Unwanted Attention

Just when you think a scandal has run its course, something else pops up:
  • Chicago's inspector general has issued a subpoena to the Illinois Tollway regarding a top airport security official whom the tollway fired after a female employee accused him of sexual harassment, several sources familiar with the situation told the Tribune on Friday.

    Inspector General Joe Ferguson subpoenaed the tollway, the sources said, before the Tribune reported Friday that Jeffrey Redding, a point person in the city's investigation of the United Airlines passenger-dragging debacle, was terminated in 2015 for what tollway officials called "multiple violations of Illinois Tollway personnel policy and procedures."

    The female tollway employee had alleged that Redding sought sex and money in exchange for work-related favors.
So we have definitive evidence that someone who is accused of a substantial breach of workplace rules doesn't really suffer the lose of a job in Chicago, they just get shuffled to another spot.

Our readers have long memories, too:
  • So here is a guy who did not make 20 years on CPD was working for the inspector general, and iad reporting and and maligning coppers they gets a big job at tollway huge salary bump, but says he is not guilty yet leaves the tollway takes a pay-cut at aviation and yet he is in charge of aviation security? this would be laughable if not true! attention media here is low hanging fruit from where you get your news look into who is this guys clout, talk to the women that made the complaints they deserve a nice amount of money after what bouncing ball guy cannot hold a job is moved?

    Questions to ask:
    A) Why did he leave iad? was he involved in something?
    B) why did he leave inspector generals office?
    C) How can a patrolman rank get this huge pay boost and job at tollway?
    D) Says he was not guilty but gets another great job no experience in this type of work and takes tens of thousands of dollars in a pay cut?
    E) How did ginger interview him and miss this? Who put him in and pulled gingers strings?
Golly, another IAD scandal that was covered up maybe? That entire Bureau seems to be populated by a lot of shady characters - almost like a culture of corruption that might lead to.... exam cheaters.

Corruption is never "rooted out" in Chicago - it's just moved around. And the media won't put two-and-two together lest they upset their "access."

Ot. Had to laugh listening to newsradio 78 the other day. Seems Cuba Gooding Sr was found slumped over dead in his car. An elderly man, I assumed natural causes. They played his most famous hit "everybody plays the fool sometime " as they went on to describe the liquor bottle and drug paraphernalia found next to him in the vehicle.

You know what I love about the merit promotee's is that they are supposedly promoted because they would make great leaders. They're so good that the city just has to promote them over hundreds of people that worked their ass of for legit the promotion. The kicker is, almost all of them end up in caps offices or commander offices or supervising a handful of people. they are supposed to be the ones we just can't do without and here they are supervising 2 people in a caps office. Or the cmdr's bitch Sgt with absolutely nobody to supervise. I wish there was a way to find out where all the merit guys and girls ended up along the way. Majority of them nowhere near a watch and nowhere near actual police work. Frickin joke.

It is not in the media because this is the "Chicago Way". This stuff has been going on for decades and does not seem to end. It is not news anymore. But your last paragraph is spot on too. The media wants access and if you burn the pols or the sports team owners, you will not have access. Your competitor will. These are corrupt people from those who supposedly have the public trust be they officials or the media outlets be they the TV stations or newspapers. The social and political corruption extends back into the journalism schools too.

Deputy Aviation Commissioner of Security Jeff Redding told the Chicago Tribune (http://trib.in/2plwOsx ) he had a consensual relationship with a toll collector but that wasn't the reason why he thought he was fired. However, the Tribune obtained a Tollway memo in which an assistant Illinois attorney general wrote that Redding's behavior "raised serious sexual harassment issues" and "warranted immediate termination."

The memo is based on an interview with the unidentified toll collector who describes instances when she felt compelled to have sexual relations with Redding.

According to the memo, the employee said Redding "expected sexual favors or money in exchange for work-related advancements or favors, and that threats were made by Mr. Redding indicating her job could be in jeopardy."

Redding, who was hired under a Democratic administration, said he believes he was terminated during the first year of Gov. Bruce Rauner's term so the Republican could hire his own workers. Redding strongly denied the female employee's allegations of coercion.

We must cease to view Corruption as a cop taking money for a minor traffic violation. Shitcaga Corruption must be viewed in its Totality, which encompasses every aspect of the quality of life and service for the average citizen; to the actual way City employees see themselves. City workers accept, that no matter how well they perform their jobs, they may not advance or be recognized, without a Sponsor. I was acquainted with him years ago. He was a police agent assigned to Internal Affairs. He got a job offer with the tollway authority that almost doubled his salary and he went for it, just shy of 20 years with the department. Many people tried to talk him out of it, to just wait until he completed 20 years but he wouldn't have it.

He wasn't under any kind of investigation or in any trouble with the job when he left. His conduct off the job I don't know. The stuff at the tollway authority I don't know either. I can only say he left the department in good standing just shy of 20 years.

Expect a name from the past that is also a classic golf tourney in Georgia to take over and a former female Marine Unit Cmdr from CPD to added to their department to try and reign in an out of control bunch of Cowboys. The Lt and Sgts are gone as well for allowing a group of employees to run unchecked and draw the interest of the IG for double dipping and then bragging about it in roll call. There's hours of Reno 911 like videos of roll calls and craziness that document this and Rahm was speechless but will use this steady trickle to deflect from impending JVD Trial over hot summer months. Very very strange bunch of guys.

In the past, Department of Aviation was considered a source of patronage jobs. Then Mauer took over and tried to make changes, improve the agency. He was fired because of politics with Andolieni, Daley's girl. Then they bring in a CFD battalion chief, with NO law enforcement experience to head the agency. At least he used a former CPD detective to make changes. This detective was very effective; raising hiring standards, and improving training for officers. Again because of politics, he was moved out and they have a new chief. Redding is clueless with DOA. Hiring standards were lowered and numerous questionable candidates were hired. DOA has become a political football. DOA relies on politics to appoint supervisors. hence, no in-service training. With the right leadership, the agency could be effective. The blog asked the right question: why was he hired as the chief after being fired by the toll way authority for sexual harassment? The Chicago way.

The word is he was forced out of CPD cause he got caught living outside the city. "Forced" isnt the same as "fired" which is what would happen to any of us. At a time when sole focus of the CPD at O'Hare should the very real possibility of a violent mass casualty attack or multiple attacks on commercial airliners they are jnstead tasked with trying to undo stupidity thrust upon them by children at Aviation who are running around playing cops and robbers with 0 Supervision. When the 2 nicest Veteran officers in the CPD Unit (TA & DH)have run ins 2 days in a row and get motherfucked by the same idiot at Aviation it should have been dealt with by their supervisors, instead the same goof rides around throwing down hard stares at ALL CPD personnel waiting to provoke a bad response to put on YouTube. All the bosses should immediately be shown the door.

And foolish taxpayers think the so far cost of $11 billion Runway Modernization is for the benefit of passengers and airline safety.

Pay attention officers. This job is a dangerous one and anything can happen out there and just realize if you are hurt your about to lose your rights based on whats been going on behind scenes for the last 2 years with Dean Angelo allowed it under his watch. According to the contract officers who are IOD have 365 days to heal and be released back to duty by there doctor. If officers are not releassed by then we are protected and have the right to go before pension board for benefits. These rights are in our contract. These rights are under attack as we speak in being changed and challenged thru the courts on a particular case. The former FOP president quietly allowed And looked the other way while a officers disability court case went thru the litigation process of the courts while his CBA rights were stripped just to set a new legal precedent thru common law to change our contract about disability behind the members back. This is still on going but keep your ears open because this could severly change our contractual rights without the members voices being heard and the FOP even having any boice in the matter. What it comes down to is the disability court case could legally change based on a judge adding a provisio making it a precedent duty disability officers to qualify every year with their weapon. The way the current law is worded is all disabled officers have to be seen by a doctor at least once a year to see if the disability still exist. If this officer continues to have his CBA rights violated a judge at the stroke of a pen could make it a legal precedent to also attempt to shoot once a year as well as see a doctor once a year. Pay attention officers. Over the last 25 years our union has fought hard for what rights and agreements we have as police officers. We are under attack by not just the city to maintain our hard earned bargaining eights but also by the courts. Get involved and know your rights. We should never give up due to threats and pressure by the city. Our basic rights are under attack. This case is where it is because of a former lawyer who once worked for the department as general counsel and assisted Dean Angelo and Don O'Neil. The truth is Dean Angelo's lies have caught up with him and he truly was the enemy at the FOP helm. Our benefits and pension benefits are under attack and we need to be aware. Thank goodness for a change at FOP because we these are bad times and the city has a target on every right and agreement we have. Be safe officers and know that the risk of this profession is at a all time high. God Bless

A Galewood man has been charged with sexual abuse after kissing a 6-year-old girl on the mouth in a Logan Square store and putting the girl’s hand in his pocket, police said.

Noe Moreno, 43, faces a felony charge of aggravated criminal sexual abuse of a child younger than age 9 in the incident about 9:30 p.m. April 15, at the store in the 3900 block of West Diversey Avenue, according to a news release from Chicago police.

Police Wednesday issued a community alert regarding the incident, then released surveillance photos Thursday of the man believed to have committed the abuse. Moreno, of the 2200 block of North Narragansett Avenue, was arrested Shakespeare District officers about 8:15 p.m. Friday in the 2600 of block North Milwaukee Avenue, according to police.

The girl was in the grocery store when the man went up to her and motioned her to approach him. The man kissed her on the cheek and mouth, grabbed her hand and put it in his pants pocket, according to police.

A family member who was with the girl confronted the man, who ran off.

Police had said the man they were looking for might go by the name "Noel" and was known to frequent the Logan Square area—where he was arrested.

Moreno was scheduled to appear in court on Sunday, according to police.

He got a job offer with the tollway authority that almost doubled his salary and he went for it, just shy of 20 years with the department. Many people tried to talk him out of it, to just wait until he completed 20 years but he wouldn't have it.

He wasn't under any kind of investigation or in any trouble with the job when he left. His conduct off the job I don't know. The stuff at the tollway authority I don't know either. I can only say he left the department in good standing just shy of 20 years.

You and I probably know each other. (I posted pretty much the same at the top of this post.) But people want hype and conspiracies, so they'll ignore us.

I don't know what happened after he left, but he left because he knew he had a good spot waiting for him. He had NO case on him. And as for that idiotic 'rumor' that he got caught outside the city... he worked in the unit that INVESTIGATED that. We all knew where he lived, in the city, and many picked him up or visited him there. Stop making stuff up because it suits your hysterical agenda.

I worked with Jeff Redding. And been to his home. In the city. Not a bad guy, at Narcotics or IAD. He had a relationship with an employee. She then thought she won the ghetto lottery. He left CPD because he had a good job offer. Yeah, because he knew a guy. Big deal. He was there for a long time and then Rauner's people fired him. That's politics. Again, big deal. The new commissioner wanted someone with LE background and Jeff was recommended. There you go.

He's just the scapegoat here. A good guy, good copper, good manager. Always worked hard and did his job well, wherever it was. Yes, even IAD.

Another poster talked about coppers with educations. Well, here's a guy who had that and experience, and mode something out of those. But then others whine about it. Unbelievable. Yes, he had a guy. Maybe if you didn't just hang around with other coppers all the time, you'd have a guy too.

Yet another poster brought up the CFD guy who ran DOA security for a short time. The complaint was that he had no LE experience. Well, Jeff had LE and management experience.

How do you apply for a job on the toll authority or become chief of airport security with only "police agent experience".

It is pretty common in private industry and much less so in government service to not comment on a former employee's conduct, but only to confirm the dates of employment. And, absent a release from former employee, not to comment on salary. The attorney's got into this years ago and everyone is afraid of a law suit . So, I am not surprised that this happened. This is why people resign rather then be dismissed with cause. Also, if they have an opportunity to resign, which almost every company gives when they want someone out, the employee is prohibited from filing for unemployment compensation which cost the employee a lot of money. They just want the person out of their company and they do not care if that former employee brings his/her clown act to someone else.

This job is a dangerous one and anything can happen out there and just realize if you are hurt your about to lose your rights based on whats been going on behind scenes for the last 2 years with Dean Angelo allowed it under his watch. According to the contract officers who are IOD have 365 days to heal and be released back to duty by there doctor. If officers are not releassed by then we are protected and have the right to go before pension board for benefits. These rights are in our contract. These rights are under attack as we speak in being changed and challenged thru the courts on a particular case. The former FOP president quietly allowed And looked the other way while a officers disability court case went thru the litigation process of the courts while his CBA rights were stripped just to set a new legal precedent thru common law to change our contract about disability behind the members back. This is still on going but keep your ears open because this could severly change our contractual rights without the members voices being heard and the FOP even having any boice in the matter. What it comes down to is the disability court case could legally change based on a judge adding a provisio making it a precedent duty disability officers to qualify every year with their weapon. The way the current law is worded is all disabled officers have to be seen by a doctor at least once a year to see if the disability still exist. If this officer continues to have his CBA rights violated a judge at the stroke of a pen could make it a legal precedent to also attempt to shoot once a year as well as see a doctor once a year. Pay attention officers. Over the last 25 years our union has fought hard for what rights and agreements we have as police officers. We are under attack by not just the city to maintain our hard earned bargaining eights but also by the courts. Get involved and know your rights. We should never give up due to threats and pressure by the city. Our basic rights are under attack. This case is where it is because of a former lawyer who once worked for the department as general counsel and assisted Dean Angelo and Don O'Neil. The truth is Dean Angelo's lies have caught up with him and he truly was the enemy at the FOP helm. Our benefits and pension benefits are under attack and we need to be aware. Thank goodness for a change at FOP because we these are bad times and the city has a target on every right and agreement we have. Be safe officers and know that the risk of this profession is at a all time high. God Bless

Really doesn't make sense what you are saying. In order to return to duty from duty disability pension, you have to qualify. Now you are saying to stay on duty disability pension you have to qualify. Cant have it both way, Your wrong about precedent, A judge cant rule and change a law, he can rule it unconstitutional, but he cant change it That would be up to the legislature
The way you are writing this is that if an officer is shot in the right arm and loses the use of his right arm and goes on duty disability pension, he would have to qualify each year to stay on duty disability. Makes no sense

While it is true that it makes no sense, people have to continually "qualify" for disability each year or every several depending on the situation. Heck, you have to qualify yearly with paperwork to claim the disabled property tax exemption too. No qualifying yearly, well then up go them taxes, by default. It sounds to me like there is an attempt to have cops subjected to the same "laws" as everybody else....right down to the behind your backs stripping away of rights. Maybe that whole notion isn't such a good idea after all, eh?
