Time to Step Up FOP

  • A day after the election of a harder-line Chicago Fraternal Order of Police president, an array of black elected officials Thursday called for Mayor Rahm Emanuel to demand police contract changes they say would make it easier to report misconduct by cops without fear of reprisal.

    City Council Black Caucus Chairman Ald. Roderick Sawyer, 6th, said the 18-member group he leads will vote against a new police contract if those changes aren't included. He also said he has enough support from aldermen outside the caucus to kill a proposed deal.

    "The FOP contract has been preserving and protecting a culture of racism and violence in our Police Department for far too long," Sawyer said while standing with African-American federal, state, county and city officials. "Now is our chance to change that once and for all, and I would challenge the FOP to contact us and meet with us to discuss what's beneficial for the entirety of the city of Chicago, not just the rank-and-file members of the Police Department."
Point of order - the FOP represents the rank-and-file members of the Department, not the city. Representing the city is the aldercreatures job, and a piss-poor job they've been doing for five or six decades now, with about half their number jailed for various offenses, more enriching themselves at the expense of taxpayers, selling their votes to the highest bidder and the mayor.

Could Rod point out to us single instance of how it's supposedly "difficult" to file a complaint? IPRA takes everything that knocks on the door - even things that are specifically banned from being registered as complaints. IPRA takes it all, throws it at the wall, and sees what might stick.

Could Rod also point out a single instance of "reprisal"? We can't recall a single one...except those gotten by police on supervisors for hostile work environments. Those are notoriously common, but never seem to be sustained anywhere because the connected don't live by the same rules as the common folk.

Time for the FOP to demand the City follow the Federal rules regarding investigations for starters.

If all four unions had ANY balls they would ban together and not give in to what would ultimately be the domino effect of collective bargaining, contractual Rights, and Civil Rights for cops of all ranks.

Saying you are against them makes you and us look like we have something to hide out there. If you think logically from a citizens point of view there is NO good reason to not want body cameras.. none. So saying we are against them makes us look stupid with something to hide. Its not 20 years ago or even 2 years ago.. Things are much different. Body cams are here and its the law now. We must have them in the state, every department. PICK YOUR BATTLES Kevin. Maybe the 1st order of business should be to file a complaint with the Chicago Commision on Human Relations for the mere racial overtones that the "BLACK CAUCUS" represents how many white or Hispanic aldermen are allowed to join.

2nd file a unfair labor practice agaisnt the aldermen this contract isn't ended yet and they are attempting to influence or intimidate this Union.

Top priorities for the contract should be :
PENSION: we all want to retire someday and we all want that pension waiting for us when we make it!
Healthcare: police are usually in bad health and a disease can hit you at any age, like cancer! You also want to live long enough to enjoy your pension so we need good healthcare to take preventative measures.
Protection: we need to to have a good team of attorney's who's sole purpose is to protect us and fight for us. We cannot loose any of the protections we have now in fact if this city wants to be legit then let's go the way the Feds do when it comes to shooting incidents!
Salary: let's get that salary up and able to keep up with inflation!
Finally RESIDENCY, lets sue the city and take it up to the Supreme Court if we have too! The city can't use the argument that residency keeps crime down. Bull shit! NYC and LA are much larger cities yet we had more murders than both of them combined! Neither of those departments require residency! Milwaukee made it happen and so have other departments. If we stick together we can make it happen!

The FOP needs a tried and true professional negotiating team to offset the city's ridiculousness and a professional PR team to keep hammering home our perspective.

I don't if any watched the Mayor the other day on Facebook live talking about infrastructure? He said the Feds need to raise the national gas tax and tie it to CPI. I will paraphrase his statement. It takes the politics out of the equation. let's use his exact words and strategy and forego any retro pay in this next contract but pin our raise to CPI. It takes politics out of the equation? Right? So what would the % be on an annual basis that would make sense? Might not be a great idea for us but we should have someone at the FOP look into if it is a possibility. At the very least it will drive the Mayor nuts to use his own words against him.

Why would we need to amend a statement if we are telling the truth to begin with? Body cameras are not here to stay. The former XO of 014 who became the Commander of 014 volunteered 014 to test them. FYI, he became the justice dept laison for CPD.

Inside baseball, many dope addicts may be alive if police didn't have to do a crazy ISR and wear a body camera in the process of a simple street stop.

It's a societal question. How many people do we want dead through gang violence, drug overdose, and other criminal behavior in a body camera/ISR city?

VS.

How many gray area police involved deaths would we tolerate in a no ISR/no body camera city?

I vote for a no body camera/no ISR city where thugs don't roam and rule the streets.

First of all, anyone who wants to change the residency requirement is out of their mind--if you get to move to the suburbs, who do you think will want to buy your house and live in the city? Property values will SINK if the residency requirement is lifted.

Second, body cameras are good for the police. If you have one, you understand it. If you don't have them yet, keep an open mind. It will take getting used to them, but they are awesome. If you have something to hide or take shortcuts, I can see why you don't want them. Otherwise, the cameras are great for court purposes, great for getting rid of complaints, great for letting outsiders see what we see. After you get them, it will take a while to remember to just turn the dang thing on, then sometimes you will forget to turn them off. You have to watch the snide remarks, but you will learn to remember to keep your comments to yourself, which is sometimes better anyways. 99 percent of citizens like it when you tell them you are wearing a camera. When the racist, insulting, loudmouth citizens are reminded politely to speak a little louder because your camera may not have picked up what they said, 98 percent walk away. You and your partner should remind each other about the cameras being on and off. After you work out the kinks, the cameras are really a great tool.

Once you start thinking that the camera is there for your benefit and not the criminals', and how to use the cameras to YOUR benefit, you will really appreciate them.

From a worker who doesn't work like he used to, but still gets satisfaction in locking up the really bad people and folks.

I don't recall any of these high ranking government officials being required to make official statements about their conduct prior to several consultations with their lawyers and advisors, some of these consultations taking months if not years. Body cams were the instrument to capture all police misconduct. Amazing how the 3rd largest police dept. in the country didn't have any tasers until a crisis occurred with the citizens. ( never waste a good crisis ). Then sgt's were allowed to carry a taser and when u needed one , u had to call a sgt. , then more crisis occurred resulting in death to citizens and low and behold after the multi million dollar shakedown and taxpayer theft, the third largest police dept finally bought tasers for all officers from a hooked up connected firm, taser int'l. The CPD was always cheap with training and equipment, they still are substandard with respect to these aspects , even the justice dept. agrees with their recent mandate. Nothing will change until the swamp is drained.

I'm in Florida full time and the Aetna plan actually works as good if not better than the plan we had with the City. First week in January I was admitted in the hospital for my heart. Stayed a week and not a bill or out of pocket cost. I ordered my prescriptions paid my $100 deductible for drugs only and my mail order was cheaper than what I paid under city plan by a few dollars. Not a lot of money but none the less lower. My biggest concern was seeing my Dr that is not in network but accepts Medicare. Had a follow up out of the hospital and 3 times since and not a single copay or out of pocket. Not even my a and b deductible that I used to pay under Medicare and city plan. Glad to hear it is going well back home. There are a lot of police and fire retirees around me here and the majority I talk to are happy. The ones that aren't too happy went on the city bcbs plan they offered. They say the bcbs plan they have now is not the plan we had before and it's more expensive than aetna and has a way different prescription plan.

The reason tho low sustained discipline is not the contract.
1:By taking every complaints the IPRA wastes tremendous resources on dead ends.
2:Misconduct is not as rampant as the would like public to believe.
3: Officers have due process rights. And they use them

The issue is that Rahm is sinking. And he knows it. He is known as the Murder mayor. Streets are out of control. He hates the police and the feeling is mutual. Same here ... very little, if any out of pocket expense through Aetna. So far, so good. But, with that being said, my wife & I are both on Medicare. I would wonder how our retirees who have not yet hit 65 years of age are doing?

I feel the same way. Residency has been challenged in many cities and states and the courts almost always side with the municipality. In addition, like many of you, I have non-police friends living in some of the northern suburbs with really great educational systems ... but, they're paying $15-18,000 per year in property taxes on homes under 3000 sq. feet. The grass isn't always greener out there.

I'm not sure if residency can be changed. Yes, it was a term of employment, but so was being the police. Now, we can't be the police.

I'll tell you one thing , though; if you move to Indiana, you'll not only save money on taxes, you'll be in a state that is fiscally responsible, you'll get a larger, better property that won't lose value, your kids will go to better schools and the savages that get locked up stay locked up. You can certainly not say that about Illinois, and particularly ShitCago.

They do not have to worry about too many complaints from the Chicago Police Department. There are too many watchdog groups, most of the department is minority/ethnic, and CPD has been under the microscope for a good decade now. This is a waste of time and resources to barely tweek anything. They have trouble generating any real complaints besides a few bad apples making the news. Meanwhile, making it a personal "F U" by mentioning ghetto nonsense as part of our contract will increase the homincide rate from 800 to 950.

I can you for a fact that the supervisors were ready to join the FOP but were rejected by the FOP President when all of this union business started. The city was very happy to not have this happen. I often wonder now if this split of ranks was part of some secret deal with the city?

I feel the same way. Residency has been challenged in many cities and states and the courts almost always side with the municipality. In addition, like many of you, I have non-police friends living in some of the northern suburbs with really great educational systems ... but, they're paying $15-18,000 per year in property taxes on homes under 3000 sq. feet. The grass isn't always greener out there.

Not quite what you think or as easy as you stated. Not taking sides and have a chance to win, but comparing Milwaukee PD is like comparing apples and oranges
First the Supreme Court that decided this case was by a 5-2 decision and this might surprise you but the Wisconsin Supreme Court has 5 republicans and 2 democrats
Second it was the Wisconsin Supreme Court that decided this case so it sets no standard or precedent for the Illinois Supreme Court which would hear our case. I don't think I have to tell you the make up of the Illinois Supreme Court, but I can assure the majority is not republican
Third there are other cities in the US that have residency

Not going anywhere short term, but when the oppressed minorities and more importantly, those that live off their chaos, (lawyers, politicians and media) find that the cameras don't work as they expect but rather expose the kafka-esque world cops are forced to inhabit, they'll become to expensive to maintain.
