What Rahm Wrought

  • Two people were shot at 31st Street Beach on Saturday night as families enjoyed the grassy lawn and bicyclists rode down the adjacent pathway. A 27-year-old man and an 18-year-old woman were sitting near the shoreline in the 2800 block of South Fort Dearborn Drive when they heard gunshots and realized they were hit about 10:30 p.m., Chicago police said.

    The man was struck in the right leg and the woman was struck in the right hand, police said. Both were taken to Northwestern Memorial Hospital in good condition. Officers shined flashlights on the dark path and beach as they scoured the grounds to find shell casings. They closed a portion of the lakefront trail with crime scene tape.

    A man who pulled up to the beach with friends in a car just after the shooting said he saw the swarm of police and paramedics rush to the shoreline where a man was lying on hay-like grass.

    The man, who did not want to be identified, said he was shocked violence would spill into the family-friendly area. "This is like neutral ground. There's a lot of kids and families out. When it's nice, people come to have a barbecue. This is not a place where you expect things to go down," said the man, 23, of Bronzeville. "It's away from where people are getting killed. That's the crazy thing."
"Neutral ground?" In a city that had 4,400 people shot last year with nearly 800 of those dying. A city on pace for a second straight year of 700 dead and over 4,000 shot. We're pretty sure there is no such thing as "neutral ground."

But who is defining this so-called "neutral ground?" It isn't the politicians - that would mean admitting parts of the city are war zones.

Not the police - we know "neutral ground" is imaginary.

It's the gangs and the people affected by the gang warfare. Rahm has essentially conceded almost every District, almost every neighborhood, nearly every formerly "safe" part of town to the shooters, the criminal element, the lawless. That friends, is Rahm's legacy.

There most certainly DID used to be neutral ground.
Think about it- 26th and California on any given day has gang members from all corners of the city, and often even rival factions roaming the halls of the building, and the grounds nearby. It was generally always considered "neutral ground." You gave rivals a pass, and they gave you a pass- because going to court was a part of the game and you had to be there. If gang conflicts carried over into the building, it would be mass chaos everyday.
There were other neutral spots in the city before also.

However nowadays Michigan Avenue, Navy Pier, all of downtown, the beaches, and even 26th & Cal are becoming hunting grounds, or opportunities for gang violence which we had t seen in years oast.

Actually it turned out to be three shot at 31st street beach last nite. A third showed up at the hospital later. And those that were shot might not have been so innocent beach goers . . . a gun was found stuffed into the sand near where the man and woman were sitting after they left in the ambulance. The urban element had turned 31st beach into a shithole years ago. That's why the Park District can't fill the spots in the mega million buck harbor that they built a few years back right next to it. The people that actually work, pay taxes and spend money in this fucked up city don't want to have to deal with dude when they come out to play on their water toys.

Yes, you can surely blame the mayor for the mess, but also point a finger at Preckwinkle and the Black Legislative caucus. In their minds it is the police and " over-policing" that is causing the crime wave and of course lack of job opportunities, which has some truth. But, no one has ever linked poverty as a root cause of violent crime. I don't think a job at Macy's will stop the shooters.

A family place, at 10:30 at night? No, those families went home at or just after sunset because mom and dad got to work the next day. At 10:30 P.M. the nice family kids are asleep and mom and dad are turning off the evening news so they can go to sleep.

I'm sure there is plenty of land in Highland Park, Glencoe and Northbrook to build a few projects. The veterans and low income residents would jump at the chance to enjoy the surroundings as long as the government is subsidizing the rents this would be a great opportunity for these three and the other liberals in the north shore to show their commit to the effort

Luckily I recently retired and am moving the F out of Chiraq. It's like a weight off my shoulders! It feels so good to leave the job and city in this day and age with all the anti police rhetoric, ballerina 9.5 and the blm bullshit! I always thought I'd stay on longer, but you really can't be the police any longer, you'll lose your job and pension. In brief, the term and establishment of Neutral Zones was coined after the times of the civil wars of Syria and Lebanon, which later had involved sending in The US Marines to be on guard at the shores of Beruit.
To look at it locally here, one could argue it's the mixing of cultures, uncontrollable violence spilling over the borders or turfs and occupying an otherwise non-involved area by mauraders seeking to gain control of a territory.

The 31st St beach has to be a Rahm Emanuel inspired and adopted neutral-zone, nobody else would declare anywhere in Chicago "neutral". Unless of course it's the hippie naturalists who can never get enough federal money to a create a communal safe-space.

Meanwhile the 001st district had cars down on lower walker and Roosevelt road street racers. These fast and furious types never fight and their biggest complaint is noise related. I can go back to 1978 and I can tell you 31st Beach has always been a shit hole when the sun sets. There used to be drag racing there and so many gangs that it would take an army of cops to even drive through. The projects would empty out on hot nights back then. I see nothing has changed.

On 3rd watch at summer mobile, there were 7 teams of 1 Sgt & 10 P.O.'s (5 two man cars), so with RDO's you had 5 Sgt's & 50 P.O.'s working on any given night from near Loyola to Calumet beach.
Not only a very effective unit, but had a great time doing it!

I can go back to 1978 and I can tell you 31st Beach has always been a shit hole when the sun sets. There used to be drag racing there and so many gangs that it would take an army of cops to even drive through. The projects would empty out on hot nights back then. I see

Not anymore.....the beach is rather nice and this is not typical for the beach

What exactly is the "urban element?" I frequent it all of the time during the summer during day & night hours. The bike riders are more of a nuisance for the average person than some "urban element!"

....as families enjoyed the grassy lawn and bicyclists rode down the adjacent pathway. A 27-year-old man and an 18-year-old woman were sitting near the shoreline in the 2800 block of South Fort Dearborn Drive when they heard gunshots and realized they were hit about 10:30 p.m....

bicycling and families frolicking in the grass---at 10 30 pm???....

Remember the couple that was chased and had to run across LSD last year during Memorial weekend. The Trib said they were out enjoying a nice summer evening. It was 1:40am when the girl was run over and died. All 16-17 year olds.

Fished the 31st breakeater in the esrly am for perch 25+ yrs. ago . No longer fish the Planetarium or even Burnham hbr.too risky even early morns..

Even a street-wise urban dweller of questionable repute has a good chance of getting killed after dark while frequenting 31st Street beach or visiting the downtown area on foot. Stay away. I live near-south and I would not chance it. Do not let a false sense of security lead you to what underneath is an unsafe place.

This is a nice beach up until about 12pm. That's when the "unemployed" wake up and start popping in. At that poibt, it's time to pack up the picnic basket and go home. No jogging, no swimming after 12pm any day of th week.
