"Cost Saving"

That's what Joe "What Cheating Scandal?" Ferguson is calling his "proposals" to Rahm's next budget:
  • With dozens of city worker union contracts about to expire for the first time in a decade, Chicago should consider a host of changes that could save taxpayer money, streamline operations and make it easier to mete out discipline, a new report from the city's top watchdog concludes.

    Some of the ideas floated in a detailed 34-page report released Wednesday by Inspector General Joseph Ferguson rankled Jorge Ramirez, president of the Chicago Federation of Labor, who said in a statement that Ferguson's report "does not address the intricacies of a collective bargaining agreement and how best to serve the interests of the city, its workers and the taxpayers."

    Even so, the report, they also might give Mayor Rahm Emanuel some political cover — because the ideas didn't come directly from him — as negotiations get underway on 44 separate contracts that either expired last June or are coming due later this year.
Well, now we know what Ferguson had to do to get his contract extended - screw 90% of the city workers. Hey FOP, guess who Ferguson is proposing take it up the caboose with no lube?
  • If the mayor follows the script, Chicago Police officers stand to lose from Ferguson’s proposal to tighten the rules on secondary employment and cash payouts for accumulated compensatory time upon retirement that constitute a $259 million liability, according to the report.

    The inspector general also urged the mayor to re-examine a host of contract sweeteners, including uniform allowance, tuition reimbursement, duty availability pay and the quarterly differential pay for police sergeants, lieutenants and captains.
This seems like a bunch of smoke with no substance:
  • restrictions on side gigs are already in place and any attempt to further regulate will cost the city dearly - unless he's talking about VRI. Aside from existing restrictions, how can the city deny cops the right to make a living and to better their situation? We aren't all connected crooked politicians nor slumlords in Maywood;
  • the time due issue is already owed to officers for overtime worked. There isn't a court in the land that won't have officers paid for work already done. And the FOP has proposed on numerous occasions allowing officers to sell-back time at current rates instead of retirement rates - that would save the city millions (but they always say "no");
  • uniform allowances and duty availability were negotiated in lieu of Contract raises - the FOP saved the city millions again, because the total compensation isn't pensionable. Of course, the city didn't contribute the actuarial recommended amounts with the savings - they spent it on all sorts of crooked shit, so officers got screwed twice;
  • same thing with the supervisory money - negotiated in lieu of pay raises - saving the city millions, but that's the PBPA, not FOP.
Graham is making the correct statements so far, placing the blame entirely on the city's practice of kicking the can down the road. Hold the line FOP. You are setting the tone for a lot of people other than the cops.

Whats bullshit is that i retired last year with over 3000 hours on the books and have to get paid with a check once a year for 3 years,freaken unreal,I retire,saved my OT for retirement and now have to wait 3 years to get paid with no interest..Im glad i moved out of this city,plus for retiree's who say the city/state don't tax your pension that's fine but the tax you on every other fucken thing..Check out your water/garbage bill lately?

Maybe someone should review his contract. Did he forget that we also pay the taxes, we are the base tax load. Explain that we did not have a ten year contract. Explain that there are not twelve thousand of us. Bring up gold braid pensions. Maybe talk about the alderman' s slush fund that each have to dole around without having to answer for a penny of it. With their salaries why are we paying for alderman private vehicles. Maybe consider not making millionaires out of alderman for part-time work.

Yup, I think the Gold Braid Pension (reform) is the perfect place to save money. It's not only unfair but it rewards those exempts (many shown to be clout merits and/or test cheaters here on SCC)from our pension fund. The FOP/PBPA can/will not represent this pension cut reform so, let them earn their 'salary' as an exempt during their terms but give them their 'pension payment' according to their NON APPOINTED rank. It's not only fair, It'll save tens of millions of dollars.

Events like kids birthdays or watching a home teams championship game with our family and friends and such - something I am sure you have never missed. And the uniform allowance, that is to pay for the uniforms and equipment that are ruined and broken fighting with these assholes on the streets. You know, the ones your buddies Rahm, Dart, and Preckwinkle don't want locked up.

Here is a suggestion, why don't you take a pay cut? You make $161,856.00 a year and you still can't see all the cheating and corruption going on in the police test and the rest of the city. Seems to me you are ripping the citizens of shitcago off. You are getting paid great money and still can't do your job. Finally, SCREW YOU!

We are under 9,000 title code 9161, I know of a district with a little over 50 po's assigned to 3rd watch. They cancelled days off for Memorial Day, I haven't seen a roll call with extra bodies in it for years, until then.

I'm still trying to figure out why we're in a rap all the time. Could it be because in a decent area, there are no police? Rahm says we're fully staffed, hell, why would someone need more than 170 cops in a district? You call the police and then you wait an hour for a car to show up? Beat whatever you're working: We're going to drop this on your box. You think, it'll be an hour before we get there? They don"t give a shit, once it's assigned, it's your problem.

Take your lunches early to get them out of the way! You're not even out of the building and they're trying to give you a job.

Check the scam programs the altercreatures are running.The police work honest jobs to support their families because Rahm keeps taxing us to the end. All for the his programs that he keeps pouring our money into for votes and no results. You say the police work to much and it causes them to not be alert. By getting it over 3 years, you are much better off. Sure the city makes interest on it but you save a fortune in income taxes. If you were to have gotten that 150k+ all in one year, it would have been taxed at 25% -33% instead of probably about 15%.

I retired with not quite 4000 hours on the books and wish I could have deferred it for more than 3 years saving me big numbers in income taxes.

Rahm Emanuel, mayor of Sanctuary City, and not-so-bright finance guru, friend and advisor to obama-clinton had made a Bad Decision to choose to defy and insult The President of the United States, Donald J. Trump.

The sniveling weasel will NOT see an federal dollars for the Police Dept which he would otherwise waste on CAPS community bullshit rather than fight actual crime. Rahm will likely bring this up, not the fact that he's waste spending millions on Sanctuary programs and various other nonessentials. He's already borrowed beyond the limit just to placate the failed 2% pension paying CPS.
Rahm will direct his AlderThieves to recharge the anti-police sentiment by dialing up the rhetoric as summer approaches.

We are not going to come out of this Contract with more than we already have and will probably concede some benefits.
It would be wise to cut your expenditures and mostly, your workload.
Rahm is not bargaining with Police, its quite the contrary, he will be making cuts.

We all chose our profession and took an oath, but to go above and beyond because a shaky Merit boss is flipping out is plain stupid.
If you haven't learned anything in the past 4 years, you probably won't and never will, get what's going on.

Stay fetal. 1st & 16 is better than waiting on tables or mopping floors.

The Lieutenant cheating scandal investigation is completed. It has NOT become public. Evidence was confirmed concerning the cheaters involved.
It will be released during contact negotiations to help ruin the image of CPD. Many exempt and retired officers involved. Will be a major news story.

The "duty availability" was put in place as a compromise for actual shift differential pay to induce people with more experience to work nights. The heavyweights on the 4th watch at the ivory tower had their shorts in a knot because they couldn't get "theirs" without having to do actual Police work. The quarterly pay for Sgts & above was put in place because they, as management, did not get overtime pay. It was initially called "overtime adjustment" pay. Now, of course, they can be paid $$$ for OT.

I retired in '08 with 2500 hours on the books. I took the payments over 3 years and saved a ton of $$ in income tax. Anonymous (as above) could have taken his/her 3000 hours in a lump sum and would have been buggered by IRS.

Captains , lieutenants and sergeants are qualified to run districts , areas and units .
Perk is city car , straight days , weekends off .
It would save pension.

If Ferguson is talking about police being too tired by second jobs, in order to keep the taxes up, why is it okay to cancel days off, have police go to court and sit there all day. That certainly adds up to more than 20 hours a week. Why does it only apply to a second job? So if I volunteer with my church, boy scouts, coaching, or any other non paid activity is that limited to 20 hours a week? Would everything be added up so if I volunteered for 15 hours a week, I could only put in 5 hours of overtime a week at work or court. It would be nice to be sitting on the stand and turn to the judge and say Your honor I must stop my testimony. The city only allows me to work 20 hours and this is my 21st hour of overtime/secondary employment.

Unless you were or are married to a spouse who has earned 40 quarters and is therefore eligible for Medicare. You then get Medicare under her work record even if you get divorced after being married ten years. Plenty of women have the required 40 quarters even if they were stay at home moms. Mine earned hers theu summer jobs in high school , jobs in college and a few years of working prior to getting married and having kids
Might be wrong but unless you are really old, the COD has been taking out Medicare on all officers hired since the 90's

Would you have a better tax treatment if you took the lump sum and declared it a one time lump sum payement?

I thought that the deferred installment payment was a way to help the city?

The higher salary over 3 years has to put you into a higher taxable bracket each year as opposed to a one year, one time tax buggering.

I don't know which is better and I wonder why the city would agree to it if they didn't see their benifit in doing it...

The city wasn't required to deduct Medicare payments from your paychecks until June of 1985. Unless you payed into Medicare through a side job you were dependent on the city's promised insurance after you retired. That's how all the retired city workers that never payed into Medicare got fucked by the little shithead who never really worked a day in his useless life. And he was gleeful about it. There will be a special place in hell for him and his kind, just not soon enough...

Not a city employee, but here is my take.

The city is closing in on bankruptcy. Not now but certainly within a decade or two. Most of it has to do with the growth of employee wages and benefits.

If the city cannot get a handle on these costs and get them under control, the consequences ten years from now are going to be very serious. Detroit level serious.

There is going to be some level of pain for city employees no matter what. Better to do it now than wait ten years and have a Detroit level of pain.

The current situation is just not sustainable. It either has to be fixed or it will collapse.
