Who is Lying Here?

From today's sun times article by our two favorite city hall water carriers - Fran "Hi Mayor!" Spielman and Frank "crime reporter" Main:
  • "The Chicago Police Department leads the country in technology (sarcastic laughter added - SCC). We're looking for people who are computer literate. It would only make sense that one of the ways to reach them is through the Internet," police Supt. Phil Cline said. ("Ooo, they have the Internet on computers now" - Homer Simpson)
  • The department is not experiencing a manpower shortage, [Personnel Cmdr. Brad] Woods said (emphasis and laughter added - SCC). Still, after going all of 2005 without entrance exams, the department will hold tests in February, May, August and November (can you say "hiring freeze?" -SCC).
  • Ald. Anthony Beale (9th) is demanding on the spot scoring (emphasis added - SCC) of exams. Acting Personnel Commissioner Jacqueline King says city hall is looking at such a system, but it won't be available because of issues regarding "reliability."
We assume this means "reliability" as in "how many votes can this officer deliver?" reliable or "do we know this guy's daddy? is he reliable?" kind of way, because we've been taking scantron tests since the 70's and they just MIGHT have worked out the bugs by now. Does anyone else feel that Fank, Fran and Ms. King might just be colluding in a tiny little bit of prevarication? Reliable? Bwahahahaha.

And why are they letting coppers work for TIME AND A HALF on days off if they aren't short manpower in the precious DOC areas? Has anyone in Personnel tried to get time off in a district lately? We'd guess not, but we can remember a time not to long ago when a district could have every car manned (2 man rapids included), two wagons and two traffic cars up and STILL give 10 guys time for the night. Nowadays, they're lucky if a beat car doesn't have to take out the wagon and you can even field a traffic car. Not short manpower?

IF ANYONE KNOWS THE EXACT DATE AND TIME A BEAT CAR IS SENT OUT OF IT'S DISTRICT, CALL THE F.O.P. Show them how "not short manpower" they are.

In 022 on midnights the wagon is 2212, we have atleast 4 10-99 units a nite, we almost never have a traffic car, and we haven't had a 2206 in over 8 months. And all summer they were sending 2211 and 2212 to 011 for for traffic detail. But again there is no manpower issues.

A better way to use computers to solve crimes.

I’m long gone from the CPD. I opened a detective agency in Arizona doing criminal defense on murder cases along with investigative work for TV news organizations.

I came in and took a short course through the IRE at Northwestern some ten years ago on computer assisted reporting. I learned how to grab government databases and abuse them with database management software called MS Visual Foxpro.

I took the entire databases of the AZ Department of Motor Vehicles, Voters roles, court records, assessors records, occupational licensing records, Hunting-fishing and boat records. No, I never got Arrest report data.

My first huge breakthrough came when I needed to find a suspect witness in a murder case the Scottsdale police claims did not exist. I had only the following information:
“Randy”
Male/White
30-35, 6’ 160lbs.
Dark hair
Unknown eyes
Probable Scottsdale resident.
He got a divorce two years before.

I took my databases and made the following query:

All males named Randall’s, Randy’s, Randi’s that were between age height, weight, parameters described that lived in Scottsdale and nearby zipcodes to Scottsdale.

I got a list of nearly 40 possibles. Next I used the Court database for divorce cases and after less than two days I had the correct suspect. My client was freed and spared a continuing nightmare.

This technique would help the dicks in any police agency.

Shortly after 9-11 happened I was asked to track down Hani Hanjour. He was the “pilot” hijacker of the plane that crashed into the Pentagon. The FBI could not get his picture or figure out where he lived. KTVK-TV in Phoenix and ABC News asked me to find out about this guy. I ran Hani the normal way and could not find a driver’s license. Then I ran just the name Hanjour and nobody with that name ever had a license in AZ. Next I ran just Hani and got three hits. One was Hani Hanjoor. That was the correct guy. Hani had a brother and the FBI was all over him like a cheap suit.

When will the CPD start doing this stuff?

This is the Era of the Techno POlice. If you are real good on computers you are going to go along way on this job if you got clout. However I never seen a computer stop a bad guy and cuff him. Wait, thats what us assholes who do police work the REAL way are for. After you lock up the bad guy, the Gold Star clowns get on TV and thank CAPS and their innovative inside computer cops for gettin the info out on the streets. How far down the toilet can this Dept, leadership go?

Yeah, but it really was a nothing report. Nothing about cars being detailed to other areas of the City, nothing about paying coppers time and a half to patrol certain areas, nothing about certain areas (like ours) being left un protected at night. Just a bunch of aldermen with the usual beefs about the Police not being seen. If only they knew the whole story.

Yes we have computer issues- as in not enough of them and not enough work. But CLEAR is one of the best police computer systems around. Over two hundred agencies now use it in some capacity, from the ISP, to the State, to the feds.

...and what the former copper said about linking databases...we've been doing that here for a looooonnnggggg time...

the bottom line is, just as with cars and other equipment- we're fricking huge. The suburbs can give each and every officer a shiny new glock and a new toughbook...we, unfortunately, aren't always able to keep everything up to date. That being said we are advanced enough that outside agencies routinely visit CPD for technology pointers and many have outright adopted our system or one like it...

...and agree with the comment that computers don't put the cuffs on people-there is no substitute for good policework, but they do sometimes make it much easier to find them...another tool in our toolbox

If the budget from hizzoners office is the reason for the man power shortage, I have idea that might just work. We need more police on the street let alone in the districts. The idea is simple. It will work in every step of the officer's promotions, too. We have a lot of talented officers on the job and there are a lot of talented civilians out there in the world. Ready... here it is. Ease the education requirements. Or at least grandfather it in. The pay grade would be slightly less than what is in place now. The officers and potential officers would be paid at least 3500 to 4000 less (can be worked out later, more or less. probably a lot less in the view of the city) than what the CURRENTLY paid officer and recruits are paid at an "AS OF SUCH AND SUCH DATE" with out the college. Those with college, the pay stays the same as current. Once on the job, the officer's can get there pay up to grade with the completion of the college requirement currently in play. This can work in every step or promotion. Grandfathered Sgt's can get promoted at less pay. More police and easier on the budget.

They should promote on work performance and accomplishments. There are alot of talented hard working great coppers whos talents are being wasted because they dont have a piece of paper. Are you going to tell me Huberman would be a great boss because he is a smart man. Please, do you want a copper who has years of experience on the job, been thru the shit and is the real police to be the SGT handling your shooting or do you want the highly educated looks great on paper SGT who has not been involved in shit. I think we know the answer to that dont we.

If they want to have the educational req thats fine but I agree with the other poster, grandfather the older guys in who have paid the dues and know what being the police is about.

Good to see the media finally putting something on tv worth watching and the alderman making some noise. Funny thing was i didnt see any alderman in the areas where we all live making any noise. where was daugherty, banks. Go figure huh

That has lawsuit written all over it! Once you start adding in conditional pay scales you start making everybody pissy. The argument could be made that the guy with a phd should be paid more than the guy with a masters so on and so forth. Next thing you know Mr. GED get a bug up his ass and sues everybody! Just drop the educational requirement to where they were before and be done with it. Less head aches and more applicants.

You need to spend some of that uniform money once in awhile Officer 29years.$2,500 is what it costs now when you come on. That 6 shot Colt you paid 50 bucks for when you signed up is now about 6-700 dollars. The holster for your gun is about 125 or so. Stop in a uniform store some time. You will be shocked.

Just like saying I am entitled to more points on my exam because I am black. You were hired to be a POLICE OFFICER not a sergeant. You knew what you were getting into when you decided to work for the City. The City is your boss and can impose standards for those they want to promote. We all have to achieve those same standards.

The same guy who bitches about the black guy who got promoted because of his race is the same one who says he is being punished because he is not getting extra credit for working a beat car. If you cant follow that logic you are too stupid to be my boss.

Paying differential for what you want of employees is fine under the U.S. constitution, as long as its not related to immutable characteristics (i.e., those you were born with).

Personally, I wouldn't mind seeing a $1,000.00 annual bonus for veterans... and I'm not one.

But anything you'd pay more for should also be given some bit of consideration in "merit" promotions. Fat chance in this city.

do you need to come to the Academy the first day with a weapon and a holster?

I wont elaborate on how many times I damaged or soiled my uniform/ equipment

So I know about the uniform store I was just curious as to why they needed money up front

As I said i feel for someone who is paid late ( a month or more seems a bit ridiculous but I cant refute that)

As an aside we started on the 3rd of the month and got paid on the 14th But that was before the new payroll company got in here

By the way The Smith and Wesson I paid $189 for was bought with a $300 annual uniform allowence.
And a $13,200 starting salary.

And no duty availability check, no BFD/PD sell back , take the money on a holiday check or time and a half for overtime check either.

In the first month on the job a recruit needs to have his/her entire uniform! It costs way more that $2500.00! Try double that! They can borrow $2500.00 from the Credit Union though!
But the point of the post is that they were hired last Monday in OCT. and they are being told that they may/may not get a check on Dec 1.
Now keep in mind that some of these recruits have families to support/food/utilities/mortages/carpymts., etc.
They have no insurance for the first 30 days/no dental coverage/no vision coverage.

Some F*UCK UP in Finance did not do their job and now 100 people have to WAIT for pay! That is nothing more than BS!

If it was any of you - what would you do?
