- The fiancee of Chicago Police Supt. Eddie Johnson has been cleared of allegations that she conspired to cheat on a 2015 lieutenants’ exam, along with the wife of former First Deputy Supt. Al Wysinger with help from retired Deputy Supt. Eugene Williams.
After a monthslong investigation described as “extremely thorough,” Inspector General Joe Ferguson has concluded there was no evidence that Johnson’s fiancée, Lt. Nakia Fenner; Wysinger’s wife, Lt. Maryet Hall; and a third woman, Lt. Davina Ward, got an unfair advantage.
Williams was cleared of helping to rig the exam in their favor.
“They reviewed this 20 ways from Sunday. There was nothing there,” said a source familiar with the inspector general’s report.
Anyone with half a brain knows that the three in question, along with a bunch of others, cheated. Some of them had to be "merit" promoted to Sergeant - now they score top 25? Six sergeants from IAD all in the first class? Including the guy who originally washed out the initial investigation? What about the allegations that money exchanged hands and arrangements were made via Department e-mail?
It sure is an odd bit of timing that Ferguson gets a four year contract extension, and then suddenly he's an expert on Union Contracts and manages to sweep the biggest testing scandal since "ExamScam" under the rug within two weeks.
Until they release the entire investigation, this is just so much bullshit.

The people who have first hand know!edge of the cheating need to summarize the allegations and evidence and submit it to the US Attorney General, Jeff Sessions. I think you will be surprised at the level of interest he might have. If I had the information it's what I would do.

Cleared of allegations? What was the finding in this case? Unfounded? Exonerated? Not sustained? I'm guessing its unfounded. If they say exonerated then they're saying that she definitely didn't do anything wrong and you bet your ass they will not be saying that. If they say its unfounded then they can just say that there was no proof that she did anything wrong and there was probably 20 ways to next Thursday in which they could've dug and pressed and ultimately found that she indeed did something very wrong but they didn't want to do that. See no evil hear no evil. That was their mentality. If you're not looking you will not find.
I was hopeful that the feds could clean up the Police Department Leadership as part of the federal consent decree and federal monitoring. I guess that won't happen.

But then I thought, if the Justice Department had not demanded the promotion of more supervisors, and if the list had been taken down due to the cheaters being discovered, I would never have made it at all. Joe Ferguson got his contract renewed by Rahm. He thanked Rahm by covering up this cheating. He also was directed by IPRA to investigate other issues regarding IAD and he's not doing it. When are the people finally going to stand up to Rahm's corruption? Ferguson is a joke.
While hoping against all hope I guess this came as no surprise. Considering the amount of heat on her, Ward has been operating with impunity in 003 and doing plenty of questionable things for months with no fear of reprisal. While on midnights she began screwing around with officer's time due by literally throwing away slips, mostly for white officers. Those officers would then be surprised when they saw that they were working on a day they put in for. She wouldn't allow them to drop a P-Day or see who did get the time off (usually her people) while she claimed she never got the slips and blamed it on the watch secretary. This practice drove many good working officers to transfer rather than deal with her. She then moves to 3rd watch and starts finding ISR's for officers and telling them to complete multiple sets for suspicious activity they didn't even witness. Couple that with locking people inside businesses then calling for a paper car to arrest them for gang loitering without having even dispersed them first (then telling the paper car to call the ad-desk and have them add a ghost dispersal a few minutes before she came over the air) and there is no way someone like that could have scored in the 1st class. Now this same person is going to be the Tac Lt before her star rises even higher. Whats funny is that her alma mater Texas Southern gave her an alumni of the year award which is proudly displayed in the 003rd district lobby during all of this and while named in an investigation. You have got to be kidding me.

When you go to an invitation only free class in the multi purpose room at 35th street and the exempt instructor is a "subject matter expert" who participated in developing the test who then gives you a list of let's say 200 "sample" questions to study from and when you take the test you realise that you have seen a lot of these questions before it's just a coincidence?

I can assure you these type of people who obtain their positions through politics or corruption are not phased by you not liking or respecting them. They are firmly convinced that they deserve these perks and will gladly tell you that and will most assuredly force you to obey to the letter every rule and regulation. Yes, now that this " investigation" is over at least one of these cheaters will get her gold star, probably more, and the rest will head to specialized units. Don't forget they showed their job knowledge by placing high on a promotion test. As I commented before, there is no way the city would allow this case to be sustained. It would throw everything up in the air, force resignations, possibly indictments and law suits and ruin their corrupt promotion system for the future.
Ferguson has ensured that Chicago Police promotions will forever be tainted with scandal. The next generation of Senior Subject Matter Experts will be free to share confidential information with members of their respective staffs and cash-paying members of their study groups.
And merit promotions, originally described as a tool to promote born leaders who don't test well, will forever be a vehicle for cronyism and clout.
It's a shame.

When I was in high school and an otherwise D student aced the final exam, the suspicious Brother would hold the guy over and administer ten or so additional questions after class - just one on one...If the guy got 1 or 2 out of ten, guess what? He failed the integrity test! Totally busted! Had I been Joe Ferguson, I would've had the folks who designed the original test produce an additional 10 to 20 relevant questions- then, when interviewing the accused, pose the control questions and see how they answer...If they refused to answer or only got 20% or so correct, what would that tell you Joe?

This department is hopelessly lost. Reform will never come to this city. They do what they want, when they want,how they want, and more importantly to whom they want. Ask him about the methods used to accomplish his "exhaustive" investigation. Ask him about cell phone records. Explain to him that the investigation can restore or further damage the morale of the police department. Ask him if TD 9.5 instructed him about his methods and the outcome. Promotions on this job are just more smoke and mirrors, just like special unit and other job openings. These spots are already filled, the city and this department are just going through the motions to make it appear legit. All the "By invitation only study groups" the results of which seem to defy statistical normals. 3 time merit winners that skyrocket to the upper echelon of this department having done little or nothing to justify merit. The current system allows the city to install exactly who they want where they want them, just a bunch of puppets. I understand why officers have stopped being proactive, what a disaster this department has become.
He should have just made her merit. I would have respected him more for that than giving her and her friends the answers.

People, unfortunately it has been like this for years. I have close to 30 years on and nothing changes but the names. Do yourself a favor and don't stress over it. Go to work, help those citizens who honestly need help, then go home safe at night. Make this job work for you. Use it to raise a family and save some money for retirement. Focus on the positive. I know its hard but its amazing how I have seen some people like the cheaters get their just due over time. Focus on your family and friends. The best revenge is living well and having a good family.
