Remember, these are the incompetent assholes Monday-morning quarterbacking every single decision you make - and this time it got a criminal off on the worst charge:
A man who was shot in the head by a Chicago police officer inside a Brighton Park bar last year has been acquitted of the most serious charges filed against him. Fernando Guzman, 38, was found not guilty this week of attempted murder and discharging a firearm toward a peace officer after a jury trial before Judge Ursula Walowski. However, the panel did convict him on two counts of aggravated unlawful use of a weapon.
The shooting unfolded around 12:20 a.m. on October 12, 2024, when officers responded to a “person with a gun” call at a bar in the 3900 block of South Kedzie Avenue. Witnesses told arriving officers that a man wearing a construction vest had pointed a gun at someone. When officers confronted Guzman, who reportedly matched the description, they asked if he was armed, officials said. Guzman allegedly displayed a handgun, and one officer tried to disarm him.
In a statement issued hours later, CPD said, “Officers attempted to disarm the offender when he discharged his weapon. An officer returned fire, striking the offender.” And in an initial court filing, prosecutors said Guzman “shot one shot in the direction of” an officer. A second cop at the scene returned fire, striking Guzman in the left side of the head, the filing stated.
But the Civilian Office of Police Accountability used different language five days after the shooting, leaving open the possibility that Guzman did not fire the weapon intentionally: “One of the officers gave verbal commands to drop the weapon and as officers attempted to disarm the individual, the individual’s firearm discharged. One of the officers then returned fire, striking the individual in the head.”
So COPA is making excuses for criminals now....or at least opening up a legal avenue to excuse discharging a weapon at/near/toward police officers.

Could it be that there are illiterate people working for COPA who might, even unintentionally, re-phrase officers’ reports so they have different meanings than the originals?
Just setting up the city for that big payout.
Guzman will sue and be awarded millions by a Democrat judge to be paid for by the Chicago taxpayers.
Bureau of internal affairs is far worse. They just end cases the way the Gold Stars tell them. All predetermined investigations. Beware no honesty in the BIA Unit. Never trust them! The whole unit needs to be disbanded.
If a civil suit was to be filed it would read something like this. The officers should’ve waited outside and requested social workers to deescalate the situation, whereupon my client would not have suffered a life altering injury and be emotionally traumatized every-time he sees a police officer for fear he would get shot.

Why was the COPA report even admitted as evidence? It's hearsay. Unless the COPA investigator testified as an expert? It would be fun watching one of them trying to get qualified.
Whose finger pulled the trigger? I would think if his finger was on the trigger that signals intent.
COPA by state statute is not qualified to conduct these type of investigations. Why in the fuck is this allowed ?! They are not state certified investigators.

At the point that the police approached the suspect and asked if he had a gun the suspect either complies and hands over the gun, drops the gun to the ground or puts his hands up. Holding on to the weapon while the police are attempting to disarm you makes you culpable for anyone getting injured by that weapon. There’s no accidental discharge here. This was all intentional by the suspect no matter what he or COPA says. Judge should have found him guilty, if not attempted murder then at least reckless discharge, the gun went off who’s responsible ? The police? These judges all suck. This guy will be on the street shortly once again armed.
Judge Ursula is a great judge.

A good defense attorney against a poor prosecutor almost always ends in acquittal.
It didn't matter what happened. It only matters what can be proved, or disproved, in court.
This is why report writing is so critical in any incident. Also important are the supervisors who approve the reports, and the reports filed by follow-up investigators. With so much paper, a good defense attorney can find inconsistencies or mistakes to exploit.

Good luck getting well-written reports with all the cutting and pasting that goes on. Most PO’s can’t put a simple narrative together without copying or lifting from someone else.
I swear to God I always said do not listen to anyone who tells you less is more in regards to report writing. If you are going to arrest and charge a person with a crime, take the time to document the whole story in detail. It protects you as the police, and helps build a better case in court.
Always remember, if it's not on paper, then it didn't happen.

The current state of your lodge indicates that they are in no state to stand up for its members against COPA, BIA, IG or the department as a whole. You all need to come together and vote the entire committee out.
I think the BIA has COPA beat on the corruption. COPA and BIA investigators are equally clueless when it comes to our directives, and most of the BIA investigators are sergeants hoping to be merit Lieutenants. BIA close cases with clear and convincing evidence and their chain of command signs off on it.
BIA investigators withholds evidence from their command staff just so they can Unfounded an investigation. BIA Command staff signs off on everything without looking into it.

Copa's fine investigators discovered that the offenders had their fingers crossed at the time of the incident, and as every little boy knows, that means they didn't mean it. Larry's nodding his head, dimwit that he is.
