Where the Money Went?
Someone can help us understand these pages from the City budget?
Are we reading these correctly? (click for larger versions)
Is this a PAST budget proposal? The header shows $150 million under the 2024 heading, up from $51 million in 2023?
Or this one:
- $150 million APPROPRIATED for 2024
- $220 million SPENT in 2024 (up $70 million)
- zero for 2025?
Or this one:
- $200 million in 2024
- zero in 2025
- zero in 2026?
Is this half-a-billion in "savings" since 2024? And Conehead still wants to shut down the government unless he's allowed to float another couple of billion in unsecured bond debt?
We aren't accountants, but it sure seems like pots of money are being shifted around.

I hope the stupid mayor shits the place down and it all falls apart! This city is ran so incompetent along with the CPD. I figured if it all fell apart, maybe then the voters would get their heads out of their you know what.

The Mayor, (chief executive/administrative branch of city government'), proposes budgetary requests to The City Council, (legislative branch of city government), functionally akin to a combined House of Representatives & Senate, compressed into 50 alderwhats via 50 wards, sorta like our Republic's 50 Sovereign States, yet, not so much, or like our Republic's House of Representatives, aka, Congress, without each ward being divided into multiple sub mini districts by population, and, unlike our Republic's Senate, only one alderwhat per ward.
Also, unlike our Republic, each of these 50 Wards are not Sovereign, though still empowered to function as individuals essentially with the same areas of authority as the comparitive legislative branch's two bodies of Congress & Senate.
Thus, Mayor requests, then City Council approves or denies.
So, where's the beef?
If anything, it's the mystery of why this denial of approval is not much more often.
After all, each Ward exists, though being only 1 of 50, to serve the best interests of it's residents, aka, population.
And the Mayor, being chief of executive/administrative branch of city government, is bound by the seeking of the granting of approval by the City Council to heed the will of their 50 individual representives of their 50 wards' residents, is this not so?
Imagine this, if you will:
Each Ward represented by quantity of elected alderwhats determined by population of residents within it's defined borders. What would be the difference in number of alderwhats composing City Council? By setting the quantity of population residing with to the present lowest number thereof, as the reference for defining the 1 representative per quantity, how many alderwhats would there be?
Illegal Aliens have been coded as New Arrivals. Conehead stated to Congress that one percent of the city's budget (1.6 billion) has been allocated for "migrants." So 150 million is close enough.

Money cannot be spent unless appropriated. There are penalties if you spend more than 10% above the appropriation, however, you are allowed to adjust the appropriation before you spend it. In this case, they were on track to spend more that the original appropriation ($150,000,000) so they increased it to $220,000,000. They over spent that but not over 10%. For the next two years, there was no appropriation so they can't spend any money using that category. In reality, what they probably did was hide the expenses in other categories so that it is not obvious what they are doing.
You would think that there is 1 local reporter that actually wants to report this government waste/fraud.
All that money spent on illegal aliens who are criminals just by crossing illegally into the country.

Perhaps off topic but there apparently isn’t any money for rat control at the CPD range. My ex partner’s daughter is OTJ and recently had to qualify at the range. The qual session was canceled due to a major rat infestation with rats running all over. Any confirmation?

Smaller groupings via greater number of wards, = fewer constituencies, aka, voters, represented by greater number of alderwhats, thus, MORE difficult for mayor asspimple to rule as dicktator.

as is the case in any city program, even previous administrations, a lot of contracts go out to NGO to help with the program. That always means big salaries for the connected folks out there.
Votes cost money, and definitions are changed when the Dems say they are. I would think there is some "donation dollars" in those figures. Hotel bills, "gift cards" and other needs must be met and payments to the NGO who are appointed to distribute these dollars. The city never pays on time. Come on Man!
