Nickel and diming the citizenry to death:
Shoppers across Illinois could soon face new checkout fees for every bag they use under legislation proposed by Chicago-area State Representative Laura Faver Dias (D). The bill, known as HB5112, would require all retail and grocery stores in the state to charge customers a fee for every carryout bag—whether plastic, paper, or reusable—starting in 2027.
The measure is designed to curb waste and encourage the use of reusable bags by incrementally raising the fee each year. According to the legislation, the fee schedule would start at 10 cents per bag in 2027, rising to 15 cents in 2028, 20 cents in 2029, and 25 cents in 2030. After 2030, the fee would increase by five cents annually until consumers stop using grocery bags altogether.

2031+ Increases by $0.05 per yearThe money raised from the bag tax would be collected by the Illinois Department of Revenue and sent to Springfield. Retailers will be required to itemize the fee on customers’ receipts, ensuring transparency at checkout. The proposal also includes enforcement measures, with fines of up to $1,000 for stores that fail to comply with the law.
Notably, the legislation goes further for home delivery shoppers: Under HB5112, Illinoisans who use home grocery delivery would be banned from receiving their groceries in bags.
We stopped using the store bags years ago when we got a bunch of tyvek and canvas bags that have lasted years, ten or more now. Are they going to try charging us for using those? Because we'll move to cardboard boxes and laundry baskets to avoid giving these people a single dime.

Actually sometimes the clerk only puts one item in a bag. It’s common to get 4-5 bags for less than 10 items

It’s asinine to charge for a thin plastic bag which are now supposed to be biodegradable when just about every item you put in those bags is encased in plastic. A lot of the plastic packaging is pretty hard. More Democrat legislation which is nonsense and an insult to the shoppers.

Use the self checkout, I have never paid for a bag. Jewel only pays the state if you pay it, the state doesn't inventory the missing bags.
"Carryout bag" means a plastic bag, recycled paper bag, or
reusable bag that is provided by a retail mercantile
establishment either (i) at the checkout, cash register, or
point of sale to a consumer for the purpose of transporting
goods out of the retail mercantile establishment or (ii) to a
consumer for the purpose of delivering goods from the location
of a retail mercantile establishment to the location of the
consumer.
So by the above definition in the bill you can still bring your own bag for free The tax will not affect you if you bring your own bag.

Ive been going grocery shopping in the burbs and if i did need to go locally in the City, I would use the self check-out and hit 0 for number of bags used ( even if i used 2-3 bags). Fuck this City and County..I will NEVER pay a bag fee, fuck them.

I myself go to self checkout and when I pay for my groceries and they ask on the screen how many bags I used I always say zero. Fuck this city and their taxes.

Already done! They tax your last breadth. When you die, at that point all your assets transfer to an estate which is a temporary legal entity that now owns your assets. At that point of Transfer - your last breadth - that is when the estate tax then taxes the estate’s net worth. Illinois Estate taxes applied to every dollar beyond $4 M in net assets. This the lowest thresholds out of the dozen states that are greedy enough to have an estate tax. One of the big reasons why anyone with wealth moves out or puts their wealth in a trust.
Yep, if you are worth $10 million and drop dead in Illinois, they will take 16% of every dollar over $4 million as a state estate tax. That’s almost $1 million of the $10 million. You would be exempt from Federal estate taxes because $10 million is well below their exemption, but NOT Illinois!

I remember a while back when grocery shopping they would ask you paper or plastic? How about just getting rid of the plastic bags ( since they are cheaply made) and just use only paper! Funny how some stores dont even use paper bags anymore. Its either the p;astic ones or ones you own. Amazon fresh stores ONLY used paper bags

Just tell them no bags and put items I. The grocery cart and when you get to the car pull out the bags and then put groceries in the car. Finally push the cart as far as you can. Store would have to hire new people to retrieve carts or buy more carts

The tax is figured into the price the store pays for the box of bags. If the merchant doesn't collect the bag fee they lose.

I am going to take this remark as sarcasm because the middle eastern migrants who live near me all work hard and work hard at not paying taxes. I can cite several of their businesses that have been caught not paying sales taxes, gas taxes, tobacco taxes and income taxes. Meanwhile they are collecting every government subsidy imaginable.
As I'm reading it, it doesn't apply if the store itself does the delivering. Seems to just apply if it's a 3rd party deliverer. But I could be wrong. It's an annoying bill and I got tired of reading it.

Buy a large or extra large utility bag/tote with handles. Keep it in your trunk. Easy to load and carry all your groceries.
