The Complaint was filed against Jon "Pussy" Hein and the Watch Operations Lieutenant, Beat 999 for ordering Officers not to respond to the scene.

Here's the second Complaint against Beat 999:

 

It's documented with dates, times, OEMC event numbers, etc. Hopefully, it's also forwarded to the Department of Justice where actual consequences might be obtained, because we all know IAD is corrupted beyond measure and COPA does what they're told.
