GPS - Truth or BS?

From our letters:
  • It has been learned that the new ICLEAR PDTs in the patrol vehicles have a GPS (24hrs a day) that track you & a recording device that records audio in the vehicle- now no none knows if it is activated when the siren & lights is turned on or just when the computer is turned on. This is very important info that the troops should know about, could you start a topic thread on this? A cop in 025- [name removed - SCC] already got nabbed on a CR for the GPS.......I think it should be a important thread. Thanks
Who has some definitive answers about this? We wrote months ago that the CTA, Park District, Streets and San and Fire Department already use GPS for their vehicles. It's only a matter of time until the Police Department follows suit - everything is accountability and putting police "on the hot spots" as quickly as possible. We heard some cars in certain districts are already getting "trackers" - can anyone confirm or debunk?

they have had trackers for years. look at the round antenna that is being put on some of the cars.....GPS Tracking. If On Star can tell you where your personal car is, you don't think that Big Brother isn't watching? Be safe and smart.

GPS can be a useful tool. It is good to know where cars are so the the nearest car can be dispatched to an assignment. It ensures a faster response. Police Officers will just have to learn to abide by the directives and be in the locations they are supposed to or where they say they are.

As to recordings in the vehicles, one must be careful what they say.

I have an open CR# for allegedly using excessive force to deprive a good citizen of his ability to do certain things we all think are essential (see out of more than one eye, chew food, wipe ass) to the quality of life. However the city can't put me at the location of this injustice. The R man has me on his log at the station getting new wipers when this alleged misdeed was occurring. I have an ICLEAR PDT in my vehicle and if the city could use GPS technology to stick it in my ass they would. I know those things don't track.

If its true the records are being kept by some secret unit. Too many cops have wifes or other relitives/girlfriends that are dispatchers and if OEC had the capability we would have known this by now.

Ex-dispatcher here, and here is the response to Austin.

I hope you ain't a Chicago cop or dispatcher, and if you are you seriously need to read the dispatching protocols. The whole result of CAPS is that its not the nearest car that gets sent. Sure, anyone with any sense tries to send what they believe SHOULD be the closest car to a 10-1 or shooting, but that ain't the policy.

The policy for priority 1s beat car/rapid (ANY rapid, though in reality districts are authorized to do the sector thing), gang/tac, supervisor, field lieutenant, and then beat car off the beat.

Which is to say, GPS won't help with the closest-car thing. The only way the closest car thing should be used (common sense) is for emergencies. The department is so bass ackwards that this is pretty close to the opposite of policy. Policy is that y'all go out on all kinds of BS, and the rapids should go flying all over the districts (like 008, 025, 004) before the closest car.

Whoever came up with the policy musta paid a LOT of money to get their rank, because it ain't the result of common sense or police experience. In any case, GPS doesn't help enforce a policy in the manner you assert, because "closest car" is not policy.

Just like video taped interviews, the death penalty moratorium, and cameras in squad cars. Unlike Aaron Patterson, Madison Hobley, et al, I've never been arrested and do not have an IR, however, I am veiwed as the possible offender of a crime and must be watched and tracked. To allow GPS or voice recording, if it is indeed being utilized, is yet another travesty much like the no pursuit policy, the loss of the Maglite, merit promotions. You don't see these policys anywhere except where the politicians pander to blacks.

Rumour mill,
1st There was a gps "testing " period used in 016, but so far we can't find the source of who was actually looking at tracking, heard it was the company they purchased them from.
2nd There is no console on the opertations floor on the police side that can "see" tracking. Fireside has always had it.
3rd Streets and Sans is going to start tracking their trucks very very shortly, the nextel radios they are mandated to carry have the chip and the mapping for that will be on radio main side of the building, not the police operations floor.
Personally I cannot even see how they would be able to implement tracking screens on the antique mapping computer we are using, without seriously overhauling the whole operations floor and 20 yo system. Don't believe all the hype, there's alot of truth in 1225ams comments. Peace to all of you. Squad

Last week a female P.P.O. gave a dispatcher a ticket at a seat belt mission in 006. Not because she does not know any better but because she was a royal Bitch from jump street. They were going to give her a break but when they asked her for her insurance card etc, she went off saying how she will put the word out on her if she gave her a ticket etc, they even let her go to her house and get her insurance card. Her FTO finally stepped in and said give her a ticket for the seat belt. Then the bitch came into the station where she beefed. The Desk Sgt. gave her an I bond out of professional courtesy but I heard he called her a liar and sent her out the door. The bitch no sooner got on the phone calling every dispatcher she knows bad mouthing the P.P.O. What a Bitch, I hope any dispatchers out there reading this now know the truth...

Two things - GPS needs an antenna that is unobstructed from metal witha clear view of the northern sky. They would not put the antenna "inside" the vehicles. That is why you see the disc antenna attached to the roofs. The roof is the ideal placement .
That being said, an antenna placed in the dashboard or rear deck can give good readings on LONG./LAT.
I would bet they are not trying to be sneaky about the GPS. They want to put the fear in us not to be out of beats.
Secondly, the city cannot put a listening device in the squad/PDT.
Even though the city owns the car, PDT, and basically "you" (me) for 8.5 hours on any given work day, there is an expectation of privacy when you are in the squad car.
I am certain the federal government would not authorize such a tactic.
The State (Cook County in our case) doesn't know which way is up when it comes to eavesdropping.
Listening to your conversations without your permission is not happening in the squad - unless
YES UNLESS - you are a criminal targeted by the FBI/DEAQ/ATF, etc.
Then all bets are off. You deserve to get screwed if you are a criminal.

A citation was still written but I'll be honest, it wasn't issued by CPD but the surburban police on the other side of Western. I can't blame it on race because my co-workers family members whom I would have believed to get some courtesy did not.
Once again, how does a dispatcher expect to receive courtesy when the police can't even get it??

As far as recording you, they would need a court order, ie. they have an investigation already going, or they would need your permission. It's the law! The guy who said the antennae must be on exposed is the only one out there who knows whats going on. Until recently, when I worked with the feds we would sneak up to a mobster's car, stick big tracking devices in the trunk, antennae on the roof and battery packs in the glove compartment and track said crime boss through the city. I fondly remember entering photos of these devices into evidence at trial and the confusion on the faces of the jury that the bad guys never noticed a bunch of fuckin' hardware attached to their cars! Too bad they don't make those things concealable, huh? I for one am tired of this poor technology, like that 1,275 foot long extension cord/USB cable for my PDT that keeps getting disconnected when I get too far from the station. Since I'm reminiscing, another crime fighting technique we used was to wear a pinstripe suit, hang a string of garlic around your neck and stand around organized crime figures. You would occaisionally say, "I like being in organized crime! Fugedaboudit! We sure are breaking a lotta laws youze guys! Let's discuss some details of those crimes right now!" Thanks for clearing up that confusion about GPS, Joe Technology!

To the people that make the statement about concealable GPS and the car ental installations -

The antenna has to be, without exception, have a clear view of the sky.
The transmitting device can be burried in your ass, but the antenna has to be unobstructed.
The car rental companies conceal them in the dashboard or reardeck. PERIOD.
Argue, lie, guess, whatever.
Two ways to overcome the device.
Want to know how?
Wait, want don't you tell us.

Just don't be screwing off.

All cars will have GPS, soon.

No antenna, no location.

No power to transmitting device - no location.

I assure the devices are wired into the cars power system, this way they can call the device whenever they want.

(Go to the Garmin website and look it up you fucking morons). The do not need to mounted on top of a car these new antennaes can pick a GPS signal from inside a house, if you don't believe go purchase a Garmin GPSMAP 60cx, like I have and see for yourself you dumb assholes...

There are 25 districts how many units and other cars and we have police officers who really believe the department has the time or personnel to keep track of the gps print outs? Go look at one days worth of print outs for one streets and sanitation vehicle it looks like a small novel. I remember years ago Tasch at roll calls telling us he didn't have many inspectors but as long as we believed there were alot out there we would keep in line. The threat was greater than the real thing. Lets not be so paranoid.

I have a Fine Drive 400 gps portable navigation system, plugs in the cigarette lighter, displays maps, pois, etc, it also tracks my vehicle on the map. Extremely accurate, to the point of seeing your car go through an intersection. I don't mount it on the window or dash, just throw it between the console and it still works. The antenna is attached and is 1"x1" square. The whole unit is 5"x 4" big. No disc on the car, exposed antenna etc.

The city has been using GPS on it's vehicles for some time now. If you think that they are not using it on CPD cars, you are an idiot. If you need to beat the tracker, use tinfoil over the antenna. A pack of gum will do it.

No one in their RIGHT mind, and I mean NO ONE, would pay any attention to the above rantings. I don't care if you're the police either, and I am the police!! And there is always another side to the story. I'd bt $50 the poster was an asshat and now is whining because he wasn't treated like royalty. Note the time on the post!!

Dugan's bar is downtown, and I haven't been there in years. If I were to go back, I'd behave myself and act properly, just like we as coppers expect everyone else to act.

PRIVACY LAWS PREVENT THE DEPT. FROM RECORDING CONVERSATIONS BETWEEN PARTNERS INSIDE A POLICE VEHICLE. THERE IS NOOOOO WAY THAT THE DEPT COULD OR WOULD RECORD CONVERSATIONS BETWEEN PARTNERS W/O COURT APPROVAL. JUST LOOK AT THE U.S. MONITORING PHONE NUMBERS CALLED, NOT LISTENED IN ON (LIKE THE DEMOCRATS WANT YOU TO BELILEVE IS HAPPENNING). YES, THERE IS GPS, YES THEY WILL FUCK YOU OVER WITH IT, NOOOOO THEY ARE NOT RECORDING RANDOMLY.
