The Next Move?

The Department, at the direction of Rahm, has already restricted days off all summer. They've canceled certain teams from even having two consecutive days off for months at a time and we don't doubt days off are going to be canceled during certain weekends. Baltimore has come up with a novel idea:
  • Baltimore sees multiple deadly shootings in just a matter of hours. It was a burst of violence that forced the commissioner to make a drastic move today.

    All uniformed officers will be on mandatory 12-hour shifts, as the city hustles to control the crime.

    Ava-joye Burnett reports the violence spilled over from the night into broad daylight today.

    After a violent night, the police department announced a plan on how to address this problem, as the Police Commissioner was angered by the violence.
A "burst of violence" is a daily occurrence around these parts.

And daylight mayhem? Got that covered!

What triggered this extreme step?
  • The violence in Baltimore started Monday evening and lasted through the night. It spilled over into the middle of Tuesday and by the end of it all, at least 12 people had been shot and at least six dead.
So 6 dead and 6 wounded in 36 hours?

Chicago had 30 shot in a mere 9 hours this past weekend. And although Baltimore's kill percentage was much higher (50%), the Windy City is still averaging over 2.5 dead per day:


So take an exhausted demoralized Department and force them to work an additional four hours a day - we're sure Baltimore will be getting top effort out of their burned-out officers.

"Green" Business Leaves

  • Chicago crime has led Enterprise’s car-sharing operation to cancel existing reservations in the area and stop taking new ones, the company says.

    Enterprise CarShare has had “a lack of vehicle availability” for the past six weeks, as "a direct effect of significant vandalism, theft and fraud," the company told its members via email Tuesday.

    About 40 percent of Enterprise CarShare’s fleet had been involved in theft or vandalism, a company spokesman said. A Chicago Police Department spokesman could not immediately comment on whether the department was conducting a broad investigation of the incidents.
We're pretty sure that 95% of that 40% was theft of vehicles. We heard more than a few of the recent chases were hot cars from Enterprise. Most pursuits were terminated in the first ten seconds after it was discovered it involved a rent-a-car. So the "Pursuit Policy" has real-world ramifications (Rahmifications?) on businesses operating in Chicago - and if the cost is greater than the profit, guess what? The business leaves, leaving another hole in Rahm's budget.

And Now the Lawsuit

Rahm taking heat from all sides - and deservedly so:
  • Accusing Mayor Rahm Emanuel of trying to cut a “back-room deal” with U.S. Attorney General Jeff Sessions, lawyers for Black Lives Matter Chicago and other community groups filed a class-action lawsuit Wednesday seeking federal oversight of the city’s police department.

    The 132-page complaint immediately blew up the debate over police reform in Chicago. It may force City Hall to the negotiating table after the mayor tried to abandon the idea of a federal monitor. Or, it may lead to a lengthy court battle.
We're pretty sure it can't be a "back-room deal" for two reasons:
  1. There's no back-room, and
  2. Sessions isn't taking part.
A deal needs two parties and Rahm is a party of one.

Also, what standing exactly does #blm have to file the lawsuit? How are they an "aggrieved party"? Any legit Court would most likely toss the suit (with leave to re-file) based solely on that fact.

Here a Tax, There a Tax

  • For the second year in a row, the property-tax man is about to dig deeper into Chicagoans wallets.

    On average, Chicago homeowners can expect a 10 percent increase — about $360 — when the second installment of their property tax bills arrive later this month, according to a new report from Cook County Clerk David Orr’s office.

    It’s the second straight year of double-digit increases prompted in part by tax hikes approved in 2015 by Mayor Rahm Emanuel and the City Council. Those increases, for pensions and school construction, sparked last year’s bills to increase nearly 13 percent on average.
We certainly hope the FOP is asking for a commensurate pay raise to offset this double-digit increase in taxes, especially as we're required to live in this slowly devolving city. 13% last year and 10% this year? There isn't a single office-holder in northeastern Illinois who should have a job next election cycle.

Video Rescue

  • A frisky and thirsty pit bull was no doubt thankful for the long arm of the law Tuesday.

    Chicago Police Officer Juan Farris — just two months out of his police academy training — plucked a helpless dog out of Lake Michigan, after it apparently leaped in to get a drink.

    [...] Farris and Field Training Officer Daniel Guzman were responding to a four-vehicle crash in the Streeterville neighborhood about 6:30 a.m., when they came upon the dog, running up and down the bike path along Lake Shore Drive. Initially, officers suspected the dog had fled from one of the vehicles involved in the crash in the 600 block of North Lake Shore Drive.

Beach Mayhem Continues

  • Two men were injured when they stabbed each other Tuesday evening at North Avenue Beach in a domestic dispute, police said.

    The two suffered cuts in the fight over a domestic issue about 6:15 p.m. near the 1600 block of North Lake Shore Drive, according to a police media notification. One was in critical condition and the other was in serious condition, said Chicago police First Deputy Superintendent Kevin Navarro.

    When the fight broke out, one man pulled out a knife and the other grabbed a bottle with a jagged edge, and both were stabbed in the fight, Navarro said.
But don't worry!
  • “I can tell (the public) the beaches are safe,” Navarro said. “This is one incident that occurred between two subjects. There’s really no way to defend an argument between two people, but just want them to know that we were right on the scene doing everything we need to do to keep the beach safe.
We guess the beaches are "safe" if you don't happen to be caught in the middle of a knife and bottle fight. Or catch a stray round from the intermittent gunfire. Or fall victim to roving bands of Amish youth out for Rumspringa.

The List

We've asked Foxxx's office for a list of laws that the "community" isn't required to follow, so as to make her job a bit easier and warn coppers where their efforts might be re-directed. We didn't really expect an answer, but one appeared to us in the comment section:

And we realized the writer is correct. We just needed to pay better attention.

So, here's what we can recall from memory - feel free to add more in the comment sections:

  • Driving While Suspended/Revoked is a free pass;
  • Shoplifting needs to be over $1,000 (with pending legislation for a $2,000 floor);
  • Felony Theft needs 10 previous felony convictions;
  • Straight up denials by thugs means no constructive possession of guns or dope;
  • UPDATE: Failure to Register as a Sex Offender - not charged any more;
  • UPDATE: No PSMV without a statement of knowledge the car was stolen;

Visit Your Pension Home

  • There are no hoops or basketballs inside Wintrust Arena yet, but the finishing touches will be added this summer during the final phases of the $173 million project.

    After 36 years at Allstate Arena, the Blue Demons are ready for a facelift.
Allstate Arena (The Rosemont Horizon) is a medium-sized stadium that DePaul hasn't filled since the 1980's. And the way things are looking, they aren't going to sell out the new place with anything approaching regularity.

Good thing Rahm had a spare $60 million lying around while first responder pensions remain funded at well under 30%.

Squad Car Designs

  • The Chicago Police Department, seeking a fresh look for its patrol vehicles, is asking officers for proposals to redesign the layout of the words, images and colors on the outside of its newer cars.

    Police Superintendent Eddie Johnson, in a memo to his 12,000 officers on Friday, said their design ideas will be considered by review panels in each of the 22 patrol districts. Each district will send one idea to a department-wide panel of police officers and residents from the communities.

    The panel will select five finalists, and Johnson will pick the winning design.
So all of the talent in Units is being disregarded? To design a new paint scheme, they have to bid back to Districts? Well, we suppose that's one way to increase District manpower. We question how different the new design is going to be - there are an awful lot of restrictions:
  • The base color of the vehicle must be white, and the dominant color of the design must be the "existing blue" on the current squad cars, Johnson said in the memo.

    Also, every design must include the four-digit identification number on both sides of the front quarter panels and on the back of the vehicles, he said in the memo. The words "Chicago police" must be part of the design and applied to both sides of the vehicle, as should the phrase "We Serve and Protect."

    Johnson also said the word "police" should be on the back of the vehicle, and the phrases "Emergencies dial 911" and "Non-Emergencies dial 311" should be part of the design. The department's Twitter handle, @Chicago_Police, also must be included.

    [...] said the department's new anonymous crime reporting website, cpdtip.com, will also likely be included in the redesign.
We're guessing that someone will just modernize the lettering and make "meritorious" something for their suggestions.

  • 12-year-old Alexis Stubbs was stabbed and beaten to death with a hammer in her home during a "domestic altercation" in Uptown Sunday night, police said.

    A hulking 31-year-old offender, currently on parole for aggravated domestic violence-strangulation, is in custody
So the Parole Board now has a verifiable body count. Where's the fucking outrage? Hello? "Community"? Are you there? Phleger? Jesse? #blm? Are the police still the problem?

Rahm - are these the "Chicago Values" you're spouting off about all the time? You use "the children" as a prop extensively to push for all sorts of issues (like gun control). This little girl was beaten to death with a hammer - where's your call for "Hammer Control"? We guess that doesn't fit into your "win the news cycle" calculations? Are you wasting this "crisis"? How about calling for "Parolee Control"? Or would that hit too close to your voter base? You sawed-off hypocritical weasel.

UPDATE: Did anyone see the Sun Times report?
  • By Monday evening, authorities had charged an ex-paramour of the girl’s mother, John Singleton, with first-degree murder in Alexis’ death.
"...an ex-paramour"? Are you fucking kidding us?

UPDATE: And guess who dropped the ball again?
  • Meanwhile, the Illinois Department of Children and Family Services disclosed it had been in contact with Alexis and her mother a little over a year ago, in May 2016, over a child-neglect allegation that the agency eventually deemed wasn’t credible.
Gee, might those non-credible accusations be deemed "credible" now?

UPDATE: And get a load of the neighborhood reaction:
  • The offender, covered in blood, fled to his mother’s nearby apartment building where witnesses heard residents shouting “let him in! Let him in! The police are chasing him!”
This is what we deal with on a daily basis - but the police are the problem? We're chasing a fucking murderer who beat a little girl to death with a fucking hammer - "Let him in!" Fuck you "community." Fuck you all to Hell you degenerate fucks.

Re-instated

  • Four Chicago Police officers who face firing in connection with the fatal shooting of Laquan McDonald will be back on the city payroll, at least until the conclusion of officer Jason Van Dyke’s murder trial.

    The Chicago Police Board, which hands out discipline in cases of alleged officer misconduct, voted on Monday to put a stay on the officers’ hearings, saying that evidence used against the officers in their police board hearings would jeopardize the admissibility of evidence in Van Dyke’s trial.
First up, how about back pay?

Second, when will Ed strip himself since he approved this shooting as "justified"?

Parent(s) of the Year Nominee

  • A toddler who was found alone on a South Side beach late Sunday was identified and reunited with his family more than 12 hours later.

    Chicago police had been seeking the public's help in identifying the toddler, who was found alone at Rainbow Beach.

    The child was identified and reunited with his family, according to an email from Chicago police sent about 11:25 a.m. Monday. A police spokeswoman said detectives still were interviewing the family and no additional details about the case were immediately released.

    The boy initially was found near 75th Street and the lakefront around 10 p.m. He was wearing gray shorts with white stripes and black Jordan gym shoes, police said. He wasn't wearing a shirt.
Because we always go to the beach and leave a kid behind. Doesn't everyone?

Weekend Ain't Over yet

We gave it until 0200 hours Monday morning, so there's a couple hours left. Our prediction of 10 and 35 was pretty damn close though:
  • Five men were killed and at least 34 other people have been wounded in shootings across Chicago since Friday evening.

    With temperatures pushing into the 90s throughout the weekend, 30 people were shot in less than 9 hours from Saturday evening to Sunday morning.
30 shot in under 9 hours? As someone said in the comments, that would be a national headline anywhere else. Hell, it'd be a national tragedy anywhere else. In Chicago? Rahmicides as usual in Chiraq.

No Manpower Shortage

There's no manpower shortage, but according to Administrative Fax Messages, the following days off are listed as "Restricted Time Off:"

We're going to go consult our Magic 8-Ball and predict the following future Days off cancelled/restricted:

    19 - 20 Aug (Air and Water Show)
    01 - 05 Sep (Labor Day)
For every correct prediction, we're going to insist that Special Ed and Kevin "Lie to the aldercreatures" Navarro each contribute $25 to the Chaplains fund. It's the least they can do seeing as how they continue to insist we aren't shorthanded, but will be cancelling days off and restricting time for some reason.

Nice Beaches There Rahm

  • Two people have been shot and critically wounded at 31st Street Beach on the South Side Sunday night.

    The victims, two males of unknown ages, were shot about 6:40 p.m., officials said.

    They were taken to Northwestern Memorial Hospital in critical condition, police said.

    Officials closed the beach, the Chicago Fire Department tweeted. Police were working as of 7:40 p.m. to help patrons leave.
An e-mailer tells us that the shooting occurred following an argument over ...wait for it...a concession stand line.

Well that makes perfect sense.

Another e-mailer relates that citywide units were being called to 47th Street, too, to quell riotous behavior.

And what is going on with the City shutting down a public beach some 10 hours before a Dave Matthews concert on the hottest weekend of the year so far? Did the band pay for the beach? We're betting not. So taxpaying citizens (and probably a bunch of non-citizens in Rahm's sanctuary city) can't enjoy the "Forever Open Clear and Free" lakefront because the Parks can't properly secure a concert venue?

Must be a manpower shortage or something.

Nice Riverwalk There Rahm

We're sure that Rahm is shocked....SHOCKED...that crime is occurring downtown!
  • Two men were wounded in a shooting early Sunday on the Chicago Riverwalk, according to police.

    The incident occurred around 2:04 a.m. near the intersection of W. Wacker Dr. and N. Dearborn St. at the popular attraction in the city’s Loop.

    Authorities said the victims were involved in an argument with several other men when shots were fired.
This isn't going to be good for the tourist trade:
  • The location of the shooting – a busy tourist destination – stunned many witnesses.

    "I kind of feel that now the area’s sort of, you know, tainted," said Sergio Castro, adding, "We thought this area was going to be protected from this kind of stuff. We don’t think it’s gonna happen around here, so I don’t feel that great about it right now."

    No one is in custody in connection with the shooting, according to police, and the investigation is ongoing.
Maybe Rahm can jump this guy before he spreads the news around and scares more tourists.

"No Personals" per 1290

  • NO PERSONALS ALLOWED IN 012 ON 3RD WATCH TODAY.

    So, LT Georgas tells all the cars on 3rd watch in 012 that no Personals will be allowed today due to numerous festivals and events and cars being stretched thin. Aka, short on manpower.
Today, we got proof:


By Contract, you are entitled to one lunch and two personals. By Contract, if you are denied the lunch, you are entitled to be paid for it. And we've worked plenty of details and busy days where lunches were denied across the board, so the Personal is used to allow you to get a sandwich on the run or use the bathroom or whatever.

We don't care who Spiro is related to. He gives this order and has a Sergeant distribute it, everyone on the watch ought to drop a slip for the lunch and protest the lack of a break. Otherwise, management starts to think they can violated the Contract with impunity.

And someone ought to buzz the local aldercreatures and tell them that 012, after being combined with 013 and having over 400 officers assigned, is somehow operating with under 300 all of the sudden and can't handle the regularly scheduled festivals and events. Perhaps a change in management is in order to properly distribute and assign manpower?

UPDATE: We are told in numerous comments that personals are NOT contractual but rather by General Order, and then at the discretion of supervision. Who would "discretion" you from a bathroom break? When Mother Nature calls, She usually means it, especially as we all age a bit. Sometimes She calls quite a lot, depending on age, health, etc.
