Oh Boy Oh Boy Oh Boy

Here comes disaster:

  • The mother of Chicago police Officer Krystal Rivera filed a wrongful death lawsuit Wednesday in which she says her daughter’s partner, Officer Carlos Baker, was struggling to accept her decision to end their romantic relationship when he fatally shot her during a foot chase on June 5.

The lawsuit, filed in Cook County court against Baker and the Chicago Police Department, says the breakup stemmed from Baker’s infidelity and that Rivera had threatened to tell his live-in girlfriend about their relationship.

It says Baker showed up uninvited at Rivera’s home a day before the Gresham District tactical officers chased a gunman into an apartment in Chatham and encountered a second armed man, leading Baker to fire a single gunshot, which pierced Rivera’s back, killing her.

This one is going to get ugly if it gets as far as depositions, and worse if it goes to an actual trial:

  • Baker has been stripped of his policing powers since August, though not as a result of the shooting. That step came after the department said he tried to obtain surveillance video that captured a fight he and another woman got into with a female police officer inside the vestibule of a bar in Wicker Park. The female officer was treated at a hospital for a split lip.

Since joining the department in December 2021, Baker has faced three suspensions and two reprimands, records show, including being disciplined over a complaint that he failed to arrest a home invader — on his first shift working the streets.

He accrued five complaints as a probationary officer, when the department could have fired him because he had few union protections.

Not to mention the "man on a bridge threatening to jump" months ago.

There's going to be a harsh spotlight shining on hiring and disciplinary procedures that should cost a lot of people their jobs and perhaps punitive damages. Corp Counsel might even end up referring this one to outside law firm(s).

What about a criminal investigation into whether Rivera was murdered? How about that investigation? COPA does not get to conduct murder investigations.

Our IRT can do that. Remember detectives, it is what it is. Go where the investigation leads you.

So the CPD command staff knew about this relationship after the death of this officer. And that means they did a internal investigation of the dead officers phone, text and email? Which proves the length of time they were having a relationship? And it may show communication between them in connection to the loss of the missing or stolen Glock that was turned in at a gun buy back. I will also bet they have done search warrants on the phones of the alleged officer securing all calls and texts along with email. Going back to prior loss of the Glock.

So boy and girls in that tact team and friends of both of these officers better contact your favorite legal representatives and start securing legal counsel.
Because the lawyers will be requesting every piece of paper on this criminal and internal investigation and you will be deposed prior to any courtroom visits.

I bet pleas of the 5th become the normal answer. And the law suit opens the City and CPD to the cover up..

Officer Krystal Rivera should not be dead. Baker was an untouchable who was allowed to run rampant on and off duty. He abused the fact that he was being protected by a certain DEI Commander who often contacted a certain BIA Chief on his behalf after each complaint was filed against him. The false security blanket that Officer Baker was given early on caused him to rack up on CR’s from the time he was hired.

Officer Baker’s tact team was also the team that assisted a 006th district sergeant from the watch with handling the firearms that were turned in during the infamous 006th District weapons turn-in event involving the firearm that was stolen from the 006th District tact office. Officer Baker and Rivera were present at the time of the incident. Allegedly, the tact team members were infatuated with the firearm. After the firearm was taken, everyone knew that Officer Rivera was not a suspect in the incident, but she was supposed to testify about her knowledge of the incident. For some, the timing of her death raises concerns about her potential testimony.

In the meantime, Officer Baker was being investigated by COPA/ BIA and getting slaps on the wrist involving questionable behavior and other serious allegations against him. He was also upset that his dating relationship with Officer Rivera was coming to an end due to his infidelity and because she had threatened to tell his wife about their relationship, after Officer Baker cheated on her.

The watch sergeant took time for the missing firearm incident, and the investigation went away without the real facts being revealed, because Officer Rivera is deceased now.

In response to a previous post. Usually when the facts come out, there are far more than what was reported to the Supe by the BIA.

God Bless Officer Rivera and her family but I think the case will get sidelined.

Chicago Police Officers as a condition of employment waive their common law rights to sue the city or fellow Chicago Police Officers for wrongful deaths and injuries.

An example of this was Officer Andre H. Van Vegten RIP God Bless. The city install those death trap concrete planters in the middle of the street which the police car he was in struck causing massive injuries leading to his LODD. He could not sue the city but he sued the connected company that install these idiotic planters. I don't know if he got any money but I hope he did.

In return for the right wavier the City takes care of the injured officers and the deceased officer's family.

(820 ILCS 305/5) (from Ch. 48, par. 138.5)

No one really wants to be the "bad" guy, at least I hope so, but when a supervisor does make the move on an incompetent or unfit employee after repeated attempts to improve their behavior and conduct, the "let it go" or "who cares" or "just push them along" comments and pressure from the supervisor's peers, and/or command members, and/or from the outside via those same peers and command members is unrelenting, especially if the supervisor and employee are opposite race and/or gender.

I didn't understand it when I was on the job. I only dated a couple of people on the job and none were ever serious, but you add the whole domestic possibility into the mix on the job and it can get out of control. Too many people looking to spice up their humdrum lives with extramarital stuff then add in the pressure of a job that can have some stress (not the whole excuse) and just everyday marriage issues people deal with money, kids, work-life balance. I can think of 3 incidents off the top of my head in the last 15 years that all resulted in a dead romantic partner (some on the job and some not).

Harsh spotlight on hiring and disciplinary methods? Maybe discipline because the media and the liberals are always interested in getting more cops, anyway they can. But hiring? I don't see that as we are in the 2nd Mayoral black term and the media would not want to embarrass City Hall. If they wanted to do that they could spend a lot of time investigating the phony patronage promotions system called merit. I find it amusing that the consent decree and the accreditation procedures have not said a word about this. So much for the credibility of the accreditation system

I don't have law degree and didn't sleep in a Holiday Inn, but I could have won the $27M from the city of Minneapolis. That was a done deal along with the trials of all the officers involved. So, it's not an endorsement of this law firm.

The rest of the story hopefully will come out, and all involved on the coverup will pay the price. As a bonus the CPD will now be on the legit. Nice dream!

Uh, he’s definitely a psychopath and capable of plotting. After he battered that officer, after killing his partner just months earlier, he called the restaurant pretending to be an investigator to get them to give him their surveillance footage of the event so he could cover his ass. Impersonating BIA is crazy! What is also psycho is the immediate coverup — he knew he fired (accidental or not) and all of his actions and non-actions afterwards were an effort to cover up that he shot and killed his partner. Including the bridge stunt (fake, ploy for PTSD disability).
