Meeting Scheduled/Canceled for New Program?
So Navarro put out an Admin Fax on 30 December, ordering 3-two-man cars to HQ for a mandatory meeting from every district in the city at 1630 hours on 03 January. The order was promptly amended becausem as you all know, HQ can't do anything properly the first time.
Then the order was canceled within 58 minutes, because at 1630 hours, during a weekday rush hour, getting 66 squad cars to HQ along with 132 coppers was a pretty stupid idea to begin with. Especially when those 132 coppers are most likely the ones the Watch Lieutenant didn't want to deal with, so they sent them far away.
Then we heard a report on NewsRadio 780 that might pertain to this meeting. It's about some new initiative that's going to save everyone! It's called (and we're going by memory here) the SDSC...Strategic District something something....
Trust us - it sounds GREAT!
Somehow, Special Ed is going to take cops off the street in every district, stick them in a room with a computer and a telephone, and they're going to determine, every minute of every hour of every day, how and where to deploy District assets to combat the gang/gun problems of the day! It's foolproof!
Now, you know they can't take workers off the street - that would be counterproductive for getting the numbers that every boss is whining for. So they're going to use CAPS and District Intelligence Officers and a few more of the commander's "favorites" who can't make the day or desk bids and have them shopping on-line, making weekend plans, ducking out early, etc, until someone gets shot. Then they'll swing into action with a speed that rivals a hungry lion chasing dinner on the Serengeti, crowding around the single phone line, tying up radio traffic with nonsense, demanding more calls, e-mailing at a frantic pace, bothering sergeants and lieutenants for instantaneous information that can't be determined in the heat of a shooting, and gather around a map of the District with the pretty colors denoting gang boundaries and deciding:

But if cops don't stop people, people get killed. But if they do they are violating civil rights and should be sued or charged criminally. But if they don't, again, people die. I agree with the poster on Hanhardt. Yes he was a disgraced high ranking copper but my knowledge as a citizen reader of this blog holds him close for one reason, one incident, one young policeman who never came home to his family because of three low level mob assholes who tortured and murdered him.
Who those of us who know the back story broke his family, his parents, his wife and children. A young policeman who vanished on a traffic stop with probably a thousand cars passing by and was never seen alive and as I recall his remains were not found for almost a year. An incident where a lawfull outraged community cannot tolerate and will not ever forget. But I would like to read what some of the old timeers have to say about him. He was not the only mobbed up white shirt on the force but I will always have some respect for him unraveling the death of Hillside Officer Anthony Raymond.
Watched 60 minutes, lazy reporters/media still have not figured out that prior to the year 2016, investigative stop cards were never filled out if subject of stop was ultimately arrested. Starting in 2016, CPD began filling out stop cards even for those arrested. So absent cooking the books/double counting, investigative stops without arrests are more likely down by at least 95 % and not the 80 % being reported.

CPIC is just one of the few things that isn't totally fucked up on this Department and now they are trying to recreate it at the district level. It will be an epic fail like most of their useless ideas.

Mayor Emmanuel actually ran for cover, refusing to be interviewed for the piece on Chicago's spiraling gun violence. Johnson, nice guy that he is, simply tap danced his way around the hard questions being thrown at him by the 60 minutes reporter. Not a comfortable place for him to be in at all in 2017, because if the body count continues to rise, Johnson knows full well he will be out the door by summer. I don't think anyone can figure out at present how to ignite the spark to make the men and women of the CPD want to go out on these streets and regain some measure of control over the criminal element that has apparently run amok on them.
Say what you want about him here, but Father Phleger came across as the most credible of everyone interviewed in that piece.
I won't say much about McCarthy's contributions to the 60 minutes interview, except to say, sorry Garry, you are NOT going to be the savior of the City of Chicago, or anywhere else. There is a reason why you have not been able to find new employment in the law enforcement field, and that is directly due to your complacency with regard to two now-well-known shootings by CPD officers: Dante Servin and Jason Van Dyke. In each case, there was ample evidence of extremely poor judgment on the part of those officers, and you failed to take the initiative in each one. You reap what you sow, Garry. Be thankful that you married a woman who makes a salary ample enough to support the three of you, and move on.

I'm not a house mouse, but I do find it curious that everyone here is ragging on those that work inside. Most days you can find people commenting around here to stay fetal and not to do anything or you'll be sued. To me, that's exactly what these officers are doing, but just from a different vantage point. Yes, they're doing what their employer asks them to do, so maybe that does make them a suckhole around these parts, but in the private sector that would be a productive employee. If you became the police because you didn't want to work an office job, that's great because they're not forcing you to work inside so you should be happy these inside people are around.

It was no secret that Rahm saw the video, that leaked out through the higher ups early on. We all know Rahm would never spend 5 million unless he knew why, not to mention what the city spent on legal cost trying to hide it! Now McCarthy admits he saw it the next day and so did city hall. Does anyone want to ask Rahm what he knew and when he knew it again? At the press conference when they released the McDonald video, didn't McCarthy and Rahm say they have not seen the video yet? Media is it possible that your puppeteer lied to you?

In fairness, one guy does not an entire movement make. The restraining order that requires Gerard to stay at least 100 yards away from Commissioner Johnson is about Gerard’s personal behavior, and not about any official actions or positions taken by BLM. If you want to argue that Gerard’s attitude is not typical of BLM’s overall attitude toward the police, give it your best.

William Hanhardt was one of my heroes when I first worked for the CPD. He had an awesome presence when he came on the scene and he expressed appreciation for some timely work I did on the Bruce Garrison and William Marsek murders in 1974. It was truly a heartbreak to find out the criminal side of his life. He was inspiring but as Shakespeare's Mark Anthony said, "The evil that men do lives after them. The good is oft interred with their bones."

Area central alone also has how many bike people assigned downtown along with how many district bike guys? I do agree a citywide team is necessary but until you get the manpower issue in the districts under control it just can't happen!

I made the original post and you are exactly right. That's what I'm referring to. We have too many of these district and area teams and no coordinated citywide effort to help exactly where it's needed. Everyone goes back to the districts and establish 1 citywide unit with 40% manpower working days and 60% working nights. They should be logged in at OEMC and handle calls - no special do nothing riding around. Help each other a lot more - that's what we really need.

They should get rid of the person who designed the boxes. Half of those box zones, nothing ever happens. usually the shooting are blocks from the the designated boxes are or shootings happen an hour/hours before and after the guys hit/leave their posts. And when you tell coppers not to leaver the 2 by 2 block box. what activity are you going to get?

I prefer the old hat pin maps. More effective than the computerized crime stats. What difference does it make if the crime is analyzed at 35th street or in every district? In the end you still need someone to respond and take the appropriate action. Make a report and secure the scene.
