The decision to release a five-time felon with four pending felony cases, including two violent robberies, on electronic monitoring was not a mistake, Cook County’s chief judge says, even though that man is now accused of going on to murder a Chicago police officer and gravely wounding the fallen officer’s partner.
“I wouldn’t call it a mistake,” Judge Charles Beach told WGN’s Ben Bradley in an interview on Wednesday. “The judge made the best decision with what was in front of them at the time, right? Unfortunately, you know, we’ll go back to that concept: How do you predict what another human being is going to do?”

- Court records show Judge John Lyke released Alphonso Talley in December just eight months after Talley — while on electronic monitoring for two other cases — allegedly got a gun, used it to carjack a woman, and then used it again to rob a man minutes later.
He was on EM....TWICE, kind of like "double secret probation" except that was a satirical comedy from forty years ago.
If we suggested, even in jest, what we are thinking right this very moment, there would be a concerted political effort to take down the blog and ban it forever.
The fact that an asshole judge can say thing like this without any fear of political (or other) repercussions is truly a crying shame.
And this after he admitted that fully 8% of EM felons aren't even accounted for:
Cook County court officials now say that 8% of the people on the chief judge’s electronic monitoring program are missing, marking the first major disclosure in what Chief Judge Charles Beach described as a renewed transparency effort following the killing of an on-duty Chicago police officer and the critical wounding of his partner last month, allegedly by a seven-time felon who had escaped the ankle monitor program.
With 3,048 participants currently on electronic monitoring, an 8% AWOL rate means 244 people with pending criminal cases, most likely felony charges, are unaccounted for.
“Transparency is not optional. It is a core obligation of this office,” Beach said in a statement released Tuesday afternoon. “The public has a right to know how this program operates, what the data shows and what we are doing every day to make it stronger.”
“We are releasing this information because that is what accountability looks like,” Beach added. His office said escape reports will now be issued regularly, with the next report scheduled for May 26.
Cook County "accountability" now comes with a body count....and this time it was a Chicago Police Office who paid the price.

What was “in front of them at the time” was a criminal with a pattern of violent criminal behavior. But I guess ignoring that history allowed the judge to pretend that he had no choice but to release Talley on em.

Devils advocate here - I think Beach has a point. The removal of cash bail really put these some of these guys in a harder spot in general. Tally’s background 20 years ago he’d have a 200k bail or some shit and he would be in the slammer because he can’t pay. Should be a lot easier that way. But now where they have the choice between yes or no and the guidelines they have it’s tougher in general. Now that said with this case absolutely he shouldn’t have been apart of society. The safety act turned the pressure on these judges and they have no clue how to handle it. At this point 3 choices. 1- Reverse safety act and bring back cash bail to help out some of these 80iq judges. 2- if not then hold judges feet to the fire and they either lose their seat, or are open to some sort of civil liability for incidents like this. 3 Keep shit the same way and let these tragedies happen while the politicians blame the judges , judges blame law and in the mean time a lot of innocent people suffer. Just my two cents.

Judge Beach isn’t a DEI hire. He’s a white man who used to be a very prominent DUI defense attorney. He was respected by ASAs and officers alike and whenever other officers would come to me (a regular DUI writer) looking for a DUI defense attorney for their friend or family member who got DUIed, Charlie Beach is who I would refer them to. While there is DEFINITELY room for improvement in the Cook county judicial system, Judge Beach is clearly a step up from former Chief Judge Evans.

With all these missing EM cases. What happens when EM subject gets stopped and arrested by us common law enforcement agencies? They go back in front of any judge and are granted another EM release.
Asking the alleged criminals to stay at home and follow the rules. Then promise to appear in court on an arranged day and time? That’s crazy!
This current court system is a complete failure. This system of catch and release of offenders should now be denied on any individual after they violate the first EM release. One bite at freedom……one bite!
Effective immediately any law enforcement agency who picks up a EM case should be notifying the sheriff office requesting the sheriff come and pick the EM case up from the arresting agency. No delivery! The sheriff has to pick them up! Then transport the individual to the next court open to be violated by the current on duty sitting Judge. And then sent into holding at the Jail. Where the individual sits and waits to be seen by the original judge who issued the EM. Put the responsibility on the Judges!
At this hearing EM is no longer an option for release. Bond must be posted in Cash with no discounts. Or the alleged offender sits and waits for his court date. No hearing for reduction of Bond. And the violation of EM should be added to the case with NO time served reduction in the end?
Make violation of any EM release a year and a day Felony. Tacked on to original case crime!
If they do not follow the laws of society. If they do not follow the right to be free under the laws then, House them!

I went to court at 26th & Cdl the other day and a sheriff was going ion and on about how much he tried to help Alphanso Talley while he was locked up in juvy a few yeas ago. He said that he wouldn’t have helped him if he had knowledge that he was going to turn out to be a “cop killer.” I was thinking to myself, why on earth would anyone want to help this convicted felony murdered or not ?

The Sheriff’s Office is no longer responsible for these individuals on EM. Adult Probation which is under the Chief Judge's Office is responsible. You need to keep up with current events.

What happened is a tragedy, but the bottom line here is there were missteps across the board. A fellow Officer’s dead and the knee jerk reaction is to point fingers. There’s enough blame to go around. Judge Lyke, The Clerks Office and the 2 Officers themselves share some blame here as well. Putting all this on a guy that took over an Office (only 5 months ago) ran by a 24 year incumbent who was a political hack and an absentee steward hardly seems logical or fair for that matter.
I know a guy that used to work the sheriff’s fugitive stuff for guys on EM. Before Dart abandoned the EM program the guy I know said they averaged 200 new cases of guys that cut off their bracelets weekly. If that’s the case 8 percent is the lowest of low ball numbers out that and it’s a flat out lie.

Many years ago when he ran for judge, he was trounced in the election. Didn't come close to winning and yet lo and behold, he was still promoted to judge. How did that happen? Sounds to me like the judge is still playing defense attorney. The "who can predict what a man will do next" ploy works with those DUI cases - you can plead that the defendant learned his lesson and will never drive drunk again (hah hah, of course - you know he will). But as a judge, he really needs to be less pro-criminal and more pro-society, and with a documented violent offender, it's better to be cautious and put them somewhere that limits their freedom.
The judges are part of the demoncrat machine that runs chicago and illinois. The best you can do is shine a spotlight on them and point out, to their friends and neighbors, the damage they are doing. Form a super pack and run a public information campaign. Turn this story into a large format postcard, with pictures of the offending Judges, the crooks they let off the hook and the stories of the victims. Send it to everyone in the neighborhoods where the Judges live. Let them answer questions at the country club, get the stink eye at the Whole Foods, hear the whispers at church.

The judge controls all operations and has no field officers to bring in violators when caught out on EM violations? Bingo! Years ago when the first gang loitering ordinance was in effect a judge at Belmont and Western took it upon himself to declare all arrests under that Ordinance were unconstitutional. He refused to hear any of the cases. this was before anyone legally challenged it. These Judges can do whatever they want but hide behind the safety act.
Well I guess her unfairness in the prison system didn't help her out, liberals they are fucking stupid and clueless
