What a Load of Crap

We don't usually write long articles for Christmas Day, but this one just begged for a verbal beating. This is the biggest pile of crap to come out of HQ, and believe us, there's a lot of crap that has come out of that building this year. Some highlights:
  • As Chicago grapples with a surge in killings and a mistrust of law enforcement stemming from police shootings, the number of arrests in the city has fallen by 28 percent versus last year, a Chicago Sun-Times analysis finds.
Only 28%? We'd like to see a District breakdown - we'd have pegged it closed to 35%.
  • The drop is steepest in areas such as Englewood and Austin where violence is common and police have long flooded “hot spots” and drug markets. But the decline isn’t limited to high-crime areas: Arrests are down by double digits in every district in the city.
Yup.
  • Police Supt. Eddie Johnson says the figures reflect the department’s focus on addressing gun violence and improving community relations.
And just how is that working out for you Special Ed? Gun violence down? Community relations looking good?
  • “We want to arrest the right people at the right times for the right reasons,” Johnson says. “But just indiscriminately stopping people? No. We cannot arrest our way out of this.”
Have you seriously tried? If the Courts and the Jail worked with us, keeping the people who need to be behind bars, actually behind bars, we bet there would be a few less than 4,200 shootings.
  • The superintendent says the department is moving away from decades of “broken windows” policing — a strategy that emphasizes heavy enforcement of even low-level offenses to send a message that crime won’t be tolerated. While that led to lower crime rates, it also worsened tensions in some neighborhoods where people felt the police were heavy-handed.
Actually, we've talked to a lot of street coppers. You know what they say? They didn't feel any of the so-called "tension" until Obama started attacking the police. The community was happy with the lack of gunfire on the streets and the absence of dead bodies stacking up at the morgue. Some people, believe it or not, were actually glad to not attend funerals.
  • “The time when broken windows theories came in — I think it was effective,” Johnson says. “But we have to focus on what’s really hurting Chicago right now, and that is the gun violence.

“Don’t get me wrong — we have not abandoned locking people up for quality-of-life issues. But low-level narcotics offenses — we can continue to do that, but would it affect the gun violence we’re seeing? I doubt that.”
Well then, you're an idiot. We don't know how many other ways to say it. The "quality of life" offenders were, in many cases, the ones smoking weed on the corners, gambling on the sidewalks, blasting the loud music. They were stealing the cars, hiding/transporting the guns and running the tip, too. But to accomplish anything effectively, you need what Rahm wasn't going to give you - manpower.
  • Johnson rejects the idea of the “Ferguson effect” — the theory that violence has risen because cops have been holding back amid protests over police shootings in Ferguson, Mo., and other cities. Yet he acknowledges that many police officers feel “vilified,” and others have been slowed down as they learn new legal requirements for documenting street stops.
Wow. Special Ed truly is "special," isn't he? Anyone insisting that this mope was actually a "good copper" at some point is delusional.
  • The decline in arrests is welcomed by civil rights groups.

“Our perspective is: The fewer people in jail, the better it is for our communities,” says Deangelo Bester, executive director of the Workers Center for Racial Justice, which focuses on access to jobs.
Really? We could point you in the direction of 4,200 people who would beg to differ. Actually, only about 3,500 since the other 750 can't speak at the moment, being six-feet underground. Maybe their mothers could come speak with you?
  • Instead of responding to violence by locking up nonviolent offenders, city officials could divert funds from the police department and into neighborhood development, Bester says.

“Chicago is the most-policed city in the country,” he says. “Maybe it’s time to do something different.”
Um, earth to moron - "different" is what's happening right now. "Different" is a few thousand extra shootings. "Different" is 300 more dead people. "Different" is another word for "hope and change" that a certain someone promised you by demonizing the very people who kept you safe.
  • Natalie Howse, president of the Cook County Bar Association, says the African-American lawyers group supports “policing that is more concerned with respect for the rule of law and individual rights, rather than the number of arrests.

“If the Chicago Police Department has placed greater focus on reducing the violent crime that plagues our city, and that new emphasis has temporarily resulted in fewer arrests of non-violent offenders, the CCBA welcomes that strategy so long as the cost is not allowing black communities to descend into lawlessness.”
These idiots have their talking points and by golly, they're going to keep spouting them, even as the streets run red with blood. Everything is the fault of someone else, in this case, the police. not a single glance into a mirror that would lay the 500+ dead black people (or folks) anywhere near their doorstep.
  • Some rank-and-file officers say cops aren’t being less aggressive as an act of protest but because they’re worried they’ll be caught on video making an honest mistake, then blasted for it.

“You’re being Monday-morning-quarterbacked for everything,” says one officer, speaking only on the condition of not being named.
Self preservation. And then this asshole steps in for the final kick:
  • Others say that’s not acceptable, arguing that body cameras and increased documentation will help police do their jobs.

“Those people are looking for an excuse,” says a veteran North Side supervisor, also speaking only on the condition of anonymity. “What they’re saying is that I liked it better when no one was recording when I trounced on someone’s head.”
Not a doubt this asshat was on at least one "merit" list. Those days are long gone. No one "trounces" any more. Hell, the last guy to apply a (completely justified) kick to the head of an offender who was strangling his partner in a hostile crowd is still stripped. There would be a lot more mug shots of offenders walking around in bandage-turbans if CPD was still using that amount of force.

The disconnect here is amazing. We know why a lot of people stopped being proactive. But the brass and the media are involved in some sort of kabuki theater where they all dance around the elephant in the room and pretend it isn't taking a giant crap on the floor and flinging it everywhere.

Wow, did this asshole special ed ever spend any time on the street? He is sucking the liberal black caucus' dick and stuffing the balls in. Complete sellout, if you want to keep people alive, even the gang bangers, then the broken windows concept works. Kim Fox and the douche of a superintendent, not so much. It's like they are channeling the Obamas. Fuck them, all this means is more dead black men, if that's what they want so be it.

SCC, as a long time reader and citizen, I am afraid the cause is hopeless now. The stupidity has won. There is no turning back. The President that served 2 terms has fed his agenda and everyone swallowed it. Its time to just let go. Enjoy your families and just stay safe. The black community chooses to stay democratic slaves for many generations to come. Sad times indeed.

This article and statements is the standard LEFTIST playbook bullshit - deny, deflect, redirect and blame.

Never mind that the real culprits are the jagoffs without a moral compass and those unwilling to place accountability rightly at the feet of the jagoffs.

Follow the money and follow the votes. SJWs receive money from progressive backers as long as there are dragons to slay. And by slaying dragons votes can be reaped.

Decimate/demonize those tasked with protecting society, thus overloading the society with crime. When people start to really demand a solution to the crime, guess who will offer the solution? Those very same pols and SJWs who previously resisted enforcement of the laws. First they say stop enforcing laws, then they say empty the jails, then they say enact social engineering programs, and when crime escalates due to no enforcement is when the pols and the SJWs enact measures that negatively impact liberty. The beauty of being a SJW/progressive is that their playbook does not have to happen immediately or in 6 months, they are playing for the long term, as in years/decades, they are a patient bunch.

What has happened here in Chicago is that the politicians and the media are listening to people that don't want the city to be safe, they're making too much money selling drugs and the dead people are just a result of this lawless attitude.

Divert funds from the police department are you smoking that 4-20? Why don't you divert funds from the tift funds that are supposed my be used for impoverished neighborhoods. I have a better idea take away the extra spending accounts from the 50 aldercreatures and give back to the Citizens of Chicago, not just the impoverished neighborhoods. It is why we are in this situation. Heaven forbid they (the impoverished ) had to work a 9-5 to make a living and get taxed like the middle class. Your lucky I won't be major I would close district 11, 10, 15, 7, 6, 5, 4, 3 down because they don't want the policees there to begin with. BLM is doing a great job monitoring the innocent lives taken on the south side, they can take over along with reverund/pastor. In order special Ed to divert funds you would have to get the gangs violence down or haven't you seen the stats on heyjackass... freaking pony show!

the 24(48) hour rule for holding prisoner which us really 12hours.
Witnesses can't be held for investigation
Up grading shoplifting
State not charging for carrying guns
Not charging for multiple persons in stolen vehicle
Judge throwing out drug cases
Not signing complaints for victims (i know many of you still do this !!!)

Lets put this in perspective. The ACLU is all about criminal rights. Their whole existence is to make sure the criminal has his rights, his free speech, a good bed to lie on and 3 square meals. They would, of course, prefer they aren't locked up altogether.

As for the Cook County Bar Association, I am a believer. No more arrests for low level criminals. Someone throws a brick through your window? 19-P. Beat up over your new sneakers? 19-P. Narcotics? 19-P. PSMV? 11-P. I guess I'll only arrest people for important crimes like shootings or Agg Batteries or Robberies. Then again, who decides what a low level crime is? I think Robbery is also low level unless a handgun is used. Then it's just a "medium" level crime.

The quickest way to get rid of bad policy decisions is to follow the policy. Don't circumvent it follow the rules as laid out by the legislators and leaders of the CPD. It will become obvious that the policy is not viable or working. Stop saying that you are fetal, your not. Officers are following the laws and the new policies, working just as hard as in the past. The new policy is not working and it is not the fault of the troops on the ground. We all know why street stops, and arrests worked in the past. We all know why the new policies are not working now. It's time that the politicians and the CPD brass earned their pay and come up with the necessary equipment, the necessary number of officers, the necessary support and backing of the officers who are on the front lines. Don't forget to honor your promises about a pension and hospitalization after retirement. The problem can be solved, but first the problem has to be honestly identified in order to formulate effective policy, and you will need leaders who have been promoted and placed into policy making positions who are actually qualified to have those positions. The things necessary to solve the problem are beyond what the lone officer on the street can accomplish by themselves without the rest of the necessary support, and realistic policies necessary to accomplish the task. Sorry for the long Christmas rant.

Merry Christmas & happy holiday's to all of the officers and retiree's of the CPD. Stay safe and enjoy the season with your families and each other.

Dear Special ED,
You are a disgrace to the oath you swore to uphold. You vilify those who honor the oath and laws that all police officers swore to uphold and praise those who live by the law of the jungle. You were put into a position to lead the men and women of the CPD in enforcing the law of the land and have failed miserably because you have been brainwashed by the progressive Devil that has appointed you to this position. If you want to know how to do your job just look north of the border to Sheriff David Clark and follow his example. Politics has no place in law enforcement and the sooner you realize this the more effective as a leader you will be. You did the right thing in clearing officer VanDyke after assessing the facts initially but since have changed like a chameleon to tow the Devils party line. Your credibility went out the window when you flipped and it is crystal clear that you have sold your soul to the DEVIL who runs this town. Just in case you don't who the DEVIL is: Rahm, tony, kim, tommy and their like along with all the criminals and the criminal supporters that they have catered to and emboldened. You have chosen the DEVILS side and now will suffer the consequences. Lucifer will use you for all your worth and then cast you aside and look for a new more effective disciple. When you are on the side of GOD and do his work you will never be cast aside. Enjoy your devils spoils while you can here on earth and realize that you, along with the aforementioned devil's Disciples, have a special dark place reserved for you that makes San Quentin look like Mara-largo in Palm Beach Florida. Merry Christmas.

Special Ed wants to ' stop the right people at the right time'.
He has an outdated 'let my people go' attitude that isn't helping the folks trapped in their houses in fear of gunfire.
But let's give the Mayors Office the bulk of the responsibility.
Repeated social promotions being a big factor.
If only the Department "promoted" the right people for the right time all long time ago, things would be very different.

Restoring our police department in this sanctuary city that once was the greatest, will definitely be an uphill battle and surely will not happen as long as the aclu and the democrats dictates our policy with a Superintendent that enacts that policy . Very well put SCC. Now, as a former hard charger I will tell you that 99% of my quality of life arrests were to prevent something bigger from occurring.

What idiot truly believes that the less people in jail the better the community? Why have jails at all then. I guess the world would be a utopia if we had no prisons.

They have decriminalized cannabis, and want ANOV's whenever possible.
They forced us to take their"Procedural Justice" class, that stressed Discretion, give breaks for minor stuff, and "trust, not jail".

And now the brass makes excuses as to why arrests are down?

Get creative and start thinking of the ways to blame President Obama when things are just as bad or worse under Trump.

12/25/2016 05:15:00 AM

Hey dopey, Trump is not running Chicago. These idiots you voted for are fucking up Chicago. Did you notice, for decades, the crime rate and murder rate was slowly declining, now after his highness and rahm have trashed the police, in Chicago, the blood is running in the streets. CPD ain't perfect, but the criminals are? The police behavior has been improving for decades, shit you could get away with in the 90's just isn't done anymore but the bad guys are just as unrestrained as ever.

Now, go back and vote for whoever the democrats run for governor and president in 4 years. look how well it's working out!

Here is an interesting take on stop and frisk Italian style after the Berlin truck massacre.

http://nypost.com/2016/12/25/de-blasio-wouldldnt-have-stopped-fugitive-berlin-attacker-gingrich/

Would the ACLU say the stop was good or just racial profiling some poor Islamic terrorist?

The only way the CPD would change is if a Trump DOJ appointee took over the CPD. It would be a great place for Trump to start, removing any outside influence from the 5th floor in bringing back law and order. Maybe while they are here they could open up an investigation into rigged merit promotions and cheating that would restore some moral to the men and women who put the work in towards promotion and prosecute the theifs who stole their promotions and are guilty of theft.

The obama years could have done wonders for african americans by preaching responsibility, accountability, and positive personal improvement. An african american was elected as president. You do not get any more of an inspirational message than that. But instead he used his influence to continue a democratic party line that keeps people dependent on government assistance for housing, food and a check as well as removing all personal blame for the life choices that are made by the recipients of this assistance along with those of criminals.

He could have stood by law enforcement during the "beer summit" or the incident in Ferguson but he chose to use buzz words like "racial injustice", "profiling", "killing of black men by police", and "police violence against black men" to give the impression that any law enforcement action taken against an african american is because of racism. Even after the entire lengthy, extensive investigation by multiple govt agencies (including his own) showed that the officer did in fact act within the law and was acting in self defense, did he speak up to support that officer? No. Not even an apology to the officer whos life was ruined and whos name was dragged through the mud by the president himself. Just more racially charged buzzwords that still insinuated that there was some sort of underlying racial bias in the incident and even in the findings of the investigation (by his own people none the less). By his own administration (and those of his fellow democrats) pandering and baiting he has created the very crisis that they now want law enforcement to address. However, they also created an environment where officers have the knowledge that if they are made to act with force because on a criminals actions, they might be disciplined, fired, sued, and criminally charged just to appease an ignorant public even if the force was justified, lawful, and within the guidelines of the dept. To clarify, if you think that an officer should be hit, stabbed, shot or shot at, before he can defend himself or think that like in tv, police officers should shoot the knives out of peoples hands or that people get blown back of immediately fall after being shot, then you are in fact ignorant. The good thing is that a little education can cure ignorance. But then that would also require people to take responsibility for their actions. It seems much easier to blame every negative thing in ones life on someone else or on a premise that racism is the culprit keeping you from success so why even bother to change. At least that is what the president entire administration seems to preach.

I've looked at all the reports that are online (that were FOIA'd) from this incident.

Can someone point out where the word "lunge" was used?

Other than by the Orangeman in the media? Where was it actually in print?

Shitty ass leadership is department wide. Look at some of these shithead supervisors in ten on midnights. The nerve of these people to actually stand up at a roll call and call themselves a "straight shooter" and that "I call it how I see it". Pathetic.

Bring back gun court. One or two judges responsible for all gun cases. Hang em high. ----------------------------------------------------------------------------------------One of the best ideas I read. The gun court had Judges who got to see the "usually suspects" and eventually handed down stiffer sentences. Of course, nowhere near to NYC or the West Coast but still much harder sentences.

Please tell me why there is anyone still working. Chicago by any measure is a shit hole. Continuing to support the body politic for promised future benefits is exchanging a precious commodity (time) for a fungable commodity (money). Trying to be the last one out will turn to be a fool's errand. Leaving now to a place where ones contribution is appreciated will return more than staying in the shit hole where you presently reside.

There are many communities needing experienced law enforcement. You would be welcomed and appreciated. Yet you stay for a pension and medical? Have you not seen already how easily and at a mindless whim how these can be taken from you?

The only thing anyone has to offer is time for money. Many will give the time and not receive the promise. Others will show up to punch the clock. These are the true loosers. Stealing from their employer but more importantly stealing from themselves as the time being wasted can never be reclaimed.

For those who stay because you feel called to your career and your city, may God bless and keep you. And your families and comfort them if you are lost. The rest need to decide the old cowboy arrange "You take a man's money, you ride for his brand".

Fuck Eddie Johnson you got that right for seeing the video ruling it a justified shooting as it was, but not have the back of the 11 officers that are thrown under the bus total bullshit. That shooting was justified hands down. Eddie should have spoke up and said it was coward ass. I hope your ass gets indicted.

Trounce on someone's head? Really ? those things , for the most part, just do not happen. But, what does happen and what will continue to happen, is supervisors reviewing tapes and finding fault on very mundane things. Maybe you raised your voice or maybe you swore. you might have even lost it a bit and shoved someone or got very forceful in a takedown and the supervisor does not like this.. The internet is full of video from police departments around the country where an officer is suspended of fired for an " aggressive takedown" I know in the burbs the supervisors routinely review videos from the cars and body cameras.

Boy oh boy! What a mess. Rahm and his alderman, in a few short years, ruined a once proud department . I am not saying that the department was not corrupt, it always has been. Rigged promotions, clout units, favored few, rigged internal investigations, brass taking money and favors, etc etc. But, the department still functioned and functioned pretty well despite every attempt by city hall to screw things up. Now? Well, city hall went above and beyond and caved to the progressive left. Now, that did it. If you are still a working cop,you are walking on thin ice. Shoplifting, drug possession and a host of other offenses will soon become an ANOV citation at best. The progressives will never be happy. God help the good citizens of this metro area.

WoH woah woah, down 25/35%?! I object SCC! For years I was that dumb ass hard charger. I finally got the message late last year, after lawsuits, BS investigations and our screwed up "leadership." My activity is at least 1/10th of what it has been in previous years for arrests. I certainly don't feel like I am in the minority here and believe at lease 75% of coppers have similar percentile drops in arrests. What accounts for this funny math?

Shut up turd. There was no "conspiracy." That was a good shoot that had the right initial outcome. If old laquany was such a good boy, why not release/reveal his background? Why punish cops for looking it up online if nothing to hide? What is your cowardly response to a man with a knife that tried to slash a pedestrian's throat with a knife? Who refused to drop said knife? Who repeatedly stabbed at OCCUPIED squad car windows? Who stabbed an occupied squad cars tire? Who was hyped up on PCP? As unfortunate as it is, it was a completely salient shoot. I would say the same had he been white, brown or purple. I hope you're a tough guy that throws his gun away when you confront a homicidal, knife-wielding maniac. Bitch.

I'll stay fetal and watch as heros like you show me how it's done.

OT- Can't wait for when the city and the moron aldercreatures (especially you Burke) allow the department to lower the standards and allow subjects with "minor" arrests or infractions on the job. What do the idiots who support this think is going to happen when one of these starling officers arrest some guy and his lawyer finds out about the arresting officers previous background.

"Please explain to the court officer, how you can arrest my client for doing the same offense you committed before getting on the police force?" Then . . .

"Yes Rahm, we'll except this $2 million dollar offer for the illegal arrest of my client!"
