By the Numbers

Just some things we noticed about the Sergeant list:
  • 26 "merits" from units
  • 14 from districts
So much for Special Ed saying that Patrol was the backbone of the Department and unit people were "already taken care of." Just more lies from downtown.
  • 13 promotees from 006? 
Must be something in the water.
  • Lots of secretaries, 
  • drivers, 
  • house mice who haven't seen the inside of a beat car in years, over a decade in some
  • A lot of exempts nominating people outside of their chain of command
Why is that?

Off Topic I apologize.

A proud veteran of the Fifteenth District, A.k.a Fort Forgotten was killed Friday, apparently by her husband, also a retired cop.

Betty Brinkman, N.K.A. Elizabeth Volberding, apparently was the victim of Domestic Violence in the Town of Spring Grove, where her and her husband had moved to after retiring.

I do not want to rehash the details of the horrific incident, just that it seems cries for help went unheeded.

To all cops, if you are in a bad situation, GET OUT.

To the families of cops, if your loved one is in a bad situation GET THEM OUT.

R.I.P. Elizabeth Volberding

no exempt should ever be able to nominate anyone who has not worked for them in recent times. When this happens it is a red flag for corruption and influence, nothing more. The system stinks and Johnson is a liar and a tool of the mayor, just like all of his predecessors

Also why when some places have openings why do they ask for reference letters? Activity from whichever timeframe they are asking I thought quotas were illegal? All unit opening opportunities should be by seniority no need for resumes. Example is that information center one with the cameras and spot shooter. Why need resumes and references in other words who's your juice.

This after a representative of the current fop administration came to roll call and told us not to expect much in the way of a raise . The immediate response that comes to mind is . ....get fucked !

Another strange occurrence, PC from 620 made it legit???? But her husband JC 189 is merit? How lovely, another husband and wife in the same sergeants class, I'm sure they'll make lieutenant together as well.... I have a strong feeling PC was able to remember the answers to the test but not her husband, hence the merit bump for him

Look no further than the "exempts" that nominated the "merits".I posted earlier on another thread.I was a boss(non-nominating level) that recalls only 1 name on that list(non-merit),he was a recruit and a good kid (M/WH) back when I was around. I shook my head at all the "exempts" names that I know though.

I am starting to believe the DOJ report has NO teeth.

Chicago corruption is unstoppable. Has been since the days of Al Capone.

Sergeants blatantly cheating on exams. Unqualified merit promotions. A superintendent that is faking a bad kidney for compassion. A mayor trying to destroy our pension. The biggest phonies are the Chicago media that ignores it all.

Probably the reason that exempts are nominating people outside of their chain of commands is that they are told from higher-ups, i.e., alderbitches, the rat of a mayor, clergy, etc. who to nominate.

I would be willing to bet that in many cases the exempts do not even know the people they are recommending for promotion.

That's no even counting the ones who were given the answers. When was the last time there were 13 promoted from one district?

The only questionable promotion out of 006 is Courts, all of those PO's were not assigned to 006 at the time of the exam. Nonetheless a decent group of POs. If a majority were Merit I could understand the hate.

Yeah the fact that special ed was commander in 006 had nothing to do with the amount of promotees. Don't worry though ed DOJ is coming back to talk to the union reps in a couple weeks to go over the changes they recommended and you failed miserably in the promotions department. Best is its all documented now.

These merit guys want to be sergeants but terrified to work the street. They are majority secretaries and drivers, so assign them to 003, 005, 006, 007, 008, 009, 010, 011, 015, and 025 so they can learn how to do an Aira report before they approve or reject one. The entire merit list will have to be AIRA trained lol. 4-DATA get ready because they haven't used those password in years😂 Don't let them run back into (IAD, the DOC/CPIC, the Academy, CAPS or midnights on the desk in 016.) You would think the merit board would at least check the arrest history to see if the candidates has ever worked the street. Candidates spend most of their time hiding and transfer to patrol right before being put in for merit.

I like how everyone thinks the feds are the answer to cleaning up the administrative and operational messes in the department. Where have you been the last 20 years? Have you forgotten about Eric Holder and the Ferguson Missouri fiasco, or for that matter the Fast and Furious debacle? Does anyone really believe those in positions in the federal government are squeaky clean administrators? C'mon, wise up would you? And its not just the Obama administration, its every administration. Why do you suppose they have press secretaries? If promotions come because of political connections, color, religion, anything but ability, where is the incentive to become a better Officer? Right! There is none. Then you get...what you've got...

Ok. Follow along. JanAshley was nominated by merit recipient Fabian who was promoted meritoriously to Lt and captIn by Barb West. Barb west was in the group of chosen ladies lucky enough to attend the Jan dillon study group (along with Lameka, Flores, Casey and a few other bosses). As a favor to Jan, Barb west reaches out to Fabian and tells him to put in JA for merit. Which he does even though there are many more deserving officers in 14. In turn for playing nice Saldana will catch a promotion by Barb to Deputy Chief of the training Academy. Think I'm making this shit up? Remember this post in 3 months.

Is. Still not sure why he nominated his secretary for merit Detective.

A decent cop, but he's the biggest racist I've ever met. He absolutely hates the white man. Given not earned........good God I hate this department. Supt . Johnson please explain your statement regarding that more patrol officers will get merit promotions rather than officers that are assigned to units. Supt Johnson your reasoning was that these unit officers are already being taking care of. What does this mean? Why do unit officers have to be taken care off? What you really meant to say is that unit officers get ducks, they only work 6 hrs. a day and get paid for 8 or 9 or 10. You know this occurs on a daily basis. With the murder rate so high why are officers leaving early. I thought black lives matter. I guess not. Shame on you ed. I'm glad you are the shining beacon of the cpd.

Blame the fop for fucking over retired folks and the cpd membership. Another rigged organization. Stay fetal or the merit hacks will strip you and continue to hurt your families. The balls on these people, they print up recruiting posters stating earned not given but yet damn near 70% of the bosses are given the job over the past 3 or 4 decades. The bosses make 180 to 200 g a year and get take home cars as a perk under the guise of maybe in a blue moon they have to respond to something somewhere at some point, but yet in the highest crime neighborhoods with the shootings and murders out of control , cpd coppers have no squad cars and are riding four deep on patrol. See citizens of chgo , the cpd does take care of its own , only the clouted bosses who never make arrests or respond to 911 calls, never see any crime in progress or write tickets or help you the citizens of chgo cause their too busy taking care of themselves.

I admit I did not count the total names but your previous post said 142 names on the sgt's list. This post says 26 merits from units and 14 from districts which adds up to 40 merits. Now if the contract says up to 30% merit why is this list at 35.5%?

Patrol may be the backbone of the Department, but does Rahm & Special Ed gets to pick the vertebrae?
That makes for a very weak and unreliable source of strength, certain to have little effectiveness.
Jugghead Special Ed is no professional. He was a Merit Pick himself.
Besides Rahm, the Revruns & the AlderStoogies all getting a pick too, above the 23 Dist Comm & who knows how many Deps.
Just how do they decide who gets a turn to pick, which exempts pick or have picked the most, when do merit selections expire?
What was with that scant clout class of only 10 (?) Merit Sgts back in Sep 2015?

Nice guys make nice bosses but then what's the point of an examination?
I've seen many of Merits Sgts to work out to be very active, pro-team players too.
We all know these Sgts are, but the ones that wind up back in their old spots never seeing the Watch is a shame.
When you're a Merit, you wind up being very shaky, too shaky for Beat work.

Does FOP ever challenge the pick?
They failed at keeping the level at 20% almost 20 years ago and haven't revisited the issue since.
After looking at the List and hearing Special Ed is delighted with the diverse make up the recent Applicant List of New Candidate Hires, I'm certain the current Sgt List is exhausted. It's obvious that the Rahm DOJ recommendation has been implemented. Maybe another September class of 10 Merits will come, but the List is too top heavy with high scorers...even at +/- #300.

I can recall back in 1968 you needed an alderman or a judge to come on the department. The two drivers of the head of the Civil Service commission always made sergeant after a few years of driving the guy around. If you wanted to be insured of making sergeant the price in 1973 was 5 grand. I heard 25 grand was the going rate for captain. I don't know what it is now but I am pretty sure that there is a select few who get promoted outside the usual ways of testing for it and earning it. It always seems that many of the exempts are connected to someone in the political class. Nothing has changed much and nothing will change despite the DOJ and their report. The mayor and the political class will grab onto what they want to if it benefits them and ignore what does not benefit them.

The problem is not merit promotions. The problem is the criteria for merit promotions. It is used as a reward and not as a way to promote deserving officers who may not do well on a test. How about this. To be promoted ti any rank, you have to spend 5 years in patrol doing patrol functions. Not working a desk or driving someone around. If you are a Sgt. looking to get promoted to Lt. 5 years working the street.

So, publishing who is merit along with their sponsor is a new transparency. Good start, but not enough. The department changed it's merit picking process to have those nominated scored on a point system arrived at by the interview score, the application and resume. The interview panel then scored each interviewee into one of 3 tiers, tier 1 being the most suited. If any tier 2 or 3 were promoted ahead of tier 1, the whole thing is a scam. Of course, the super gets the last say with a presidential executive order style override. There is zero transparency if the tier category isn't published. It would be interesting to see if the department stuck to its allegedly fair system and only those in tier 1 are on their way to being sergeants. Let's have the FOP demand the answer.

Math is not your strong suit huh? 142 x 30 = 4,260 or 42.6 if they rounded up it would be 43. They took 40 so it actually fell under 30%

So, just barley scratching the surface and it is easily revealed that there is nothing but shit in the game. Now, what will be done about it?

It is like:

"Yes we promote people in direct violation of the Shakman decree and just common professional ethics, but Fuck You we will do whatever we want, catch me if you can"

So, you can have all kinds of rules, decrees laws, standards, ethics mandates, BLA BLA BLA, there is no enforcement end unless a lawsuit is filed, therefore nothing will happen.

Is there a discrimination suit to be brought? Perhaps, it is discrimination to promote useless people when more deserving are overlooked! Is it fair to promote those same useless people through an undefined, unpublished un-promulgated conspicuous process that fails to allow someone who wished to strive for such a promotion? I would answer yes to all of those, now, find an applicable state or federal statute, hire a lawyer and blow this mother fucker wide open? After all, legal action is what caused the department to change all the rules in the last few years, but only the rules that have to be followed with citizen contact. Why not force these mother fuckers to follow a legal process internally? The ones in the best position to sue are probably those now on the top of the list equal to the # of people promoted meritoriously, the top 40 or so I guess, who have been harmed.

Someone should file a lawsuit on these merit promotions, you can't just give 125g a yr jobs away with great pensions with no guidelines. Jesus Christ it's taxpayer money and a law enforcement agency in a city with 800 murders a year. what the fuc-. No wonder chgo crime makes world wide news. Seventy percent of the bosses either were given the job or cheated for the promotion. Activity , really merit hack boss. Lead by example , you chase the shitheads with the guns thru the gangways at 2:00am in the morning. I'M done cause doing police work gets you nothing even if I get shot in the line of duty. A fuckin- secretary gets the spot for no good reason. There is no doubt that murders will hit 1000 this year. I admit I did not count the total names but your previous post said 142 names on the sgt's list. This post says 26 merits from units and 14 from districts which adds up to 40 merits. Now if the contract says up to 30% merit why is this list at 35.5%?

Math is not your strong suit huh? 142 x 30 = 4,260 or 42.6 if they rounded up it would be 43. They took 40 so it actually fell under 30%

There are some so pathetic who ride around with their team to make sure some kind of nonsense is generated for the b/S "savm" being run each week. (Rhetorical) I feel for these guys/gals busting their asses out there - facing the most hatred and violence towards them that has been experienced in a long time - just to find out that the drivers and secretary's got the bump over them. Must be pretty damn dangerous, and take a lot of skill to uphold one of those inside positions. Oh wait, shootings on the E-ways are up a 1000% - that explains how the drivers got the bump..dodging 9mm slugs while driving around the exempts -, and of course the secretaries make the districts/units appear to be fully staffed when there is no manpower so we have to give them the bump. This department is becoming the joke of the nation. You hard chargers out there have my respect to the fullest; God bless you guys/gals for continuing to do your job when shit is shoved at you day in and day out.

Sorry but your in a unit that doesn't answer radio jobs, so you should be bringing in activity. Narcotics making buys, warrants etc, Fugitives bringing in wanted people, gangs sat making street stops, vice doing what they do etc etc etc. If you don't wanna do it go back to patrol, but you won't because you don't wanna give up the city car, perks etc so just do what Sgt tells you or you'll be gone..

These people are doing undercover buys regardless if it's a point two or a kilo they are dangerous situations just like every other officer out there. I don't think the bosses on the merit board should get a pick. They should recluse themselves because it's biased. G Mc didn't allow it and Special Ed should not allow it either. It's unfair and seems that the bosses tell the merit board who they want in Tier 1. Smoke and mirrors.
