Former Chicago Police Supt. Jody Weis walked out with a $76,308 check for accrued vacation days when he resigned his $310,000-a-year job on March 1 — a lump-sum payment for 64 unused days that’s raising eyebrows at City Hall.
His former $168,438-a-year chief-of-staff Mike Masters left police headquarters with a check for $30,448. That’s the equivalent of 54 unused vacation days
Weis’ lump-sum payment — for the equivalent of 56.2 percent of his allotted total — raises eyebrows for several reasons.
For one, he started work on Feb. 1, 2008, but still claimed 25 vacation days that year when he was eligible for none. The former superintendent also got 25 vacation days in both 2009 and 2010, even though civilian employees are only eligible for 13 vacation days.
In June, 2010, after entering the final year of his three-year contract, Weis made a policy decision that increased his vacation payment even more.
He changed the policy governing vacation carryover to allow “command staff members” including himself and Masters to carry up to 39 unused vacation days from one year to the next “when circumstances prohibited the use of current and prior year’s allotments.”
[...] Copies of Weis’ so-called “command staff vacation carryover requests” obtained by the Chicago Sun-Times show that Weis and Masters took full advantage of the policy change—by carrying over 39 unused vacation days from 2010 to 2011.
Both men used identical wording to justify the request: “Unable to use due to operational needs.”

Weiss said he was willing to take a 20% pay cut in salary for a new contract. Said it was to help the city with its budget problem. Problem was that some alderman said he couldnt take a pay cut because it had to be 310. Of course he failed to mention that his contract was for two jobs. Remember the one he never performed.
He should have taken a 50% pay cut, returned half his salary and all his vacation days if he really cared. How convienent the media forgot the reality of his original contract.

Watch for limits on carryover BFD's & PD's if we will even be able to sell back anything next contract. Looks like the reign of arrogance of John Doty may be coming to an end at the UCPD. A former member of the CPD who has worked at the UCPD for years with distinction sued the Dept. after being forced out by Doty. A deposition was recently held, and according to several people close to the pending litigation, (chief) Lynch, Doty and his lapdog Milt Owens looked very uncomfortable during an almost 8 hour deposition, especially when some of Doty's comments that had been documented were revealed. Here at the UCPD, we weren't surprised to hear this, as Doty's numerous nasty comments and excessive disciplinary actions against various UCPD employees have been talked about here for some time. an early legal decision on damages is eagerly awaited. This decision could open up a flood of new litigation by many others who have had to deal with the heavy hand of JD.

Our Chief of Staff was a sworn law enforcement officer. That is why he received duty availability and uniform allowance. Go check for yourself. If he wasn't sworn the Deputy of Finance would not have categorized him as such as allowed him to get that additional pay. Stop hating on him.

JFled was a civilian member as far as I am concerned. He didn't pay into the pension fund which ALL sworn members do. Plus he would of been to old to becaome a sworn member when he came on. There was a max age limit.

I'm going to sound like an asshat, but I'll say it anyway. Exempts are lucky if they get more than a week off at a time, and the higher the exempt the more likely they'll have little if no vacation. Saying that, I can see how he banked all his time and personally I don't have a problem with that.
It's part of the deal with the devil so to speak if you're an exempt. The rest of us get long furloughs, at least I do. I split and take four weeks for one and three for another. Exempts get a week at a time and when was the last time any superintendent had a long vacation?
Let him have it, and good riddance.
Joe Citizen has an attention span of 6 seconds and thinks we all get to do this. This is a coordinated campaign to make us look like assholes, hence the usual suspects (L.Msall-Civic Federation) demanding that the police lose all benefits because Weis walked with a big payout.
Unfortunately the people who are going to lose are current CPD members. The headline now reads Rahm vows to change vacation policy and it goes on to say that he has been advised to change the current system that allows for lump sum payments for unused vacation days.
This jagoff has accumulated 16 million dollars in his war chest and he wants everyone else to sacrafice.
He has already simply refused to honor raises granted to CPS membership and while some may snicker at that, what makes you think he won't try to do the same thing to us when it comes to our contractual benefits?
When CPS marches in protest, all union members should join them, because I promise you this is going to be our fight very, very, soon.

I met a CDOT inspector on a code violation today. He writes ANOVS on sidewalk damage from contractors, public way problems, digging in the street etc.
The City doesn't even give him a car. At all! He must use his own car for work, going from job to job answering complaints. The City gives him $130 a month for gas etc. He must also purchase extra insurance out of that to indemnify the City in case of accident.
He drives around for the city, in his car, he gets a few bucks for gas and must shoulder 100% of the liability and also pay to insure the city for any additional liability!
And he claims to write between $50,000.00 to $60,000.00 a month in citations.
Think we have it bad? Not compared to that schmuck.
Even after talking to a couple of Narcs I don't understand why they have take home cars.

O.T. Area 3 ,Area 1 Chiefs office and a few other places have no timekeepers. Wait till the shit hits the fan when people don't rec their correct ot checks (from a recently retired )timekeeper. McGruf better wake up or some exempt needs to grow a set and say enough is enough. Glad I got out, but my buy out money was screwed up. It can be fixed but takes awhile. So pleaseeeeeeee keep an eye on yours it takes a very long time to straighten it out

Btw: I sent along a message saying, if nothing else, point to 'past practice' and also the fact that auditors did not flag the so-called 'problem' the last several years they audited time. Therefore, the City approved and condoned it.
Now, add in the Weis/Masters chicanery over 'banked' vacation time. Threaten a suit and you should get a very timely check because they DON'T want all the details of Weis' dirty deals to come to light.

Of course they tried, and failed. This was reported. They were prevented from going into our pension fund. They went into the not-as-lucrative municipal employees pension fund instead.
