An Independent Superintendent?

One of our regular reads - the Chicago Contrarian - has an article up about what the new Super might need to be in order to be successful:
  • To meet the challenges of the role of Superintendent and to best serve the City of Chicago, communication will be of vital importance to become an effective leader. Years of secret “merit” promotions, surprise changes to schedules and major policy decisions without the input of the rank and file has resulted in a culture of secrecy on the 5th floor of police headquarters.

    This is a culture police officers utterly detest. Emanuel-era communications czar Anthony Guglielmi’s recently announced departure will allow the next Superintendent to change the culture entirely from secrecy and spin to conversation and engagement.

    With a greater emphasis placed on community policing, now would be the relevant time for the new superintendent to acknowledge that police officers are part of the community. To sweep away the culture of mystery consuming the Department, it will be worthwhile to include officials with the Fraternal Order of Police (FOP) and the Police Benevolent and Protective Association (PBPA) on decision-making, particularly on all major policy decisions. Even if a final decision has been reached without involving all parties, providing officers notice of any change to working conditions prior to the information being released to the press or announced by the mayor is the right way to earn trust and gain confidence from those to whom the decisions impact the most. Loyalty and trust go both ways.
There are certainly a lot of political impossibilities in the article, which lists five things necessary for any superintendent to make actual progress and be considered any kind of a success, but they are real ideas even if nearly impossible to achieve.

How about letting the detectives know what's going on with the moves to the new areas. Some people have personal lives that need to be rearranged. Supposedly the list of people going to a new area involuntarily has been done for weeks, but yet the department is keeping it secret.

Independence implies competence.

Competence implies integrity.

Integrity implies backbone.

Backbone implies being able to tell
the plethora of "Revenge Against The Police"
reformists to get bent and go scratch with
the nonsense they're trying to implement here.

The last begrudged vestiges of competence, integrity
and backbone is sprinkled throughout the wreckage
of CPD's Patrol Division.

In addition...

The general public absolutely HATES the idea
of intelligent Policemen.

Intelligent Coppers might fuck around and think
for themselves which will make them harder to
control according to the narrative put out by
the alleged societal betters in the media and

There is no reason whatsoever that police department policies, procedures, rules, and/or regulations cannot be made out in the open so anyone who wants to can have a say early in the process. That would go a long way toward more trust. No one trusts anything done in the shadows.

Lori is talking up Brown as if he invented policing.

Remember the new guy isn’t here to support you, he’s here to carry Lori’s water.
All Superintendents work first and foremost for the mayor and the mayor’s agenda.
He’s here to take the political heat for the never ending violence that the “community” bestows on the city everyday.

She made it very clear that she will continue to ass lick the feral predators, the reverends, the criminals and the phonies. At this terrible time, we are totally fucked with another guy and a mayor who will continually justify bad behavior and blame it all on discrimination and generational bigotry and push for community policing and restorative justice. No superintendent or chief of police in any city is independent of the mayor. He/she is the head of a city department and part of the mayor's cabinet. But, how much leeway a chief has to run the department, now , that is the question. It certainly can change. Have you ever seen a past superintendent of Police in Chicago write an true account of his term in office? I did not think so. I don' think it will be much different with Brown. Al though for Lightfoot to fire him too soon would be embarrassing, so I guess Brown can change things a lot if he wants. The city council will have to have a hearing and vote to confirm. I am certain many of the questions of Brown will be all about diversity and recruiting minorities even though the department is way less then 1/2 white, that does not matter to the race baiters.

No superintendent is really independent of the political structure they work for. OW even mentions this fact in his classic book titled Police Administration.

scrap the old sergeant list
use scores in rank order from Part one of Sergeant test taken in December ,
Post List , interview top 100 candidates with their immediate supervisor , District Commander , review disciplinary history asap
after that group is Promoted , interview the next 100
when you reach the top 600 , offer another sergeant test
You may also consider giving new K9 , ET , Detective , FTO & Traffic Specialist tests
It's been awhile ,over 3,000 Officers were not eligible for the last tests
