And it only took SIXTEEN MONTHS!
Chicago’s police accountability agency has cleared two Chicago police officers who shot and killed a man in Hammond, Indiana, last year.
In its final report, released Thursday, the Civilian Office of Police Accountability found that Joseph Navarro charged toward the officers after crashing his car and tried to shoot them. But his firearm apparently jammed, “likely saving one or both officers’ lives,” according to COPA.

Just for shits and giggles, we looked at this photo with one eye opened and one eye closed and you know what happened?
- we determined in about sixteen SECONDS that the shooting was justified
The video is extensive and while no one performs exactly at 100% under the massive stress of a shooting, the Officers were able to eliminate the threat and go home intact. The dispatcher wasn't the best, but help got where it needed to be.
All in all, a good shoot, despite COPA's efforts to "make the process into the punishment" that they couldn't apply otherwise.

I'm not sure we agree with SCCops assessment on this horrible outcome. The Chicago police officers could have tried to de escalate the situation using their "verbal judo" techniques. It's also obvious the shooting victim was terrified at the officers aggressive approach and was merely trying to defend himself. If the officers were paying attention to detail, they could have counted the bullets the victim discharged and known his gun was possibly empty. They also would have known that the model of handgun the victim was using is prone to jamming. Perhaps non lethal techniques could have been deployed like bean bag guns or rocks. It appears to be an industrial area where there is usually construction debris around, plentiful with rocks and other handy throwing projectiles. This terrible outcome could obviously have been avoided with proper training and supervision and we at Loevy and Loevy will soon be addressing this in a federal courtl. Remember, No justice, no peace, PAY ME.

First I'm stunned that a boss didn't call off the the pursuit. How many times was he shot. He had to be high as it looked like he was hit numerous time and he kept trying to get up and continue to shoot. Nice job by the police and great they didn't get hit.

I used to hint at officers since I couldn't come out and say it you don't look so good you should go to the hospital like right now. Get there tell the medical staff you do not want any visitors. Keeps the bosses away and Copa until you can get your bearings calm down and do an accurate recall of the events. Chest pains shortness of breath is a serious health concern.
