of the anti-American ACLU, BLM Anarchists, and the Communist SPLC -- I'd bet that those organizations even get investigated at some point.

Not to mention that 'President Trump' will be going after FedGov spending with Chainsaws and Dynamite. If these 'consent decrees' cost Taxpayers money without proof that they benefit all of society -- 'all' being the operative word -- I think you can Kiss Them Goodbye.

A sensible, reasonable US Atty General Jeff Sessions will put a stop to these frivolous consent decrees based on phony allegations brought up by militant hate organizations such as b-l-m, community dis-organizers, biased revruns and living in the past racist politicians. And pandering Rahm too. It was obvious from the start that Holder and then Lynch were as corrupt as obama and both shared his chip on the shoulder in regards to Police, Law and Order.

No matter what Rahm does to push through this obama sponsored consent decree, it's likely a New DOJ will quash the the case, based on Facts, leading to an acquittal of JVD and perhaps even restoring those that were railroaded in the political pandering process. The defense should call Special Ed to the stand and have him recite his inauguration speech that berated thousands of Officers. Get your legal representation on retainer.

I wish there could one day be Term Limits and Recall in Chicago and Illinois.

McCarthy recently stated during an interview with FOX news, that the DOJ holds responsibility for the rising crime rate in America because of their policies. So, yes, some of these " consent decrees" might go by the wayside. The DOJ, has, however, been putting higher pay and benefits as part of their settlements.

I never use my personal cell phone for work. I was asked to make notifications and told them I would when I got tonstation. The sergeant told me to use my phone, told him no, I then asked to use his. He says said no, and that it was part of the job to make timely notifications.
I told him I would in the station, he tried telling me he could write me up. I told him go ahead. He walked away, case closed.

To all of you young sergeants, age wise and time on the job wise. Don't company clowns. Let people do their jobs, if you can do better then take over and do it yourself.

Civil Rights Consent Decree and how did we get here?

The "Hook or Crook" method of policing, in my opinion, is a leading cause. This has been a pattern and practice for too long. Numbers, numbers, numbers...... The white shirts seen out the peons, who faithfully, engage in the number game. This, obviously, erodes community relations with the communities in dire straits. It's an occupying force.

Than couple this with internal fraud; questionable promotions and selective discipline we than created a toxic work environment.

It is truly amazing there are a majority of officers doing an honorable job in spite of it.

True leadership is needed to change the culture. Leading by example. O.W. Wilson was the last true reformer and he had the true backing of the first Daley. Rahm is a fraud. Always has been and always will be.

This " findings letter", if things go according to past practices in other towns, is non binding. The city will get the letter and will be asked to agree to everything the DOJ wants and sign the contract. If the city refuses or wants to negotiate, the DOJ must take the city to court in a law suit to force the issue and can withhold funds from the city. What will happen next year under a Trump DOJ is anybody's guess. But, Trump has already vowed to withhold funds from sanctuary cities, of which Chicago is one.

yep,called pension board. Was told that even though your deduction form was sent in,they could not payout your premium because the checks were cut already. (a week ahead of due date ??) Said you have to arrange payment directly with bluecross yourself for the month of Jan. Called bluecross,hey say you must pay thru city. go figure.

Easy there, Francis! MB is one of the most intelligent guys you currently have within the exempt ranks today. He's never done anything to unnecessarily hurt an officer, and he's pretty well known throughout the ranks as a fair man. I have no doubt that when he was assigned as the DOJ liaison that he assisted in whatever ways he could to make the process as painless as possible. No one, not one exempt, can protect stupid people from themselves, as is quite evident from the LMcD shooting. I have no doubt that MB will be retiring sometime in 2017, as he's been a member of the dept. for over 34 years now, but truthfully, you people (or folks) in 019 couldn't have a better boss assigned to your command there. Why he has chosen to accept the headache of a district command is anyone's guess.

BC/BS said those whom have not yet received a card should receive it by next Monday, 02 January 2017. The method of payment for the month of January 2017 has yet to be determined. The agent did verify the receipt of my application.

Not so. When you are paid on the 1st of the money, the money is your pension pay for the previous month, however, at the same time, they take your payment for the next month of medical insurance.

The only exception is the end of the year. They pay you for December before the end of the year, but the medical insurance deduction is for the next month of January.

Marc and I worked together in 025 and while we didn't see eye to eye on everything and I didn't agree with everything he did, there is one thing that you can say about Marc without question. He supported his troops and would go to the wall backing them up. I saw him on numerous occasions march upstairs to the detective division pissed of when one of his officers was battered and they would not seek felony charges or even send a dic downstairs. I saw him go toe to toe with so called activists who thought they we worked for them and tried to tell us how to do our jobs. And let's not forget that he was dumped from Captain to Lt. when the news media invaded 025 over the Abatte incident and he attempted to protect his people and the station. The LAST thing Marc would ever become is a "fed in a uniform".

Wrong again. Captain Marc Buslik was returned to the rank of Lt. after he stood up to the news media when they invaded 025 because they knew Abatte had a court date. They were obnoxious,disrespectful and tried to take over the lobby area of 025. They then tried to enter the rear of the station where the parking lot is. Then Captain Buslik tried to stop it and Superintendent Cline demoted him from Capt. to Lt. A few years later he was again promoted back to Captain (no back pay) and then continued his climb up the ladder. The rank of Captain is not a "civil service" rank. Previous to that demotion,Cline also dumped a female Captain back to Lt. Captain Elizabeth Olsen (IRRC) was returned to the rank of Lt. after she, well let's just say she was over promoted when they made her a Captain. Probably even Lt. or Sgt.

Captains who have not completed their six month probation period can be reduced in rank. Those who did can be reduced for cause. "Cause" pretty much has to be a serious matter. They tried to reduce Buslik after the incident in 025 but couldn't because he didn't do anything wrong. Not a lot of publicity about that at the time.

And it didn't matter that he was right when they demoted him. Cline couldn't have cared less. But the news media was pissed because he stood up to them so he dumped him in order to appease them. THAT'S the kind of leadership we have in the CPD. A good man, a good boss is demoted for trying to protect his people,his station from a throng of frenzied news people. Everyone should remember this and learn from it.
