Daley v Prickwrinkle?

So an e-mailer sent us an informal survey he took of coppers (click for larger version):

Unscientific, but basically along the lines of what we hear at work and on the blog.

Here's someone who studies the political scene for a living:
  • Here is a current snapshot: It's all about "pockets," which means capturing 25 to 30 percent in one or more geographic, gender, ideological or racial demographic. The political expectancy is that Preckwinkle has broken the 20 percent barrier, but that her ceiling is 21 to 22 percent. Bunched at 10 to 12 percent are Daley, Willie Wilson and Susana Mendoza, with the first two on an upswing, Daley peaking at 15 to 16 percent, and Mendoza stalling. African-American turnout will be about 30 to 33 percent, and Wilson is taking votes away from Preckwinkle. Mendoza was thought to be 2019's perfect practitioner of "identity" politics - young, female and Hispanic. But she has some odious connections, and Hispanic turnout will be anemic.

The third tier, bunched around 7 to 9 percent, consists of Lori Lightfoot, Gery Chico and Jerry Joyce. Chico blew cash on early TV ads, got some traction, but peaked too soon. Paul Vallas attempted to position himself as everybody's second- or third-choice, but that is absurd when 20 to 25 percent of the voters don't even have a first choice. And the two biggest fizzles have been former CPD superintendent Garry McCarthy and Amara Enyia, who had the fringes open to them, and bungled it. Neither will break 3 percent.
An interesting read and not far off from what we expect.

He also has a favorable view for 41st Ward Alderman Napolitano winning handily.

So joyce was put there to steal votes from vallas and chico to help Daley. So run off will be Daley and preckwinkle. Daley already stated he will attempt to change the state constitution to diminish pension benefits. So to all the idiots that voted joyce thanks. Maybe you should have googled his dad.

I think the strategy of voting for a top 4 candidate to force a run off against Preckwinkle is bad for us. POs talking Mendoza or Daley but we should make a push for Joyce. Let family and friends know because no one has a candidate. It is important to come out and make a statement.

And What about the races for Aldermen? Many cops and firefighters live in Arena's 45th Ward, and there is Great Concern that Arena may be re-elected. Arena is a dangerous Progressive, and no friend of Chicago Police Officers or any City employee for that matter. Yet, I am told that the Firefighters Union, for some unexplained reason has endorsed Arena and Preckwinkle, another enemy of City employees; why? Also SCC, why are you ignoring the Jussie indictment? Jussie Smollett has shown himself to be brilliant! He is the First Documented case of an American being successful in scamming Nigerians! That alone is worthy of note. In addition his prosecution sets an interesting precedent, because now we can surely expect that the State's Attorney will prosecute every CR against Chicago Police Officers that turns out to be Unfounded; Right? Stay Safe and be Careful. Baby "G"

Yes I said I wouldn’t go after your pension but after fiscal consideration I’m asking for the State to reduce the Benifits and ask for more contributions from the officers. Sorry a time leap ahead from a speech from Daley or Vallas and Joyce. I don’t believe any of them Vote for Vallas SCC and most people trust him. But he’s a proven “Woouusy”and yes man for Obama., Rahm and Daley in the Washington.

Don’t listen to fake news and polls! The media wants to shape people’s perceptions by consistently just showing the same few candidates over and over in order for people to perceive that those are the only top candidates. You not only have to vote for whom ever your most aligned with but also whatever candidate will be most likely to back the Police and change Chicago for the better. I don’t see many candidates who support my views other than Jerry Joyce. I initially was going with Vallas until I did a little research. Not only did he screw the Chicago Public Schools up but he also joined the other asshole candidates by villifying the police after the Laquan verdict. Not ALL Police can be painted with the same brush and categorized the same. His overall Anti-Police attitude and the way he negatively talked about how the entire department needs reform totally turned me off. Even though he has family otj I was shocked to hear him pandering and throwing us all under the bus. That’s when I changed my mind and went with Jerry Joyce.

So what do we do if the runoff is Preckwinkle and Lightfoot? Our votes are split between Vallas and Joyce. Neither have a chance in the runoff. We dont like Daley, but if he is positioned to be a possible runoff candidate why would we take the risk of Preckwinkle/Lightfoot? Last i looked these 2 are not too favorable to Police. Matter of fact they are not too favorable to anyone but their constituents.

I have to call bullshit. This from the same person/people who have been pushing Vallas all along on this blog. First Joyce wasn't really running. Then Joyce was running only to help Daley win, I still don't understand concept. Then Joyce is an insider because he father was a state rep back when we used call boxes. I know there are a ton of Greek coppers that want their guy in but come on. John Kass has helped him stay in the lime light, but running CPS and saving the completely corrupt Chicago State University, just to turn it back over to those using it as an ATM doesn't exactly make him an outsider. I am supporting Joyce, he supports the police and is one of the few candidates who have had a successful career in the private sector. Joyce has a strong campaign and the best ground game in the race. Read up on his plans and his accomplishments.

Can’t believe the firefighters endorsed Preckwinkle. Are you sure about that “Baby G”. Ever though I have friends and family who are CFD, they can be some of the most hard headed people you would ever want to meet. But if this is correct, at least local 2 has the guts to make an endorsement. If FOP has, I haven’t heard about it. How about getting off the sidelines and saying something. The last two people I would want as mayor are Daley or Preckwinkle. Spoke to a teacher I know who had nothing good to say about Vallas, but the CTU is not our friend so that makes me inclined to vote for him. Joyce is nothing but a spoiler. The old man was very tight with Daley, and has a personal anomosity for Vallas. As a previous blogger said, google it. None of these candidates is perfect, but right now Vallas has my vote.

That's an easy answer, FOP is gutless. Afraid to endorse in fear of burning bridges, especially Daley. Secondly, how many votes did this survey garner? This means absolutely nothing. How can any copper vote for McCarthy after the damage this asshole caused to our department. Obviously Vallas or Joyce are our only hope and we're divided on it. A lot of us won't vote for Joyce because you think he's part of the machine. He isn't. Let me educate you on something. Jerry was committed to this race before Rham decided he wasn't running. He's for protecting our pension, hasn't gotten on the Laquon bandwagon and really truly cares about City workers and appreciates us. Only reason he's not getting invited to forums or discussed in media is because of Daley and his muscle are cockblocking him after Bill asked Jerry to step aside and endorse him, to which Jerry responded, not verbatim "Go fuck himself".
Guys, you may say who you want but don't mean much if you don't go and vote. It's been shown our dept. has a poor history of actually voting. Do your civic duty and vote. Me, I'm voting for Jerry. Yes, I know him and I believe in him. It's not about favors, it's about protecting my future, cause I'm not far from retirement and I want what's deserved.

I want to thank everyone here and in the alternative media that helped expose this latest racial hate crime hoax. Well done.

Outside of Tucker Carlson, there are now pretty much no - ZERO honest reporters/commentators on crime, mass immigration in the mainstream TV media. The few "Conservatives" allowed air time are the cursed Neo Conservatives or Cuckservatives who simply lobby for endless new US Wars/Interventions in the Middle East and restarting the Cold War against our European Kinsmen the Russians - that's when these Neo Conservatives/Cuckservatives are slandering honest Populist/Nationalists in Poland and Hungary or some brave working class English blokes who dare just notice that Pakistani Muslims have been sexually grooming, raping poor English girls in post industrial Northern England.

I go to Secondcity Cop, Hey Jackass and Crime in Wrigleyville and Boystown every day to get honest news about Chicago violent crime and political corruption.

Thanks so much.

I'd like to set up a similar privacy protected blog presenting real crime and corruption news focusing on the South Loop all the way through Bronzeville and Hyde Park - boundaries pretty much the same as the turf of the University of Chicago Police.

Is there any way I could contact any of the blog editors of these excellent anti crime blogs to get some tips about setting up a similar blog in my area? I ensure complete privacy as much is possible in our PC, BlackLivesMatter, SPLC, CNN Deep state.

So, Our best interest would be going for the candidate closest to Prickwinkle and that would be Daley...We NEED to keep Taxwinkle out..She of all people will definitely be shit for us and the City. According to Daley’s campaign manager, who I’ve worked with before, Joyce struck a deal with Daley to keep the white vote from going to Vallas. Vallas is a HUGE threat to Daley because he’ll fuck his city contracts, which those contracts are part of the reason we’re so bankrupt. I voted for Vallas and really hope he wins, given that our pensions won’t get fucked with and getting retired healthcare back that Rahm stole from us. Vallas is the sensible choice, however...
its too bad CPD only represents maybe, probably, translates on a good day, into 20-30,000 votes across the family in 38,38,45,41st NW and the SW side 13,19,23rd Wards
Turn out is crucial especially to keep Prickwrinkle out and off the runoff.

My 41st Ward block neighbors support police but how they’ll vote is another thing based on all the Daley signs.
If you look at who voted Donald J Trump etc,

The short survey only shows the police as sensible, knowing the bias that spews from Prickwrinkle and the history of Familia Daley, with Shortshanks 3.0 as a former obama-clinton supporter(just like RottenRahm, go figure) and financial brain trust. And if matters, SS 3.0 Cabinet post would eventually wind up under none other than Penny “big bank” Prickster, sister of the current IL Gov.
SS 3.0 is a one term seat holder just as he was for the obama cabinet.

That being said it’s a tough decision to try and vote Vallas for the runoff or roll the dice on Shortshanks 3.0 -Prickwrinkle Runoff .
Of course all the while hoping that a house or bucket of water falls on Prickwrinkle sometime between now and April.
If CPD family plurality Wards and the rest of the City go Shanks 3.0 in the Primary, then we have no choice but to vote for him too.
Voting in DINO’s Chicago is all about voting against, not for candidates. There will never be anything better.

Russ Stewart is hardly ever wrong. Very good work sir.

Stay Safe and b

Baby G what’s this about the fire union backing Arena. I am told , by who.? Show some proof of that. Arena has endorsements listed and I don’t see any Chicago Firefighters union in the list

But I can tell ya that most of the cops I’ve talked to have voted for him. I need my pension so the wife and I can relax. Healthcare would make it a whole lot easier too. At least vote for somebody who actually has a chance. Ain’t no black or Hispanic person voting for Joyce, can promise ya that one. I'll be honest, I had a guy come to my door asking for a signature for Jerry Joyce. I told him to pound sand and Joyce was another 19th ward political hack. I live in the 19th ward. At the time, I was on the Vallas train. I even made a few donations. However, I've had a change of heart. Vallas lost my vote after he felt the need to pander over the JVD sentence. He could have saved that for if he got into a runoff and needed a few police hater votes to push him over the top, atleast then I would understand the pandering...but not agree with it. Then after he whined alongside Amara Enyia about not being invited to the forum, Daley drops out of it, and he slips right in and never says another word. No class move. His grievance was that the other candidates weren't being heard, but he swoops in. So today, If you're out there....My apologies to the guy that came to my door. I was a dick. I will be voting for Jerry Joyce.

If it’s Daley and Preckwinkle in the runoff, we’re fucked either way and I won’t vote.

Check this article out in the Tribune back in 2000. This IS the Jerry Joyce SO many of you are in love with. He is a Daley stooge in this to take away the 19th and 41st Ward vote from Vallas.

Aren't you relieved that Mayor Richard Daley banned political clout in Chicago? Admittedly, I was worried about rampant corruption at City Hall. But since Daley said that clout was finito, we can all relax. The mayor's anti-clout edict was born at a news conference the other day--after the Tribune broke the wrought iron fence scandal. Daley was so upset, he said he would rather quit than let his political pals influence city contracts."I would sooner leave office!" he vowed and he made a stern face. Then he said clout was finished too. He made another stern face. It was truly a stern face. "I have billions of dollars of work going out," Daley said of city contracts. "None of it can be clouted. They cannot be clouted!" That was Monday at City Hall. But on Tuesday, a funny thing happened at the Metropolitan Pier and Exposition Authority. The authority is a board controlled by Daley--it oversees McCormick Place and Navy Pier, and all the contracts and the jobs there. So think of a hog farm at lunchtime. And on Tuesday, McPier board members gave a juicy contract to Jerry Joyce, son of Daley's top political operative, former state Sen. Jeremiah Joyce. And I mean juicy. It has to be worth millions. Jeremiah Joyce used his considerable clout--oops, make that smarts--to elect Cook County State's Atty. Dick Devine. Son Jerry Joyce works for Devine as a $79,000-a-year political lobbyist. But that's not clout. Neither is the new contract. The mayor said so. You wouldn't want to confuse the poor guy, would you? More than 8 million people visited Navy Pier last year. It's a top tourist spot, with the Ferris wheel and such. Many of those 8 million people get hungry and thirsty. That's where Joyce comes in. The McPier board allowed Jerry Joyce and a partner to operate The Navy Pier Haagen-Dazs Ice Cream Parlor. It will be near the new Chicago Shakespeare Theater. Everybody knows that Shakespeare lovers are crazy for ice cream. But the Joyce ice cream parlor will offer other treats too: Like whiskey, beer, wine, vodka, gin, you name it. A cynic might wonder if the words "Ice Cream Parlor" were just a cover to let a politician's kid open a tavern in a choice area. But clout is kaput. I heard Rich Daley. He wouldn't fib."Absolutely not. Politics had nothing to do with this," said John Clay, the Daley-approved general manager of Navy Pier. Clay confirmed that Joyce was involved in the deal. "If I were leaving the Shakespeare Theater with my kids, and we stopped to get them some ice cream,I might want to have a sandwich and a beer,"Clay said. Clay's right. Little kids who enjoy all the bloody murders in "Macbeth" should get two scoops, nuts, chocolate fudge, cherry juice, the works. After my Shakespeare, I get parched for a cold brew. Especially if you chew popcorn in a theater. Millions of people eat popcorn at the pier. It only costs about 4 cents to make and package a $3 bag of popcorn. You can sell thousands of bags a day. And it's a cash business too. In the old clout-heavy days, politicians cut each other's throats to set up popcorn stands at the airports. In 1989, Richard Daley attacked former Mayor Eugene Sawyer for awarding an airport popcorn stand to a supporter. He waved his arms. He was Mr. Law and Order State's Attorney. Sawyer was "helping political cronies!" Daley cried.

2/22/2019 10:02:00 PM
Anonymous Anonymous said...

Part 2
With clout as a memory, cronies are extinct too, by mayoral decree. So guess who already has the concession to sell popcorn at Navy Pier these days? Go on, guess. That's right, Jerry Joyce and his partner, Chris Heitmann, president of Cupid Corn Inc. Jerry is the secretary. "I don't think we're getting any special treatment," said Heitmann, who said he and Joyce were the only investors. "You're talking a substantial investment. We'll be putting in a million-plus to set it all up." Jeremiah Joyce is considered Daley's political brain. His thoughts appear regularly--albeit anonymously--in the mayor's favorite tabloid. He installed his sister-in-law Eileen Carey as the boss of Streets and San. He's made millions from no-bid concession deals at O'Hare International Airport.Joyce not only elected Devine, he also elected a 19th Ward apprentice, Cook County Sheriff Michael Sheahan. At City Hall, the sheriff's brother, James "Skinny" Sheahan, took care of the players in another Daley scandal--the Outfit-connected Duffs. Now Skinny takes care of the Duffs at McCormick Place and Navy Pier, where he's a boss. But don't worry, Chicago, clout has been snuffed. Guys like Skinny Sheahan and John Clay are seeing to that. Plus, Rich Daley said so.

My suggestion to you is take a half an hour on the internet and read about the Joyce family (Jeremiah Joyce Sr.-father, Alderman, State Senator, attorney "second half of Mayor Daley's brain" as quoted by some in the news, and brother Kevin C. Joyce-Ill. State Rep.) Read Royko, Kass, The Reader, The Tribune, The Times and others. Read about all the lucrative City contracts and the connections to the Daley family. Then make your decision, but not on a candidate's current talking points.

Please stop with the, "we don't have the money for pensions." The city just voted to give $900,000,000.00 to Sterling Bay to develop the old Finkl Steel property. That's a billion dollars handed to a connected company to make a bigger profit. That's taxpayer money that should be used to pay bills. Bills like pension payments. The real problem is that the city chooses to NOT make their required pension payments and instead hands the money out to the connected. The city and the state are not broke its all bad politics. Look at the federal government our national debt is out of control and nobody cares. Its the American way. "FU pay me."

I wanna know who Eddy Burk is voting for in the mayoral election. This could be his last one. Felons can't vote in federal prison. Just ask Blogo. Speaking of Blogo, he must be fit to be tied. A few years ago Pritzker was caught on a federal wire tap talking to Blogo trying to cut some political deals for Obama's vacated State seat. Now Pritzker is the Governor and Blogo is in the slammer. Oh those darn wire taps. It's unfair I tell you, it's just not fair.

CMON JOYCE???

To supplement the detective division, the position of “detective emeritus” would be created to allow recently retired detectives to be called back on a case-by-case basis and paid on an hourly basis. This additional pool of detectives would help combat potential staffing shortage

Why not just exempt dick from early retirement?

– Seeing a lot of these type of comments:
“Choosing between Daley and Taxwinkle...Daley wants to open the IL Constitution so he can reduce our pensions...”@ 2/22/2019 03:56:00 PM

–. Don’t be fooled, they’ll tax before they’ll ever change the pension code.
Daley and the rest of the Democrats are ALL calling for pension reforms in one form or another. Any IL Constitution Convention has to come from Springfield before it even gets to the Voters who overwhelmingly Voted Against change the IL Con.in 2008.
All Democrats are All Talk.
Teacher Retirement System and affiliates are the largest pension draw and biggest contingent of the Dem Voter base.
Current plans for pension reforms, for one is a call to consolidate all teacher pension into one lump controller, downstate doesn’t want Chicago getting the biggest or any piece of their pie and all the fiduciary control taken from their pension boards. It would also make Chicago teachers to contribute way more than the current 2% as opposed to an obligated 9% pay benefit to some school districts in the State. Then there’s pension caps.
Teachers active and retired will not vote for this. Nor will any labor union
Democrats will never change the IL Constitution.

Find another reason to vote against another Democrat and there’s many.
Pensions are safe but income taxing them is another possibility and all Democrats like taxing everything.

What it comes down to is this. Can Jerry Joyce or Paul Vallas beat either Daley or Prickwinkle in a run off and unfortunately the answer is no. If it was Joyce vs Mendoza or Joyce vs Chico or even Joyce vs Wilson then maybe.Same goes for putting Vallas name instead of Joyce against those 3. Now a Vallas/Daley runoff would be fun to watch, real fun.But it ain't happening because of all the other candidates that will take votes from Vallas on Tuesday.Vallas has no money;have not seen a TV add from him since December.Seeing a bunch for Joyce and a few for Daley as well as the anti Daley adds. Thanks to whoever is running them. I do think if he can get the support of the White voters that Willie Wilson can finish #2 to either Daley or Prickwinkle.Unfortunately I think there are enough dumb dumbs that will vote for Prickwinkle so that she gets the most votes Tuesday. She might get 20% .Next up behind her will be 15%,15%14%,12%,10%,8% and the rest. Now Chico, and Mendoza need the Hispanic vote to turn out big time for them to be one of those 15% ers. Otherwise it will be Daley. But it can be Willie Wilson if enough people see that he is anti machine.I wish Joyce would get a chance and the Jesuit mafia could work their mojo. But I'm learning towards Wilson. My heart would vote Joyce but my gut says vote Wilson.

My guess is the pension mess could be fixed this way. I don't think a constitutional amendment can pass to change the pension clause in the Illinois constitution. I don't think Mike Madigan wants to use up his clout on something that's going to fail I think it would be close but I think it would fail.

What could pass is a bill to help so-called down state pension plans where local units of government would be allowed to declare bankruptcy. That way the federal courts would be the bad guys and Mike Madigan could stand by the side and say it wasn't him it was the courts. My guess is they would exempt Chicago from being allowed to declare bankruptcy. I could see the teachers unions getting behind this kind of plan, at least in a behind-the-scenes kind of way. Because Chicago was Exempted it would not affect the Chicago Teachers pension plan, and the rest of the state teachers use the mostly state funded TRS system which probably would not be affected since it is a state-run plan even though it covers local employees. So they would get to keep theirs and as a whole the teachers union have a whole lot more clout than anybody else with Madigan.

This will not fix the mess the state pension plans are in nor the arguably worst mass the Chicago City employee pension plans are in but it would fix the rest of the state's pension plans and put the rest of the state in a much better position. No doubt some back rum deal will be made with the teachers union that if it does fix the rest of the state somehow I'll be TRS will be come better-funded, probably along the same model as IMRF. The teachers could see this as their best bet not to lose anything by screwing everybody else. I could see that happening real easy.

A decade or two later they can come back and add whatever local units of government were Exempted to the law by showing how well it worked in the rest of the state. That way all the city too has to do is hang on for 15 or 20 years. The Pension funds will be empty by then anyway so it will be a moot point.

Let's clear some of the Joyce's peoples rumors they are working hard to spread about Vallas. He has NEVER said he's going to take away any pension benefits or increase contributions. He was talking a few months ago on The Morning Answer and explained why he has a 5 year cap on property taxes. Amy Jacobson asked him how can the pension problems be fixed w/out raising property taxes and he explained the only choice to that is go to for a constitutional amendment. Which is has said time and again he will NOT do. I'll add his plans to this post and you can all read for yourselves what his plans are. He fully supports the PD and FD. Daley hates him because he's a threat to the banks and the hooked up contracts, he doesn't play that game and they know it. Daley actually called Vallas to get him to stop running and he was in fact told to go fuck himself. That only pissed Daley off more. How do you think he's had a hard time getting donations. It's all tied to Daley. He's a POS.

Paul Vallas on CPD/CFD first responders purchasing their own protective gear
VALLAS FOR ALL CHICAGO·SATURDAY, NOVEMBER 17, 2018

It’s a question of what we value.
Where are the values of our City Leaders that we would not take steps to ensure that all of our first responders have the critical protection gear needed to keep them healthy and safe?
That point was driven home again for me last Thursday when I attended the Chicago Police Department Memorial Foundation Valor Awards Dinner which honored the service of Commander Paul Bauer. Part of the money raised by the Foundation goes to off-set the cost our Police Officers have to pay themselves for replacement bulletproof vests. When I was City Budget Director, I ended the practice of police officers buying their own vests. It’s hard to believe that the purchase of replacement vests is still the responsibility of the individual Police Officer. This is also the same with firefighter personal protective gear. Knowing full well the links between substandard and dirty personal protective gear with cancer, the City has refused to provide, at the very least, secondary gear to ensure that firefighters always work in clean non-hazardous gear.
These will be non-issues when I am mayor. When my father, myself and two of my sons were in the service we didn’t have to buy our own helmets, flak jackets and other essential gear. Police bulletproof vests and replacement and duplicative firefighter personal protective gear will be provided by the City when I am mayor. Let the money raised by the Police Department Memorial Foundation and such wonderful events like the Valor Awards go to the support the families of those who have fallen or been disabled in the line of duty. Ensuring that all first responders have quality protective gear is a city responsibility.

Resolving the Pension Funding Issue

Paul's plan will fully fund the city’s pension systems while balancing the budget and capping property taxes while freezing fees and fines. The plan does not reduce benefits for either new or old employees.
The Plan

While there is much talk of a “grand compromise” to be reached with labor, state and local governments and the business community to amend the Constitution to address the city’s pension funding needs, it is unlikely to happen even if Governor-elect Pritzker had not voiced his opposition to such an amendment. As for the talk of changing the benefits for new employees who would not be protected by the Constitution, that has already been done. Employees hired after 2010 became Tier 2 pension participants at far lower benefits. Tier 2 employees contribute much more than what it takes to pay their own benefits and are, in fact, subsidizing Tier 1 retirees. This, in itself, could create future legal problems. It is highly unlikely there would be support for a further diminishing of new employee future pension benefits. Paul oppose any changes to new and old employee benefits.

The underlying pension funding problem is in large part the result of inequities in State funding which discriminated against Chicago Teachers and the city’s irresponsible decision to secure, through State legislation, a “Pension Holiday,” that allowed it to skip payments to all city-funded pension systems. The Police, Fire, Municipal Employees, and Laborers were all victimized by the pension holiday. The city also secured a pension holiday for the Chicago Teachers Retirement System. (It is ironic that the leadership of a number of unions’ leadership has orchestrated the endorsements of candidates who supported the underfunding of the systems.)

The Pension Funding Obligation

Currently, the city contribution to employee pensions stands at $1.228 billion. State statute requires that City funding is ramped up to $2.161 billion by 2023. This is almost a billion dollars more than the City is contributing now. The City must meet its obligations because the State Constitution mandates promised employee benefits. There can be no changes unless the Illinois State Constitution is changed. Nothing short of City bankruptcy would circumvent this mandate, and any bankruptcy route will be a prolonged process that would do serious damage to the City’s business climate and be subject to years of expensive litigation.

The city has four years to ramp up to their funding level. This gives Chicago time to implement a financial plan that will include a practical, reasonable agenda to secure more State support and to take a series of actions that can secure reasonable savings in the city and city-controlled agency budgets that can be freed up to meet the pension payment obligations.

2/23/2019 06:01:00 PM
Anonymous Anonymous said...

The Four-Year Ramp-Up

Paul have developed just such a plan. The plan includes supporting a legislative agenda that protects the statutory local government share of any increase in the State Income Tax that Governor Pritzker and the legislature enact, restores the illegal diversion of Corporate Personal Property Tax revenues that occurred during the previous administration, and phases in, over ten years, full State funding equity for the Chicago Teachers Retirement System. The first two items are things every municipality and county will be supporting and could be phased in over the next four years during the pension ramp-up.

The Springfield Agenda

This Springfield agenda alone will cover more than half the funding needed to complete the statutory pension funding ramp-up. The remaining obligation could be met through savings realized in the city budget. Paul has identified a number of specific budget areas where the growth in city non-pension spending could be reduced over the next five years to provide the balance of what is needed to meet the city’s pension obligations. These areas include overtime, contractual services, worker’s compensation, healthcare, and more. Just a five percent reduction in base spending over the next five years would enable the City to meet the balance of the pension funding ramp up. By 2023, the State mandated annual increases in pension contributions will be much more moderate and financially manageable – not only as a result of the almost doubling of contributions, but because of the increasing numbers of Tier 2 employees in the system.

While some have advocated for the earmark of revenues from a City Casino or a tax on cannabis to fund pensions, Paul would be cautious about making pension funding contingent on uncertain and unproven revenue sources that would at very best provide barely a fourth of what would be needed to meet the city’s pension funding obligations. Furthermore, we have been waiting for casinos for years and, even if finally approved, the full the revenue impact would be uncertain and not immediate. Funding for pensions should not be tied to unreliable revenue sources. Pension funding should be in the form of a “direct intercept” in the budget of the actuarial determined annual amount needed to ensure the system’s pension funds are on a 30-year full funding schedule.

From the 2nd WTTW Forum debate. https://news.wttw.com/2019/02/18/candidates-chicago-mayor-second-forum

"The candidates had substantive differences on public safety issues."

Daley called for more technology, like surveillance cameras, to help detect crime.
“We obviously can’t have a police officer on every street, but we can give a level of comfort to people that we’re doing everything we can,” he said. Yep that will stop the crime from happening and with that crackerjack states attorney, that's some level of security. Does Bill know someone that could sell the city some new tech stuff for an inflated price?

Wilson objected to hiring any more police officers to solve the problem.
“This is Chicago, it’s not Vietnam,” he quipped. Sounds like Willie really loves da po-lice. Did he then offer a prayer and hand out money for votes to those waiting outside the studio?

Vallas repeated his call to hire back retired detectives to help solve homicides and drive up the city’s so-called clearance rate.

Preckwinkle said the answer was in restoring trust between residents and the police.
“The best instrument we have to fight violence is better collaboration and cooperation between the police and community,” she said. So says the police hater. Don't forget all the other progressive buzzwords, Toni.

Assessor doesn’t set the tax rate. Even if the tax rate would remain the same which it won’t taxes would go up because Berrios raised the assessments substantially before he was booted out

It is apparent you don't understand how real estate tax rates are set. The first thing that happens is the taxing districts decide how much money they want. In the meantime the tax assessor has decided how much the property in each taxing district is worth. The tax rate is set at whatever it takes to get how ever much money the taxing District wants. So if an individual assessment goes up or down relative to other properties the property taxes paid by that property will go up or down somewhat depending on how much their assessment changes with respect to other properties within the taxing district.

If they just went through and reassessed all the properties and gave everybody a 20% decrease, it would not change anything since everybody's relative assessment would stay the same. In past years the assessor in Cook County has grossly under stated assessments for many Residential Properties for political reasons. Those assessments are going up now which means commercial properties will probably pay a little less and Residential Properties will pay a little more on a net basis.

Not a cop but will never get a pension. But here is my opinion. Pensions are not fair to the taxpayers. If a person can contribute 100k but withdraw several millions, multiply that by 100 and you see the damn problem.
2/22/2019 05:10:00 PM

Whether or not they are fair is irrelevant. It's a contract. Ponder this; I recently retired and I contributed a lot more than 100K over the years. By contract, the city was supposed to match that, but never did. If the city had matched that, and the pension board had invested it wisely in ETF's and Mutual Funds, there wouldn't be a pension crises in Chicago. But instead, the pension fund gave millions to the nephew of the sitting mayor, for a risky real estate investment that went south. In addition, I don't know where you get this "several millions" payout. The average policeman dies within six years of retirement. Hardly living long enough to collect "several million". And finally, many, many police officers (myself included) worked additional jobs throughout our careers to send our kids to private schools, pay bills and try to and make a nice life for our families. We payed into the Social Security system while working those jobs, but thanks to Democratic (and convicted felon) Dan Rostenkowski, our Social Security benefits are diminished because we collect a government pension. Don't cry to me about what's unfair, because that is blatantly unfair!

2/23/2019 01:52:00 AM
++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++
Read the Tribune, Sun Times, the Readers Royko and Kass?? Oh, okay. If it was in the Tribune AND the Sun Times, it has to be true. They wouldn't be printing things that they haven't been told to print. Plus if you cant believe an unnamed anonymous source in the newspaper, who can you believe. A person can get more unbiased news from an article in Pravda in the 1960's. Let me check the stacks of Daily News that I have in my garage to see if they have anything impacting the 2019 election.
If you don't like Joyce for a variety of reasons that is your choice but using articles and opinion pieces in the Tribune, Sun Times and the Reader as your basis only undermines your position. Now if you would have said you were basing your opinions on a TMZ article or an investigative report prepared by a "former British spy" then I would have believed you.

To all of you who keep saying that the pension crisis has been caused by the City not making their contributions, you have no clue. The City has made all of their legally required contributions to the fund less one time that the FOP agreed to a pension holiday. ONE TIME ONLY. The real problem lies on the early retirements that have come over the years. First was lowering the max from 31 to 29 years. Then we have many people retire after 20 years. Add to that 55 and out with free health care. These are all people who are now living off of the pension funds. All of these enhancements allowed for the City to reduce their payroll costs but then threw these same costs to the pension fund. Not once did the City go to the pension boards and ask how each of these enhancements would impact their funds, they just implemented them and the pensions had to absorb the costs. Over twenty years ago it was strongly suggested to the City to raise their multiplier. They didn't. Then again and again. Each time they refused. Not the pensions have a funding issue. All of the people hired in the Tier 2 plan will help to alleviate the problem, but we won't see the effects for years. All the blame lies on the City for being shortsighted, but not for failing to make their lawful payments. What is needed now is a major infusion of cash so as to allow for more money to be earned on the investments. This can start the process which is what the ramp up is going to do. Now we need to hold the City to funding that ramp up and not kicking the can down the road again as they have done so many times before.

They don’t want the IRA. If you have an IRA the city has to put in their share each payday. They don’t want that because they can’t kick it down the road. Anyone can have an IRA and it the city doesn’t contribute their share it’s not a benefit.

Arbitrary increases and decreases don’t make it fair. I for one received a 90% increase in my assessment while all my neighbors received between a 15 and 25% increase. No, there have been no additions or improvements. It went from an assessed evaluation of $288,000 to $541,000 in one assessment so don’t tell me my taxes aren’t going up

Goofioretti gave at least $15,000 to his campaign manager rod McCullough who was convicted of felony in an election fraud matter. He runs the phony victory research polling company tgat said Goofioretti was neck and neck with Prickwinkle. He was also Goofioretti’s campaign manager. Fioretti just runs to raise money and also needs to be investigated. And he will be.

He is not ideal, but Daley is the best choice, he's a professional politician so he knows it's not in his best interest to piss off thousands of city workers and their families by fucking w pensions,he also knows how big city government works and is best to get the city back on track.Toni P is an angry racist socialist, everyone else are just fakers and a waste of your vote.

The fact that Jerry is not a career politician is a good quality in my opinion. Politics in this city have gone down the sewer years ago and a well educated highly motivated Yale and Loyola grad born and raised in this city with an incredible work ethic is my kind of guy and breath of fresh air who will clean house.

Where was that "direct intercept" when Paul was the city's budget director and the city's pension contributions took a 20 year holiday?

2/24/2019 06:33:00 AM

You’re flat out wrong. They didn’t take a 20-year holiday. The city failed to increase the multiplier while the board failed to decrease the assumed rate of return. They board and its consultants also made shitty investment decisions. Vanecko ring a bell?

To all the posters bashing Joyce as a pawn for Daley to siphon votes away from Vallas, please keep in mind that Joyce announced his candidacy well before Daley announced his.

Because that wasn’t planned?

This will seem far-fetched, but it is true. A friend was walking down the street behind Daley and a lackey a few weeks before he announced. They were discussing the fact he was running and how to gather the needed signatures on petitions, raise money and Joyce as his stalking horse. That’s how big an idiot Daley is. Talking campaign strategy walking down the street. They immediately sent me a text and I let interested parties know.

Joyce seems to be the only one who is steadfast pro-police. Not sure why we are talking about anyone else. Vallas talks too much. Double talks. Wishy washy. Flip flops but not steadfast pro-police. "I felt Van Dyke was guilty, and I feel he should have gone to jail for a longer sentence."

Imbecile posts welcome here. Yeah it is far fetched. Did they discuss funneling money to Joyce's wife to fund the campaign. Seriously sir, you're a remarkable asshole.

The only thing correct is the assessment of Toni. Everything else is all bullshit.
