- I wanted to make you aware of something that happened at today’s FOP Board meeting that I believe members should know about.John informed the Board that he is starting a new charity, referred to during the meeting as “606,” “CPD 606,” or something similar. This charity will be a separate organization from the FOP, although FOP Board members and Field Reps will sit on its board.John then proposed transferring approximately **$200,000 worth of Lodge assets** to this separate organization. That would include $50,000 in FOP “seed money,” the FOP’s food trailer, and the truck used to pull it.These are assets that belong to Lodge 7 and its members. When a couple of Board members pushed back on giving the charity $50,000, John responded, “Well how is this charity supposed to get started without this seed money?”There was also discussion about who would sit on the charity’s board in the future and how current FOP leadership could make sure they continued to have a say in who sits on that board long after they are gone. John even called the Lodge attorney during the meeting to explain how the charity’s board would operate.But the FOP Board was not provided the charity’s bylaws, articles of incorporation, complete board roster, budget, financial controls, or even a written copy of its mission statement.I have since learned something else that makes this proposal even more concerning: **the charity’s mission is not limited to helping Lodge 7 members or even Chicago police officers. Its stated mission focuses on helping police officers nationwide.**
Um, that's what the Brotherhood does as part of a national network with Officers, bylaws, mission statements, etc. We've been contributor to them for a dozen years or more along with the Chaplains Ministry.
After learning that the FOP credit card has been used improperly, corruptly and quite possibly criminally, this should be a non-starter. Even letting Catanzara get within smelling distance of $200K without the simplest forms of bylaws, incorporation, rosters, etc would be the height of irresponsibility and any Board member taking part in this fiasco should be removed and expelled immediately.
Get to that next meeting people - this is YOUR dues money that is supposed to be spend on YOU, your issues and your job protections.

For those morons in the crowd what I mean is SCC has been saying for months that something stinks & get to the meetings! What was the last one..... less than 1200 members? The city owes the FOP. J-cat is using OUR money like his own personal ATM & there are legitimate questions W/O answers. For the youngsters the pension fund may not be around in 20-30 years. Social Security has been rumored to run out soon. We've been hearing that for years. But it may be true, then what after you retire & get the letter that the pension can't sustain itself you kids are looking at a lot of part time security jobs to survive. The fact of the matter is that the Feds have the former Illinois State Fop’s presidents computer and he and one of his assistants have been interviewed several times y a federal agency which Catanzara will not disclose .
What needs to happen is the Fop National President needs to remove Catanzara and suspend the executive board and designate someone to be acting President .

I retired earlier this year and of course the lodge sent the paperwork to set up direct deposit to continue my membership, NO.

I don't think taking dues money and starting a charity is the core mission of the union. If they have that much money in the bank then I think they are collecting too much in the way of dues from members. Lots of continued controversy here with the union and I am surprised that the members are allowing it to continue. I think the entire structure will collapse someday soon and that only plays into the hands of the city.

My union (not law enforcement) used to have speakers before the meeting to help draw a crowd.
One was a Professor from a large Chicago school; he studied unions.
He said most members were competent and felt secure in their jobs without help from union officials. And a much smaller minority depended on a connection to a union official to stay employed.
The union buffs come to the meetings to be seen and show support for their benefactors; only a few from the competent group attend.
The best for the union is to have a large turnout to assist in union management.
In my words, not a bunch of clapping seals voting for their benefactors.
And so it happened in my union: as the long-time regime retired, a slug moved up, then some unusual activity. The benefits manager retired, and they hired a business manager's wife who was not up to the job. Could not be fired, so they hired a better manager to be her assistant...
Still, some of the senior business managers were top-notch, but aging.
After I retired, the union was merged with another union; IMO, not good for the members, but a few of the senior BAs retained their positions.

Charity. So he starts a charity. The charity is to support police and events nationwide. I’m sure he will have fundraisers and other events or have his hat out nationwide for people, companies and organizations to donate to his charity. That means he can travel anywhere he wants.. whenever he wants and he can use the charity money as long as he’s attending some event. Needs a new truck to pull the trailer? Then he can buy the truck with the charity money. Going to Florida to support a LE golf outing and will have the trailer at the golf outing… all expenses paid for his travel, gas, dining out and hotel courtesy of the charity. This guy is slimy. He tried for his exit to be paid for by fop and future donations to continue paying his lifestyle and allow him to travel forever.
John is the only one with access to the funds. When John is indicted or voted out the charity will mysteriously go away with all the assets going to John. This is embarrassing. This requires a full vote. He is a global embarrassment. No wonder no one wants to touch with a ten foot pole. Getting things done for members requires relationships. We now have none thanks to this clown.

In my opinion, someone like JRAT should not even be considering opening or running a charitable organization. A charity requires integrity, financial responsibility, transparency, and a genuine understanding of what it means to serve others, not simply creating another position or opportunity for oneself. If JRAT is currently under investigation, that should be fully resolved before he is considered for any leadership role in a nonprofit organization. Illinois has strict rules and oversight concerning charitable and nonprofit organizations, and financial backgrounds and organizational activities can be subject to scrutiny. I’ve said it many times and I’ll say it again now… John Catanzara and Company have zero clue who they’re fucking with. All he had to do was comply with requests to see the financials and perhaps whatever “oversights” existed at the time could’ve been easily explained or corrected before it grew legs and got to federal indictments.
But Johnny Boy, being the smartest guy in the room, had to do what he does best… And now his little world is imploding. I honestly think the collateral damage is going to be even better theater as strategically surrounds himself with mental midgets, who are easily controlled and manipulated, usually with bully tactics… Simple thinkers who don’t question things and go along to get along. No, you don't have to pay a monthly fee (Fair Share or whatever). Look up JANUS v. AFSCME, US Sup Ct, 16-1466, 2018. Interestingly enough it was a case involving an Illinois organization...
Charities are a business. Articles of incorporation, filing corporate papers, applying to the IRS for non-profit status (and there's a bunch of those, each with their own restrictions as to what they can and can't do), accounting, fundraising, investing, advertising, evaluating pleas for donations, IRS filings (over $50K in income requires filing the 990 Long Form which is no joke)... not filing on time results in a loss of non-profit status & fines...
There's a lot to consider. Are the Board members going to be experienced non-profit people, or FOP schlubs who get to sit on the Board? How much, if anything, do they get paid for attending the meetings? Are you going to have employees? How many? Responsibilities? How much do they get paid?
If you want to start a charity, start out by RAISING MONEY for it. That's going to be part and parcel of the business, so might as well start now. Don't just take "$eed Money" from the current (not so well run) business and fund something else. Solicit donations from the membership, et. al and see how it goes. If it doesn't work - return the funds (save what was spent to do initial filings) and call it a day. If it does work, run it as a going concern.
