Director Larry Gavin

Evidently, this is the County goof at the jail who has "revamped" all the intake procedures, costing the CPD hundreds, if not thousands of hours (not to mention tens of thousands of dollars) by telling deputies at the jail to refuse prisoners who have current hospital release papers.

We're also told that none of these changes are in writing. There were some minor policy changes, but prisoners with clearances are supposed to be brought in front of a judge.

And doesn't the jail have it's very own hospital on the grounds? Cermak Hospital.

This is the same sweaty goof that came into roll call when I was working in Division 6 and tried to give a speech on pride in a stained shirt. Fat prick couldn’t be bothered to put down his brisket sandwich as he said we were all slobs.

The chief of staff wanted to get rid of Gavin a long time ago. But because he is considered Handicap and Black. Gavin stated that he had a degree. But it was one of those Degrees that you get by Mail. Gavin also has Sexual Harassment issues while working at the jail over the years. I worked with this JAG OFF he was a shit bag Officer and a Shit bag Supervisor. Talk about being lazy as a officer and Supervisor he leads that. This is what the Sheriff surrounds himself within his Administration. Larry tell everyone the time you hit a Inmate that called you Ray Charles and Albino Rhino. Larry tell everyone about how the Officers and High Ranking Directors referred to you as Big Nasty Because you smelled and your Uniform was dirty and nasty. Maybe that's why Tom Dart likes you. He is Dirty and Messy looking too.

The issue we had in 24 hr lockups on court side was Dart cut staffing so significantly that if we had hospital run we had nobody to go. What we're we suppose to do leave a female officer by herself with 50 male detainees. This created issues with towns who would get pissed if we rejected inmates even if we suspected the inmate was faking. However, its not same situation in jail with close access to cermak.

Dart has 1/4 the actual inmates in house from previous Sheriffs. He does every he can to refuse simple functions of his job. His department is a complete disaster but he gets cover from the local media. Prior to Dart in 2005, the Sheriff paid 2.7 million in workers comp suits. In the fiscal year of 2018 it was 15.8 million. Dart rewards inmates with pizza if they just promise not to attack guards or other inmates. He chains problem inmates to tables for hours a day so he can say he's the first Sheriff to end solitary. Every stunt he pulls is propaganda to deflect how deficient he is at his his job.

While the biggest propaganda stunt he pulled lately was spending 12,000 in ot so 5 criminals could spend time with families at the children's museum on Navy pier. 3 out of the 5 inmates were released within one week of the field trip. All propaganda at taxpayer expense.

The guy is a clouted know it all pud. Just another director appointed because of who he knows. Just like every boss here at the county, they try to reinvent the wheel when they get in a spot. If it’s not broke, don’t fix it. They always need to do something new so they can say they came up with a great idea. In reality, he just makes it harder for his own people and a drain on the system on both sides. Once he’s in the building, if I was a CPD wagon guy I would just wash your hands of the prisoner and say sorry he has papers and that’s all our department requires and leave. The county people are not your supervisors so no need to worry about disobeying a direct order. Let the bosses of CPD and county duke it out. Drop the prisoner and leave.

Keeping jail empty is the priority. Maybe PrickWrinkles will give doctors at St.Rogers County the power of magistrate rather than letters of wellness.
I remember Cook County Cermak Hospital wing was more difficult to get in than a Mittimus. Also one has to already be on the jail roster to get into Cermak and not a new inductee.Goofy mittimus process is a disaster in itself and once in court it’s like a 2 minute rubber stamp.
I’ll bet this inmate refusal is a personal thing more than any policy.
It’s the old piss bum ping-pong game.
Who hasn’t had to take the arrestee back to the District and call for a paramedic transport, and/or sit all night at St.Roger’s County on the deadbeat?
Nobody wants a sickly arrestee, real or fake to fall out in their lockup and could be just the old I-Bond from the hospital run scam being retreaded.

Old is new again.

I used to work as a Sergeant in the CPD Court Section. There was one problem or another with Cook County court services. It seems like each court had its own rules. The Court Section C.O. used to have to call their Chief. Even then, it wasn't resolved in a timely fashion. Good luck getting anything in writing from them. Even better luck getting a CPD exempt involved.

County has made both CPD and suburban departments dance to their ridiculous and incompetent tune based on whims and politics for the 20 plus years I've been on the job.

The rest of law enforcement needs to make it clear this is a collective effort and stop letting them enforce these petulant, ridiculous "rules" without paying a price.

Yep. I did that once. They refused to accept a guy for some bs reason. He had a warrant. From cook county. I said I don’t have any charges on him so do with him as you wish. Got the intake persons name and star number for my records and I turned and left the building. Wait you got to take him back. Nope. Cya. never heard another word about it.

That's his academic record???? WTF? How does anyone with that background do anything more than manage Taco Bell? That this clown made it to a supervisory position tells us the system is set up to fail. Amazing that an a**hole from a degree mill would even admit, let alone proudly display that crap on LinkedIn. This guy was picked because of his asswipe background. He knows he can't get that money on the open market, so he'll do whatever bullshit is necessary to keep it. A guy like this will sell out his own mother, assuming he has one. No way in Hell he'll stand behind any of his people
