What the F#$% happened downtown? Starks is on the outs and Williams is now the man? It was alluded to at the FOP meeting that part of it had to do with the 004/006 District shift changes. Supposedly, the Supe didn't know about the changes and when he found out, he blew a gasket? Info please.

here is our understanding, Starks is operating under the old system where the 1st actually ran the department, like townsend and thomas did. but everyone knows that the power is now back in the superintendents office - with mike boyce, not phil. boyce runs the show, phil provides the face and dana is supposed to be quiet. but it ain't working that way.

Boyce runs it. He's the mayors guy from way back. You think Phil has any power? Your out of touch.
A little blue bird says that Starks is politically connected with Rev. Meeks. When the Meeks fiasco hits the fan, Starks refuses to conduct an impartial investigation. He then demands the good Sgt. gets smacked around like a Sunday morning boner for insulting a politician. Cline gets bent about this and does the right thing by kissing the Rev's ass a bit and letting the investigation run its course with no political influence. Starks meanwhile is stirring the pot by feeding Meeks information about the investigation. Cline finds out and lets things lie for awhile. Stories are told of the shift changes done by the deputy chiefs with approval by 1stDep's office. Clines gets anger up to a good boil. The IAD findings come back and Cline goes to press showing not only the public but coppers he's at least fair minded. Cline then takes revenge by bending Starks over and doing him in the can. No reach around, no kiss, nothing. Just a Dirty Sanchez across the nose and off you go back walking on Cicero Ave.
Williams was in line to get Chief of Patrol not long after Maurer's departure. Williams is a pretty sharp guy and knows what to do. Afterall he was a Sgt. down at IAD over 7 years ago. Pretty quick rise to the top.
CLine consolidated power by eliminating the 1stDeps spot and Chief of Patrol. The new spot is hand picked by him. CLine is now all-powerful in exempt promotions without input or interference from a possible political enemy. He runs the game folks.
Nobody gets to an exempt spot by giving out handjobs to passing patrolman. They get it by playing politics. The higher you go the more friends you need and the dirtier you have to play.
Everybody knew Starks would screw the pooch someday. You just don't screw the large man in charge.

The 0954 poster is right. Boyce is the mayor's guy. In early 90's he took a loooooong leave of absence to run the Mayor's License Commission. He closed tons of taverns across the city.
Oh man...if Starks goes there will be alot of crying in CPD land...Way to go Boss...take back the power...I can'nt wait...maybe we'll get some real bosses...instead of Meeks puppets...

This reallignment came straight from Daley. Starks was "chosen" as 1st Deputy when Jesse Jackson was beefing about have blacks in high positions in the CPD that have real power after JT died. Starks who is "alligned" w/ all the so-called Rev.'s (THATS RIGHT JUST FILL OUT THIS MATCH BOOK COVER AND MAIL IT IN AND IN 2-4 WEEKS YOU WILL BE AN ORDAINED MINISTER. So now that is obvious that Jesse Jr is running against the BOSS, why would Daley want Starks (Jrs guy) running the Dept. w/ all tha power. It's no demotion just a dept reallignment..... Interesting angle on the Church thing. If true, I gotta wonder if Trotter's head is on the chopping block at the CFD.
I understand that there may be reasons other than mere politics that could lead to this happening.
Like Trotter being incompetent? Naw, that's never stopped the City from keeping somebody in their spot before.

Smart is a relative term I used. I meant "smart" in the political arena. I didn't mean to offend you but I thought maybe some folks would see his "smarts" in his ability to move up quickly. I too know a few coppers who have been the subject of his investigations and took it in the keester for 30 pending. Trust me, I know he's not on the list to make "Lives of the Saints" anytime soon.

The proposed shift changes in 004/006 went something like this: all three watch starting times were to be pushed back, i.e., for the first watch, early cars 2330-0800, late cars 0100-0930, with similar push-back adjustments for the 2nd and 3rd watches. It was universally decried as a terrible idea......
BOTTOM LINE.... STARKS IS A USELESS MULE!!!!!!!!!!
