Electronic Monitoring Failures

  • A woman who was reportedly robbed and sexually assaulted in her South Side home last fall is suing Cook County and a GPS-tracking contractor, claiming they failed to detect that one of the alleged assailants had left home four hours before the attack despite being under home confinement.

    The woman, identified only as Mary Doe in the lawsuit filed Thursday in Cook County circuit court, was allegedly attacked at her Roseland-area home in September. News reports of the crime say the 30-year-old woman was sleeping when she was sexually assaulted at gunpoint by two boys, one 16 and another 15, while a third teenager held a knife and acted as a lookout.

    According to her lawsuit, the 15-year-old had been ordered by a judge to wear a GPS anklet and remain on home confinement after being charged in juvenile court with robbery. Workers at Sentinel Offender Services failed to notice the 15-year-old had left his home four hours before the attack, according to the lawsuit.
What surprises us most about this is that the Tribune actually covered it. Obviously, the Sun Times won't because of the high level hiring Dart has done for the families of assorted reporters. But no one else can be bothered to find out why Dart's Electronic Monitoring Division can't locate 500 inmates that have been labeled as "non-violent," even as these inmates have a propensity to be arrested later in possession of guns, robbing people, raping women or managing to get shot at some point outside of their "curfew" hours.

It's a head scratcher, but maybe a few multi-million lawsuits will wake up voters to the incompetence they have allowed to take over their justice system.

The city and county will fight these lawsuits tooth and nail.

I hope this woman wins her lawsuit and collects millions of dollars. This county is so fucked up and corruption runs through its veins. The electronic monitoring system is a joke. Bleed this county dry woman!!!!

Good for her. I'm sick of the juvenile system. Judges giving out hugs and making the little criminals write apology letters.

Someone should reach out to the former Director of Electronic Home Monitoring for Tom Dart. Yeah, the one that resigned rather than put up with Darts nonsense over releasing violent criminals. He has some good stories to tell. The number SCC has is low. There are far more than 500 missing and Dart has no idea where they are and is not even looking for them. Remember, the name of the game is appeasement along with emptying the jail.

Reminds me of dude in Pritzker Park buying his afternoon high while wearing his anklet just a few feet from the metropolitan corrections center and directly across the street from 333 S. State that houses many of the city's department offices. He had absolutely no worries about being caught away from his domicile as the dealers have no worries getting caught selling on that great street, State Street.

Current CPD here, my brother is in the county EM unit. This is straight from him and he's shown me the proof. Over 3K shitheads on EM, over 80 of them are on current murder or sex crime charges. Over 530 declared awol and have been issued warrants. EM brass are all Dart bootlickers, and former CPD who don't want to lose that 2nd pension. Per supervisory order, enforcement of violators is kept at a minimum as to keep the jail empty, and dope and drugs found in the houses are told to have a blnd eye turned to them. Fugitive warrant unit who works alongside the EM guys number less than 10 total. They have a huge caseload and are pressured to only pursue low level offenders, to avoid any negative press before tommy makes his next move. In the last 6 months there were at least 6 confirmed guys who caught murders while they were suppose to be confined to their houses, 1 of them killed his ex girl and had been gone for 4 days before anyone was sent to check on him. Things were so bad ed Burke Jr tossed his star on Tommys desk and told him to fuck himself and quit. There hands are tied just like ours and I don't blame them for collecting a check.

One of our districts little angels did at least 2 armed vehicular hijackings while on EM in the span of an hr. When it went to court, the victim, an elderly male, was unable to attend because he's hospitalized so what does the judge do? He throws it out. Even when a representative from EM showed up an proved that the offender was at the scene of both incidents....miles away from his residence.

Someone should identify any member of the news media that has a relative working for Dart. The Cook County Sheriffs office had a web site that listed every outstanding warrant in the county. They took it down and if you call the county warrant section they will not talk to you. But sources have said that there are almost 50,000 outstanding warrants in the county. No one is looking for these people
