More Handcuffs on Police

  • When the police pulled over the white Buick Regal he was riding in, Roderick Franklin told them he “was just getting a ride to have Easter breakfast.” The officers didn’t dispute that. They arrested him anyway.

    The cops — members of a “saturation” team working to suppress violence in West Humboldt Park — said they pulled over the car in April 2014 because its taillights weren’t working. But when the police checked the names of everyone in the car, they learned that Franklin, a 45-year-old who struggled with a heroin habit, was on parole for drug possession. And they said one of the other passengers was a “self-admitted” member of the Four Corner Hustlers street gang.

    To the officers, that meant Franklin had committed a crime just by sitting in the car: “unlawful contact” with a gang member while on parole. In Illinois, that’s an offense punishable by up to a year behind bars, even if no other crimes or gang activity occurred.
Kim Foxxx is already refusing to file this charge, and IDOC almost never issues a warrant for parolees caught violating the terms of parole - which is something you never see in the media. Ever.

So this is on the political radar, and 'lo and behold, a Soft-on-Crime democrat has already taken up the cause for those poor parolees who are just trying to turn their lives around by associating with other felons/gang bangers:
  • “It’s like a trap,” says state Rep. Kelly Cassidy, a North Side Democrat who has proposed changes to the law.

    Cassidy says the law restricts the movements of people trying to find work and turn their lives around after leaving prison. She says she’s heard of people concerned even about accepting a ride to work with a member of their own family for fear that could result in their arrest.

    Cassidy also says the law does little to hinder gangs. “It doesn’t make us any safer because it doesn’t take anyone off the street who was doing a crime,” she says.
Evidently, Bleeding-Heart Cassidy doesn't realize that upwards of 80% of crime is committed by repeat offenders, and something like 90% of homicide victims are previous offenders and/or known gang bangers.

But hey, take away a useful tool for taking criminals off the street - you see how well the ACLU "fixed" the Contact Card situation.

It is a stupid charge. How can an officer prove the arrestee had knowledge and intent that a person he associated with is a documented gang member? WE are the ones in charge of the list containing documented gang members, a list the general public does not have access to. So therefore, unless the public is given access to our lists of documented gang members, the police are unable to show "knowledge and intent" at the time of the offense.

If 1% of that is true the officers are idiots. Just like a judge's order, the only agency that determines if a parolee has violated his parole condition is the IDOC. Confirmation is needed first via the 1-800 number. Ask desk personnel, parolee are arrested and sent to court daily and when the notification is made to the IDOC, they return with the statement "We will not be violating at this time..fax us a copy of the arrest report if there are local charges." Parolee's parole conditions belong to the IDOC not CPD. We only enforcement them after receiving a confirmatory response from IDOC. The officers should have recorded his information, released him, notified IDOC and let THEM decide if they were going to issue a warrant, call him in for a drop or notified his parole officer. You can't arrest him first and then determine if he has violated his parole. You might want to know the cnditions of his parole first. You guys cry about house mouse desk officers receiving Merit promotions, when some of you need to become familiar with court, conditions of bonds and desk procedures. Hopefully they don't sue your behind. No remorse, but you thought you were doing real police work.

As I ponder this idiocy, I think about our leadership. In particular Barb West, who was well known for bringing a pillow to work and driving the other way when an officer called for help. She never had any intention of being the police, and never was. Just look at her numbers. And yet, even though she never passed a single promotional exam she is a chief. If people in this country are wondering why there is so much Carnage in this city, a big part of it is how they choose the leaders in this department. Choosing by clout and race has brought us to where we are now. What possible strategies could West come up with to combat the violence? She is the worst that the department had and they promoted her.

The laws must gone softer in 15 years. I recall going to 35th street to obtain my rap sheet. As my name was called to pick it up, about 10 cops swarmed me. Seems like the County fucked up my probation and did not properly clear it out the computer system. I tried to tell this to the cops, they would not have it. Spent the night in lockup. Morning my ass is in county and the judge did not even let me talk. No bond A week later back in front of the original judge, she curses at me, saying I promised not to come back. Still no bond Now back then, you could only call collect. It was a pain in the ass but I had to come up with 5,000 for a fucking lawyer just to walk across the hall, have some lazy motherfucker look me up and see that yes I did complete probation successfully. Three weeks later I was cut loose, without so much of a word from the judge. No apology, nothing. I read where guys with gun charges now get I Bonds, WTF, is this Bizarro World now?

Well, snowflake. When you got dude hanging out at a dope spot with other convicted felons and people are shot (associating felons or people they tend to victimize), then you could have saved lives by taking some shooter or target off the street temporarily. As I ponder this idiocy, I think about our leadership. In particular Barb West, who was well known for bringing a pillow to work and driving the other way when an officer called for help. She never had any intention of being the police, and never was. Just look at her numbers. And yet, even though she never passed a single promotional exam she is a chief. If people in this country are wondering why there is so much Carnage in this city, a big part of it is how they choose the leaders in this department. Choosing by clout and race has brought us to where we are now. What possible strategies could West come up with to combat the violence? She is the worst that the department had and they promoted her.

I believe she will be our next Sup. I have had my suspicion for the last couple years. They're grooming her for it now. Right gender and background to replace Eddie. They're also buddies and he goes to her for much advice such as when he stripped the tac coppers from 010 for the " head kick". She's close to Rham and pushed his numbers strategy during Gary's reign. She's Rhams last ditch ace card to get re elected and back in the good graces of the community to forget about withholding the video.

Imagine being a business owner whether on Michigan Ave or in the hood. The highest law enforcement official in the county just created open season on retail businesses. The democrats, in their quest to mold the law around those who refuse to obey the law of the land are turning this once great city into a haven for lawlessness. Just imagine what life downtown would be like if their was zero tolerance when it comes to crime and a states attorney that would charge these crimes and a sheriff that would house the criminals, what a novel idea to bolster the economic activity. You see what crime has done to the bad part of town, created a place where all retail is almost non-existent because of the violence and theft these savages exact on businesses.
