Bag Tax Failing

  • Cook County’s soda tax may have been stalled by a court order, but Chicago’s tax on disposable bags — in effect for six months — is not bringing in as much cash as the city had hoped.

    Chicago aimed to raise $9.2 million from the 7-cents-a-bag fee in its first year. As of collection on June 18, the tax has raised nearly $2.4 million in the nearly five months since it took effect; that leaves it well off the mark, said Molly Poppe, a spokeswoman for the city’s Department of Finance.
Here's comes the spin though:
  • That aside, the tax has had a significant environmental impact thus far, reducing disposable bag use per shopping trip by 42 percent in its first month, according to a preliminary April study.
So it's a success "environmentally." You know what? The neighborhoods where the re-usable bags are most prevalent? Those weren't the neighborhoods where the plastic bags were blowing down the streets and alleys, hanging in trees all winter, clogging street gutters and sewers. But "bag man" Rahm and "water bottle" Daley and soon, "soda" Prickwrinkle) are learning a strange reality:
  • When it makes economic sense for people to travel a little farther to save money, they're going to travel.
And when they travel, they're going to do some of their regular shopping there, too. And gas their cars. And buy their smokes. And their liquor. And a gun, maybe some ammunition. And maybe a big ticket item to ship back home. And then, Illinois is making it easier to leave the State completely and permanently by raising income taxes 32%.

Not amusingly, that money was already spent. The city, county and state base their budgets on "expected revenues. And when those revenues fail to materialize, they raise fees, taxes or fines, especially in a democrat run state. Spending is sacrosanct and cannot be touched.

Once the bag tax hit I always brought my own or shopped outside Chicago. Wonder how much sales tax money the city is losing on people shopping outside Chicago to avoid the bag tax? I will never by any drink in cook county again when that sugary tax hits. I'm sure many others will do the same.

Rham-hole... I been posting for months... we need a hypodermic needle tax for the hypes to pay... and a used tire tax for those people who run their cars into pot holes that the city refused to fill. Rham-hole will you ever learn. You might have to stop planting all those trees in the nicer neighborhoods and relax with the bike paths-- no one ain't got no money anymore. But I will think of great taxe schemes for u, do it for the childrun

I always recycled my plastic and paper bags anyway. In my neighborhood there were never any plastic bags blowing down the street. Now I bring my own bags or buy groceries outside Chicago. I have not spent a cent on bags. I will now buy any "sugary" drink outside cook county. I will never pay a cent on this silly tax. They will lose more money on more than just sugary drinks because people will buy other groceries while outside crook county too.

"The study will continue until the summer of 2018, said Doug Palmer, a senior associate at ideas42. Although the group has recently collected a new batch of data, Palmer said it has not analyzed it yet.

It will conduct more research in the summer and fall, and wants to see final results before it makes conclusions."


At the risk of sounding cynical, there's still time to "adjust" the findings for when the study is completed & released.

What about falling revenues, sure the made 2 million in taxs, what about the money lost from customers going elsewhere, my city spending has dropped about 80%. Sure Ill run in for a loaf of bread or a gallon of milk, but any $100 dollar runs are over. People have cars and will use them if they have to. Are they trying to make the nicer areas a food desert too?

All it does is drive more people to the suburbs to shop. I now do all my grocery shopping in the surrounding suburbs and if I need to grab something at a grocery store in Chicago, I carry it out. Rahm and the aldermen can shove those seven cent bags up their asses.

I retired in 97 and immediately moved to Wisconsin. Sure my pension is taxed here but I more then make it up in paying less property taxes and none of all the other BS taxes Chicago, Crook County, and Illinois dump on you with. I'd never go back and now my kids are all leaving the dtate too. Screw all you thevin Dummycrate politicians, you assholes will never learn.

Rahm, the expert on the NYC subway system, is pushing Trump to raise the federal gas tax.
Madigan also has a statewide "sugar tax" on the burner which he is waiting to push through once he declares victory over Rauner (Thank you Republican sellouts). Going outside Cook County to escape the tax won't matter.

When you ADD a stupid tax to bags and just about all liquid consumable products, the only thing you are doing is LOSING MORE ILLINOIS (Chicago and Cook County) jobs......honest hard working taxpayers have had enough of your SPEND then tax more nonsense....so now Jewel and Butera and Mariano's anywhere in the city and county will have to lay off THEIR workers when their sales drop dramatically.....
And now, thanks to the new "budget deal" here, we get socked again with an income tax raise.....

How about all you politicos cut YOUR staff 15%? How about we reduce the Alderman, and the Cook County Board by HALF? How about we take away that 1.5 MILLION $$$$ that each alderman gets to use as a "discretionary" fund?

You spend your earned money which you are again taxed on.
With few exceptions, every building or property in the city and county has taxes paid on them.
Well over 50% goes to schools-even if you don't have children or your children are out of school.
Every time you go out to dinner you pay taxes on that meal.
Every prescription you have filled, you pay taxes on.
Television, you pay taxes on.
Electricity, you pay taxes on along with every other utility.
Extra taxes on firearms and ammunition.
An overweight goiter throated County board president wants to tax soft drinks.
And these are just a few examples...
Taxes slated to increase by the incompetent thieves in Springfield.

My biggest issue is-So, Where Does All This Money Go?

Sheriff Tom Dart's budget has increased 124 million (inflation considered 41 million) since he took office in 2006. The Sheriff added 68 Shakman exempt positions while eliminating 602 full time predominately officer positions in the last decade. Records indicate the Sheriff has been incredibly reckless with budget decisions, resulting in 600+ less officers providing valuable resources and protection to the citizens of Cook County.  Records also indicate that Sheriff has had more than sufficient funding to keep staffing at standard/safe levels but inexplicably chose not to do so!

2006 Sheriff Budget:: $388,872,980.00
2016 Sheriff Budget:: $513,351,967.00   

Elimination of 602 Jobs..
 Sheriff office 2006:: 7,306 full time positions.
Sheriff office 2016::  6,704 full time positions.

Political Hiring..
Exempt Positions 2006:: 176 positions
Exempt Positions 2016:: 244 positions.

For those of you in Beverly and Mt. Greenwood our boarders touch Oak Lawn, Evergreen Park, Marionette Park, Alsip and Worth. Gas in those places are 10-20 cents cheaper per gallon. No bag tax there and they have every major shopping store. Part of Tinley is Will County no water or sugar tax and Indiana is a 20 minute drive with significant savings, our family has been doing it for years. Aside from a quick hotdog or hamburger at the local stand we haven't dined in Chicago in more than 10 years. Oakbrook, Tinley, Orland and Palos all within 20 min from South Side with free parking 5 star restaurants and bars and you wont get robbed. Send a message back to the city and take your business elsewhere. Believe me they feel it.

For all of us retirees, and those closing in on retirement; moving out of the city, or even out of the state only solves some of the issues involving this city and county. I too am moving , but I realize that I will be forever connected to the politics of this city and county. Receiving a pension from the city is a bond that will only be broken by death, or bankruptcy.

When grocery shopping, I drive a short distance outside the City. Get my bags for free, and store them in my vehicle. Because people are shopping outside the city it's forcing stores in the city to drop prices and there are some great sales. That's when I reuse the bags in my car. So if I can figure out how to save a buck by avoiding the bullshit seven cent bag tax, then there's a bunch of others doing the same thing. This is one of the reason the City is not getting their project revenues. On guns or ammo, I order on line to a gun dealer outside of Cook and have my ammo delivered to a friend's address outside the City. Not being a racist but just pointing out what I've observed about the Democrat's, because they'v been pandering and enslaving minorities, with their mind control; the Democrat's have lost site that normal thinking people are not under their control or are willing to follow them over the cliff. This City and State make me sick, and I can't wait to see this place in my review mirror.

Make sure that SNAP recipients aren't penalized with the 7 cents plastic bag tax. Considering that this is the group that routinely litters our trees, streets and sewers with these bags (and We're the ones that have to pay for their littering...)

What happens when their claims dont pan out? Well, they just make more and more outlandish claims about their next new idea...like per bullet tax, 15 bucks an hour or penny per ounce tax. They just make it up, borrow against it and blame others.

Those "spending cuts" being touted will never touch her crook county minions......neither those on the county payroll nor those receiving the oh so "direly needed", and connivingly named "entitlements"......which, over the past few decades have been mutated from " on the dole" to "benefits" to "entitlements" which, as the name implies, every recipient is 'entitled' to receive.

And, this is dead on. Live in Mt. Greenwood, go to the Jewel in Merrionette Park. Know many many others doing the same, so not only are the not getting the revenue from bags, the store is losing revenue and the city is losing revenue on other items NOT being bought in Chicago. I would claim for the city, they have not made 2+ million dollars, but actually lost millions on taxes not collected on people buying stuff outside the city.

When is the water bill increase supposed to level off? Seem like each bill goes up 5 to 10%. Worst part for me is that I am in a condo which can not be metered so we all get the flat estimated bill. I live alone, take a 5 minute shower each day and do 2 to 3 loads of laundry a week. I am paying more than my partner, who is metered, that has a wife and 2 kids, a pool and waters their lawn a few times a week. WTF!!!

Retired CPD living in Southwest suburbs. I will not shop in Chicago. If the soda tax happens I can drive a short distance to another county or Indiana to shop and buy gas. DEMOCRATS ARE JOB KILLERS! With the Democrats hiking personal income taxes and corporate taxes hundreds of thousands of residents and jobs will flee Illinois. It doesn't make any sense to us peasants but it makes sense to corrupt self serving politicians in Illinois. They only strive to stay in power and enrich themselves. What makes her so honest? She is saying that if the soda tax doesn't go thru they will lose 220 million next year. Then she tries to strong arm and intimidate the voters by saying there will have to be a 10% cut in county services. Math doesn't work. A 5% cut of the 4.4 billion budget would be the 220 million she needs to make up. Nothing honest about that

ALL, gas, water, pop and everything else possible purchased in suburbs,the only reason any purchase is made in Chicago is due to EMERGENCY! I don't drink soda, but once the tax kicks back in, Lake/Cook road is going to see extra traffic at the costco in Lake County. Gas, pop, water and everything else. I worked for a company that moved out to Oakbrook in the 80s or early 90s for a host of reasons, but we paid from the move with savings on sales tax (we printed a lot of reports on paper back then and sales tax was higher in the city) and the head tax.

I used to spend one day in the city whenever I visited family, but parking, taxes and crime keep me out now. (not necessarily in that order)

I always love going over the border in Indiana to stock up every two weeks. The parking lots typically are Illinois plates. We all smile and nod to each other without speaking a word. We're all thinking the same thing. "Shove it up your fat ass cook county."

And how is that to be accomplished?

The entire history, literally, of this crooked county we call home has been one of endless conniving, scheming, scamming, chicanery, etc., all for the sole purpose of getting elected/reelected to positions of governmental authority which bestow upon the elected/anointed the power to impose ever increasing and imaginative thievery's/taxations upon an ever diminishing population of those who actually earn their means for acquiring their daily bread.

Greed drives this vehicle of crooks, mooks and miscreants.

Human ego avoids humility.

Human ego requires the thinking, feeling and believing that it's thoughts, feelings and actions are of significance.

Thus, the voter, being human, must think, feel and believe that their individual opinion, expressed when voting FOR a specific candidate up for election/reelection, has intrinsic value.

It doesn't.

The only value of an individual voter's vote is if more individuals vote for ONE specific candidate than any other.

That is how incumbents routinely get reelected, by doing whatever it takes to make the result of an election = incumbent gets more votes than any other candidate for that office.

The only way an incumbent gets fired is by not getting more votes than a non-incumbent on the ballot.

Even in a 2 person contest, this rarely occurs in the county of crooks, city of shitheads or even the state of slimeballs.

Because the human ego of the voter demands the casting of votes FOR a specific candidate, incumbents are, if not always smugly comfortable, usually confidently smarmy, even with a seemingly strong challenger.

Math will shatter their world.

And, much like the goofs at CNN, they won't believe it until they feel it.


Fire the incumbent equation:

1. Identify incumbent name on ballot

2.

If incumbent name is listed First, vote for whoever is listed LAST

OR

If incumbent name is NOT listed FIRST, vote for whoever IS listed FIRST.


To fire an incumbent, the voter must not give a shit who gets elected, as long as it's not the fucking incumbent fuck.

This requires the purposeful denial of the human ego's craving for feeling that their individual vote has any value, even when the candidates they've repeatedly voted for NEVER fucking win.

Winning may not be everything, but, it's the first thing that must happen, if being repeated fucked by politicians isn't your idea of having a wonderful time.

This bag tax discourages shopping in the Loop. The Barnes and Noble at Jackson and State is a treat to go to---like the old Kroch's and Brentanos. However, since books are paper---one little rain drop and they are trashed....it's not like they have a parking lot either. Why not exempt retailers like Barnes? I can see not giving a bag if you buy a soda pop.... I will just "show room" and go to Schaumberg where they give you a FFREE plastic bag with handles.

Then she tries to strong arm and intimidate the voters by saying there will have to be a 10% cut in county services. Math doesn't work. A 5% cut of the 4.4 billion budget would be the 220 million she needs to make up. Nothing honest about that

Your mixed drink at the bar say rum/coke or 7&7 ? they have to collect the tax on how many ounces they put in each drink. Yes sir, thats $5.05 for your drink - I put 5 ounces of Coke in it......

In California they completely banned plastic bags. In LA that put 300 people out of work because the company making them closed their doors. I pointed out that you can defy the ban by purchasing a box of small trash can liners, advice that went viral in LA. You can also purchase the actual plastic shopping bags from Amazon they are real cheap. For less the $50 bucks you can get enough plastic shopping bags to last for years. Thank God I live in Wyoming none of that BS here.
