Contractual Surrender?

There's a win posted directly above this post, but this would be a definite loss:

  • Why did the FOP agree to allow the department to require a minimum 14 days to submit time off instead of 10 days for personals and 7 days for time? What did we get in return?

This would increase the ability of the Department to screw Officers with short notice cancellations. Why permit this? There's no good reason we can think of.

Back in the day when they had the regularly cancelled RDO deployments, we knew of a number of Officers who never worked a single date. The Department released the schedule a month or so in advance and these crafty bastards would drop Personal Days in advance - the day before and the day after their RDO's and say they were going to be out of town, unable to return for the deployment.

The schedule would be posted, they wouldn't be on it, and the day before their scheduled Personal Day, they'd pull the requests, saying plans had changed. 

It worked - every single time. It worked so well, we did it for a year when we decided the overtime wasn't worth what we had to miss. And we sold those Personal Days back at the end of the year, too.

I wouldn’t be surprised if they followed the lead of that idiot Dean Angelo and gave this up in exchange for five squad cars, three Segways and two Farmer’s Fridge vending machines.

Every other city union except the FOP get paid double time if you work outside of your normal work week.

This has been around since Covid. It came out when McDermott was chief of patrol and has been in place since then. Some districts just stopped following it but it was never recinded.

The rumor is the FOP also surrendered the DOGs allowing the department to implement squad policing in the same agreement. Heard nothing was given in return.

This is actually a win! Yes we must submit it 14 days in advance but we also get a minimum of 7 days notice of a denial rather than the 3 that we currently had. So now there won’t be the last minute cancelations. Also, once a day off is approved, the city cannot renege and attempt to deny the day off if the request was properly submitted 14 days prior. Furthermore, if the 15% mark hasn’t been reached, Officers can still request a day off within those 14 days.

This is a win especially since HQ can NEVER figure out these details and cancel RDOs last minute. Not anymore! We’ll actually have 7 days notice which gives us time to plan vs 3 days. I think they should’ve said the hell with duty availability and told the city not to cancel our RDOs altogether. Not worth it but a ton of Officers would cry broke relying on that dirty money.

Doesn't matter. All they have to due is put out a notice of time due restricted and the 15% rule is out the window.

One thing they got for it is less grievances. I’m sure less grievances saves money that JCat can “use” for is little wagon. You know, for the troops.

This has been in effect since 15oct25 under the bureau of patrol (bop) 20-0198 district level overtime initiative. It has been 14 days since then. The only thing this memorandum got rid of was the best parts for the PO’s in that the WOL could go over the 15% if the beat cars were staffed. Then if the beat cars weren’t staffed you could hire back so that officers could get their time due. Now they got rid of that part and just made it 14 days with no benefit for the POs. Not sure why the FOP allowed it.

You're 100% very wrong. That Order has been rescinded for over 2.5 years. That previous Order allowed the WOL to give up to 30% off, and allow OT to cover shortages. This Order does none of that.

It's always been 7 day notice in order to allow Tour of Duty exchange.

That expired in December of 2022. Unfortunately nobody told anyone. So from December 2022 to now it should have been 10 days for P-days and 7 for time due. Any district that was doing 14 days was in violation of the contract. Also part of that agreement was the FOP forfeiting the day off groups for the squad policing, since that again expired in 2022 the department has been in violation of the 6 negotiated DOGs. Once again the FOP did nothing to communicate or resolve that. Folks need to start paying attention to this stuff, you have no idea how much the FOP screws us on a regular basis.

You mean if was effective in January of 2020, but the department violated that agreement and it expired in December of 2022.

The WOL’s usually go over the 15% mark let’s be real. Unless you work in 002, those NOBLE “leaders” do 5%.

There was once a time when you could call an hour before your shift started on a Saturday in the summer time and take time due and it was no problem.

More people will be denied therefore the city wont have to pay OT for someone to fill that spot. Remember, Time due restricted and manpower shortages rule the Day! Get used to hearing that.
