Sources confirm that Oakland Mayor Libby Schaaf selected Kirkpatrick to lead the city's embattled police department. Some insiders expected Schaaf to choose a woman after saying she was here to run a police department, not a "frat house."
Kirkpatrick will be the first woman to fill that spot in Oakland's history.
Seeing as how she pretty much blackmailed Rahm for a spot with threats of a Federal lawsuit, she was never very popular with the brass or political set. Thanks for...literally...nothing! So, now we get to observe the Oakland experiment, as she turns them into 'Guardians' and chases off the 'Warriors.' I know our crop of exempts don't realize this but, every city with large minority populations is capable of the same Chicago level murder stats. The Mayors of those cities know they're sitting on a time bomb of their own. If by some chance CPD had a plan that eliminated this flareup of violence, then cities across this country would seek out the wise leadership of CPD, much as they did NYPD, to show them how to shut off the murder spigot. So far the only plan has been for Johnson and Navarro to scream at meetings, probably because Rahm screams at them. It's my understanding that very few outsiders even bothered to apply, considering how crazy the political scene is in Oakland.
The Oakland PD and other neighboring agencies have been caught in the grip of a major sex scandal involving a teenaged prostitute who has the (apparent) goods on a number of officers and sheriff's dept. personnel who ranked among her most devoted clients. There has been one suicide, numerous resignations, and some disciplinary actions taken since the scandal broke last year.
Still, I wish her well...for as long as she can hold out over there.

Not trying to be a smartass but did you go to their website and log in and request one? You can message them from your account page and they have to answer in a business day or less.
I had a continuing problem with BC/BS denying my claims. I would call them up and get the run around! I sent a message to them from my account page with the dates and claim numbers denied. I told them that the only reason I could see that the claims were denied was because I was a Police Officer or because I am white. I got an acknowledgement message and within a day everything was cleared up.
Amazing how that worked out!
Well, at least granny accomplished one thing in her short career with CPD, she reigned in a certain problem civilian employee.
Now it'll be back to the same ole habits.

DOJ's final report is due out next week and then they'll be gone unless the recommendation that a DOJ monitor is assigned to the City. Buslik is now DC of 019. Good guy; had a terrible year personally last year with family losses.

Since I (thankfully) never worked for the City of Chicago, can someone edumacate me on the "exempt" status, etc., that apparently distinguishes supervisors from line cops ? Worked for 3 departments, and it's not categorized like that anywhere I've worked.

Do not lump Schenkel in with that group. Schenkel transitioned from being a Colonel in the Marine Corps to the CPD. The only uniform I ever saw him wear was that of the Marine Corps, and that was while he was still in the Marines and interviewing for the Department. I do not believe he ever wore the CPD uniform, not even for a day. He has integrity and knew quite well that his proper dress was a business suit, not our uniform.

Granny's going to receive a salary of $280K (more than EJ is paid here), working in a city smaller than Chicago and a department smaller than ours, where waiting two hours for a squad car to arrive at the scene of your burglary is the norm...chew on that!
10:35- All members of the Command Staff from Director on up, all the way to Superintendent are "exempt" meaning that they can be returned to their "civil service rank" (patrolman,Sgt, Lt. and Captain at the discretion of the Superintendent. There is no job protection for them.
Harley Schinker was not hired from outside the CPD. He went through our academy and, at one time, was a patroleo, plus he retired from the CPD. Why would he be in the group of outsiders who never experienced our academy and never worked a beat car in Chicago, but still wore our uniform, such as Weis, Daly, Masters, McCarthy and Kirkpatrick? Gary Schenkel is one of a number of examples who was hired from outside the department and wisely chose to work in a business suit, not our uniform.

Since I (thankfully) never worked for the City of Chicago, can someone edumacate me on the "exempt" status, etc., that apparently distinguishes supervisors from line cops ? Worked for 3 departments, and it's not categorized like that anywhere I've worked.
Actually.............."exempt" means they are exempt from any FLSA issues, meaning overtime.
They can work 80 hours a week and still get paid the same. non-FLSA means they work 80 hours a week and get 40 hours in overtime.
Yes, they can get bumped back down to their career service rank if they fall out of grace but that rarely happens.
What I like to find out is what is her severance package $'s for leaving the CPD. Most likely she had a negotiated employment agreement upon hiring. How much is this costing the City and under what rug will Rahm sweep the cost?

7:53 & 5:28 - When someone accepts an exempt position, they also sign an undated letter of resignation. Unlike most departments who issue gold badges/shields to detectives and above, CPD ranks are issued a silver star until they are given the exalted exempt gold star (Commander/Director & above). I think we have bloated to15 Deputy Chiefs - prior to McCarthy it was only about 9.
However, for the blue shirt the real harm is that exempts get a higher pension than the civil service Captain or Lie-tenant, while the fire fighters had that perk eliminated by our state legislature. Our problems also include an inept union & pension board trustees.
Hopefully, other LEOs reading this blog will be active enough to vote for competent union reps and pension trustees in their respective agencies. Otherwise, they will end up with a similar work environment and only have a blog which enumerates their litany of issues.
