Retired white shirts being investigated by the IRS?
- ...a retired CPD captain along with several other retirees (both sworn and civilian) are under investigation by the IRS .... for various things including but not limited to; tax fraud and tax evasion. The captain who owns this security consulting company has made a point to aide her “top employee” in tax evasion by paying straight cash .... one retired exempt member [has been] interviewed by the IRS ....
This retired captain, who was pulling in many tens-of-thousands of dollars with this security company, also had a side gig administering a sooper-sekret study group with an amazing record of placing candidates in the top twenty in scores for a number of years now. Her daughters did amazingly well on Sergeant and Lieutenant tests, along with their cousins and a son-in-law.
It's almost like she was given the test by a former First Deputy who was a subject matter expert for the tests so that he didn't have to waste "merit" picks on friends and relatives. They could just claim those undeserving made it by score!
Of course, this meant that instead of everyone else competing for 70% of the promotional spots (with 30% "merit") they were actually vying for around 50% or so since the outcome for the top spots was predetermined by those who had the test.

Around top 100 on any CPD exam are candidates who had prior access to the exam. Not all but majority. It’s a proven fact. Merit is more legit at this point. Scoring in the top 2% on part one just to rank 2714 on part two makes zero sense. Or vice versa. Scoring 51 on part one but ranking 25 on part two. Some things just do not add up.
Who was the captain?
Ive said this for more than a decade. Don't assume that if someone didn't make it on merit, they didn't cheat. In fact the very, very corrupt ones do it by getting promoted with top scores "appearing" to make it look legit. I've known MANY people in the secret study groups in past tests, and they are Lieutenants and well above, today. They will lie and swear under oath...they earned it by studying the old fashioned way which is a blatant outright lie. So be aware...... people, the merit % picks are not just city's insiders of the Chicago's 'royalty class' but there is a vast large contingent who aren't on the merit list, but cheated by having answers ahead of time. I agree with SCC that the 'off the record' merit promotions are in actuality around 50%. We all know of a few people on every list that is dumb as rocks, but mysteriously scored in the top 100 or 200. That's not just pure imagination. I never participated in this promotional stuff, because never had an interest in being a boss, and I also like to look at myself in the mirror knowing I am not a fraudster the rest of my career. (besides I was never given the golden ticket invite to attend such group as I was not an elite or s--ck a$$)
The bosses from the time I come on 19 years ago have continually gotten dirtier.

Every now and then these type of rumors pop up. They always lead to nothing. Gossip and rumors and nothing more. They might all have a grain of truth behind them but they never lead to charges or more importantly, reform.
Lots of people were given the test, chizewski sisters and their spouses, vizzini, pappa, of course the Dillions and all of NOBLE. In their defense, this has been happening ever since SMEs existed. Doesn't make it any better but the foundation of everything in Chicago is corruption.

Sgt spot should be Zero merit. At some point in a boss holes career they ought to be able to demonstrate some proficiency at their job. This rank interacts with the entire patrol division and needs to earn its respect back.
I don't think this is asking too much...It also makes sense, so it will likely never happen.
One of her daughters was merit ET, merit Detective, and merit Sgt. She takes Lt exam and is ranked #1. She works as a Lt for 4-6 months refusing to do TRRs and other assignments. She then went on medical for a year before she is granted a work related IOD claim. She is now retired on full disability earning $120K a year tax free. Also she's not even 40 years old.

The game hasn't changed - just the players. Most of us have to do it the legit way. The problem is that decades of inbreeding has led to complete ineptness. Its the CPD version of the Hapsburgs.
I figured that out with about 8 years on the job when I found this pretty blonde detective scored #1 on a sergeant's test. I forget what boss she was screwing but it was pretty out there. Never saw her do any work as a detective. Same with Cline's kid. It was always a joke that promotions were always forthcoming just about when he was eligible.

Nick Duckhorn (Pat's son) never should have made Sgt. He was like in the 700-800 range on the list, but they left that list up waaaay too long. Then suddenly he scores #6 or #7 on the lieutenant's test. I'm sure it had absolutely nothing to do with being in Patty Caesy's secret study group. Bwaaaaaa!

Anyone remember when Casey was on Med/IOD for the LT test? Dillon personally proctors the LT test for Patty in the hospital. Patty scored extremely well.
Years later Casey is now a big boss and “subject matter expert” and has a “super secret study group”, which includes the daughters of Dillon.

The actual non-cheating officers are fighting for 15%-25% of the spots, at best. Just look at how many husband/wife were promoted to sergeant from the last exam. It’s clearly rigged. I took one promotional exam and immediately saw the writing on the wall. Since then I’m just here for the checks and benefits. No more 12hr days, days off cancelled or any activity. Just report on time, take calls, cut reports, smile wide, checkoff and lay up when necessary.
That is a conflict. Years ago I was a subject matter expert for the Detective exam. I had to sign, not once, but twice, that I would not share any info with anyone not in the group. We were not allowed to take any paperwork from the meetings with us. I never did but I knew from experience the one or two obscure questions that I knew would be on the test that if you answered them right it would put you way ahead of everybody. Funny thing is we had some bosses (I was a Det) as subject matter experts, who were never Detectives but in the D-Unit. It's all legit folks.
