Rumor? Or truth?
  • Hey SCC,

    You wrote about the Academy stopping classes all summer in order to train everyone on the new "Use of Force" model a few weeks ago?

    The announcement just came down - the next four months of hiring has been frozen to "facilitate" training. No idea how this will affect Rahm's numbers, but someone told us 250 more cops are retiring by 15 May.
Confirmation?

Ever look up these TEACHER at the academy they don't exist as having any CR #'s.

But they all talk about how they were the radio guy in 011 or worked the HABLA homes as a CAPS officers.

Plus, they are going to be running the COPA Academy. COPA has a jump off date of September 15th and 100 civilians must be made into seasoned homicide detectives by then. Quite an ambitious plan. If they succeed, the next project will be training pigs to fly!

This would jive with the AMC message from a few days ago asking for volunteers to apply to teach this shit. I didn't read the thing in its entirety, but it alluded to such.

My guess is that they'll hope to get enough suckers to bite via empty promises of being rewarded down the road, train them in the "new and improved" Use Of Force and then have them train everyone else.

Then once they've been used like Cicero and Arthington whores they'll be sent to ghetto districts since this "detail" ran north of 90 days.

Now would be a good time to remind all the impressionable kiddies out there who still might think that this outfit is on the up-and-up:

Well I don't know about May, but I left in April.

There must have been a gag order issued because when I was at 35th and Michigan, everyone I asked about the numbers they expected to retire in April was met with , "Oh ,they don't want us to discuss that issue".

Rahm will never hit the numbers he said because there aren't enough applicants..Even with them messing with hiring standards......They just gave another test and have to dumb it down so there doesn't show a disparate impact.....The use of force training will be off site anyway, not at the academy...

Hey local limpstream media. In past hiring announcements emanating from city hall you would gush over how many extra officers would hit the street. Replacing retired officers was never mentioned since the concept of attrition is too difficult for you to grasp. Maybe this time you can convey that an academy with limited resources cannot conduct recruit training and In Service Use of Force instruction simultaneously. Are you able to grasp the concept that Rahm lied and you validate those lies???

If the academy does not have recruits every day of the year going through they will never keep up with attrition and the numbers of police officers on the street will continue to decline and Rahms new phase of violence manufacturing will kick in. His goal is chaos in this city and where there is chaos there is money to be stolen. The safety of this city's citizens is not a priority to this devil.

Most of the academy staff should be civilian instructors as are many police training academies around the country. You have a few sworn supervisors and the rest certified teachers of law and criminal justice and police procedure

I like your astute observation on the academy perennial house mice instructors (not all) teaching District law enforcement tactics, but it's nothing new and is a problem. Learning from ones mistakes and passing that experience is a better way to correct a bad habit. They should have born-again instructors, those who did a 30-365 day pending. That's someone who'll tell you what it's like to be before a Board, a liberal Fed judge and held hostage in a bunker taking 311 calls unable to do some OT to pay legal expenses.
Academy instructors should not be community activists passing the Rahm palaver on us, and that makes the case that the Academy should be an all Civilian or at least dedicated Retired CPD institution. Furthermore CAPS should be entirely 100% Civilian.
I digress.
If training is forthcoming them it's a Rahm doing a Rahm...disguise the lack of hiring to placate an angry community demands, train the evil police how to respect the lawless. (Rahm's IPRAT's should be training the community on civil mannerism and behavior.)
No hiring for the remainder of the year and stalling all promotions in part because of lack of qualifying merit candidates.

As for 55 & Out...there's no chance that the new contract will be settled/ratified by June 30 and will probably go into late 2018 thereby extending the 55 Benefit at least another year or more. Those 52+ to 54 still have a chance to jump in under the current agreement.
But is it worth it ?

Mass exodus will draw little if any media attention but not enough citizens really care. There hasn't been enough police since 1988-93 and many of those are now part of the mass departure.
It's better to leave now, enjoy something you never had time to do and screw Rahm before the "no time due allowed" summer riots.

Bwahahahaha! Besides praying with "revrunds" and medicine men for rain and thunderstorms? Absolutely nothing. CPD is going with the same planning that went into the Trump protests at UIC. No crowd control training...no extra pepper spray issued...no proper gas mask checks. The bosses are more worried about pulling officers off the watch for e-learning. We were better prepared for the May Day protests in May 2000. Tac Teams had 2 days of training at the National Guard post in the South Loop and baton use was "encouraged". (Of course we were allowed to police 17 years ago.) If I were you I would stay away from the downtown area next week. Let's hope that the protest organizers are just as incompetent and dumb as the bosses in the CPD.

Eventually tact teams will be notified the day before that their days off are cancelled and everyone will rush to go stand around. Horses will show up, then leave. Gas teams and hbt will be on call. Then just hbt. Then just a heavy weapons car, but ordered to stay a few miles away. Riot gear will be put on. Then ordered off because too intimidating. Then crown caps. Then crown caps replaced with riot helmets. Then shift change and new boss orders back into riot gear. Eventually benny hill runs past, and now the theme song is in your head. You are welcome.

You hit the nail on the head on this one. You don't need police officer instructors teaching recruits. A lot of my instructors peppered their instruction with old war stories so we would recognize that they were once the "real police." That only reinforces the bad parts of our culture. Get professional teachers to teach.

the entire training program should be run by and taught by civilians. Just because someone has a gold star does not qualify them to run a police training program. Plenty of qualified people out there with academic and law enforcement and legal experience. Get those sworn people out of the academy and put then on the street where they belong. Enough of this hiding for the connected and unqualified.

I am wondering the same thing. I have the May 6 FPT and May 7 Psych. My investigator at personnel said the summer cancellation of classes is not true. From what I've noticed if anything, it would make sense to at least have the June class if they're subjecting us to the physical and psych in 2 weeks.

I am wondering the same thing. I have the May 6 FPT and May 7 Psych. My investigator at personnel said the summer cancellation of classes is not true. From what I've noticed if anything, it would make sense to at least have the June class if they're subjecting us to the physical and psych in 2 weeks.

Hey grasshopper, I assume FPT stands for final power test. If you have the psy. test after the FPT , then chances are that's not the FPT. I had my psy test and psy. interview way before my FPT. The day I passed the FPT I was " hired " and started the academy 3 weeks later. Good luck.

You are wrong. Nothing has changed in regard with our pension. New hires pay into same pension. The law has not changed and neither Rahm nor Rauner has been able to change it.

450 Policers have retired from 01 Jan 2017 to 15 April 2017. 300 are expected to retire May 2017.Another 300 are expected to retire by December 2017.Got those numbers from a trusted source in the Personnel Section.

Off topic another attack by guards at CC jail. Dart actually said on the news tonight that the inmates are frustrated cause their cases are being delayed. He was actually sympathetic to inmates who just put a guard in a coma. I have never seen a bigger jackass in law enforcement in my life. Can you do a post on this so we can at least ven. We don't have a Sheriff blog anymore to vent .

I like your astute observation on the academy perennial house mice instructors (not all) teaching District law enforcement tactics, but it's nothing new and is a problem. Learning from ones mistakes and passing that experience is a better way to correct a bad habit. They should have born-again instructors, those who did a 30-365 day pending. That's someone who'll tell you what it's like to be before a Board, a liberal Fed judge and held hostage in a bunker taking 311 calls unable to do some OT to pay legal expenses.
Academy instructors should not be community activists passing the Rahm palaver on us, and that makes the case that the Academy should be an all Civilian or at least dedicated Retired CPD institution. Furthermore CAPS should be entirely 100% Civilian.
I digress.
If training is forthcoming them it's a Rahm doing a Rahm...disguise the lack of hiring to placate an angry community demands, train the evil police how to respect the lawless. (Rahm's IPRAT's should be training the community on civil mannerism and behavior.)
No hiring for the remainder of the year and stalling all promotions in part because of lack of qualifying merit candidates.

As for 55 & Out...there's no chance that the new contract will be settled/ratified by June 30 and will probably go into late 2018 thereby extending the 55 Benefit at least another year or more. Those 52+ to 54 still have a chance to jump in under the current agreement.
But is it worth it ?

Mass exodus will draw little if any media attention but not enough citizens really care. There hasn't been enough police since 1988-93 and many of those are now part of the mass departure.
It's better to leave now, enjoy something you never had time to do and screw Rahm before the "no time due allowed" summer riots.

You are wrong. They pay into the same thing as everyone else. Only difference is that they pay about 1% more of their paychecks into the fund than older officers and they have to work to a higher age to collect. Two-tier pension system.

Most of the academy staff should be civilian instructors as are many police training academies around the country. You have a few sworn supervisors and the rest certified teachers of law and criminal justice and police procedure

You hit the nail on the head on this one. You don't need police officer instructors teaching recruits. A lot of my instructors peppered their instruction with old war stories so we would recognize that they were once the "real police." That only reinforces the bad parts of our culture. Get professional teachers to teach.

Name one academy that has 100% civilian instructors. Not retired officers but all civilian instructors? The city will not hire civilians to replace sworn instructors. Academy has a political leader and the majority of instructors have political connections, just like every other unit. Training has always had the lowest priority in this department.

Tough one. Technically you have to be hired before 40 and you are not hired until you START the academy
Now the question is do you wait and see if you slide through, will they catch it or do you bring it to their attention and hope they would put you in the next class. Tough decision no one is in the position to tell you what to do
Hopefully you will be in the next class and start the academy before the middle of June good luck and wish you well

You are correct. They still pay into the pension and can't collect a full pension until they are 55. If they retire between 50 and 55 there is a SUBSTANTIAL PENALTY if they do
Other significant change is their pension is determined by the last 96 consecutive months of pay when tier 1 is the last 48. That's a big change because in you stay 30 years, 5 years will be at the 25 yr rate and 3 at your 20 year rate. Check a current 30 yr salary and compare in to a 20 yr salary of 8 years ago. You will be surprised at the difference

You have to start the acadmey before your 40th birthday. If you turn 40 while in the process, you're no longer eligible for hire.

i ve been saying it for over a year. Had the # retiring at 1000-1200..Big classes of 90-1 are about to retire in a year and a half. Thats another 600-1000. In 2 years this dept will lose 2000.City will be lucky to hire 500. Big seniority jump for the young dept. But u will have nobody on the street to back u up. The city will be Detroit by 2020.

Since Rahm took office the academy has not been able to keep up with attrition. The move to shut down the academy will only put more neighborhoods closer to the anarchy and lawlessness of the wild west. They say manufacturing is dead in the midwest but Rahm has a lock on manufacturing violence and death here in Chicago. Don't understand what you are trying to say or do by not informing the pension board of your retirement this spring. Spring is already here. Can tell you one thing the earlier you notify the pension board the easier the process is. Saves you from calling 6 weeks later a d saying "Where's my pension check"

Ever think that the process has changed since you got hired?? Because it has and it's probably to save the city money. When I was hired my last step was a power test too & was told to report to the acadmey with only 2 days notice. Things have changed since then.

Have you looked to see the amount you will pay for medical insurance? Without the VA, nobamacare, a working spouse, another job with medical benefits or pretending to be indigent under a different SS# and using Medicaid, you are in for a big surprise because it will be big money and will only continue to rise. Let's say you will be 53 years of age when you retire. You have 12 years before you turn 65 years of age. Being conservative, let's average your monthly payment at $1800 a month for those 12 years and that is just for you, alone. Make it $3.5K for you and the spouse and $4500 for you, the spouse and the eternal juvenile in the basement. You will have paid $259,200.00 or $504,000.00 or $648,000.00 respectively. My rear orifice puckered when merely entering those numbers into this post! I hope you have planned ahead?

You were not hired the day you passed that test. You were hired the day you started the academy and started getting paid. If you remember after the test you had to report to personally and start the paperwork to get hired and on that paperwork it said this is an offer to get hired. A few years back there was a big stink when recruits were given their notices to report to the academy in 2 weeks. They gave notice or quit their jobs and prior to them reporting to the academy the city withdrew the offer. My husband was one of those guys

If you were hired I take it you are now getting paid. You are not hired or starting to get paid until may 16. If the city for whatever reason decides against starting a class or delaying the may 16 class you will not have a job and you will be getting paid what you are getting paid now $0. Read you paperwork it's a conditional offer

Things have changed since you were hired I believe. Not sure how long ago you were. But this is the email text I received. I have not had my medical/psych interview yet:

Please see the attached document for information regarding your mandatory Final POWER Test on Saturday, May 6, 2017 at 8:00 am and your mandatory written Psychological Test on Sunday, May 7, 2017 at 6:30 am.
