Quotas to Cost New York

  • New York City has agreed to pay up to $75 million to settle a federal class-action lawsuit that accused its Police Department of issuing hundreds of thousands of criminal summonses that were later found to be without legal justification, according to a signed copy of the proposed deal filed on Monday.

    The summonses had been issued for typically minor offenses, like disorderly conduct, trespassing and drinking in public — quality-of-life concerns that had been a major theme of policing in New York for two decades or so.

    Lawyers for the plaintiffs had asserted that the summonses were part of a policy that was “selectively and disproportionately enforced in minority communities.” That claim was also a focus of earlier lawsuits that had challenged the department’s policing philosophy that relied on stop, question and frisk encounters.
So pretty much like our ANOV's, pushed by McCompStat and others to justify their existence. In fact, the DOJ report and the ACLU agreement bring this up. Quotas lead to bad results - everyone knows this.....except this goof:
  • Lieutenant [W] in the 20th district has been pressuring his midnight police officers to bring in activity, a quota, which is illegal.

    His threats are to break up partners and make officers' lives miserable. He is pulling officers aside privately and telling them how many blue cards he wants. That is a quota. He is telling the officers they won't be able to work CHA or CTA if they, "don't bring in enough numbers." He is threatening to ship officers out to other districts for 3 months if they don't bring in enough activity.

    Quotas are illegal. [W], it is only a matter of time until someone records you doing this and sends the recordings out to the media. Some media outlets will care. Someone will make it their mission to make sure the word gets out about your threats.

    Lt. [W], you should be ashamed of yourself given you know the hostile climate towards officers because of the ACLU and the new states attorney, Kim Foxx.
Somebody up north might want to see if Lt [W] on midnights has a spare $75 million lying around to cover the eventual judgement he is steering the City toward. Not to mention that the FOP should be seeking witnesses to this unlawful coercion in order to make an unknown number of officers richer by tens of thousands of dollars.

He isn't the only one. How many other asshats with visions of a gold star in their future are willing to play this losing game?

Alot of these Entitlement Generation kids are cement heads. You can't tell them shit and they've got everything figured out now that they're on a tact team with 2 or 3 years under their belt. These kids are too smart for their own good, and it's gonna come back and bite them in the ass hard.

how can any bosses look at any officers these days and demand that they go out and hit it hard. Listen, I understand that tac, gang and units should be out there doing it. as of right now the majority of them dont have in car cameras and body cameras so they have more freedom to still be the police, but once the body cameras are on everyone, including tac and gang teams then its game over. Nobody can be expected to work like we once did. those days will officially be gone, and its very sad. you just cant do it and you cant expect anyone to go out there and do it. Pretty much the only thing you can do with a camera is traffic stops that will usually just lead to driving with a suspended or revoked license. maybe a few lucky stops here and there will happen from those stops but real crime fighting is over. there will be no more street stops, no more foot chases, no more clearing corners etc. Just as recent as 5 years ago we would have missions in place where all tac teams worked nights one weekend a month and the lockup would have to get filled. most nights during these "sweeps" which were just anything that moved went to jail for anything and everything would net between 70-100 or more heads in a single tour on nights. Yes, it was petty but it worked. it took 70-100 thugs off the street, not hypes and winos but thugs and that one weekend would be pretty quiet because it was so damn hot with police. Now, nothing. we will never ever see that type of work happen ever again. its funny how much things can change in just 5 years. Youre lucky now to have more than 5 people in a district lock up at once now. once these body cameras hit everyone is gonna feel the pain. Coppers who like to work, coppers who like court, states attorneys, corrections officers and ironically defense attorneys and civil attorneys(boo hoo for the last two). Ive talked to several defense attorneys at 26th street and they even admit they arent making the money the use to make. some of them even say they are trying to continue the hell out of cases from a year or two ago so they can keep getting a few more bucks for continuance appearances. they use to get the big ticket cases just a year or two ago like big delivery cases, armed habitual, uuw charges and search warrants. all those types of cases are dwindling and now they are getting alot of calls to appear at traffic court, court for suspended and revoked and misdemeanor court. they would get 5-10K for a good UUW case for a guy with a bad backround where they are lucky now to get 500-2000 on a dwls, revoked or misdemeanor dui case. the lawyers even say they need police to get to work again... and for that reason only I say DONT DO A THING!!!!!!! Especially for the civil attorneys.

The weekly brainstorm from 35th is an activity driven load of crap, known as the S.A.V.M. Every sergeant assigned to mission must hand deliver numbers to commanding LT. at the end of the shift.

Release the recording to the media I'm sure they will run with it especially with all this anti police narrative going on.

No, the DC actually demanded 5 ISRs per day from him if he wanted a management spot on days. Blue cards would've been a hell of a lot easier, but now this guy has to stop and do contact cards on at least 5 people EVERY DAY working 99. That's five times each day for the rest of his career he will be gambling with fate if he stops the wrong one and God forbid it turns bad. These bosses are nothing but political shysters, and they prey on officers who are in difficult situations at home who will do just about anything to alleviate those stresses/problems. I know some are in tough spots in their family lives, but it's nothing compared to being civilly sued or worse - federally indicted or killed.

We are witnessing the dismantling of Any Form of Proactive Policing! I have taught American Policing at a Community College for the last six years and participated in Proactive Policing prior to my retirement from the Chicago Police Department at the rank of Sergeant. Much of the concept of the ANOV was to provide an Excuse and Profit. The excuse was to run the name of the subject to see if he was wanted for more than spitting or smoking on the CTA. And the second reason was to generate revenue for the City. All of this goes back to when a New York Mayor instituted in the 90's, the Concept of Zero Tolerance! Any infraction was viewed as a Reasonable Suspicion to believe wrong doing was occurring and justified the Stop. However, that was in an entirely different world than what we have seen in the last 8 yrs. Nationally and locally. We had a President for the last 8 yrs. who detested American Law Enforcement and an Attorney General who agreed with the President in his disdain for American Law Enforcement. And what is most Ironic in all of this is that we have a Mayor who was part of their team but he wants you to go out and do your job, but he too detests you. Add to all of this, the fact that we are facing a Media, that encourages the anti-America attitude and sides with the offenders, portraying them as "Victims"; and police as THE BAD GUYS, EVIL AND AN ENEMY! Any Chicago Cop who does more than answer his/her calls and protects other officers is jeopardizing their family, career and freedom. It takes very Unique people to run toward gunfire rather than away from it. Yet, there comes a point when you must think of yourselves FIRST! We as a Society have reached that point, and there is no turning back. The day will come when we will see No Go Zones in parts of American Cities. In fact it already is happening; does anyone advertise: "When visiting Chicago, be sure to stop by Exciting Austin or Englewood, to truly enjoy your Chicago Experience!" Chicago is in trouble, and the "Lil Tough Guy from Wilmette, who loves those lil French Restaurants that you and I will never afford, is in way over his head. Baby"G"

Every night at roll call our bosses say the same shit. "Back in our day we had to bring our Parker & mover books just to drop a slip. We ain't doing it yet, but keep coming in with zeros and you'll see!" Along with the ole "we will put you with the watch idiot, or split you and your patner up, take you off your car if you don't start producing."

Of course when you do go out and be the police and step in shit for that, the same guy preaching the shit says "you shouldn't have done that, I never said to do that." And the blame falls all on you.

Lessons learned. Body cameras are coming.Use them, especially when the bosses come to Rollcall.

020 was famous in the early 1980's. the third watch refused to go on the street after roll call. They were protesting work conditions. FOP did not exist and white shirts routinely treated officers very poorly. It took a boss form 11th and state to convince the officers to work. That action helped officers to eventually form a union.

Because of supervisors are promoted by clout they lack the knowledge and experience to lead officers and develop strategies to address crime problems. They rely on numbers only. We had 4 years of this strategy with McCarthy which resulted in a new ISR form. If there are lawsuits, the beat officers are the targets, not management. People's law office are watching and waiting for a lawsuit, Stay fetal.

Doing the job properly, follow every general order, "follow the law" completely it will let you retire, keep your blood pressure in range and you will happier promise you that. Bosses come and go and really does the respect granted from years ago still stand? You know that answer, listen to the boss, fake laugh record the statements, take it from your recording device put on a "jump stick" and make another copy save it put it somewhere with "in case they come after me" label then release.

To be fair, you are backing the wrong horse in this one. This lt is not out to hurt anyone, in fact just the opposite. This stemmed from addressing roll calls about possible changes in the upper supervisory structure that could see additional lt.s on the watch and the possibility of having a civilianized evaluation system. The lt clearly stated that in the face of these changes, it would be in everyone's best interest to not be "that guy" with zeros on a monthly basis. At no time did he threaten anyone with anything nor did he set any numbers as a quota. He made the argument that any new supervisors will bring with them their own style of motivation which could include some of the things that were listed. As to any private conversations he had with officers he may have pulled aside, I have no knowledge of what was said in private. Only that he mentioned that he might be doing that and even prefaced it by saying it was in the spirit of helping them to help themselves and wasn't going to be a beat down session. And having worked for him for a while now, i believe that was the intention and I highly doubt that specific numbers were demanded as they have never been in the past. But some people can not be told anything without getting their snowflake bent out of shape. You are never going to have a supervisor that makes everyone happy because a lot of coppers have unrealistic expectations of being accommodated for every request. But this lt is not someone who deserves to be dragged through the mud just for doing his jog of addressing someone who clearly isn't doing their job.

In before the "what if i dont see any violations" rhetoric. The word "reasonable" appears many times in the law books as a standard. So trying to use that logic, At what point does it become unreasonable that a police officer working a midnight shift with a light call volume cant find one motorist that has or does something wrong to merit a traffic stop? 2 days? 1 week? 3 weeks? a month? 2 months? My point being we are not fooling anyone. The average citizen will pass some clown with no lights on at all, or having one headlight a couple times on their way home at night, so dont expect them to believe we cant find any in a month.

This is nothing new. Various terms have been used throughout the years, but it's still a quota. The supervisors were told in a staff meeting what was expected from each officer. I expressed my concern that it sounded like a quota. I took it further and got a CR number on the Captain and Commander who made the statement. Of course, BIA did nothing to the merit hacks and unfounded the beef. What was to follow for me....... multiple levels of discipline. An attempt to get another CR for retaliation was futile. There are supervisors that are standing up to these merit hacks. So far I'm looking at 3 days, while waiting for the last retaliatory CR to come back.

Off topic, did you know that there was a state law passed that allows us to use our medical time to take care of sick immediate relatives (kids, parents, siblings)? And if you utilize it you shouldn't have to report to the medical section to get cleared because you do not have to be assessed for duty fitness. The department hopes nobody tries it because they don't know what to do if somebody does. I called HR to confirm and they said the law did pass but there is no policy on how to implement it yet. Hello FOP?

B. You are wrong. Lt. Wu of the 20th district said and did all the things that were, "insinuated." There are several officers on first watch that Wu has confronted privately. He has told them that he wants at least 2 blue cards per tour.

Commander Loughran also of the 20th district, who is supposedly related by marriage to Alderman Burke, is at fault for putting the pressure on Lt. Wu to get these blue cards from the officers of the 1st watch, 20th district. ISR's too.

This stemmed from addressing roll calls about possible changes in the upper supervisory structure that could see additional lt.s on the watch and the possibility of having a civilianized evaluation system. The lt clearly stated that in the face of these changes, it would be in everyone's best interest to not be "that guy" with zeros on a monthly basis. At no time did he threaten anyone with anything nor did he set any numbers as a quota. As to any private conversations he had with officers he may have pulled aside, I have no knowledge of what was said in private. Only that he mentioned that he might be doing that and even prefaced it by saying it was in the spirit of helping them to help themselves and wasn't going to be a beat down session. And having worked for him for a while now, i believe that was the intention and I highly doubt that specific numbers were demanded as they have never been in the past. But some people can not be told anything without getting their snowflake bent out of shape. You are never going to have a supervisor that makes everyone happy because a lot of coppers have unrealistic expectations of being accommodated for every request. But this lt is not someone who deserves to be dragged through the mud just for doing his jog of addressing someone who clearly isn't doing their job.

In before the "what if i dont see any violations" rhetoric. The word "reasonable" appears many times in the law books as a standard. So trying to use that logic, At what point does it become unreasonable that a police officer working a midnight shift with a light call volume cant find one motorist that has or does something wrong to merit a traffic stop? 2 days? 1 week? 3 weeks? a month? 2 months? My point being we are not fooling anyone. The average citizen will pass some clown with no lights on at all, or having one headlight a couple times on their way home at night, so dont expect them to believe we cant find any in a month.

100 % AGREE!

This Lt has never threatened to "break up any partners or make anyone's live's miserable", nor has he threatened to prevent anyone from working "CHA or CTA" unless they bring in activity. Furthermore, he has never threatened to ship officers out to other districts...first of all we are protected by the contract.

He has never demanded any activity and certainly has never placed a number on anything.
He does have an open door policy & is quite approachable & we routinely stop into the office throughout the night.

He has always looked out for us & is genuinely concerned about us & always accommodating. We all have our own issues at home & he has gone above & beyond to help me and my partner in any way that he can. He is one of the few "good bosses" left and it is very dis-heartening to see him being persecuted in this manner on the blog.

Having worked for this lt for over 2 years now, I can honestly say that his intentions are good & he genuinely does care about us & the information he shared with us was twisted into lies against him.

I guess his biggest mistake is caring about us!

Blue cards would've been a hell of a lot easier, but now this guy has to stop and do contact cards on at least 5 people EVERY DAY working 99. That's five times each day for the rest of his career he will be gambling with fate if he stops the wrong one and God forbid it turns bad. These bosses are nothing but political shysters, and they prey on officers who are in difficult situations at home who will do just about anything to alleviate those stresses/problems. I know some are in tough spots in their family lives, but it's nothing compared to being civilly sued or worse - federally indicted or killed.

020 was famous in the early 1980's. the third watch refused to go on the street after roll call. They were protesting work conditions. FOP did not exist and white shirts routinely treated officers very poorly. It took a boss form 11th and state to convince the officers to work. That action helped officers to eventually form a union.

Because of supervisors are promoted by clout they lack the knowledge and experience to lead officers and develop strategies to address crime problems. They rely on numbers only. We had 4 years of this strategy with McCarthy which resulted in a new ISR form. If there are lawsuits, the beat officers are the targets, not management. You're right about this, except it actually took place in the mid-70's. I was there. A street deputy who we all respected was called in and convinced us to go out. I believe the captain, who was the problem was moved shortly thereafter. No disciplinary action was ever taken against us, not because they didn't want to but they didn't want to embarrass the Department. It did show that us at that time that as individuals we were helpless but as a group with one purpose, even in such a seemingly trivial event as this ... we were much stronger. It was, as the poster indicated, one of the catalysts for the formation of the union.

how can any bosses look at any officers these days and demand that they go out and hit it hard. Listen, I understand that tac, gang and units should be out there doing it. as of right now the majority of them dont have in car cameras and body cameras so they have more freedom to still be the police, but once the body cameras are on everyone, including tac and gang teams then its game over. Nobody can be expected to work like we once did. those days will officially be gone, and its very sad. you just cant do it and you cant expect anyone to go out there and do it. Pretty much the only thing you can do with a camera is traffic stops that will usually just lead to driving with a suspended or revoked license. maybe a few lucky stops here and there will happen from those stops but real crime fighting is over. there will be no more street stops, no more foot chases, no more clearing corners etc. Just as recent as 5 years ago we would have missions in place where all tac teams worked nights one weekend a month and the lockup would have to get filled. most nights during these "sweeps" which were just anything that moved went to jail for anything and everything would net between 70-100 or more heads in a single tour on nights.

I thought the same thing. You mean you don't see this and groups of pissers, drinkers, lopsided sales, people obstructing traffic in Garfield Ridge, Edison Park and certain other neighborhoods? Hmmmmm, I wonder why?

LT. Wu is a good guy. I worked for him in 006. He treated me with care and compassion when I had a personal tragedy. I will never forget his kindness. The other LT, however, Valerie R., was a complete POS that could rot for all I care. He is a weak ass never has been the police that tells tall tales but never hit the streets, despite being junior in time compared to Wu. Guess who was always the field LT and the house mouse LT? Reading the response regarding sensitive snowflakes and how LT Wu was citing a civilian evaluation company, it makes sense and I could see him suggesting, not threatening POs. I just don't see that as being in his nature. Even if it is who cares? If you think you can get bounced out of your district, perhaps you'd be interested in purchasing a bridge I built to Canada? You can't be forced to do activity. What could the punishment be? Broken up car? Learn to get along with others. More talks? Great, in one ear, out the other.

I don't think supervisors, such as SGTs want to have dudes on their watch chasing hot cars and other BS. I think it's hilarious listening to the radio. Idiots still chasing hot cars and calling our directions and trying to buy just a few more minutes. You don't think their SGT isn't thinking "great, I get more paperwork and god forbid jagoff hits/injures or kills a pedestrian, I'm also looking at a lawsuit!?" Of course he/she is. I think most bosses get it these days. Most SGTs certainly do. You have the few idiots that still push numbers but some may just do that because they feel the need for work ethics, which is what any leader or supervisor in any normal job would do.

Listen, I understand that tac, gang and units should be out there doing it. as of right now the majority of them dont have in car cameras and body cameras so they have more freedom to still be the police, but once the body cameras are on everyone, including tac and gang teams then its game over. Lt. Wu is a good guy. He is worried about civilians taking over the evaluations that Sgts. currently do, thinking that low activity could lead to negative evaluation s, and what that could lead to. He tends to worry, but I don't believe he would hurt P.O.s and would help them if needed. I work in 020 on midnites, and though I don't have a lot of activity, I don't worry about it. I just do my job. I feel that's all we can do.

Worked with him as a Sgt he was afraid of his own shadow, that's probably why he's in 020. Wasn't he also on CAPS? Never did a damn thing police wise when I worked with him.

Lt. W in 020 is not asking for anything more than for officers to do their jobs. Too many take advantage of the supervisors kindness and would rather complain and sleep through their shift rather than work. Their are some officers on mids in 020 that work their butts off and never complain. If you don't know Lyrics. Question then keep your mouths shut. He's a great supervisor who cares about his officers more than they know. Stop wining do the job and be grateful you work in 020 with Lt. W.

We support our Lt on this one!
FYI, our FOP unit rep came out to speak to us at the roll calls behind closed doors without the white shirts regarding this issue specifically and to address any issues we may have. Not one person had any issues with the management on the 1st watch. I'm sure that we are never 100 % happy with anything at any given time but to make lies against anybody, even if it is a supervisor is out of line. Obviously there is someone on the watch that has a personal problem with the Lt and has made it be known. He had a problem with the previous Captain also!
This same officer has been a chronic complainer & whiner ever since he got here. He does nothing but complain!

While the FOP rep was speaking, this one officer got up, stated "this is all bullshit!" and left the roll call room without even hearing what the rep or other fellow officers had to say. We are all in this together...if there are any issues he should have stood by us!

We all knew that this is the jagoff that brought undue attention to the District, especially the 1st Watch. His lies against the Lt has put the whole District on the radar for inspectors!
Just the other night, an inspector was in 020 on the 3rd watch and nailed a bunch of coppers...
we haven't seen an inspector in ages before this. Hey jagoff, STFU!

This is the same jagbag that overcharges officers to do their taxes.
Also, this is the same jagoff that was accused of child abuse a few years ago for allegedly beating his kid.

Really???

Don't worry gang, stay strong...this jagoff will be going to MAIU soon...good riddance!!!!

Let's set the record straight once and for all.
The only reason someone put these lies on the blog against the Lt is because of this one POS officer who just wants to stay in the station all night and play on the computers (probably doing another officers taxes) and the Lt told him to go out onto the streets should any of us need a back-up.

I don't think that was unreasonable of the Lt.

I know that it is the 020th District and things are slow here, but hey...you'll never know when you need back-up & if he's in the station goofing off, one of us can get seriously hurt out there. We rely on each other to go home safely each night.

The lies against the Lt were totally not called for in this case.

This POS officer walked out of the roll call room when our FOP rep was addressing this matter to come to a resolution for us. None of us had any issues to complain about. Obviously, this POS had a personal axe to grind with the Lt.

There has never been any real issues with any supervisor...Sergeants or Lieutenants on any watch for that matter.

Officer "Z" needs to leave 020 already...can't wait until he goes to Major Accidents.

Those douchbags that work your "06" cars on midnights were already banned form coming into our office because they can't be trusted! When was the last time those 3 clowns even made an arrest working "06"? This is not to be confused with your other "06"
car...the male/female partners...the female officer has bigger balls then all 3 of those assclowns combined!
The 3 of them are scared of their own shadows....and it's midnights and their shadows aren't even out!

Whoever wanted to "set the record straight" - the management had their pow wow Saturday morning and that night at roll call the LT came into roll call and spouted all the crap the original poster mentioned with one exception - the LT staying true to company man protocol, passed the blame up to his superiors/city/unknown boogie man who are all out to punish us or civilianize our jobs if we don't start brining in MORE activity. He's pissed because he got called out for his bs and now wants to act like it never happened. Bottom line, he was wrong to do what he did and instead of being an adult and saying "I'm sorry, I fucked up" he's now in full retaliatory mode, insulating himself from the blue shirts. He is in general a nice guy and very diplomatic, however that's where it ends. He will not go above and beyond what is required by the book, but he expects you to go above and beyond answering your calls and instigating work. He alone created all of this unnecessary drama.
