"No Personals" per 1290

This comment appeared Friday:
  • NO PERSONALS ALLOWED IN 012 ON 3RD WATCH TODAY.

    So, LT Georgas tells all the cars on 3rd watch in 012 that no Personals will be allowed today due to numerous festivals and events and cars being stretched thin. Aka, short on manpower.
Today, we got proof:


By Contract, you are entitled to one lunch and two personals. By Contract, if you are denied the lunch, you are entitled to be paid for it. And we've worked plenty of details and busy days where lunches were denied across the board, so the Personal is used to allow you to get a sandwich on the run or use the bathroom or whatever.

We don't care who Spiro is related to. He gives this order and has a Sergeant distribute it, everyone on the watch ought to drop a slip for the lunch and protest the lack of a break. Otherwise, management starts to think they can violated the Contract with impunity.

And someone ought to buzz the local aldercreatures and tell them that 012, after being combined with 013 and having over 400 officers assigned, is somehow operating with under 300 all of the sudden and can't handle the regularly scheduled festivals and events. Perhaps a change in management is in order to properly distribute and assign manpower?

UPDATE: We are told in numerous comments that personals are NOT contractual but rather by General Order, and then at the discretion of supervision. Who would "discretion" you from a bathroom break? When Mother Nature calls, She usually means it, especially as we all age a bit. Sometimes She calls quite a lot, depending on age, health, etc.

Sounds like the same crap that big mouth sgt. P.c in 24 3rd watch does. He tells p.os at roll calls no lunches after 8pm. This is even in winter and without knowing if the tour will be busy or not. Its only a matter of time before this brucey merit pick is hit hard by p.os and a civil suit or something else.

I remember discussing the whole "2 personals a day by contract" with coworkers many moons ago. One of them swore up-and-down that the number two was ironclad while another said the number of personals was potentially unlimited, dictated on an individual basis. A hypothetical situation of having 'The Shits' was used to justify a dozen +/- personals any given tour of duty. Seems the answer is ambiguous, but clearly stacked in managements favor. Pick and choose your battles wisely... this one is a loser:



Employee Resource E02-02-01:

1. Sworn members assigned to units which normally receive assignments by radio may ("may" in bold print in the Employee Resource) be granted a personal not to exceed fifteen minutes during their tour of duty. The granting of a personal should not adversely impact the overall operations of the unit. A personal will not immediately precede nor immediately follow the designated lunch period. A personal will not normally be granted during the last hour of the tour of duty.

2. Officers will notify the police communications operator to request a personal. The police communications operator will acknowledge the requesting unit and follow the Office of Emergency Communications procedures for miscellaneous assignments. While in a personal status, the requesting unit will monitor the radio and will be available for assignment. If an assignment is received while on a personal, the receiving unit will immediately terminate such status and respond to the assignment without delay.

3. Supervisory members will monitor the members under their direct supervision to ensure that a request for a personal does not adversely impact the operations of the unit. If in the opinion of the supervisor the workload at any particular time is not conducive to the granting of a personal, the supervisor will notify the police communications operator to refuse the personal at that time.

Roll call today, 6 po's for a 3rd watch roll call. Next week, there is the PR nonnsense and we send 5 po's to that. What, we gonna have 3 or 4 po's at a roll call? We are so short, we start with a rap and then they end it to start a new one for 1st watch.. We're running a 3rd watch with 15 po's on the street? Get to a job and they FORGOT they called the police for a disturbance because they called nearly 2 hours earlier. If I had a business in this God Damned city, and I called the police and it took almost 2 hours for a pair of flatfoots to show up, I'd seriously want to have loud, angry, fucking words with the alderman.

If you're not allowed a lunch or personal to put the proper nutrients in your body to sustain itself through your shift and you're feeling fatigue, dizziness or are having trouble focusing, call for an ambulance and go to the hospital. Food is a necessity for the human body especially when you're carrying around an extra 20 lbs of equipment and you're in a highly stressful environment like the one cops are in which raises cortisol levels. They will be giving out lunches and personals like its nobody's business as soon as a cop does this. Just go to the hospital. Your health and livelihood is more important than the backlog and your bosses getting pissed at you. They obviously don't like you anyway and don't give a fuck about you if they're not allowing you to take a personal. Any of their ass kissing house bitches not getting a chance to eat during the day? You're putting yourself, fellow officers and the public at a greater risk if you ignore your symptoms of malnutrition. A tired, hungry and shaky cop is no use to somebody who needs the police especially when its arresting a violent criminal not to mention the fact that you could end up dead because you didn't have the energy to subdue a violent criminal and he/she overpowered you or caught you off guard.

After you get out of the hospital, get a CR number on whoever is responsible for denying you a personal or lunch and get a lawsuit going also. These are crucial times in which you have to take a stand against these careless and reckless supervisors who continue to endanger officers' lives more and more every day.

Ok, so if I get that order I'm going into the station and filling out 2 time due slips. One for each personal that I'm ordered not to take. And, if I don't get a lunch I'll fill out a 3rd slip for the lunch. Hopefully the sgts that log you won't put it down that each officer took/received the personals and lunch on their log sheet. That would be an issue then and, someone would be accused of lying. Either way if you don't/ are not allowed your breaks and lunches per contractual agreement then, you should get paid for it! This type of crap has to end. These supervisors should never be allowed to dictate policy as they see fit on a whim. They will quote our contract verbatim if they need to when it suits their purpose or, is to their advantage for something. It's not the po's fault we are short on manpower or, that the powers that be refuse to hire the officers that are needed to run the department smoothly. Also, no thanks on the famous "I'll take care of you another time" b.s. From the white shirts. I want nothing from them. Just what I'm entitled to. I don't want favors or, to owe anyone anything. I am so sorry I ever took this dam job with the city! 1 more year is what I repeat to myself. Sorry for the negative rant. To the city to sum it up: "fuck you, pay me!" Thanks for all you do SCC!

You have assigned lunch times for each car. There is a form the WC or DSS or whatever they call him fills out. Find our what time that is and Take your cars assigned lunch time. If you don't they will say you didn't take your cars "assigned lunch". Happened to me several years ago. Glad I am retires. Love you all and youre in my prayers. Be safe.

Read the contract, you aren't guaranteed any personals. It's not even mentioned. I know because I got denied a personal once and looked. In fact the two personal thing is a myth. Look up the general order. You get one personal but it's at the discretion of the supervisor.

What the hell. Officer taking a report on Central Ave in 15 at 6:15 am gets involved in a foot pusuit as the females bolts. When requesting where the officer was another unit on the scene said the officer taking the report and chasing the suspect did not have a radio!!!!!!!!!!!!!!!!!!!!!!

If the midget at city hall hired more officers (closer to the 13,500 number) we wouldn't be in this mess. It would help our cause if our supervisors spoke up on our behalf as well. They know we are short staffed but remain mum and go along like company men. It is a safety issue for citizens and officers alike.

The 012 / 013 merger has been a disaster. So many beats are downed regularly. Last summer 1st watch was downing 3, 4 or 5 cars on the weekend. A district the size of two with only 10 beat cars on busy Friday and Saturday nights during the summer is dangerous, unnacceptable and leads to officer fatigue. And that increases the probability that officers will make poor decisions.

So many officers (and Sergeants) got fed up and bid out. Yes, the Sergeants were short staffed also. Check it out. The numbers don't lie. Like I said, the 012 / 013 district merger has failed officers and citizens. Huge response times, several beat cars downed, no wagon(s), no traffic car(s), no rapid(s) and no incident car(s). They wonder why we are in a back log, crime is soaring and officers are bidding out. Let it burn. Thorough investigation at every call, safe driving to every assignment, report written when warranted, arrest on signed complaints only, 1st & 16th. That is all.

Show city hall you appreciate them as well. Two can play this f**king game. Break them with their own rules before they break you!!

What a great idea! Or, if your health is so important to you, perhaps you could avoid putting yourself in the hospital to play some silly game. Stop by a gas station or convenience store and grab a snack. You can eat it while you drive. You can eat it while you're working on a report. You can even hit a drive thru between jobs and get a burger or a nice healthy salad. Everyone talks all this shit about stupid bosses and their idiotic orders, but then they respond with shit like your idiotic idea and "get a CR number and file a lawsuit." Good luck with that. If you're too dumb to eat to avoid hospitalization, maybe you should eat before work and fill your pockets with powerbars. And let's all pretend we're using personals for emergency shits and not to sneak in a meal without using our lunch. And let's pretend the lunches in the last hour or two of the tour are because that's when you get hungry, and not because you're trying to avoid jobs and you know the next watch is on the street. My personal favorite is when people wait until they get called for a job before they ask for a personal or lunch... or sometimes even gas or a car wash. Everyone plays these lunch/personal games and now wants to pretend like everything should be done by the book. Be careful what you wish for. You've got more to lose than they do by making everything by the book. If you need to eat or take a shit, do it. Everything will work out just fine. But stop pretending like you need a special little 15 minute block of time in order to get food in your body. Cops have been finding ways to eat and shit for decades without being on lunch or a personal. Maybe you can ask someone else how it's done in between your dvd viewing sessions.

So went to 12th St. beach yesterday the area was fenced off double fencing for the Dave Matthews concert so finally able to reach the beach because as you know it is hot the media The mayors office the office of special events were telling everyone to cool off at the beach so we're on the beach the four of us at 11 AM there was a sign on the lifeguard stand clearly stating beach closes at 11 PM. We were told as were other people we had to leave the beach immediately due to the Dave Matthews concert a public beach they closed due to this event. I asked why was told that people were coming And they were climbing over the fences and breaking into the concert venue that the public beach had to be closed!

People pay for parking $25 per car then were told the beach was closed but that after complaining they gave us a small area by the rocks near the conservatory and told us that we could stay over there for a little while all compacted in like mice or rats This is the city hopefully the media somebody takes this up from the friends of the parks how can you close the public area maybe they close the beaches like to get a couple of years ago because of the extreme violence maybe they expected violence at the speech and they know there's not enough police to protect the citizens the text phone people? No signs were visible when you enter the northerly Island entrance when you got on the beach are you going to see our two police horses the blue ones that say Chicago police on them no police were visible in the area simply because we obviously are extremely short on manpower!

It is bad enough you have to wait in traffic to get off the Stevenson Expressway due to the construction that is been going on for years to get on Lakeshore drive and then you have to deal with this nonsense. Who got paid off? Wasn't that Dave Matthews bus The concert they are blocking everything off for the same bus that dumped Shit on the bridge from their bus that was all over the passengers on the boat passing underneath the bridge? What was it a couple of years ago maybe? So now Rahm is closing public beaches and the hottest weekend of the year so far great job mayor great job alderman another reason to stay away from Chicago! Thanks to the Chicago Police Department for all they do with the extremely limited resources and terrible management God bless all of you.

You need or want a personal, go over the air and tell the dispatcher you need a personal because you have diarrhea. Use the word diarrhea.
You'll never be denied a personal based on that.
And if you are, then you request to go home to change your clothes because you had an accident.

These f ers think that they can do whatever they want to crap on the street copper.

Rest breaks (personals) are workplace standards that have been adapted over many decades.
While they are not law, they are common courtesy especially for a police officer.

Courtesy is something that Spiro knows nothing of.
He only cares about himself and how he looks to the greeks.
He is a weak little man. (in every respect)

Commander BUBBLE HEAD knows almost a year before any festival is even approved.

He signs off on it just like those wacky Alderman.

Now the funny part is ask the commander how many free 3 day passes he received for spring awakening a 3 day music festival in 012.

Each 3 day pass goes for about 500 on the street and include free beer (VIP pass).

The commander has approved every festival in 012/013 and none have been denied. Look out for JULY!
Being tired is a medical condition and happens often on 3 day weekends. Always notify desk when you step out for grocery's while on the medical i usually take about 6 hours till 9pm . After 9 no home visits.

I aint begging for an RDO!

Manpower shortage??? Rhamacide said we are fully staffed so it must be true. That's why 016 has 3 cars up on midnights. 016 is so fully staffed it took 65 minutes for a car to respond to a suspicious man walking in and out of yards on 1612.

We all know how resourceful coppers are and personals are not a guarantee and we all know that we always extend that 15 minutes to maybe 39 or 45. If you don't get your 30 minute lunch then put your slip in. If you can't get lunch let dispatcher know and request it. We all know we get over on this job and jumping on that band wagon is just wanting to stir it up. Yes we are short oeople, summer always does this. I guess some of us really hate thier job. What a shame.

Sorry guys not acting like a tough guy, but I would never put up with this. Probably why I only did 22 yrs and was happy to get out of there with my pension. Do every job according to general orders and you will really screw them. Better yet actually make a arrest every night long form someone for littering you can really slow things down. There's is no way they can deny a emergency personal to go to the bathroom have some balls.

Ok, so if I get that order I'm going into the station and filling out 2 time due slips. One for each personal that I'm ordered not to take. And, if I don't get a lunch I'll fill out a 3rd slip for the lunch. Hopefully the sgts that log you won't put it down that each officer took/received the personals and lunch on their log sheet. When Spiro was desk Sgt. he almost had a heart attack because the coffee run he bought for the W/C wasn't back before the W/C went to a meeting downtown. I was called out for taking 2, the Sgt even told me to look it up in the contract. He was just making me aware that we think it's 2 because we been doing it for so long. Heard him taking jobs and helping out on regular basis and siding with PO safety and common sense. Every district got those few who always "was just about to take a personal". Maybe a better approach to just address those people on an individual basis. Blanket edicts probably not as good.

Lets get this straight. Spiro, a.k.a. Baby Gorgeous, got the merit bump twice. You would of think of the all the meritorious worthy type work at the crime fighting training academy that he would have reviewed and recalled from memory namely, the employee resource publications. Or maybe through osmosis.

What is meritoriously worthy to get that Lt merit spot in a Mon-Fri 8-2 choice spot in the training division shielded away from: (a) gunfire (b) risky police work (c) civil lawsuits (d) disciplinary headaches from taking lawful police actions to thwart uncivilized or unlawful behavior (e) working weekends or having days off cancelled due to manpower shortages that all those patrol division level districts.

After you get out of the hospital, get a CR number on whoever is responsible for denying you a personal or lunch and get a lawsuit going also. I hope nobody underestimates the serious of missing lunch. A few years back my partner missed lunch and me being aware of the complications and not wanting to get beat up by a vicious criminal I called a 10-1 and a CFD ambulance took him to the hospital. When we arrived the ER nurse saw the uniformed officer being rushed into the ER and sprung into action. She asked if he was shot, stabbed, car accident or maybe a heart attack. We said no "he missed lunch". Her response was "I'll get him a tray"

My department did this at one time. Made us make a "dispatch report" which are kept for eternity. Didn't last long after many followed my lead of complete and accurate reporting. (Which you should be doing on all calls ..... complete, accurate .. by the book paperwork on each and every call). Some how the practice ended when the local news started FOIA our bathroom reports.

ok IDIOT! So who do you want as supervisors and how should they be promoted (other than exam)? The merit process is broken and will always be broken - mistresses, spouses, girlfriends, sons, daughters, etc for the most part take the biggest slice off the merit pie. Do you want a promotional process thats 100% merit so that we can have the unNOBLE crew running everything? For what it is, the exam process at least generates some supervisors (managers if you prefer to use that term) that have a pretty good grasp of the law and/or directives and they can at least guide you in the right direction unlike most merit clowns.

Considering that the Shitty requires a permit (read: $$$$$) for festivals and events, which they claim to require not for $$$$ but in order to ensure "Public Safety and Order", one would suppose that this is so that they can ensure adequate manpower for same. That they now claim to not have the manpower means that:

1) They're bullshitting when they claim the permit isn't for $$$ but for Public Safety and Order

2) The Permittee is getting ripped off

3) They don't have enough cops in total to cover things

4) They have enough cops in total but are just imbeciles when it comes to scheduling and planning to cover these events

5) All of the above?

There's some IL State law that applies too:

820 ILCS 140/3 says:

So, Cops have a collectively bargained ntract that establishes meal periods right? If these fucks at the City aren't abiding by the Contract, then it's a Labor Contract dispute - file a grievance. Every adversely affected copper ought to file a grievance - ask for time due AND the money for working that period. This isn't a penalty to the City, just a control - if they want you to work through lunch, then you need to get PAID for it and get time off. The idea being that you want to make it COST them more than they're gaining.

If it doesn't cost them more, then they're going to continue to screw you. Take due notice of who you're dealing with, and govern yourselves accordingly.

Personnel Hygeine Items.

017-012B (B as in BUBBLEHEAD}

Officers will now be required to wear Depends undergarments while on Patrol in 012 the Land of BUBBLEHEAD. These undergarments will be worn under the prescribed uniform in a manner that will not be noticeable to the general public. Officers will also be required to carry a body odor spray to dissipate or mask any unpleasant odors in the event the depends become "full" and there is a chance the odors may alarm the public and cause panic.

Soiled Depends undergarments will be placed in a Bio hazard bag and brought to the Watch Commanders office for a replacement to be issued. Should the WC be unavailable the Biohazard bags can be placed in the trunk of 1200's unmarked car.

The manufacturer of these garments will be limited to R.J. Vanecko undergarments unlimited LLC.

To the "funny guy" speaking about having to follow the chain of command, you miss the point. I have 20 + years on the job and I don't do "stupid" anymore. 20 years has imbued me with a sense often referred to as "common" but tailored to the job. I will follow the path you more than likely learned via the military, (and obviously still embrace) when shit is hitting the fan. That is without question. There can be no other way on a high energy scene.

However I will not deal with micky mouse bullshit. 20+ years has allowed me to look straight at a superior when given orders like this and just ignore them. It is that simple and it works because they are humans also. They know that what they are suggesting is ridiculous. They also have plenty of hair gel troops who will perform as requested. It is a ration they can live with. The trick is getting the "hair gels" to behave in a similar manner. That and some of you folks to grow a set and stand up for yourself. No one else is going to do it for you.

I'm on a diet for health reasons that doesn't allow me to eat fast food or powerbars and I don't have to prepare my own food or fill my fuckn pockets with food because some fuckhole supervisor said no personals. And I'm shocked that I have to explain this one to you but many times I've gone to eat and sat down and was about to take the first bite of my food when I was banged on the radio so of course I'm gonna go down on a personal or lunch. What would you do? Leave your hot food and go to the call or eat? If you don't get that concept, you have an IQ of 15. You seem to take it personally that a P/O would get a CR on a boss. Don't take it so personally. You can still laugh at all their jokes and kiss all their asses and when you go to sleep tonight you'll still have dreams about running to their beckon call and doing just as they wish. Hope your dreams come true jizzelfuck.

Since you asked...

Illinois employers must provide a meal break to employees who work at least seven and a half continuous hours. This break must be at least 20 minutes long, and it must start no later than five hours after the beginning of the shift.

So No....Breaks are not required...but a Lunch IS. It can be paid or un-paid depending on the CBA for a union shop. But paid breaks are at the discretion of the Employer.

Exactly. If Stripper Foxxx doesn't want to prosecute the ILCS....figure a MCC you can ANOV for it.

Yes...I Know....hanging tickets to generate $$$ for the city isn't something you cops like to do thanks to the way the City has treated you over the years.

But if Cook County is being stupid about criminal prosecution...it might be time to figure out a way to cost Thug $$$ at the Muni level.


As I recall, you get court time to show up for ANOV's.


And can a cop here tell me, whats the ANOV code for a Junk Truck under 9-64-170? I saw one a few days ago on a Pickup around 7500 N Seely but couldn't read the writing of the PO that wrote it.

I heard every squad car in 012 will be fitted with a portable porta potty to be towed behind the vehicle.
No need to take a personal just high tail it to the back of the squad.

Well I'm sure he wont be in 012 long. He'll end up back at Ohare where he belongs.

I know 012 is pretty slow but they still get people shot and domestics and occasional Police shit. Its just not a healthy environment for a little Greek fella. Its not by accident 1/5'th of the Dept. puts in Par's for 8 openings at the airports.

The original comment was about proactive police work, not a total absence of police work. There is a huge difference. You should learn to read and comprehend before you start throwing shade.
