Big Change - No More TRU or MSF

  • BREAKING NEWS!!!

    This just in. . .

    MSF & TRU disbanded under the guise of a 90 day detail. AMFN#111702 reads as follows:

    "Full duty personnel with title codes 9161, 9171, and 9173 assigned and not detailed out of either MSF or TRU will be detailed to one of the following districts: 003, 004, 005, 006, 007, 008, 011 and 015. Personnel must submit a PAR form to their Unit of Assignment by 0800 hours on Wednesday, 25 MAY 11."

    "Personnel will be selected by seniority and reverse seniority will be used to fill unused vacancies. Personnel who do not submit a PAR form will be assigned at the discretion of the department."
We'll confess that we thought McCarthy was going to eliminate one of these units based on the simple fact that their missions were pretty much redundant. Eliminating both was a surprise and makes us wonder what other spots are about to get gored. A couple of questions:
  • Does this eliminate any exempt spots? We're still way too top heavy and all of these gold stars running their own little fiefs needs to stop;
  • Who is going to become the city wide response unit? You need a pool of officers that you can move about at a moment's notice regardless of contract restrictions. You will get volunteers for this, regardless, but who? The rumors are running fast and furious that GEU is next on the block. Are the Area Chiefs about to start fielding Saturation Teams again that will step into this role?
For too long, the Department has lost sight of the fact that everyone else exists to support Patrol. The function of the Department as a whole is to answer calls regarding crime and disorder. If you lose that (and it can be argued that we have for years now), you lose the direction and purpose of the organization.

An interesting beginning, that's for sure.

Guess what citizens, these new officers coming from these units have been there the entire time... McCarthy is another Weis, make no doubt about it..... A puppet!!!

Are we going to relive the bloody summer of 2008 after jfled ordered SOS disbanded? Funny how crime spiked that year enough so that the following year he brought the unit back as MSF and they did enough work to warrant another useless crime reduction ribbon. Instead of wiping out both units, he could have kept one for immediate redeployment and response and done a quick reorganization of our dispatch policy and wiped out half o the bullshit we respond to now. That in itself would reduce the backlogs and free up police for patrol. That would be worthy of a ribbon! Now who exactly will be sent all over the city handling the "bulls celebrations?"

This is welcome news. Help has definitely been needed on the watch. We have been so thin that supervisors (some definitely goofs) have point blank stated in rollcall, "Put the blinders on today and ignore those felony dope arrests." I'm sure guys will be disgruntled, but you're still the police and you can still make quality arrests. Unfortunately you'll also have to take the time to ride on the crazed domestics. Welcome back!

So at least 45 officers will be going to each of these districts.

Glad too see this happen, we in 003 need the help. Our resources of police have been so depleted, there is no one willing to do the job. I know the folks that are coming back are going to be bitter. But I also know the majority are the POLICE and it will be a welcomed sight too see them backing me up on whatever I maybe on, be it street stop or domestic. We don't get the help we use to in 003.

still saw some msf cars out there doing it. just got chopped today and 6 of them in there doing a one bag weed arrest. you really should go out on a low note and relax before your thrown back into the bullshit we deal with in patrol. no need to keep getting that work done for the man. weather your the "real police" or not in msf take it easy for a few days.

Well, OCD is on the chopping block next. Just my 2 cents, but its time to make the lieutenants earn their pay. Im safe where im at by both seniority and activity, but making cuts from OCD by reverse seniority is a cop-out.

Have each team give up 2 guys, and maybe consolidate teams. This way, you still can keep team chemistry, and each team can get rid if their dogs. The seargants all know who they would get rid of if they could, have each Sgt submit 2 names to the LT, and let the LT make the final decision.

I know a lot of guys in OCD with 6-10 years on who LITERALLY CARRY THEIR TEAMS, and deserve their spots who would be cut, and I know some guys in OCD who are unfit to be janitors at the station who would get to stay.

Reward the workers who produce for a change. Let the dogs be dogs in a district, don't reward them with unit spots.

Wow I can't believe it went down this way. A reliable source in 5th dist front office told me that it was going to be a merger by marriage between TRU and MSF. It would then become a fight between the units to breed each other out and see which unit came out on top. Though the Commanders of TRU and MSF could still evoke "jus primae noctis" Hang on to those TRU "we rock the DOC" T-shirts and MSF pins they are collectors items now! Mine are going in the CPD GMACK time capsule not to be seen for another 3 years. Going back south wouldn't be so bad if Jays were still open :(

This "90 day detail" will be like the B&A detail last summer. It will only be temporary until it becomes permanent...around the 65th day. FOP said that was only a temp detail. Were they lying or taken?? Inquiring minds want to know....

The City/Department got away with this on the B&A detail. FOP did the "Sgt. Schultz" on it and it flew. But that was only 11. The City/Department did that as a trial run, it flew, so that is how it goes from here on out.

Don't bother filing a grievance. Article 4, Management Rights include the right to change the configuration of the Department. As long as it is done by seniority, they are OK.

Any one that thinks the bosses don't read this blog is silly. As does the public. There were too many posts of MSF & TRU taking 2 hour lunches and being smug about it. Hope they enjoyed it while it lasted. Because now it is 30 minutes....if you get one at all. And now you will have to work with on the same level all those lowly unclouted beat coppers that you thought you were so superior to.

The Department will bring back this type of unit. They have to because they need it. It just got out of hand and the easiest way to tame it is to beat it down.

You can still be the police in a beat car. Answering calls for service, while it may not be glamorous, is still police work.

With summer around the corner, who will respond when things go crazy in the districts? Us beat guys make fun of msf and tru but they do serve a purpose. it would have been better to eliminate one but both isnt a good idea in my opinion. I bet that the guys and gals coming to those shit districts will be still ready to work wont they...the department does what it wants, when it wants. My opinion is that they got screwed, not even a super bid to decent tax paying parts of this city. Brothers and sisters welcome back, dont worry many of us understand that you got screwed on this one.

It sucks boo hoo it was a good run in tru. But in my oppinion he just came in and made the same fatal flaw jodi did. You can't fix something if you don't know what is broke. If that was what needed to be done and im not saying it didn't then it happened way to soon. You need to know what your working with before you change things. In a city this big you need a large mobile unit that can be deployed at a moments notice. Is he keeping geu? Are they going to pick up the slack? Problem geu is spread across the city in different areas and are civilian dressed and doesent have the numbers that tru or msf did. We did not need both that was a major f up by jodi but we need one. It doesn't even matter for me I can be the police any where and do my job. Bottom line is we need to hire a bunch more officers this is a big smoke and mirror act to cover for the fact that romulin can't add the 1000 officers to the streets that he promised. All these officers were already on the street during peek crime hours. But certain districts will get a dozen or so more officers spread across 3 watches and 7 day off goups. Way to go romulin and mccrotchy. You added one more car to a watch to be tied down on a paper job during a back log.

I feel bad for the people that went to these units thinking that it was going to last forever. Maybe they didn't realize the city was using them, but now they're stuck in a lousy district with few bidding opportunities to try and get into better districts.

After summer detail you'll see the remaining unit either MSF or TRU being broken up into 5 separate platoons one for each Area and then a 6th platoon to be used as a floating platoon to cover RDO'S or whatever needs are.

Great! now we'll have more pissed off officers who will NOT be answering calls and giving a helping hand to the beat guys. I hope the sup. understands that this is NOT NY. We do not have the man-power/ resources like they do nor the support of the community like they do. Does this mean we'll have a transit unit and a undercover pedestrian unit like NY? Is special gone for most of the people who rely on them after getting screwed on the contract? $30 per hour summer events? On a serious note, will "dogs" get punished finally? Or will they continue to get paid the same money to do nothing? Wonder how they deal with that in NY.

I absolutely can't wait to hear the war stories told by these prodigal TRU & MSF Superstars.

I fully expect to be regaled with tales running the entire gamut of "elite" day-to-day goings on:

Surveilling restaurants in hopes of finding those that are half off and haven't been "B.U." (cool cop abbreviation) by other cheap coppers. Occupying these establishments for hours, watching games on the HD flat screens, ruining the owner's turn-over rate...and then tipping $12 on a 10 person bill.

Adding ever more pockets to their vest carriers to accommodate the constant accumulation of nonsensical and unnecessary gadgetry.

Asinine explanations as to why they not only didn't stop to back-up "mere beat cars" on traffic stops, but oftentimes never slowed down to even acknowledge or make eye contact with those officers.

Deciding which of the eight "Assisting Officers" is going to perp-walk the 3 bag weed pinch to lockup while a few of the others don black hoodies and "hit tips" (more cool cop lingo) in the arrestee's impounded vehicle... all while the tow driver is simultaneously asking the desk crew who'll sign the Tow Report "GOA".

Then there's always the constant trials and tribulations regarding hair gel. Which has the best hold...which is easier to apply...which doesn't flake after wearing a skullcap embroidered with the MSF Lightening Bolts.

Welcome back, guys and gals! Your return signifies the beginning of a trend (hopefully) that will give us slugs pushing beat cars a much needed breather. It's going to be a lot harder coming in 6 or 8-deep to process two measly DOPW arrests - things HAVE changed in the short time you've been away.

By the way, this "90 day detail" floated past you guys by the Super is more smoke & mirrors - you're just not aware of it quite yet. Many of you jilted Superstars will vow not to do a damned thing once returned to the districts; the reality is that a single arrest need not be made during that 90 day detail...you WILL stay in districts once it's been determined by the powers that be that your glorious return has proven "effective" in the grand scheme of things.

There's going to be a reincarnation of some type of citywide unit that'll respond to events at the drop of a hat, but 95% of you won't be part of that team. Seniority is back en vogue, while clout and phone calls are going to be put on the back burner...at least temporarily.

Try not to wreck my Crown Vic while I'm on furlough July and August.

We still have GEU and SWAT, right? Maybe them. That, or maybe we're going to be calling a lot of Plans in order to get the influx of personnel to where they're needed.

We can always take the tactical teams from 16, 17, 18, 19, 20, & 23, right? The taxpayers don't need that "extra" police service!

not tryin to sling mud towards anyone in msf or tru but this was a long time coming for another reason that is not so public. Many people in the department and in city offices have been very concerned with these two units legally. Corp council has had a large number of lawsuits that have been filed against officers of msf. The problem is that corp council is running into massive roadblocks the paper is atrocious and poorly written and as one of the guys at corp council told me it is elementary. When they looked at all of the lawsuits filed in the city some outragous number like 70 percent were filed against officers of msf and tru.. the reason corp council is so pissed is because the paper is redundant and when the civil lawyers bring in the past 20 arrests that officer wrote for the same crime they almost read the same.... well, that doesnt look good to a jury, or to anyone else for that matter... just saying, maybe its a good thing this thing got nipped in the bud before another scandal.

area saturation teams are back... three area teams will be back.. two third watch teams and a midnight tact team will be coming back.. so 450 people going to 8 districts equals about 54 bodies for those 8 districts. 30 more bodies back to the area... once again, rob peter to pay paul.

Am I to understand that 10 hour days will be yanked from these officers after June 23? If thats true then what a bogus move. People had plans based on this schedule such as weddings, family parties and etc. If this is the manner in which the new Supe treats hard working police officers, then he should be aware that he just made 500+ POs into dogs. I'm sure the bashing and "I told you so" will begin. lets remember that were ONE dept and need to stick together and back each other up. I do feel bad for most of these officers cause they were told one thing now will prob have to drive 30 miles to get to work. I think the dept really just screwed you and used this 90 day detail to get around the super bid until after summer. Just remember things change and try to keep your head up. not all of us think you were young know it alls. many officers from tru with over 10yrs. on the job. Again officers try to see the better side even after this low blow.

This new boss sucks!!! He thinks that patroling the bronx for a few years is the shit. He had an inside track for promotions (captain with only 10 years on the job). This was a big mistake. The department needs a unit with that is flexiable. A unit that can cover the taste, the 3rd of july, bud budlikan, and hot spots within certain districts. Disbanding these units only leaves certain areas up for grabs because now we dont have the manpower to saturate. This is what happens when you promote people who dont make multiple arrest or go to court on a regular basis.

Oh don't laugh now kids. Some of the seniority from these PO's is well beyond ten years. That means your cushy little spot on 2nd or 3rd watch could belong to them in no time.

Also we hear McSup is eye balling Gang Enforcement next. That's another 400 policemen or so. Narcotics supposedly has to cough up 125 bodies as well. Midnights in 007 is looking nice now isn't it

He told everyone at the meeting that he was going to use the hard working coppers of these units to "shame" the dogs in the districts. Hahahahahahaha ! As the wise Sgt at the meeting said "You can't turn a dog into a working copper, but you can turn a working copper into a dog". That's all he's going to accomplish. Say what you want about weis. He hammered coppers who F***ed up severely, but at least he also rewarded hard work. This Sup doesn't seem to give a shit about them. You can't screw workers and then try to tell them that you care about them. It doesn't work that way. The proof is in the pudding !

You're missing something. Even back in the days of the MLK riots and the original DNC riots, there were 6 Task Forces assigned to the areas. We personally have never deviated from a city-wide response unit theory. We didn't believe you needed three separate ones like MSF, TRU and GEU. And Area Task Forces would give the Department more localized flexibility. We have to see how it plays out.

I'll tell ya a lot of hate all around here. I've been in TRU not very long, and I have no problem going back to the district. It was a good gig while it lasted, but all good things come to an end. I don't have much time on the job, so I don't feel very jaded. Please, get over yourself. The uniform you wear says CHICAGO POLICE, not SPECIAL POLICE. Do your time back in the district and wait for the next opportunity to get back onto another team. Hopefully you didn't use up your one phone call to get to where you are about to leave.

Suck it up guys. First lesson to learn on this job is 'nothing lasts forever.' That includes asshole bosses and good spots. I've outlasted a lot of asshole W/C's and D/C's, and enjoyed my time in a unit when I got it.

Most important, you still have the 1st and the 16th, and you can still have fun anywhere you go, as long as you're open to it.

Well, OCD is on the chopping block next. Just my 2 cents, but its time to make the lieutenants earn their pay. Im safe where im at by both seniority and activity, but making cuts from OCD by reverse seniority is a cop-out.

Have each team give up 2 guys, and maybe consolidate teams. This way, you still can keep team chemistry, and each team can get rid if their dogs. The seargants all know who they would get rid of if they could, have each Sgt submit 2 names to the LT, and let the LT make the final decision.

I know a lot of guys in OCD with 6-10 years on who LITERALLY CARRY THEIR TEAMS, and deserve their spots who would be cut, and I know some guys in OCD who are unfit to be janitors at the station who would get to stay.

Reward the workers who produce for a change. Let the dogs be dogs in a district, don't reward them with unit spots.

People had plans based on this schedule such as weddings, family parties and etc. If this is the manner in which the new Supe treats hard working police officers, then he should be aware that he just made 500+ POs into dogs. Instead of wiping out both units, he could have kept one for immediate redeployment and response and done a quick reorganization of our dispatch policy and wiped out half o the bullshit we respond to now. -Like MSF and TRU did much - the first 4hours of there start was just that - there start time. They spent about 30-45 min in roll call, then they go and workout for about 2 hours, then a 2 hour lunch, finally out on street. Yeah they will be pissed off to be held down on the radio - "Doing their job for once"

This is what happens when you promote people who dont make multiple arrest or go to court on a regular basis.

I fully expect to be regaled with tales running the entire gamut of "elite" day-to-day goings on:

Surveilling restaurants in hopes of finding those that are half off and haven't been "B.U." (cool cop abbreviation) by other cheap coppers. Occupying these establishments for hours, watching games on the HD flat screens, ruining the owner's turn-over rate...and then tipping $12 on a 10 person bill.

Adding ever more pockets to their vest carriers to accommodate the constant accumulation of nonsensical and unnecessary gadgetry.

Asinine explanations as to why they not only didn't stop to back-up "mere beat cars" on traffic stops, but oftentimes never slowed down to even acknowledge or make eye contact with those officers.

Deciding which of the eight "Assisting Officers" is going to perp-walk the 3 bag weed pinch to lockup while a few of the others don black hoodies and "hit tips" (more cool cop lingo) in the arrestee's impounded vehicle... all while the tow driver is simultaneously asking the desk crew who'll sign the Tow Report "GOA".

Then there's always the constant trials and tribulations regarding hair gel. Which has the best hold...which is easier to apply...which doesn't flake after wearing a skullcap embroidered with the MSF Lightening Bolts.

Welcome back, guys and gals! Your return signifies the beginning of a trend (hopefully) that will give us slugs pushing beat cars a much needed breather. It's going to be a lot harder coming in 6 or 8-deep to process two measly DOPW arrests - things HAVE changed in the short time you've been away.

By the way, this "90 day detail" floated past you guys by the Super is more smoke & mirrors - you're just not aware of it quite yet. Many of you jilted Superstars will vow not to do a damned thing once returned to the districts; the reality is that a single arrest need not be made during that 90 day detail...you WILL stay in districts once it's been determined by the powers that be that your glorious return has proven "effective" in the grand scheme of things.

There's going to be a reincarnation of some type of citywide unit that'll respond to events at the drop of a hat, but 95% of you won't be part of that team. Seniority is back en vogue, while clout and phone calls are going to be put on the back burner...at least temporarily.

disbanded means officers will no longer have 1 hr roll call 1 to 2 hr lunches , patrol high crime district for about an hr and then time to drive back to office
he just increased msf & tru work day by 80%
now if he can eliminate some exempts that have less than 100 officers assigned to them and put a sgt in charge of small units

Why only a select few districts? I work in 009 and we're very busy and quite understaffed. I'd say 009 is pretty similar to Englewood but the boundaries are much larger.
I like to see bodies headed to the districts but they need to be spread out better.

These beat cars need help. Period. Not the kind of help that means a caravan of 5 yr wonders descending on a hot call then disappearing when there is no easy head to take in and milk for 3 hours, or their 2 hour dinner club is calling. Sorry kids, maybe after you've had a few more years under your super-light nylon duty belt, you'll realize that there is no such thing as a permanent cushy spot. 1. For all the idiots out there ........ The city will still be able to staff all the events without stroke force TRU. It's what we used to call a detail in the good old days. People will volunteer or be picked by reverse seniority, no big fuckin deal.
2. If a change in assignment makes you a dog, then you always were a dog. A guy/girl with pride and work ethic will still maintain those qualities.
3. 4-8 people in on 3 bags and an impound was not stellar police work, no matter who was serving that kool aid. These "units" were a piss poor use of resource.

GEU isnt going anywhere. They recieved a 5 year federal grant for that unit that still has some time left.

According to contact with the PBPA this is not a voluntary bid, so you are not locked in for a year. If after 90 days they decide to end the detail and officially disband TRU/MSF they have to put out a superbid to available districts.

The big question to me is what is going to happen to the Portillos on Harlem? They benefited from MSF and TRU's taking their 2 hour lunchs there.

I hope that they are able to survive the empty tables.

Good luck finding dining locations in 011, 015, 003. Tips/Sauce and Sop'n bread from Fredines. Harold's #1-#49 isnt always the healtiest choice.

First, they should have kept a partial unit to cover city wide problems. Yes, there were way too many coppers in MSF and TRU, but a city wide unit is necessary. Second, for the guys in the units don't do a PAR form, let them place you, that way you can bid out when you get the chance.

Well, OCD is on the chopping block next. Just my 2 cents, but its time to make the lieutenants earn their pay. Im safe where im at by both seniority and activity, but making cuts from OCD by reverse seniority is a cop-out.

Have each team give up 2 guys, and maybe consolidate teams. This way, you still can keep team chemistry, and each team can get rid if their dogs. The seargants all know who they would get rid of if they could, have each Sgt submit 2 names to the LT, and let the LT make the final decision.

I know a lot of guys in OCD with 6-10 years on who LITERALLY CARRY THEIR TEAMS, and deserve their spots who would be cut, and I know some guys in OCD who are unfit to be janitors at the station who would get to stay.

Reward the workers who produce for a change. Let the dogs be dogs in a district, don't reward them with unit spots.

There's going to be a reincarnation of some type of citywide unit that'll respond to events at the drop of a hat, but 95% of you won't be part of that team. Seniority is back en vogue, while clout and phone calls are going to be put on the back burner...at least temporarily.

Hey chief im happy going back to any one of these districts Ill be able to get the summer furlough that I was never able to get in tru.The hours allowing me to stay home during the day with my kids and work after my wife got home is why I stayed all these years average time in tru is more than 10 years I hope you dont get screwed out of your summer furlough next year.I will say, I will probably need an fto for a week or so I cant remember how to blow off a job.

Now he needs to open bids for the tax paying districts that are operating one man beat cars on afternoons. 016 has less than 200 officers for 38 Square miles of land, and the highest population of any district. Patrol IS a citywide response team- when staffed, you have plenty of boots on the ground- a few wagons, several rapids etc per dist- when major shit hits the fan you pull from the next dist- which usually shares the same zone anyway!

121AM is correct....that's what happens when you have both the literal and proverbial "Hair Gel" thinking they know what's going on. VERY FEW of them know how to write paper (I'm a desk Sgt - I see all they bastardized arrest reports and am CONSTANTLY correcting these goofs). This is a direct result of not hiring to keep up with attrition, no FTOs and letting 3-5 year wonders that never worked anywhere fast jump headfirst into units that encourage cutting corners for numbers.

Luckily most of these kids have no or very little net worth which can be taken away from them when they get slaughtered in federal court for that civil rights violation. Mom & Dad will just have to tolerate junior living in the basement for a few more years.

ok good start. How about you now get rid of the 806 teams and the 865 teams in the 8th district. 008 has three tac teams and now you have to have two more teams? one for nights and one for midnights. Even back in the days of the MLK riots and the original DNC riots, there were 6 Task Forces assigned to the areas.


There were only four Areas with Task Force: 1,2,4,and 6. Area Three, located at 39th and Claifornia (Districts 7,8,and 9), and Area Five,located at 2138 N. California (Districts 14,15,16,and 17),did not have a Task Force component assigned.

The greatest thing our new Mayor and Supt could do is a forensic audit of our Depts mismanagement. Hold those responsible for irresponsible hiring practices that have allowed our ranks to shrink to the 8,000 man range. Connect the dots to the misappropriated funds earmarked for hiring that were used to acquire unnecassary technology supplied by connected firms. Those most responsible are now in complete panic mode and cancelling time off that officers EARNED.

I don't see working police being so disgruntled that they stop working, its not going to happen--they will adjust, and continue being the real police. It will be great to have the extra bodies in patrol--for all of our safety-its critical. I had an open mind to this guy but...bad, bad move. If he is going to address something "immediately" we would be better served with addressing the issue of the the types of 911 calls that we respond to and their prioritization. Restructuring these units was inevitable but "dumping" these officers just prior to the summer months without working out the logistics first is a huge mistake.

The new Supt told MSF and TRU at the meeting that most would be sent to area saturation teams and some would go to districts for the detail. Then the fax came out and said that all members of MSF and TRU are going to districts. So, the new Supt either lied or he doesn't know what is going on because he was told to disband both units by the mayor??

Great way to start off your tenure boss!

He also told us that most guys in the districts are dogs and that we need to motivate the guys in the districts. I'm sure that is going to happen.
