More "Merit" Stupidity
Another multiple "merit" endangering lives via ignorance:
- Civilian on 2nd watch in 011 who is also military, was ordered by his military unit to self-quarantine for 2 weeks due to his unit testing positive for the COVID-19 virus. However he decided not to and instead went back to work in 011 where he works in shot spotter room. Few days ago he tested positive for the COVID-19 virus.
Not knowing how many people might have been exposed to him the Lt. on 1st watch requested that a blanket exposure report be done for the whole watch to cover everyone since he worked for 2 weeks with the virus in him. Well the request was denied and newly promoted captain came to roll call couple of days ago to explain. He stated for us to be exposed “only 2” things have to happen:
1. You have to be exposed to an individual for a period of 10 minutes or more
2. Exchange bodily fluids with the person that has the virus
That is it, no other way can you get the virus. He stated that the info is according to Chicago Department of Health. So basically anyone that was exposed to this guy will not be covered unless they sat in the shot spotter room with him for more than 10 minutes or exchanged bodily fluids with him.
However according to CDC COVID-19 is a new disease and they are still learning how it spreads and to what extent. So far it is known that there are multiple ways that it can be spread:
Person to person (between people who are in close contact with one another within 6 feet, through respiratory droplets produced when an infected person coughs or sneezes.) Those droplets can land on any surface and depending on the surface it can survive from few hours to several days. It may be possible that a person can get COVID-19 by touching a surface or object that has the virus on it and then touching their own mouth, nose, or possibly their eyes. Some spread may be possible before an individual even shows symptoms.
Funny enough as soon as they learned that this guy was positive the captain went and got tested for the virus even though he has no symptoms and multiple health organizations state that you should not get tested unless you show symptoms. Last thing he mentioned is that the Commander wanted to thank us for doing great work and to keep getting event numbers for covid-19 dispersals whenever we see someone outside.
For all the coppers in 011 do not worry your lives matter. On previous roll calls the captain told us that nothing else matters in 011 other than us and that they got our backs.
So this guy is spreading unverifiable info and he answers to a commander who should have been fired years ago for HUD fraud. Amazing leadership that Groot has in 011.
UPDATE: The sergeants and lieutenants in 011 took it upon themselves to do over 150 Exposure Reports for anyone who was exposed to this infected civilian. Someone is doing the correct thing.

The virus is airborne and it can linger in the air for quite some time captain. Can another boss call this misinformed captain and tell him that Covid-19 is a communicable disease. The Exposure Plan general order covers communicable diseases. The form should be filled out if the member was confirmed to be positive and even if the affected member simply touched the copier or keypad once. Please pay attention to the Supe’s email he always report the last day the affected worked.

The head Chicago police spokesman sent a letter of resignation to Interim Superintendent Charlie Beck Friday that declared his intention to leave the department when Beck does.
Anthony Guglielmi, CPD’s chief communications officer, started at the department in 2015, and at the time, he “had only committed to staying in Chicago a few months to help develop protocols to enhance the function and scope of the traditional News Affairs office," according to his letter.
“While the wind and weather gave me strong encouragement to go home, it was the amazing people of CPD and Chicago that led me to stay,” he wrote.
Due to the complexities COVID-19 has caused police departments, Guglielmi will remain at CPD for the next month and then depart when Beck completes his service to the city, according to the letter.
He plans to return home to the Washington D.C. and Northern Virginia area to work as head of communications for the Fairfax County Virginia police department, the letter said.

Exposed members don’t need to be tested if the are Asymptomatic. Dr Arwady stated that the test would not be able to detect covid 19 since the members don’t have symptoms the level of covid is too small and undetectable. This is simply not true. Studies have shown that most people who have covid are asymptomatic and they can transmit covid to others one of the main reasons covid spreads so fast. Dr Arwady stated that covid is transmitted person to person via droplet ( sneezing and coughing ) and not aerosol (breathing). Recording workplace exposures to COVID-19
OSHA recordkeeping requirements at 29 CFR Part 1904 mandate covered employers record certain work-related injuries and illnesses on their OSHA 300 log.
COVID-19 can be a recordable illness if a worker is infected as a result of performing their work-related duties. However, employers are only responsible for recording cases of COVID-19 if all of the following are met:
The case is a confirmed case of COVID-19 (see CDC information on persons under investigation and presumptive positive and laboratory-confirmed cases of COVID-19);
The case is work-related, as defined by 29 CFR 1904.5; and
The case involves one or more of the general recording criteria set forth in 29 CFR 1904.7 (e.g. medical treatment beyond first-aid, days away from work).

There is no specific OSHA standard covering COVID-19. However, some OSHA requirements may apply to preventing occupational exposure to COVID-19. Among the most relevant are:
OSHA's Personal Protective Equipment (PPE) standards (in general industry, 29 CFR 1910 Subpart I), which require using gloves, eye and face protection, and respiratory protection.
When respirators are necessary to protect workers, employers must implement a comprehensive respiratory protection program in accordance with the Respiratory Protection standard (29 CFR 1910.134).
OSHA has issued temporary guidance related to enforcement of respirator annual fit-testing requirements for healthcare.

OSHA’s Bloodborne Pathogens standard (29 CFR 1910.1030) applies to occupational exposure to human blood and other potentially infectious materials that typically do not include respiratory secretions that may transmit COVID-19. However, the provisions of the standard offer a framework that may help control some sources of the virus, including exposures to body fluids (e.g., respiratory secretions) not covered by the standard.
State Standards
There are twenty-eight OSHA-approved State Plans, operating state-wide occupational safety and health programs. State Plans are required to have standards and enforcement programs that are at least as effective as OSHA's and may have different or more stringent requirements.
The California Division of Occupational Safety and Health (Cal/OSHA) Aerosol Transmissible Diseases (ATD) standard is aimed at preventing worker illness from infectious diseases that can be transmitted by inhaling air that contains viruses (including COVID-19), bacteria or other disease-causing organisms. While the Cal/OSHA ATD standard is only mandatory for certain healthcare employers in California, it may provide useful guidance for protecting other workers exposed to COVID-19.
Employers must also protect their workers from exposure to hazardous chemicals used for cleaning and disinfection. Employers should be aware that common sanitizers and sterilizers could contain hazardous chemicals. Muniz made it on score because all he did in 010 was stay in the station as the desk Sgt. Mfer was scared to go out on the street. He loved reading the G.O Weirdo, would get boners correcting PO’s. When they did put his scary ass on the street, he never left the parking lot!! He would do his logs in the lot. I have met some scary Larrys on the job, but he is top.
Fill out the IOD and go to ER room and inform the DR that you have cough and are not feeling well, make sure to tell your DR Captain said you will be ok as long as you were not in same room as the goof for more than 10 minutes. Tell DR you were in room for 11 minutes and believe you were exposed>

Here’s a novel idea. Why not go to the ER and tell the Dr the truth. That you don’t have a cough, you are feeling well and that you weren’t in the same room for more than 10 minutes. Ask the dr how he feels the situation should be handled and what’s his medical opinion of what to do

If officers are sent to hospital to watch a prisoner who has pneumonia, possibly corona-virus, prisoner is in hazard area, double doors, nurse in full protective gear. Officers in room also with masks,gloves,gowns for 5 minutes while prisoner coughing. Is the hospital run sheet enough proof should officers become infected? Would this be injured on duty? Officers requested Sergeant give them an exposure to communicable disease and Sergeant said hospital run sheet is enough. Concerned mother of a not veteran officer.
