Dumb Ideas Continue

And the stupidity keeps coming from dumbocrats in Springfield (click for larger version):

 

We're pretty sure something similar was decided by the Supreme Court years ago whereby you cannot require extra expenditures to exercise what is an enumerated Right in the Constitution. This was related to the "poll tax" or literary tests that were utilized across the Jim Crow south to deny minorities the Right to vote.

Those restrictions were instituted by democrats back then, too.
