Historical Reference

Here's a link to the Contrarian article from four years ago outlining Paz's accusation against the Department and Barz:

  • A lieutenant of the “Community Safety Team” alleges in a recent court filing that he was re-assigned after refusing to participate in a quota system driven by the Superintendent’s policing strategy. The supposed strategy? An expectation that officers pull over at least ten cars per day and complete blue cards. A “blue card” is documentation created when an officer conducts a traffic stop but neither issues a citation nor makes an arrest. Keeping in mind the Community Safety Team is made up of over 700 officers, common sense would suggest this team should have some other mission. If there is an epidemic of dangerously bad drivers, the offenders should be issued tickets. If there is a connection between bad drivers and crime, the focus should be on something other than what amounts to a verbal warning and ten minutes of paperwork for the officers.

    On principle, the lawsuit sounds plausible. The Deputy Chief alleged to have been carrying out the Superintendent’s quota dirty work, Michael Barz, is said to brag about his close relationship to the Superintendent. It is public record that the feeling is mutual. During testimony to the City Council on October 29, 2020, Brown replied to an alderman’s question about the Community Safety Team: “Thank you for the question and giving me the opportunity to brag on Mike Barz and his team.”  

The article also reports Barz's crooked IAD time and some of the investigations he hid from public view to assist in his upwardly mobile career track.

I still place blame squarely on brown and Carter. Yes, Barz did the dirty work and shame on him, but when you are a newly promoted commander or deputy chief it’s pretty hard to speak out against an order or new strategy from the supe. Brown made quotas for everything, blue cards especially but then for PCIs. Remember that crap??? PCIs at one point were more important than almost any other stat. They were making the detectives in RBT get a minimum of 5 per tour.. yes, each detective in RBT in A1 had to get 5 PCIs every single day. Districts like 010 were getting 500 per day or more. It was a race to get the most PCIs and commanders and watches would get called out on the carpet for low PCIs. Brown and Carter sucked horribly. Killed this department.

Well.. many haters towards the man Barz, but in the end, he retired, is making a pension made up of 2 years of Deputy Chief and 2 years of commanders pension and didn’t lose a penny from this lawsuit. People think because he was dumped in the last few days he lost out on that pension. Nope, it’s the best 4 years of his last 10 worked. Pretty sure Mikey made out pretty good. Paz on the other hand.. on “disability” and got about 550k from this after his lawyers take the 40 percent juice from the 900k. The 600k in lawyer fees was paid to the city outside counsel who defended the city so franks lawyers get paid out of the 900k which 40 percent is now the going rate. so It’s a nice payday, but Frank was originally banking on getting 5 million and riding off into the sunset.. didn’t work out that way like you were telling everyone now did it Frankie boy.. 550k isn’t exactly a massive life changer when you’re in your early 50s.. it’s nice, but not 5 million. Go buy a nice car, pay off the house and have a few nice dinners because that about all it will get ya these days frank.

Here is the actual hearing audio/video at the 1:28:00 mark where you’ll see and hear former failure of a Superintendent David Brown answer Alderman O’Shea’s question regarding the Community Safety Team and Mike Barz. It’s truly nauseating but it’s nice to see that Brown stroked and pumped Barz so that he can carry out his dirty work and then took his country ass back to TX in disgrace within days of Lightfoot losing the mayoral election abandoning fat fuck Barz and subsequently leaving him in the wind holding the bag. Nice to see that what he’s done to others has come back to him 10x fold. Karma’s a bitch ain’t it?

Barz told me he was just a white boy from the suburbs and he could show me how to police. He thought talking to me that way was going to motivate me to play ball after refusing to bring in the arrests numbers he wanted. Mind you he has a laughable amount of arrests in his career and can't fight his way out of a wet paper bag. He was too scared of the streets ,that's why he went after people who would not put his life in danger, going after coppers in IAD. Barz was never a policeman, ever the opportunist and a snake, a snake who loved being praised for the hard work and intelligence of better men than him. He loved to take in the credit and the glory. Look up his career stats and where he has been it's all there. Good riddance you fraud.

Barz was the most corrupt when he was in the IAD. If the department /Superintendent really want true reform, then there should be a survey sent to all members following their interview at the IAD. This will help to enhance the unit and to address issues before they become $900,000 dollar lawsuits.

If you look at the crime numbers citywide for the timeframe he was talking about he blatantly lied to the public. He was referring to crime conditions in specific boxes where CST was during specific times they were deployed. It doesn’t take a rocket scientist to figure out that if you flood and send hundreds of cops to blitz an area and stop and harass every citizen driving through that crime would go down during those 4-5 hours they were doing “blue card” and “blue light missions” (remember that nonsense?) Driving around aimlessly with the blue lights on all night in “violent zones” which caused motorists to be confused and in many cases triggered traffic accidents because no one knew whether to yield, pull over and stop at intersections. McDermott was double promoted over this because if you recall he was the only Commander that had the highest # of missions and also carrying out Brown’s dirty work fucking with coppers in 008 and causing backlogs with these bullshit missions.
For that he became the Chief of Patrol where he hooked up his boys Fred Melean and John Spellman. If you recall, Melean was stupid enough to actually send out a department email to the entire Area ordering that officers racially profile “non-residents” of Chinatown.

Then we have the 018th District Barz sponsored Christmas party where one of his officers left the party way over served and caused a fatality killing an innocent out of town women who’s husband was in law enforcement.
Guess who didnt show up? Yes, Barz didn’t show up because he too was inebriated and then his buddy Fred Melean didn’t either because he too was partaking in festivities (on-duty) at Bourbon street in Merrrionette Park and was ultimately demoted and pushed out of CPD in disgrace.

Then we have John Spellman who was unauthorizedly running security at the Sox park while also a CPD commander on duty. Double dipping never works out especially when your buddy Chief McDermott orders that the game for “safety reasons” be stopped since two fans were mysteriously shot by what may have been an active shooter in the park. For failing to assist Waller in the coverup Spellman gets dumped and his guy McDermott “couldn’t do nutin’ about it”, and that was that.

Then we have former Chief Brian McDermott who got an old fashioned taste of Southside Chicago politics for going to bat for his comrades. He was aced out of contention for superintendent until Fred Waller did him in and also disgracefully demoted him back down to Captain and parked him on midnights in the inspectors division until he retired and resorted to taking a small department deputy chief job at Tinley park and from what we are hearing he’s hated by the rank and file because like every other former exempt they go and ruin others departments.

Remember when Brown as a last ditch effort to come up with a viable crime control strategy other than “blue light” missions he started a 1.5 million PCI quota that was until the department heads and the ACLU pushed back
and that also went to the waste side.
The attorney general’s office warned that setting a goal or quota for PCIs “risks exacerbating known disparities in trust levels between certain communities and CPD“.

When will people learn bosses don’t care like they say ; kids still making stops just to make a boss happy and wear cargos for snapchat and instagram . Ask the kids on the tac team in 011 how blue cards went for them with a few gun arrests mixed in , now ask the 1863 team also . Did the boss back you up no he’s drinking a heineken and the other one is retired working for MLB . And in the 011th blue card fiasco that boss is sitting collecting paper clips and deciding who to send for her lunch while she sits being the commander at callback waiting for retirement .

How about this one? Brown is summoned to one of the most liberal schools in the country, Hyde Park’s University of Chicago, for safety seminar after an Asian student was gunned down and killed during a violent robbery. He publicly tells them that if you drive in and around the Campus expect to be stopped and that he was adding license plate readers and additional cameras for surveillance. That was until the staff and all the student organizations denounced it.

Using the Community Safety Team to stop every student paying 50K a year to attend UofC campus was not going to lower crime rates and would have more than likely just increased complaints against Officers and just formed more police haters.
Browns strategies of stopping as many people as we can and driving around with blue lights were clearly not working because at the time there was over 4100 people shot and over 800 murders for that year.

I don’t know Paz, and I must admit that I’m not entirely familiar with the situation, but I know one thing for sure that had Paz kept quiet like the rest of you keyboard warriors, Barz would be a Deputy Chief pushing numbers. I assure you that your superintendent would’ve promoted him by now on top of all of his hidden B.S. Paz’s complaint only grew legs when it reached court and the pay out became an option. The BIA had already buried the internal complaints against Barz.

The rest of you are crying now, but you were bringing in the 10 blue cards and more.

You run in groups, you stay in line, you bend over and kiss your bosses ring, even when they are wrong.

Paz played the numbers game as well. His connections dried up with Holt retiring and with the loss of juice, he got dumped to 003. The whole lot of them from Barz to Cascone to Spreyne to Paz are guilty of the game. Paz just found a way to leverage it because he was bounced. He doesn’t deserve the 950k.

Traffic Stop Statistical Study (TSSS Card): aka Blue Card.

Barry Barack Obama, Chicago’s most revered figure, turned out to be the most destructive political figure in American history. He is responsible for the TSSS Card.

Generating these cards is not a legitimate form of Police work.
During his stint as a State Senator, the race baiting politician concocted a way to funnel millions of dollars to his alma mater, the University of Chicago. Because Barry said the CPD disproportionally stops black people, CPD was told to document traffic stops on TSSS cards and stickers. These cards and stickers are then given to the University of Chicago with millions in grant money to comb through and study. This continues to this day. The University is still collecting this grant money.

So when you’re flying around the city, passing up coppers on hot calls to get some Statistical Study cards, that will end up fucking this entire department, real coppers are generating real activity in the form of investigations, arrests and citations.

Because they got a bunch of DEI candidates who were told by their cronies that they would be made merit Lt. Yet, they don’t study at all and get a 40%.

Not even close, I worked there. Holt retired way after he got dumped to 003. If you sat in his roll calls he never talked about activity. It was about going home safe to our families. Your right he doesn’t deserve $950K he deserves a hell of a lot more.

Stop making shit up, he never said anything about getting millions, it was about the principle of getting dump for refusing to order his officers and about stopping Barz from continuing to fuck with people for pushing quotas for nonsense blue cards that had zero impact on crime. I remember driving around circles with my lights on in my district thinking wtf has this dept come to.
