What Budget Crisis?

Conehead (and Fata$$) keep claiming there is no money, even as they continue to raise taxes and blame Washington DC for their spending problems.

Then Conehead announces this late last week:

  • Chicago officials unveiled a plan they say would effectively end homelessness in the city, even as questions over leadership changes and unclear funding streams cast early uncertainty over how the plan will be implemented. 

    The five-year blueprint features data, recommendations and insight into how the city might address the issue of homelessness. It contains seven pillars to address – emergency services, housing, health, education, employment, community cohesion and systems alignment.

    Improvements to homelessness services have already been in progress according to Chicago Mayor Brandon Johnson, but the blueprint will provide guidance for initiatives. The report says it aims to effectively end homelessness, based on a framework called Functional Zero.

    Sendy Soto, Chicago chief homelessness officer, was appointed to the position by the mayor in 2023 to lead efforts creating the five-year plan. Her departure from the position was announced by Johnson early this week.

So the person nominally "in charge" of this effort just left. 

And TheCenterSquare points out there is no actual funding stream to fund the entire plan.

For a city....

  • that can't maintain 60% of its CFD Tower Ladders, 
  • is seven years into a "consent decree" can't adequately man Districts or supervisory positions, 
  • burned through $400 million for ILLEGAL ALIENS, 
  • and won't fix potholes that exploded across the city following the usual freeze/thaw cycle of March

.... is going to end homelessness. This Functional Zero would seem to describe Conehead's entire administrative staffs' brainpower.

Color us skeptical.

Cut spending on illegals and free up probably over a billion dollars. Do not admit them into our schools to drain education as a second language expenses. Cut Conehead's security detail by over 100 unneeded officers. That would be a good start.

We have had a serious homelessness problem throughout the mayoral tenures of Lightfoot and Johnson with both campaigning to fix the problem. Johnson has had 4 years and now he has a plan ...of course he does it's election season. Oh and by the way, retired 2 years and after 30 years I have never seen a homeless black or white person given the privilege of camping out for months at a police station until a housing solution was found for them however I did see it provided for thousands of migrants. Oh and it was a sight to see how the city of Chicago was able to partner with so many organizations to supply endless meals, pillows, blankets, showers, clothes...well I'll just leave it at that.

What this shows is that Brandon Johnson has nothing positive to talk about at any press conference!

Look Crime is up! CPD is losing manpower! And the youths are taking over the streets again! CFD cannot get equipment repaired! And all Johnson can talk about is taking care of Homeless persons? Thats only after he starts firing his Deputy Mayors to conserve money and hide what they were really doing?

Wake up people! This mayor has sold you a bill of goods and he cannot pay the bills…….when the families of victims murdered in Chicago are being blown off by this mayor. You knew they are just hiding the truth?

It took this person two years to come up with a plan and then before it was implemented she leaves? How does that make any sense at all. Did they prepare a budget? Do they have a revenue source? Sounds like more unicorns and rainbows with no real solutions. I got an idea why don’t we close like 20% of the CPS schools that have ridiculously low enrollment and sell them off to non profits to house the homeless? Schools and staff off the books and homeless off the streets.

There has always been some level of homelessness in Chicago of course, given the size of the city, but to my mind, the population began to absolutely explode around 2012. Growing up here, you were used to seeing a bum camped out in the doorway of a closed business, etc., but nothing at all like the shantytowns which began to pop up under seemingly every viaduct & expressway hillside around that time, in all neighborhoods.

10 years later, with the big migrant influx, the Venezuelans just tacked on to what already existed of this skid row tent culture, and here we are (Safe-T Act also partly to blame - how many of these bums would've simply been at County 20 years ago?).

This massive increase in homelessness was, I believe, initiated by the policies of Rahm Emmanuel, especially his forced closure of 50% of the city's mental health clinics. I know public spending on the poor is not a popular thing among the SCC readership, but, damn... I'd rather be throwing some dollars down for city insane asylums, keeping crazies on their meds & as productive members of society (or at least off of the street), then live in a ever-filthier place that's starting to look like Rio de Janeiro - without the tropical weather.

Recently read an article- can’t remember which blue city it was about though- that had placed hundreds of “unhoused individuals” into homes, only to have the majority leave them to go back to the streets in mere months. Would expect the same to happen here, but the budget will remain with many new city employees (Dems) remaining on the taxpayers expense.

Once they approve this "millionare tax" all problems are solved. They open up the constutition to ammend for this millionare tax, while they are in there, they decide to get rid of the pension protection clauses. How do we get them to open up the constitution? Well, we raise the property taxes in areas that will vote and are easily manipulated. Then we put this millionare tax on a referendum ballot, will probably say something like " should millionaires be required to pay additional income tax to relieve property taxes. Keep it simple keep it vague, like always. Not knowing nor understanding the full proposal, they all vote yes. Then we open the constitution up and the thievery goes on, while we all sit back and kiss that pension goodbye. Notice former Gov. QUINN has recently been pitching adds for this.

'Programs' for the 'unhoused' are the latest in a series of progressive grifts on taxpayers. The first being the still very active 'exoneration' projects, with outside legal council always recommending large settlements while banking billable hours to the taxpayers. And one of them is now looking for ways to sue the city over CPD-ICE "collusion".
The next is the violence interrupter initiatives, which have spawned numerous 'non-profits', most of which are little more than 2-5 individuals with hi-vis vests, and are not accountable for results.

After working with the homeless or unhoused for years, I can tell you that most of them are drug addicts or mental cases. The only way this " problem" will be solved is for the state to go back to building institutions where they are committed by a judge. In many cases the unhoused will refuse to go to government shelters.

What budget crisis? There are 6,963 taxing bodies in Cook County alone according to the Illinois Policy Institute. Taxes, fees, compliance costs, and fines of all colors allow for misappropriation of plentiful public funds and an incremental increase in any of the mandated government collection techniques provide greater financial sustenance glossing over government's colossal waste, graft and inefficiency. Sounds like another financial money making opportunity for those in charge cloaked in "homelessness."

Democrats scream at the top of their lungs "Affordability, Affordability" propaganda but overlook the direct impact of their wasteful corrupt government revenue collection and spending practices which results in difficulties putting food on the table for taxpaying Americans, making private home ownership out of the question financially, "disappearing" working people's discretionary monies, making personal savings or retirement savings unattainable, and subjugating the working class to a paycheck to paycheck miserable existence. You can't get blood from a turnip. One check away from homelessness, despair, and government solutions giving praises to the rescuing democrat party who broke them down in the first place. Lunchbox Joes non-binary 9 to 5 Janes must accept last resort government savior cheese, get in the long line for great depression soup along with accompanying taxpayer subsidized food giveaways, and capitulate swallowing one's pride for government assisted housing/living.

California spent 24 billion dollars on homelessness in the last five years. There is an estimated 171K homeless in California. Lots off compassionate N.G.Os and non profits cashing in in this state which faces bankruptcy. Lots of administrators given themselves pay raises. And California's very own homeless accountability commission gave themselves raises after failing to provide an accounting for public monies. Coming to the Windy City soon. Homelessness, Solentra green energy, global warming initiatives, and Somali child daycare have been cash cows for democrats in power who have access to generous public funding mechanisms.

And enforce laws already on the books, lakefront and parks close at 11pm.No tents on sidewalks. No sleeping overnight on CTA.If you lock them up, 90 percent will relocate to another city.Any belongings left in parks or public way should be thrown in garbage.Problem solved. First step towards balancing the municipal budget: eliminate the 150-officer personal protection squadron for Mayor Conehead, and eliminate all other bodyguard assignments for all other city officials and former mayors. Why is a near-bankrupt city still providing bodyguard service to Daley, Emmanuel, and Lightfoot? Why does Mrs Conehead need a committee of city-paid errand-runners? Only when city officials are compelled to experience the exact same grubbiness as we mere peasants, the perks of office banished, will we even have a smidgen of opportunity for city to responsibly address the basic municipal services so badly lacking here.

Then governor Jim Edgar was the one who began closing down the mental health institutions to balance the budget. This was the beginning of the rise in homelessness. The only mental services are now at a hospital and they release them the next day because they have no place to send them.

If MBJ actually cared about the city, he would do exactly that! CPS schools are regularly cited for building code violations, often serious ones. Trying to keep the beasts running (preserve CTU jobs?), soaks up $$$ for no real benefit. EXCEPT closing schools seems to be the ultimate third rail, politically. He would rather bankrupt the city than risk losing re-election.

The majority of homeless people are homeless because they want to be homeless. They don’t want to deal with a job and rent and bills, nor do they want to live by the rules set forth by shelters and other outreach programs. So this is another bullshit crusade that will line the pockets of the connected with taxpayer money that is desperately needed elsewhere.
