Another Rumor!

We started this site over twenty years ago to (A) inform readers, (B) amuse readers, and (C) keep readers abreast of rumors and gossip (see Item B). The fun thing about rumors is they trigger all sorts of other rumors....like this:

  • There are rumors going around that the city is not going to fund the OT budget at all. No OT for the police. No special, no targeted enforcement of any kind. They can project increases all they want for next year, but they don't have to fund it. Furthermore, they are looking into putting house mice on a firm salary for inside work. They will have to agree to this condition or get launched into patrol. Even when they work mandatory OT they will not get compensated monetarily and will get C/U hours. This may also be a big ask for the next contract. Get all current CPD officers on a firm salary.
    Paying officers to appear in court is going to be interesting. Can they dip into the regular police budget?

The trouble with this one is, it sounds all too possible, especially when you see the financial cliff Conehead is driving the city toward and the financial iceberg Fata$$ is steering the entire Ship-of-Illinois into.

Part of this rumor is something many have advocated for decades - gut the inside spots and deny house-mice the Duty Availability checks that street coppers actually earn, perhaps even institute a real Shift Differential for First and Third Watches.

Another part of this rumor is pure fantasy, seeing as how there are actual legal decisions and such regarding paying Officers for off-duty appearances in Court. Like the "mandatory CU" instead of pay - FLSA would gut that in a heartbeat.

But every good rumor has a ring of truth in it somewhere.

Not a chance. The contract would pretty much have to be ripped up and rewritten. You could never deploy those officers to events then if you are going to take away duty Availibility. This one is a nothing. OT will be cut badly but it’s not gone.

I can remember when if we worked o.t. we were given comp. time only and at hour for hour, no time and a half. Also, after the 1st of the year all unused overtime hours were wiped off the books. A lot of guys lost a lot of time.

Officers are already on a firm salary. They can’t make you take cu in lieu of ot.

They are definitely gutting ot so only expect it for the holiday deployments and special events that reimburse the city for all ot costs, ie lalla, marathon etc. it’s going to go back to tac teams doing all the details all summer.

You will be paid for ot in court but you won’t get notified to appear unless your definitely needed.

People in units on REIM for ot will get it and that’s it.

The ot game in the D unit is done.

The biggest misuse of overtime is happening at TRED. Half shifts for full days of OT, ghost patrolling. It starts at the very top there. The bosses are aware of it.

I rarely took money. For a time I took time for SDI until they said we “had” to take money. My comp time was worth more when I retired, than it was from 29 years prior than when I started.

Duty availability was originally meant for 1st and 3rd watches to entice people to stay on those watches. Then we had all the 2nd watch crybabies complaining and it lost its true meaning.

Meh. The only ring of truth is the cutting of discretionary overtime. No more BS like desk people working their RDO on the desk or secretary spot instead of the street. I'm old enough to remember being told to pass of late jobs/arrests to the oncoming watch and officers being "requested" by the WC to take CU instead of money. In fact, cancelled RDOs that fall on a holiday require the officer to take CU for the first 20 hrs., so there is precedence. CHA and CTA are federally funded, so they're not affected. I believe Parks comes from the Park District budget. If true, that's not going anywhere for now. Duty availability probably won't be taken from house mice because our contract protects "department members", not just officers who work the streets. Officers assigned to 35th have been used to man the street for various events (remember, many were changed to the 4th watch) and the department can change, and has changed, their starting times using the management rights clause, just like tact. If they are put on a "firm salary" (no duty availability) would mean losing a chunk of manpower for things like those "pre-planned events" like Memorial Day, 4th of July, etc. But, at the end of the day, this is all my opinion.

Someone who works at HQ should not be paid as much as an officer who is on the streets every day. Picking up dry cleaning and lunches for the boss holes and working a six hour day doesn't even compare. You can choose to work inside 5 days a week but you should also lose some benefits like pay equity.

Rumor Central says all overtime initiatives and monies will be allocated to " Violence Interruptors " and Chicago Public School teachers to respond to "gang disturbance" calls during the First Watch hours. They will be assigned unmarked, unused tactical unit cars to transport themselves to assignments and will be issued radios per assignment from radio room personnel. The city had plenty of money to waste on illegals, so I say FUCK NO to any trimming of the cpd budget with the exception of coneheads detail (since we’re a sickness anyway) and the ridiculously fat heavy hq.

And then you saw how much was taxed and possibly realized man I could've spent XX amount of time with kids, family, friends whoever.....and lastly remember on your death bed you'll never wish you worked more...spend some time away from the job..when you retire they'll tax your comp time at 30-40% so those hours don't add up to as much as you think. They are worth more so you can spend some days away from this chaos.

That time policy was in effect prior to the FOP. Changing day off groups every period so you would never see weekends (unless you were the chosen one) bouncing between 1st and 3rd watch? But at least you could smoke at roll call and in the cars. The "good" old days.

He’s right about wiped out every year and then when when baby fuel is started also wiped out after baby furlo. Jan 1st no one had time on the books. Election Day no OT. straight 8 hrs and if judges were being elected you had to stay until all the paper ballots were counted and then hand carry them to the station

Easy way for them to get out of court overtime is have the state attorney office or courts to pay for the officers appearance. We have all been subpoenaed for no reason like transporting the prisoner, Asa subpoena everyone on any report just in case they need them and because they are not paying the OT

People really need to learn how to read. Johnson just proposed his 2026 budget a couple days ago, which can he googled and read. And He actually upped the Police Overtime, “ . Given we always blow by it, but the article alone dispels the rumor.

Don’t think that “firm salary” as you call it is something that can be done- at least yet anyways.
Overtime is always the villain, just not when it comes to covering for their hiring shortfalls. Something has to give.
And forcing officers to work extra hours for less money will only make the situation worse.

Even if they *could* theoretically make you take CU instead of money- unless they wiped it every year again, they’d still have to pay it out when you leave.

And if that’s the case, I have around 2,000 hours on the books, I’ll be dropping slips for the next year. See you guys around 2027.

I don’t think a lot of younger coppers realize how far we’ve come in that regard.
Those days were a little before my time, but I remember hearing about the comp time getting wiped away every year, rotating watches, and the fact that whenever your weekends rolled around they just changed your DOG to take your weekends away from you.
While the FOP is pretty shitty in a lot of regards, they’ve done a lot to organize us forward away from those terrible practices.

That’s the system us dinosaurs worked under. Hour for hour except court when you got 3hrs no matter how long you were in court. Hours wiped off at the end of the year and you were only supposed to accumulate 40 hrs which was used for a baby furlough. Lots of things changed about OT when Jane Byrne came in to office.

193 has been a joke since they folded a bunch of Gang Enforcement rejects into it several years ago.
Suddenly all of the “school teams” (aka guys nobody wanted on actual gang teams) were magically turned into Gang Investigations.
393 instantly became 193, and that was the beginning of the end for that unit.

Glorified tac team is right, with exception to the wire teams there is no “investigating” being done in the gang investigation division.

Esy before the fop ever happened. My dad came on in the 50's and that in fact is true. Lost all comp time and when your weekends came up they changed your DOG so you lost your weekend.

The FOP fought hard to get duty availability pay for all three watches, claiming that all watches are subject to emergency start time changes, deployments and mandatory OT. The FOP, being politically savvy, knows that the majority of the Department works on 2nd Watch and so they got them the availability pay. The FOP did not want to piss off most of their members.

The city cannot force an officer to take elective time only, especially when you are restricted to take that time off. What about detectives, evidence technicians, officers with late arrests, and SWAT incidents that go for 12+ hours? The OT will happen. If anything the department may jump to 12 hour shifts.

If the City really wanted to cut the CPD OT all they have to do is end the cancelled RDO's and mandatory OT that occurs all summer long. This would also increase moral measurably. Remember Tiered Deployment? What a waste of money that was and a moral killer. Leave my fucking RDO's alone so I can spend time with my family.

Dipshits mock people withh time on that have not donee shit in 5, 10, or even 15 years. The deparment went to shit in 2008 when Obama became president and Phil Cline left. Around 2017 or so body cameras turned the job to garbage. Add goofy bosses with 10-15 years on that never really worked the streets and you have a joke department.

my Dad came on in the elate 50s too. He said there was no OT for going to court when OD. The poster who said the young coppers don't know how much has changed is correct. I think the first contract CPD received was in 1981

This is something I can totally believe. The biggest change I've seen since I started in the 90's is all the inside Monday morning QB spots. U have two year wonders who have never stopped anyone telling actual working police officers that ISRs are wrong. You have Force review who don't know what a proactive arrest entails jamming up street officers. These spots have unlimited OT. They have laptops and are reviewing videos at home. These spots should be 8 and half for 8 with no OT and a 20% cut in pay as they don't work the street.

0812 am obviously knows very little about call back. Half the officers are career cowards and medical abusers. You have people at call back on light or limited duty who refuse to be house mouses at HQ. They workout at call back and leave early. They are the dregs of the dregs. They wouldn't work OT if their life depended upon it. Yes some stripped officers are people who don't belong on the job. A good chunk of them are political prisoners who should have been suspended and put back on the street. Get a clue!!

They'll still pay. Tried that a few times. They're either going to pay in the front end (scene, investigation), or , as they tried to hand off active scenes, etc when your shift was done, to next watch, they'll pay in the end (when 12 dics get subpoenaed to court for a trial.

Both of you are wrong. I came on and amassed 2000+ hours as a PO making $14-16 an hour. Retired as a LT making $80 an hour. Rolled the cu time into deferred comp TAX FREE. Bought a retirement condo with a mortgage which I pay with deferred comp. This offsets the tax liability. Get a better investment advisor
